The OIC is the second largest worldwide inter-governmental organization after the
United Nations, with 57 member states spread over four continents: 55 OIC members
are also member states of the United Nations. Afghanistan joined the OIC in 1969.
Mr Muneer Osman is the first Special Envoy of the Secretary General of Organization
of Islamic Conference (OIC) for Afghanistan, and on 2 January, with Afghanistan's
Foreign Affairs Minister, Dr Zalmay Rassoul, he inaugurated the office. At the
inauguration, Osman stressed the OIC's support to the Afghan Governments peace
programmes. Minister Rassoul said that the OIC planned to hold an extraordinary
summit on Afghanistan in March this year to focus on efforts to bring peace.

JEDDAH, Jan 5: The 57-member Organization of Islamic Conference (OIC) has become the voice of the
Ummah and an instrument for strengthening cooperation among Muslim countries, according to its SecretaryGeneral professor Ekmeledin Ihsanoglu.
Speaking to Arab News, the OIC chief emphasized his organizations plan to foster a strategic relationship
with China. He underscored the OICs efforts to bring together the Sunni and Shiite leaders of Iraq to end
sectarian violence there.
Ihsanoglu said the extraordinary Islamic summit, held in Makkah in 2005 under the initiative of Custodian of
the Two Holy Mosques King Abdullah, was a turning point in the organizations history. The summit adopted
a 10-year program of action covering specific areas to boost the development of the Muslim world. He said
the OIC is emerging as a key player in global politics.
During the Makkah summit, it was agreed upon that all schools of religious thought, or madahib, should be
treated equally. This happened for the first time in history. It was a revolutionary step and a major
achievement of the OIC, he said.

The Jeddah-based top Muslim body is the largest organization in the Islamic world and the second largest
after the United Nations.
Referring to the OICs efforts to reconcile Sunnis and Shiites in Iraq, Ihsanoglu said: In 2006 we succeeded
in bringing together Sunni and Shiite leaders while sectarian violence was at its peak. We made them sign on
a 10-point agreement.
He added that the accord contributed to lessening Sunni-Shiite fighting in the country. The Iraqi government
has commended the OIC for its reconciliation efforts. He said the Sunni-Shiite conflict was a serious issue.
When we invited these leaders, many of them did not want to come. We had to exert a lot of efforts to
convince them to talk to one another and sign the agreement. When I visited Iraq in 2008, I found that they
had become close friends, he said.

Ihsanoglu spoke about efforts to strengthen his organization to play a vital role in the world in terms of conflict
management and mobilizing support for Muslim causes. He said it was an OIC initiative that South African
Jewish judge Goldstone was appointed to report on Israels military operation in Gaza.

except making some reactionary responses and taking routine decisions. Now the OIC is everywhere and
active in all issues related to Muslims Palestine or Iraq or Afghanistan or Darfur or Somalia or issues of
Muslim minorities. Last September in our annual coordination meeting in New York, UN Secretary-General
Ban Ki-moon acknowledged that the OIC had become a crucial partner of the UN. Never before has the OIC
received such a comment from the head of that international organization.

Ihsanoglu also emphasized the growing role of OIC member countries at the UN General
Assembly, the Security Council and other UN organizations. We have been successful
in passing UN resolutions that serve the Ummah on issues such as Palestine,
Islamophobia and membership in international organizations.
There are five Muslim countries in the Security Council and 17 in the UN Human Rights
Commission.
Speaking about OIC summits, he said the Makkah summit in 2005 and Dakar (Senegal)
summit in 2008 were the most successful. There was a brainstorming session attended by
more than 100 prominent scholars from different parts of the Islamic world before the
Makkah summit, which proposed the 10-year program of action. A paradigm shift was
taking place in Makkah and Dakar.
The summit in Dakar approved a new charter, which has completely changed the
organization, he said.
The OIC chief also refuted the general perception that OIC resolutions are only on paper.
This is not true. We are taking resolutions that we can commit ourselves to. We are now
pressing the Security Council to consider the Goldstone report once again. We have also
taken up the issue of the Gaza Freedom Flotilla, he said, adding that 52 of its 57 member
countries have recognized Palestine as an independent state.
Ihsanoglu explained the OICs efforts to strengthen cooperation among Muslim countries
in different areas. We have doubled our expenditure on research and development in
science and technology. Intra-trade between OIC countries rose from 14 to 17 percent
amounting to $500 billion.
He also spoke about a plan to establish a railway line between Dakar and Port Sudan. It
will link the Atlantic with the Red Sea, and African countries with the Middle East.
We have done a lot of work to implement this project. Technical and ministerial
meetings have taken place, he said. A feasibility study is being conducted for the
railway that covers more than 10,000 km.
Referring to Irans nuclear program, he said: All countries have the right to develop
nuclear technology for peaceful purposes. However, he said, the OIC opposed the move
to use nuclear technology for making weapons of mass destruction.
He lambasted the Wests double standard toward Israels nuclear arsenal.
Referring to the organizations efforts to establish peace and security, Ihsanoglu said the
OIC is the largest contributor to the UN peacekeeping force. He also denounced the
recent terrorist attack on a church in Egypt.

Matrade Eyes Participation In Trade Fairs Across


Middle East
DUBAI, Jan 7 (Bernama) -- The Malaysia External Trade Development Corp
(Matrade) Dubai has identified international trade fairs across the Middle
East that may involve the participation of Malaysian companies and
exporters this year.
Matrade's senior trade commissioner, Datuk Dzulkifli Mahmud, said the
events would take place in Dubai, Abu Dhabi, Bahrain, Oman, Kuwait,
Qatar, Iran and Iraq.

He said among the highlights of Matrade Dubai's calendar for this year
would be the Malaysia Services Exhibition 2011 scheduled for Apr 17-20 in
Abu Dhabi, the capital of the United Arab Emirates (UAE).
"The event will showcase the capability of about 120 Malaysian companies
in areas like construction, professional services, facility management and
others," he told Bernama.
Dzulkifli said MSE 2011 would be held in conjunction with CityBuild Abu
Dhabi and Cityscape Abu Dhabi exhibitions highlighting developments and
opportunities in the building and construction industry as well as property
and real estate.
"We're holding the event for the first time in Abu Dhabi to take advantage
of numerous real estate and infrastructure projects in the emirate," he
said.
Interested Malaysian companies should contact Matrade for further details,
he said.
Previous MSE events were held in the emirates of Sharjah and Dubai.
Dzulkifli said Matrade also planned to organise a specialised marketing
mission on oil and gas to Oman, Kuwait and the UAE in early April.
In addition, he said, Matrade proposed to take Malaysian construction
companies on another specialised mission to Erbil, Iraq in September.
"We'd like to take advantage of reconstruction efforts in that country," he
said of the proposed trip to Iraq.

"As you know, jewellery items are among the most important Malaysian
exports to this part of the world.
"Taking part in such an event will further enhance our profile in this region
and presents an opportunity to promote Malaysian jewellery products to a
wider audience," he said.
Dzulkifli said Malaysia would participate in the Organisation of the Islamic
Conference (OIC) Expo from Apr 24-29 in Sharjah.
"Malaysia is one of the more advanced members of the grouping of Muslim
countries and we'd like to take this opportunity to share our experience and
expertise with other countries in the OIC," he said.
Dzulkifli hoped the exhibition would lead to a boost in intra-OIC trade.

