18 of August 2008, Bihar faced one of its most devastating floods. The River Kosi
drowned millions in one big saga of pain, anguish grief and sorrow. HelpAge India, like many other development agencies, started with immediate relief operations but gradually moved efforts to reconstruction and rehabilitation of the floods victims. The floods brought unprecedented hardship for the elderly population in the affected districts. Deluge exacerbated the situation for the elderly survivors, many of them were deserted, left to survive on their own. In a situation, where formal Financial Institutions deny credit to Older Persons, the elders are left to get exploited by the local moneylender. The initiative of Elderly community-based organization where they can generate thrift and extend credit to the needy, is working wonders for the elderly population of Flood affected Supaul. When 15 20 less privileged elders get together as a group, formulate programmes of thrift and credit for the welfare of their group members, it is known as an Elders Self Help Group. Today the elderly feel that they have an identity as an individual in their family and community. Even political representatives are recognizing the elderly population as a vibrant political constituency, who can play a major role in deciding the politics of the area.
