SECTION T: Objective, actions and expected results Project planning and structure Form T1 SUMMARY OF THE PROJECT (Maximum 1 page) [ Objectives The main objective of the F4E project is to increase the skils and awareness of both teams of fire fighters in the cross-border area of Trieste (Italy) and Koper (Slovenia).so that whenever there is a fire emergency in | strategic or critical area like in the woods, on ships, at sea and in industrial sites, they can be deployed jointly. ‘There is already an existing agreement between the two teams, calling for joint interventions in case of fire in cross-border areas, nevertheless there is the need to strengthen the existing covenant and equip it with more dedicated tools. In Spite of the agreement, the two teams experience technical and communication difficulties, that sometimes make the joint deployment hard: the implementation of the covenant is jeopardises by the fact that when the Italian team leaves the national soil, it loses the radio signal with its headquarters. Another obstacle is represented by the language as most of the fire fighters are not bilingual and there is a ground difficulty in communication. Since this covenant is the result of the strong desire for tackling very specific and critical emergencies, a few, focused activities will help overcome these obstacles and reach a more efficient and effective cross-border emergency deployment system. The activities proposed are complementary in order to reach the full objective. No new structures are being proposed but the simple capitalisation of existing tools and resources, the timing of the project is 24 months as itis the ideal time to test and fine-tune the activities proposed, that are totaly coherent with the policy ines of italian and Slovenian civil protection [ Actions and means involved The actions are all consistent with the RECAST mechanism and with national civil protection policies, for example in Italy the Goverment directive on Operative measures for emergencies (03/12/2008) set up @ organisational model for emergency management at regional level where the Govemment office is responsible for its civil protecton deployment In Slovenia the activities of the project refer to the folowing legal acts concerning firefighting: Official Journal 1/2006; 03/2007and 57/2008, this last one concerning natural calamities in general - Task Management and Reporting: the applicant will assign to a team leader the task of monitoring the project activities and outputs, drafting the 2 reports and having 2 meeting with the Commission when required, besides of coordinating the overall project and partnership through the Steering Committee - Task Set up of the Joint Deployment Team (JDT): made up of 25 Italian fire fighters and 50 Slovenian fire fighters, who will undergo a training divided into three modules (A, B, C) held by an authorized body in Ig, Slovenia. 50 more volunteers from Siovenia will undergo only the A’ course and the 60 Slovenian fre fighters will also folow a special course for rescue at sea and ship fire in Trieste. The 75 officials trained in the three Modules will then become peer-trainers for other firefighters for the theoretical parts of the course. The total is 19 courses. = Task improvement of radio communication: the Italian side will move the actual site of its radio system in order to alow greater wave length and language courses in Italian and Stovenian will be organised to alow an easier communication among the two teams forming the JOT, the partners will use 4 laptops with internet key access when deployed ~ Task cartography Improvement and digitalisation: the existing database will be digitalised and | transferred to a website forthe joint use, with a detailed cartography of the critical cross-border area, ~ Task Publicity: the web site will be a vehicle to communicate and spread information about the project's fesuits to the stakeholders (woods and park area personnel, emergency managers), besides 1 press | Sonference and a final dissemination event will be organised Expected results “|Z Task Management and Reporting: 2 reports; 2 meeting with the Commission, 1 layman report, 3 steering © | Meetings for GANNT scheme (1) check and monitoring activities according to indicators (1 set) Task Set up of the Joint Deployment Team (JDT) 1 tested and operative JDT made up of 75 officials (50 E, Glovenian and 25 italian) at least 50 Slovenian volunteers trained and 50 Slovenian officers trained in ship eieand Sea rescue, for a total of 19 courses developed.