OIC played vital role in bridging Shiite-Sunni gap: Ihsanoglu

Gulf in the media The 57-member Organization of Islamic Conference (OIC) has become the voice of the
Ummah and an instrument for strengthening cooperation among Muslim countries,
according to its Secretary-General professor Ekmeledin Ihsanoglu.
Speaking to Arab News, the OIC chief emphasized his organizations plan to foster a
strategic relationship with China. He underscored the OICs efforts to bring together the
Sunni and Shiite leaders of Iraq to end sectarian violence there.
Ihsanoglu said the extraordinary Islamic summit, held in Makkah in 2005 under the
initiative of Custodian of the Two Holy Mosques King Abdullah, was a turning point in
the organizations history. The summit adopted a 10-year program of action covering
specific areas to boost the development of the Muslim world. He said the OIC is
emerging as a key player in global politics.
During the Makkah summit, it was agreed upon that all schools of religious thought, or
madahib, should be treated equally. This happened for the first time in history. It was a
revolutionary step and a major achievement of the OIC, he said.
The Jeddah-based top Muslim body is the largest organization in the Islamic world and
the second largest after the United Nations.
Referring to the OICs efforts to reconcile Sunnis and Shiites in Iraq, Ihsanoglu said: In
2006 we succeeded in bringing together Sunni and Shiite leaders while sectarian violence
was at its peak. We made them sign on a 10-point agreement.
He added that the accord contributed to lessening Sunni-Shiite fighting in the country.
The Iraqi government has commended the OIC for its reconciliation efforts. He said the
Sunni-Shiite conflict was a serious issue. When we invited these leaders, many of them
did not want to come. We had to exert a lot of efforts to convince them to talk to one
another and sign the agreement. When I visited Iraq in 2008, I found that they had
become close friends, he said.

Ihsanoglu spoke about efforts to strengthen his organization to play a vital role in the
world in terms of conflict management and mobilizing support for Muslim causes. He
said it was an OIC initiative that South African Jewish judge Goldstone was appointed to
report on Israels military operation in Gaza.
He said the position of the OIC today is much better than what it was five years ago.
Until 2005, the OIC was not mentioned in any international forums and was not active
in taking up issues except making some reactionary responses and taking routine
decisions. Now the OIC is everywhere and active in all issues related to Muslims
Palestine or Iraq or Afghanistan or Darfur or Somalia or issues of Muslim minorities.
Last September in our annual coordination meeting in New York, UN Secretary-General
Ban Ki-moon acknowledged that the OIC had become a crucial partner of the UN. Never
before has the OIC received such a comment from the head of that international
organization.
Ihsanoglu also emphasized the growing role of OIC member countries at the UN General
Assembly, the Security Council and other UN organizations. We have been successful
in passing UN resolutions that serve the Ummah on issues such as Palestine,
Islamophobia and membership in international organizations.
There are five Muslim countries in the Security Council and 17 in the UN Human Rights
Commission.
Speaking about OIC summits, he said the Makkah summit in 2005 and Dakar (Senegal)
summit in 2008 were the most successful. There was a brainstorming session attended by
more than 100 prominent scholars from different parts of the Islamic world before the
Makkah summit, which proposed the 10-year program of action. A paradigm shift was
taking place in Makkah and Dakar.
The summit in Dakar approved a new charter, which has completely changed the
organization, he said.
The OIC chief also refuted the general perception that OIC resolutions are only on paper.
This is not true. We are taking resolutions that we can commit ourselves to. We are now
pressing the Security Council to consider the Goldstone report once again. We have also
taken up the issue of the Gaza Freedom Flotilla, he said, adding that 52 of its 57
member countries have recognized Palestine as an independent state.
Ihsanoglu explained the OICs efforts to strengthen cooperation among Muslim countries
in different areas. We have doubled our expenditure on research and development in
science and technology. Intra-trade between OIC countries rose from 14 to 17 percent
amounting to $500 billion.
He also spoke about a plan to establish a railway line between Dakar and Port Sudan. It
will link the Atlantic with the Red Sea, and African countries with the Middle East.
We have done a lot of work to implement this project. Technical and ministerial
meetings have taken place, he said. A feasibility study is being conducted for the
railway that covers more than 10,000 km.
Referring to Irans nuclear program, he said: All countries have the right to develop
nuclear technology for peaceful purposes. However, he said, the OIC opposed the move
to use nuclear technology for making weapons of mass destruction.
He lambasted the Wests double standard toward Israels nuclear arsenal.
Referring to the organizations efforts to establish peace and security, Ihsanoglu said the
OIC is the largest contributor to the UN peacekeeping force. He also denounced the

recent terrorist attack on a church in Egypt.

During the occasion, Ambassador Moniruzzaman informed the Minister about OICs
role and support in bringing back stability in Afghanistan. He also briefed him on the
forthcoming meeting of the International Contact Group on Afghanistan scheduled to
be held in Jeddah on 01 March 2011 and a one-day special meeting on Afghanistan in
Sharm-el-Sheikh during the 12th Islamic Summit.
On his part, the Minister mentioned that Afghan Government attached high importance
to the opening of an OIC Resident Mission in Kabul and hoped that it would contribute
towards the economic development by helping restore peace and stability in the
country. The Minister assured Ambassador Moniruzzaman of all possible support and
assistance from the Afghan Government during his assignment in Kabul. Both sides
also discussed about the areas where OIC can extend support to Afghanistan in
building its capacities.

Ekmeleddin Ihsanoglu,has lauded the vigorous efforts of the State of Qatar, under the
auspices of the Emir of Qatar, Sheikh Hamad bin Khalifa Al-Thani, with all the
parties toward reaching a comprehensive and lasting solution for Darfur issue.
In a statement re over by Al-Habib Ka'bashi at the meeting of the Mediation with the
Arab-African Ministerial committee on Darfur, Prof. Ihsanoglu, commended the
efforts being exerted by the Qatari Minister of State for Foreign Affairs, Ahmed bin
Abdalla Al Mahmoud, and the joint UN-AU mediator, Djibril Bassole.
The OIC Secretary General said that the negotiations of Doha on Darfur issue have
reached a decisive stage and a curial juncture that necessitate evaluation of results and
means of achieving the desired goals.
Prof. Ihsanoglu affirmed that the Mediation has scored important achievements in the
last 10 years by conducting comprehensive negotiations with all the concerned parties
including the government of Sudan, movements of Darfur, the civil society of Darfur
and other effective parties. He also pointed out that the government of Sudan has
adopted a new strategy for resuming the peace process in Darfur, a strategy which
was earlier supported by the OIC, affirming that it is high time for intensifying efforts
to guarantee effective and positive involvement of all the armed movements in the
peace process in Doha.
Prof. Ihsanoglu called on all the movements to join the current negotiations and to
demonstrate a sincere will to settle the issue of the region peacefully, besides giving
priority to the legitimate demands of the people of Darfur for enjoying peace, security
and stability.

