This constitution was imposed by Ayub khan .He was Chief of army staff of Pakistan he imposed Marshal law , and became the President of Pakistan .The Government introduced Basic Democracies called the B .D members . They have to perform functions as local government and their role in developmental work. They also acted as an electoral college for the election of president and the national assembly Presidential System It was a presidential type constitution. 1- The President was responsible for administration and affairs of the state. 2- He was not answerable to Prime Minster. 3- The President had the power to appoint Provincial Governors, Federal Ministers 4- The President exercised veto power in the legislative affairs and could even veto a bill passed by the National Assembly with a two-third majority. 5- He had the authority to issue ordinances when the Assembly was not in session. 6- He can dissolve national assembly. 7-The Judiciary had little independence and the appointment of the Chief Justices and Judges of the Supreme and High Courts was in the hands of the President. 8- The President also had the power to remove a judge. 9- National Assembly was given the power to bring to court the president, however it was difficult to achieve. 10-National Assembly had all the powers of law making but law was to be finally ratified by the president. President could sign, reject or return the bill 11- He had enough powers to supervise provincial affairs. 12-The President was the head of the state as well as the head of the Government.