OIC secretary general addresses UNSC on behalf

Jeddah, 6 January - Ekmeleddin Ihsanoglu, the Secretary General of the
Organization of Islamic Conference, sent a message to the Foreign Ministries
of the five permanent, veto-holding member of the United Nations Security
Council warning them of the serious threats to the Al-Aqsa Mosque in
Occupied Jerusalem. In the letter he pointed out to the responsibilities of the
Israeli occupation authorities, enshrined in international law, for the security
of the Al-Aqsa mosque compound and alerted to the fact that the OIC
considers this Muslim site a red line.
In the face of the extensive excavations undertaken by Israeli occupation
forces at the site Ihsanoglu urged the international officials to prevent the
occupying forces in Jerusalem from any further encroachments on the Al-Aqsa
compound and to authorize the Islamic Awqaf to access the site in order to
provide for the necessary maintenance of the compound.
In a separate message to the UNESCO director general, Ihsanoglu asked to
speed up the formation of a committee of international experts including
those dispatched by OIC member countries to inspect the site, in order to
evaluate the safety of its buildings and to provide for the required
maintenance

(G) Syed Ali Shah Geelani Wednesday said the Chief
Minister Omar Abdullah has become non-existent
and Police is running the affairs of the state.
He also castigated the J&K Police for what he said its
anti-people role in the past two decades and
maintained they have turned more brutal than
soldiers.
The veteran leader reiterated that his five minimum
demands can make conducive atmosphere for
dialogue and urged the Organization of Islamic
Conference and Pakistan to pass resolutions to
impress upon UN to implement its resolutions on
Kashmir. He also demanded an international war criminal tribunal to investigate the war crimes in the
Valley.
POLICE AT HELM OF AFFAIRS
Geelani said according to Army Chief and Director General of Police only 500 militants were active in
Kashmir. Then the presence of over eight lakh soldiers in Kashmir has no justification. As if it was not
enough, the CM has become non-existent. The DGP and SHOs have been giving policy statements.
The police have taken the responsibility of restoring peace and muzzling voices by arresting youth. It is
regrettable that the police have waged a war and are at the forefront of inflicting atrocities on Kashmiris.
The police have stooped so low that it now brands the criminals as stone pelters to defame our sacred
movement, Geelani said, addressing a seminar titled UN resolutions and suppressed nations
sacrifices at his Hyderpora residence.
STATE TERRORISM AT ITS WORST
I stand witness to the atrocities inflicted by the successive regimes on the Kashmiris since 1947 to
suppress their movement. In 50s, Kashmirs who wore green turbans were branded as Pakistanis and
pushed behind bars. Kashmiris even had to face imprisonment for listening to Radio Pakistan and Azad
Kashmir. People say Dogra regime was brutal, but I want to say without any doubt that the NCs Halqa
presidents are more heinous than (Maharaja) Hari Singh, Geelani alleged.
Elaborating, Geelani said those who challenged accession were jailed. Ironically, those whom
Kashmiris thought were their leaders let them down and they joined hands with New Delhi. When
emergency was imposed in India, these so-called leaders invited its extension to Jammu and Kashmir. I
have seen how people were tortured in custody. Even I was confined to a cell. In the garb of ruthless
power, such leaders got those killed who challenged the 1975 accord, he said.
Geelani said Kashmiris participated in the elections after 1975 to push for amicable resolution of
Kashmir through UN resolutions. I didnt want our future generations to blame us for letting the
mainstream leaders win unopposed. When I along with my supporters went to Devsar and Ganderbal
for campaigning, we were attacked with iron rods by NC activists saying how dare you stand against
Bab (Sheikh Muhammad Abdullah). In 1987, Kashmiris tried to participate in elections and the
candidates who were on the verge of success, were jailed. Our youth were left with no option but to start
armed struggle for achieving their right to self-determination, he said.
Justifying the armed struggle of Kashmiris, Geelani accused India of purusuing double standards.
When Indian sees Subhash Chandra Bose and Bhagat Singh who used violent methods to get
independence from British as heroes, why are Kashmiris labeled as terrorists? Kashmiris have rendered
more sacrifices than Indians against the British. India has been using state terrorism to suppress the
Kashmiris movement. State terrorism has targeted all the weak, institutions and intellectuals, he said.
Recounting major massacres since 1990 in the Valley, Geelani accused India of using the Ikhwanis
(renegades) to kill Kashmiris. These Ikhwanis were reared in Army camps and given all the perks and

powers to eliminate Kashmiris. They were instrumental in killing of innocent civilians and religious
scholars. I urge the UN to depute its War Crimes Tribunal to investigate the war crimes in Kashmir and
punish the accused cops and soldiers, he said.
Geelani said the conglomerate had launched demilitarization campaign in every district last year. In
2010, it transformed into Go India Go Back movement. For the first time in 63 years, India sent its Rapid
Action Force to Kashmir as if it had to fight China. What was the fault of 112 youth and teenagers who
were killed since June last year? he asked.
NO GRUDGE AGAINST INDIAN PEOPLE
Geelani maintained that it was the standing policy of the Conglomerate to peacefully carry forward the
ongoing movement. We have asked people to even refrain from raising provocative slogans during
protests. Kashmiris dont have any grudge with people of India. We are only protesting against the
forced and de facto control of the State by India, he said.
He said gradually the Indian civil society members including Arundhati Roy, Gautam Navlakha and Mani
Shankar Ayar were coming forward to help the cause of Kashmiris.
When Chidambaram (Home Minister) said in the Indian Parliament that Kashmir is a case of broken
promises, why does Indian leadership shy away from accepting and fulfilling the promises? India is
trying to instigate us to resort to violence but we should not fall in its trap and maintain calm, he said.
ON DIALOGUE
Geelani said the Conglomerate was not averse to dialogue. But all the talks which were held 150 times
since 1947 have failed to resolve the issue. We have no problem to enter into dialogue process but
there should be conducive atmosphere for it. I reiterate my five minimum preconditions for dialogue
including start of demilitarization, revocation of special powers to armed forces, release of political
prisoners for participating in talks, he said.
After the acceptance of these conditions, India, Pakistan and the leadership of Kashmir can talk and
resolve the dispute in the light of UN resolutions and sacrifices rendered by Kashmiris, he added.
Geelani maintained that UN resolutions on Kashmir are still relevant. UN has failed to discharge its
responsibilities due to pressure from the VETO powers. UN is bound to implement the resolutions. I
urge Organization of Islamic Countries and Pakistan to pass resolutions to impress upon UN to
implement the UN resolution on Kashmir.
UNIFICATION NOT NEEDED
Geelani said there was no need of unification among the pro-freedom organizations as they have
common goal to achieve right of self-determination. If two platforms are pursuing one goal, the need for
unification becomes redundant. Even when the Hurriyat was united for 10 years, India did not listen to
us. So we should continue to carry forward the movement to its logical conclusion, he said.
He said any attempts to divide Kashmir will be thwarted. We have religious and human relationship
with people of all religious in the state. We will never allow division of Kashmir, he said.
He also impressed upon every section of the society including intellectuals to work for strengthening the
movement.
RESOLVE KASHMIR
Senior journalist Zahir-ud-Din dwelt at length on the UN resolutions on Kashmir in respect of its legality.
He maintained that the UN resolutions of Aug 13, 1948, and Jan 5 1949 cant be separated. If the first
resolution is body the second is soul, he said.
Columnist ZG Muhammad hit back at those who have been accusing intellectuals of failing to support
the ongoing movement. Intellectuals dont lead, it is the job of leaders. In our case, journalists have an
important role as ambassadors to objectively reflect the sentiments of the people. Indian intellectuals
can play imperative role in building consensus about Kashmir among the people like their American
counterparts did in Vietnam, he said.
However, he maintained that poets cannot be considered as intellectuals. An intellectual should play
supplementary in the movement, he added.
Dr Sheikh Showkat Hussain who teaches Law at Kashmir University minced no words in saying that
Kashmiris have failed to document their history. We have a tragedy and when we are asked about the
dispute, we refer to the books of Walter Lawrence and Alistair Lamb. We have been trying to
accomplish the assignments of others who are driven by vested interests. As a result the Kashmir
dispute is not properly reflected, Dr Showkat said.
He maintained that UN resolutions were like a title deed and stressed for intensifying efforts to
implement them.
The ongoing movement is in a state of confusion. Kashmiris have been giving sacrifices and leaders
and intellectuals have failed to channelize them. Time and tide wait for none. In the past, many leaders
have been thrown out of the movement. If the leaders dont act, new actors are bound to emerge, he
said.
Noted columnist Dr Javid Iqbal accused India of exploiting Kashmirs water resources. We are
purchasing our own power from New Delhi. We have to bear in mind that nobody cares for the weak.
We have to ourselves safeguard our nation. Our leaders have always fallen in the trap of New Delhi.

said.

He castigated Kashmiris for resorting to extravagance. We spend our life saving on marriages and food
and forget our responsibilities towards the nation. We have become gastronomes. We go into
hibernation during winter and remember about the right of self-determination in summer. We need to do

Senior journalist Riyaz Masroor said the challenge for the pro-freedom leaders in 2011 will be to
reinterpret the UN resolutions and safeguard the sacrifices rendered by Kashmiris.

Chinas Hajj Diplomacy
These days, relations between China and Saudi Arabia are growing stronger
originally established by Hajj diplomacy, a few years after the communists took
power in China, notes Alain Gresh.

Abdul Karim Yaqoub is the young executive director of the Saudi Chinese Business
Council, and is at present at Shanghai University, writing a thesis on relations
between China and Saudi Arabia. He has Saudi nationality, but is of Chinese origin:
In 1949 several hundred Muslim Chinese, fleeing the advance of Mao Zedongs
forces, emigrated to Saudi Arabia rather than Taiwan. Muslim Chinese from East
Turkestan, now Xinjiang province, had already fled war in the 1930s to settle in
Mecca and Medina.
After the communists took power in Beijing, religion created connections between the
countries, through hajj diplomacy. At the Bandung conference in Indonesia in 1955,
where the leaders of 29 newly independent nations created the non-aligned
movement, crown prince (and future king) Faisal, and the Chinese foreign minister
Zhou Enlai, agreed to allow Chinese Muslims to make the pilgrimage to Mecca. A
few dozen did so every year until the Cultural Revolution of 1966, whose aim was to
eradicate traditional values, ended this.
Relations deteriorated further when Riyadh established diplomatic relations with
Taipei, and took an active part, in the 1960s and 70s, in the World Anti-Communist

were part of the league.) Saudis of Chinese origin even acted subversively against the
Peoples Republic.
Yaqoub says that China decided to renew its relations with Saudi Arabia in the early
1980s, while the alliance between Beijing and Washington was strengthening, and
again it used hajj diplomacy: The Chinese wanted to kill two birds with one stone:
they wanted to show their Muslim population that they were not against religion, and
they wanted to get closer to Saudi Arabia. A meeting took place at the North-South
summit in Cancun in 1981, between King Fahd and Chinese leaders. The hajj was re
-established in 1979, but it remained small until 1985, when Beijing took direct
charge of organization. China sent an official delegation to Riyadh for the first time,
and the number of pilgrims rose from 2,000 to 12,700 in 2009 and 13,500 in 2010.
There are now direct flights to Mecca from Beijing, Urumqi, Lanzhou, Yinchuan and
Kunming.
For China, the political advantages became obvious during the riots in Xianjian in
2009: Like most Muslim countries, with the exception of Turkey, Saudi Arabia did
not condemn the repression, and even its media remained cautious. Raed Krimli,
adviser to the Saudi foreign affairs minister Saud Al Faisal, said: A good Muslim
should be a good citizen, whether in China or any other country. We do not interfere
in the internal affairs of others, and we dont want them to interfere in ours. It is a
principle we share with Beijing. Beijing is worried about the Muslim question.
There are 20 million Muslims in China according to the official figures, and many
more according to Saudi researchers. The two main ethnic groups are the Uighurs,
who are Turkic, and the sinicised Hui, the only Chinese minority defined by their
religion, who are less rebellious. They are the descendants of Arab traders who settled
in the Far East in the trading era of the Silk Road. China uses them as a bridge: Last
September it organized a Sino-Arab economic forum in Yinchuan, capital of the
Ningxia Hui region, where the majority of Huis live.
China has tackled extremism by reinforcing its Muslim legitimacy, and repressing
extremist elements. For both, it needs Saudi Arabia, the guardian of the holy places
of Mecca and Medina. China sends its theology students to Saudi Arabia, and is
counting on its support to become an observer member of the Organization of the
Islamic Conference (OIC), which is based in Jeddah, and has 57 member states. Last
June its secretary general visited Beijing. The visit of the Chinese interior minister,
Meng Jianzhu, to Riyadh in October, and the signing of an accord on security
cooperation, prove a joint desire to intensify the war against terror. translated by

OIC played vital role in bridging Shiite-Sunni gap: Ihsanoglu

JEDDAH: The 57-member Organization of Islamic Conference) OIC) has


become the voice of the Ummah and an instrument for strengthening
cooperation among Muslim countries, according to its Secretary-General
professor Ekmeledin Ihsanoglu .
Speaking to Arab News, the OIC chief emphasized his organizations plan to foster a
strategic relationship with China. He underscored the OICs efforts to bring together
the Sunni and Shiite leaders of Iraq to end sectarian violence there.
Ihsanoglu said the extraordinary Islamic summit, held in Makkah in 2005 under the
initiative of Custodian of the Two Holy Mosques King Abdullah, was a turning point
in the organizations history. The summit adopted a 10-year program of action
covering specific areas to boost the development of the Muslim world. He said the
OIC is emerging as a key player in global politics.
"During the Makkah summit, it was agreed upon that all schools of religious thought,
or madahib, should be treated equally. This happened for the first time in history. It
was a revolutionary step and a major achievement of the OIC, he said.
The Jeddah-based top Muslim body is the largest organization in the Islamic world
and the second largest after the United Nations.
Referring to the OICs efforts to reconcile Sunnis and Shiites in Iraq, Ihsanoglu said:
"In 2006 we succeeded in bringing together Sunni and Shiite leaders while sectarian
violence was at its peak. We made them sign on a 10-point agreement.
He added that the accord contributed to lessening Sunni-Shiite fighting in the country.
The Iraqi government has commended the OIC for its reconciliation efforts. He said
the Sunni-Shiite conflict was a serious issue. "When we invited these leaders, many of
them did not want to come. We had to exert a lot of efforts to convince them to talk to
one another and sign the agreement. When I visited Iraq in 2008, I found that they had
become close friends, he said.
Ihsanoglu spoke about efforts to strengthen his organization to play a vital role in the
world in terms of conflict management and mobilizing support for Muslim causes. He
said it was an OIC initiative that South African Jewish judge Goldstone was
appointed to report on Israels military operation in Gaza.
He said the position of the OIC today is much better than what it was five years ago.
"Until 2005, the OIC was not mentioned in any international forums and was not
active in taking up issues except making some reactionary responses and taking
routine decisions. Now the OIC is everywhere and active in all issues related to
Muslims Palestine or Iraq or Afghanistan or Darfur or Somalia or issues of Muslim
minorities. Last September in our annual coordination meeting in New York, UN
Secretary-General Ban Ki-moon acknowledged that the OIC had become a crucial
partner of the UN. Never before has the OIC received such a comment from the head
of that international organization.

Ihsanoglu also emphasized the growing role of OIC member countries at the UN
General Assembly, the Security Council and other UN organizations. "We have been
successful in passing UN resolutions that serve the Ummah on issues such as
Palestine, Islamophobia and membership in international organizations.
There are five Muslim countries in the Security Council and 17 in the UN Human
Rights Commission.
Speaking about OIC summits, he said the Makkah summit in 2005 and Dakar
(Senegal) summit in 2008 were the most successful. There was a brainstorming
session attended by more than 100 prominent scholars from different parts of the
Islamic world before the Makkah summit, which proposed the 10-year program of
action. "A paradigm shift was taking place in Makkah and Dakar.
The summit in Dakar approved a new charter, which has completely changed the
organization, he said.
The OIC chief also refuted the general perception that OIC resolutions are only on
paper.
"This is not true. We are taking resolutions that we can commit ourselves to. We are
now pressing the Security Council to consider the Goldstone report once again. We
have also taken up the issue of the Gaza Freedom Flotilla, he said, adding that 52 of
its 57 member countries have recognized Palestine as an independent state.
Ihsanoglu explained the OICs efforts to strengthen cooperation among Muslim
countries in different areas. "We have doubled our expenditure on research and
development in science and technology. Intra-trade between OIC countries rose from
14 to 17 percent amounting to $500 billion.
He also spoke about a plan to establish a railway line between Dakar and Port Sudan.
It will link the Atlantic with the Red Sea, and African countries with the Middle East.
"We have done a lot of work to implement this project .Technical and ministerial
meetings have taken place, he said. A feasibility study is being conducted for the
railway that covers more than 10,000 km.
Referring to Irans nuclear program, he said: All countries have the right to develop
nuclear technology for peaceful purposes .However, he said, the OIC opposed the
move to use nuclear technology for making weapons of mass destruction.
He lambasted the Wests double standard toward Israels nuclear arsenal.
Referring to the organizations efforts to establish peace and security, Ihsanoglu said
the OIC is the largest contributor to the UN peacekeeping force. He also denounced
the recent terrorist attack on a church in Egypt.

Ihsanoglu warns international officials of dangers

JEDDAH, (PIC)-- Professor Ekmeleddin Ihsanoglu, the secretary general of the Organization of
Islamic Conference, has sent messages to foreign ministers of permanent members of the UN
Security Council warning them that serious threats were endangering the holy Aqsa Mosque in
occupied Jerusalem.
Ihsanoglu underlined that the OIC considers the Aqsa Mosque a red line and that the Israeli
occupation authority (IOA) is fully responsible for what may occur as a result of any harm done to
the holy site.
He urged the international officials to block the IOA from further infringements on the Aqsa and
allow the Islamic Awkaf to launch the required maintenance for the Mosque.
Ihsanoglu addressed a separate message to the UNESCO director general asking him to expedite
the formation of a committee of international experts with the participation of experts from the OIC
member countries to evaluate the safety of the Aqsa compound's buildings.

Saleh Kamel: Saudi youth should work to prove their competence

BURAIDAH: Sheikh Saleh Abdullah Kamel, Chairman of the Council of Saudi


Chambers of Commerce and Chairman of the Jeddah Council of Commerce and
Industry, has urged Saudi youths to prove themselves and not rely on their
nationality to get and keep jobs.
It is for every youth to know what they want to do and what work they are capable of
doing, he said in an interview with Okaz/Saudi Gazette at a meeting held by the
Chamber of Commerce here Tuesday. Young people should set targets, work hard
and start from scratch to achieve them and prove themselves. They should compete
with foreign workers and not depend on being Saudis and the privileges citizenship
provides, he said.
Saudi young people should prove themselves in the labor market through their
competence, efficiency and hard work. Only the competent and efficient survive in
this market.
Sheikh Kamel said the allocation of SR200 billion in the states budget for new
projects will boost the countrys businesses and create lots of vacancies for the sons of
the soil.
He stressed the importance of attracting foreign investors, which transfer their
experience and technology to the Kingdom.
Sheikh Kamel expressed his hope that every chamber of commerce will work to
increase economic development in its area, pointing out that one of the principal roles
of the chambers is to increase the gross domestic product.
Chambers also work to find opportunities for those who are seeking jobs, especially
those who come back to the country after they study abroad.
The organizations should also protect the interests of their subscribing members and
develop commercial and investment relations between the Kingdom and GCC, Arab
countries and OIC member countries, he added.

Sheikh Kamel thanked Almighty Allah and King Abdullah, Custodian of the Two
Holy Mosques, for the largest budget in the Kingdoms history and pointed out that
devoting about 50 percent of the budget to projects reflects the governments
determination to accelerate and activate the national economy and private sector.
The budget also reflects due attention and care for the employment of Saudi youths
since the megaprojects will create thousands of job opportunities for the young jobseekers, he added.
He said every chamber has a special section for foreign investors and expressed hope
that they will attract investors from advanced countries. We have enough capital, but
we suffer from shortages in experience and technology, he said. We should
concentrate on this kind of investment.

Democracies Confront Their Own Growing Censorship

The murders of journalists in Russia, the jailing of bloggers in China, and the crackdown on the media in Iran regularly
remind us that freedom of expression is under duress, even in an era of expanding global communications.
However, considerably less attention has been paid to a new, more insidious threat to this fundamental human right. It
involves campaigns by a variety of actors from foreign governments and business moguls to the Organization of the
Islamic Conference (OIC) to discourage journalists, scholars, nongovernmental organizations (NGOs), and others
from speaking out or publishing material on certain subjects.
This creeping censorship is manifesting itself in venues including the United Nations, the judicial systems of established
democracies, and elsewhere. Often, the objective is to place restrictions on what people can say or publish about Islam.
But the offensive is also being carried forward by others, including oligarchs in the former Soviet Union.
Targeting Democracies
The focus of the free-speech debate has traditionally been on societies where freedom was lacking. What really sets
apart this contemporary strain of censorship, however, is that it is increasingly focused on restricting information and
opinion in Europe, North America, and other bastions of free expression. Today, standards in democracies are the
target.
Consider the following developments of the past few years:
-- Two units of the UN system, the General Assembly and the Human Rights Council, passed resolutions that call for
restrictions on what people can say or write about religions, especially Islam. The principal targets of the resolutions
were clearly the democracies of Europe rather than autocracies where both free speech and religious liberty are already
heavily constrained.
-- The American author of a book on terrorist financing was successfully sued for libel in a British court, even though her
book was effectively unavailable on the British market.
-- The Chinese authorities -- in addition to their recent offensive against the Nobel committee -- have exerted pressure
on book fairs, film festivals, and academic gatherings to squelch discussion of its treatment of minority groups,
censorship of the media and artistic works, and other human rights issues in venues outside its borders. Australia,
Germany, Taiwan, and the United States have been among the targets.
-- The Index on Censorship, a leading voice for free expression, was forced to jettison a study on the phenomenon of
"libel tourism" after a subject of the study threatened to cripple the publication financially through legal action.
Steady Erosion
The new threats to free expression are not occurring in a vacuum. Over the past decade, the impressive gains that
accompanied the end of the Cold War have experienced steady and worrying erosion.
Freedom of the Press, Freedom Houses annual survey of media independence, has identified a number of factors
that have contributed to this global decline, including increased levels of violence and physical harassment directed at
journalists by both government and nonstate actors; restrictive new laws; and consolidation of domestic media sectors
by authoritarian governments.
One dimension of this problem is libel tourism. To get around Americas strong First
Amendment protections, plaintiffs have been suing both British and U.S. writers in London,
where defamation standards essentially assume that offending speech is false and the
author must prove the contrary to fend off the suit. As a result, British law has been turned
into a weapon to silence free speech. In the Internet age, libel tourism can be used to
enforce censorship on a global level.
Britain has therefore become the destination of choice for Russian and Ukrainian oligarchs,
Saudi bankers, and others interested in muzzling free inquiry. And libel tourism has become
lucrative business for firms such as Schillings and Carter-Ruck, which are counted among
Londons most feared defamation firms.

The enormous cost of litigation (in the tens of thousands of dollars) exerts a deep chilling effect on open debate.
Economically strapped publications and NGOs, unable to afford such costs and defend themselves, often wave a white
flag. Self-censorship becomes the preferred course.
It is thus especially important that the United States has taken a stand against libel tourism by enacting the Speech Act,
a measure that will make it more difficult to enforce libel judgments against U.S. journalists or scholars handed down in
foreign courts.
Those who seek to export censorship from authoritarian to democratic settings have been emboldened by a trend
toward capitulation in the democratic media. "The Washington Post is the latest in a lengthening list of publications that
have withdrawn cartoons, some thoroughly innocuous, with Islamic themes. Likewise, Conde Nast not only decided
against publishing an article in GQ on Vladimir Putins rise in its Russian edition, but removed the piece, which had
been published in its U.S. edition, from its website and refused to publicize it.
Last March, the UN Human Rights Council adopted a resolution that essentially called for the universal embrace of
antiblasphemy laws prescribing penalties for those who criticize particular religions. Such laws exist in a number of
countries, including some European democracies, but they are more widespread and far more likely to be enforced in
Muslim societies.
The resolution, sponsored principally by Pakistan on behalf of the OIC, is the latest iteration of a document that has
been circulating at the United Nations, with minor changes, for several years. In a related move, the OIC has pushed
through the adoption of a measure that instructs the councils rapporteur on freedom of expression to include in his
reports abuses of the right of freedom of expression in other words, criticism of Muslims or Islam. This measure
surely qualifies as an Orwellian inversion, whereby an entity established to defend free speech is given responsibility for
policing its alleged excesses.
Sophisticated Authoritarianism
In pursuing its antiblasphemy objectives, the OIC has remained unified despite the geographical diversity and political
differences of its members. But it could not achieve majorities in international forums without the support of the worlds
authoritarians: Pakistans cosponsors in the Human Rights Council were Belarus and Venezuela, both of whose
governments have earned reputations as adversaries of free speech and press freedom.
The growth of transnational censorship reflects the sophistication of modern authoritarianism. Those who want to create
intellectual no-go areas sometimes use violence to encourage self-censorship, as in the cartoon wars. They can raise
the specter of diplomatic pushback, a technique favored by China, or seek to achieve restrictive measures in
supranational bodies, such as the UN. Or they can take advantage of the legal systems of free societies, as with libel
tourism.
The stakes for established democracies in the battle to limit free expression are dwarfed by the risks for those who
already live under the authoritarian thumb. But if democratic societies choose to tolerate the threats to freedom where it
currently prevails, they will forfeit the moral right to demand freedom where it is systematically denied.

l'Etat du Qatar sous le haut patronage de son Emir, Sheikh Hamad bin Khalifa AlThani, qui ne cesse pas d'exhorter toutes les parties afin de parvenir une
solution pacifique dfinitive, globale et durable au problme du Darfour
Dans son discours lu par Al-Habib Ka'bashi, reprsentant de l'OCI la runion
entre la mdiation et le comit ministriel arabo-africain sur le Darfour, Ihsanoglu
a rendu hommage aux efforts dploys par le Ministre d'Etat aux Affaires
Etrangres au Qatar bin Abdalla Al Mahmoud, et le mdiateur conjoint de l'ONU
et l'Union Africaine Djibril Bassol
Il a dit que les ngociations de Doha sur la paix du Darfour ont atteint une tape
critique c'est pourquoi il faut arrter pour valuer les rsultats et identifier les
moyens ncessaires afin d'atteindre les but escompts qui sont la ralisation de
la paix et la stabilit au Darfour
Ihsanoglu a appel tous les Mouvements arms du Darfour rejoindre les
ngociations en cours et manifester la volont politique srieuse pour la
solution de la question de cette rgion.

Le Secrtaire gnral de l'Organisation de la Confrence islamique, le professeur Ekmeleddin Ihsanoglu, a envoy des
lettres aux ministres des Affaires trangres des pays qui sont membres permanents au Conseil de scurit de lONU,
attirant lattention sur les dangers qui menacent la mosque sainte d'al-Aqsa et la scurit de sa structure.
Ihsanoglu a soulign que l'Organisation de la Confrence islamique considre qual-Aqsa est une ligne rouge et tient les
forces occupantes responsables de tout ce qui pourrait causer un prjudice contre la mosque bnie. Il les a galement
appels empcher les forces de loccupation de continuer leurs agressions, et de permettre aux organisations de legs
pieux islamiques de mettre en uvre des travaux dentretien ncessaires la mosque.

Le Secrtaire gnral a adress un autre tlgramme au Directeur gnral de l'UNESCO, lappelant


acclrer la formation d'une commission internationale d'experts avec la participation dexperts des pays
membres de l'Organisation de la Confrence islamique pour valuer la scurit des btiments de
l'esplanade des mosques d'al-Aqsa.

Dakar, 6 jan (APS) - LOrganisation islamique pour lducation, les sciences et la


culture (ISESCO) annonce la parution dun nouvel ouvrage intitul : "Les
commencements des mois lunaires et le calendrier musulman", a appris lAPS
jeudi, auprs de linstitution culturelle panislamique.
Organe pendant de lUNESCO pour lOrganisation de la confrence islamique
(OCI), lISESCO indique que cet ouvrage comporte les actes des deux rencontres
scientifiques tenues son sige, Rabat, respectivement en novembre 2006 et en
novembre 2008.

Ces manifestations ont t organises en coopration entre lISESCO,


lAssociation mondiale de lAppel islamique et lAssociation marocaine
dastronomie (AMAS) autour de ce thme : "Les commencements des mois
lunaires et le calendrier musulman".
Louvrage, compos de 449 pages de format moyen, est prfac par le Directeur
gnral de lISESCO, Dr Abdulaziz Othman Altwaijri.
Le croissant lunaire rythme la vie quotidienne et spirituelle de plus d1,5 milliard de
musulmans qui, gnralement ne sentendent pas sur la question, notamment
loccasion du ramadan ou des grandes ftes religieuses.

Tolrer les chrtiens d'Orient, c'est les insulter

n s'inquite aujourd'hui du sort des chrtiens du monde arabe. C'est mme devenu un thme rcurrent chaque
fois qu'un attentat vise une glise, en Irak, ou que les Coptes gyptiens font l'objet de nouvelles brimades. Les mdias ne
cessent d'annoncer la disparition ou le dpart gnralis des chrtiens d'Orient comme une perspective "imminente" ou
"inluctable". Pourtant, ce qui se passe n'est pas tout fait nouveau. Il y a longtemps, et ce n'est un secret pour personne,
que certains chrtiens du Liban ne sont pas en odeur de saintet. L'quilibre entre les diffrentes communauts qui
composent les socits du Moyen-Orient a toujours t fragile et sujet aux renversements d'alliances tactiques.
Il est la mode aussi d'expliquer les dangers qui psent sur les chrtiens par la monte du radicalisme islamiste. Ainsi, on
ne risque de fcher personne. Les chrtiens sont conforts dans la position de victimes exemplaires qu'il faut sauver de
l'hydre islamique. Quant aux gouvernements arabes, ils sont ds lors libres de fuir leurs responsabilits, en
instrumentalisant le champ religieux pour s'offrir une nouvelle lgitimit moindres frais.
Certains faiseurs d'opinion ne mesurent pas la porte de leurs propos quand ils affirment par exemple que la fin du
colonialisme aurait fait perdre aux chrtiens de prcieux appuis, ou quand ils prsentent ceux-ci comme les
"occidentaliss" du monde arabe. C'est ignorer l'importance de l'apport idologique des chrtiens aux socits du MoyenOrient. C'est oublier que les lites chrtiennes ont conu et port le beau projet de l'unit arabe : la notion d'arabit, forge
en partie par des intellectuels chrtiens.
Depuis que les Nations unies ont dclar 1999 Anne du dialogue des civilisations, la communaut internationale semble
entre en sommeil face aux enjeux rels de la diversit dans le monde. Clbrer n'est pas une rponse aux dfis de la
coexistence. Un dialogue des cultures sur le plan international n'a de chance de russir que s'il s'accompagne d'un
paradigme sur le plan national. Certains refusent d'admettre qu'ils peuvent tre la fois des victimes et des oppresseurs !
Comment peut-on faire la promotion de la coexistence des cultures si, l'intrieur des frontires, le culte de la majorit et
de la religion dominante, voire du parti unique, reste en vigueur ? Quelle crdibilit accorder aux appels incessants et
rptitifs de l'Organisation de la confrence islamique et de l'Organisation islamique pour la science, l'ducation et la
culture, qui se posent en dfenseurs des musulmans vivant en Occident, alors que ces deux organisations gardent un
silence coupable devant les exactions que subissent les chrtiens d'Orient ? Alors qu'en pratique, les gouvernements des
pays arabes sont incapables de protger leurs ressortissants de confession chrtienne ou traduisent en justice des
femmes et des hommes qui ont choisi une autre voie que celle de la majorit ?
La dmocratie en danger
Rares sont les voix comme celle du prince saoudien Talal Ibn Abdel Aziz, frre du roi Abdallah, pour affirmer que le dpart
des chrtiens mettrait en danger la dmocratie et la modernit dans le monde arabe. Il en faudrait de ces voix, si l'on veut
susciter un dbat indispensable. Le dficit dmocratique est en grande partie responsable du gchis actuel. Et l'Occident,
qui n'ose pas froisser ses allis, est coupable de ses mauvaises frquentations.
Dire que la prsence des chrtiens doit tre "tolre" dans le monde arabe est, au fond, profondment injuste. Les
chrtiens ont toujours appartenu la terre qui les a vus natre et grandir, la terre de leurs aeux, les pays de la Bible. Ils ne
sont pas une minorit religieuse venue d'ailleurs pour susciter de la compassion son gard. Ils sont dans leur pays et
doivent y rester. Leur dpart, c'est la fin de notre histoire et le dbut de toutes les drives.

Les importations marocaines en provenance des autres pays membres


de l'OCI ont baiss de 3,3 milliards
de dollars en 2009.

Les changes entre le Maroc et les autres pays membres de


l'Organisation de la confrence islamique (OCI) restent faibles
malgr les accords de libre-change qui lient le Royaume
certains pays de cette Organisation.
En effet, le Maroc ne figure pas parmi les principaux acteurs du
commerce intra-OCI, selon le dernier rapport annuel sur le
commerce entre les Etats membres de l'OCI au titre de l'anne
2009. Ce rle d'animateurs de ces changes est jou surtout
par les Emirats Arabes Unis avec 50,05 milliards de dollars,
soit 11,73% des changes commerciaux intra-OCI, la Turquie
(46,34 Mds dollars, soit 10,86%), l'Arabie Saoudite (39,86
Mds, 9,34%), l'Indonsie (30,85 Mds, 7,23%), la Malaisie
(29,46 Mds, 6,9%), l'Iran (26,61 Mds, 6,24%), le Pakistan
(21,01 Mds , 4,92%), la Syrie (18,34 Mds, 4,30%), l'Egypte
(16,71 Mds, 3,91%) et l'Irak (13,44 Mds, 3,15%).

Malgr les accords de libre-change qui lient le Royaume


certains pays de l'OCI, les changes intra-OCI restent
faibles.

Ces pays ont assur 68,58% du commerce net intra-OCI en


2009, soit 292,7 Mds dollars.Cette faible contribution du Maroc
ces changes est mise en vidence par la baisse de ses
importations en provenance de ces pays en 2009. Ce recul a
t 3,3 milliards de dollars. Pour les autres pays qui ont vu
leurs importations intra-OCI baisser, on note la Turquie (-11,5
Mds dollars ), les Emirats Arabes Unis (-6,7 Mds), l'Indonsie
(-6 Mds), le Pakistan (-5,6 Mds), la Malaisie (-3,9 Mds), l'Iran
(-3,6 Mds), l'Arabie Saoudite (-3,4 Mds), la Syrie (-2,9 Mds) et
le Qatar (-2,1 Mds).
Globalement, le commerce intra-OCI s'est chiffr en 2009
426,75 Mds dollars contre 551,03 Mds en 2008, soit un repli de
22,55%. Le commerce intra-OCI net en 2009 a atteint 213,38
Mds dollars. La part du commerce intra-OCI dans le commerce
extrieur des Etats membres s'est toutefois efforc de rsister
la crise financire et conomique internationale, en
enregistrant une lgre augmentation de 0,28% passant de
16,6% en 2008 16,65% en 2009.

Importations

Pour les exportations intra-OCI, elles ont accus une baisse de


21,65%, passant de 265 Mds dollars en 2008 207,92 Mds en
2009, en raison, explique le rapport, de la baisse de la
demande des pays clients membres de l'OCI et des fluctuations
des cours des produits de base sur le march mondial. Et ce
sont notamment les acteurs principaux de ces changes qui
ont tir vers le bas cet indicateur.
Il s'agit de l'Arabie Saoudite, dont les exportations intra-OCI
ont chut de 15 Mds dollars, l'Indonsie (-4,7 Mds), la Turquie
(-4 Mds), les Emirats Arabes Unis (-4 Mds), la Syrie (-3,7
Mds), du Kowet (-3,6 Mds), du Kazakhstan (-3,5 Mds), de la

Il est toutefois noter que la part des exportations intra-OCI
dans les exportations globales des Etats membres a connu une
augmentation de 11,45% passant de 14,03% en 2008
15,64% en 2009.
De mme, les importations intra-OCI ont recul, passant de
285 Mds dollars en 2008 218,83 Mds en 2009, soit un repli
de 23,39%.
La part des importations intra-OCI dans les importations
mondiales des Etats membres a galement baiss (-7,97%),
passant de 19,18% en 2008 17,65% en 2009.
Il est noter que les exportations intra-OCI sont domines par
les produits manufacturs occupant 53,28% des exportations
intra-OCI en 2009 contre 48,5% en 2008, soit une
augmentation de 9,85%.

Les exportations domines par les


produits manufacturs
Les exportations intra-OCI de produits manufacturs ont
atteint 110,78 Mds dollars en 2009 contre 141,40 Mds en 2008
en baisse de 21,7%. Les produits manufacturs sont composs
de produits chimiques, de machines et matriels de transport,
d'articles personnels et d'autres produits industriels
(lectroniques, textiles, plastiques, mcaniques, de bois.).
Les exportations intra-OCI des produits primaires reprsentent
46,72% en 2009 contre 51,50 en 2008, soit un repli de 9,28%
malgr la flambe des prix de ces produits sur le march
mondial courant 2008-2009. Ces produits sont constitus de
combustibles minraux, de produits alimentaires et de
matires brutes non comestibles. En revanche, la valeur des
exportations intra-OCI de produits primaires ont apport une
valeur totale de 97,14 Mds dollars en 2009 contre 123,98 Mds
en 2008, en rgression de 21,6%.

Les exportations marocaines intra-OCI ont atteint un volume d'environ 1,4


milliard de dollars, soit une part de 0,69%, dpasses de loin par l'Algrie, la
Tunisie et la Libye.
Le Maroc affiche une stagnation dans le classement des Etats membres
exportateurs entre les pays de l'Organisation de la confrence islamique. C'est
ce qui ressort du rapport annuel sur le commerce intra-OCI 2010. Au titre de
l'anne 2009, le Maroc occupe pour la deuxime anne conscutive la 26me
place. Durant cette priode , les exportations marocaines intra-OCI ont atteint
un volume d'environ 1,4 milliard de dollars, soit une part de 0,69%, dpasses
de loin par l'Algrie (13me place), la Tunisie ( 20me place) et la Libye
(22me place). Dans le top 10 du classement des tats membres exportateurs
intra-OCI, la Turquie ralise une bonne performance, et ce en dtrnant
l'Arabie Saoudite. En effet, la Turquie se place en tte du classement avec un
total de prs de 28,6 milliards de dollars, soit une part de 13,77%. Alors que
l'Arabie Saoudite (2me place) et les Emirats Arabes Unis ( 3me place) ont
enregistr respectivement des volumes de 27,7 et 27 milliards de dollars. La
Malaisie, l'Indonsie, l'Iran et la Syrie ont pu sauvegarder leur classement, en
se situant respectivement la 4me, 5me, 6me et 7me place. Par ailleurs,
l'Egypte (8me place) et le Pakistan (9me) ont grimp de deux rangs
enregistrant des volumes respectifs de 7,4 et 7,3 milliards de dollars. Le
Koweit, quant a lui, a recul en 2009 de la 8me position la 10me avec un
montant de 5,4 milliards de dollars. Au titre de l'anne 2009, les exportations
intra-OCI sont passes de 265 milliards de dollars en 2008 207,92 milliards de
dollars en 2009, soit une rgression de 21,65%.
Les exportations des services (crdits) des pays de l'OCI ont atteint en 2009
une valeur de 129,5 milliards de dollars, en baisse de 30,3% explicable par
l'impact de la crise conomique internationale, la hausse des tarifs du
transport international, la propagation de l'pidmie de la grippe A H1N1, la
baisse du taux de change du dollar face aux devises fortes et la baisse des
recettes touristiques. Le Maroc figure parmi les principaux pays exportateurs

mondiales des services. Ces importations sont composes de 67,2% des
services de transport et de voyages. Dans le top 10 des pays importateurs des

Les exportations marocaines intra-OCI ont atteint un volume denviron 1,4 milliard de dollars, soit une part de 0,69%,
dpasses de loin par lAlgrie, la Tunisie et la Libye.

Le Maroc affiche une stagnation dans le classement des Etats membres exportateurs entre les pays de lOrganisation de
la confrence islamique. Cest ce qui ressort du rapport annuel sur le commerce intra-OCI 2010. Au titre de lanne
2009, le Maroc occupe pour la deuxime anne conscutive la 26me place. Durant cette priode , les exportations
marocaines intra-OCI ont atteint un volume denviron 1,4 milliard de dollars, soit une part de 0,69%, dpasses de loin par
lAlgrie (13me place), la Tunisie ( 20me place) et la Libye (22me place). Dans le top 10 du classement des tats
membres exportateurs intra-OCI, la Turquie ralise une bonne performance, et ce en dtrnant lArabie Saoudite. En
effet, la Turquie se place en tte du classement avec un total de prs de 28,6 milliards de dollars, soit une part de
13,77%. Alors que lArabie Saoudite (2me place) et les Emirats Arabes Unis ( 3me place) ont enregistr respectivement
des volumes de 27,7 et 27 milliards de dollars. La Malaisie, lIndonsie, lIran et la Syrie ont pu sauvegarder leur
classement, en se situant respectivement la 4me, 5me, 6me et 7me place. Par ailleurs, lEgypte (8me place) et le
Pakistan (9me) ont grimp de deux rangs enregistrant des volumes respectifs de 7,4 et 7,3 milliards de dollars. Le
Koweit, quant a lui, a recul en 2009 de la 8me position la 10me avec un montant de 5,4 milliards de dollars. Au titre
de lanne 2009, les exportations intra-OCI sont passes de 265 milliards de dollars en 2008 207,92 milliards de dollars
en 2009, soit une rgression de 21,65%.

Les exportations des services (crdits) des pays de lOCI ont atteint en 2009 une valeur de 129,5 milliards de dollars, en
baisse de 30,3% explicable par limpact de la crise conomique internationale, la hausse des tarifs du transport
international, la propagation de lpidmie de la grippe A H1N1, la baisse du taux de change du dollar face aux devises
fortes et la baisse des recettes touristiques. Le Maroc figure parmi les principaux pays exportateurs des services en 2009

La Tunisie, un des principaux acteurs du commerce de services au sein de


lOCI
Dans le rapport annuel sur le commerce intra-OCI 2010 prsent par le Centre islamique
pour le dveloppement du commerce lors de la 26me session du comit permanent pour
la coopration conomique et commerciale de lOrganisation de la Confrence Iislamique
(OCI), la Tunisie figure parmi les principaux pays de lOCI acteurs du commerce des
services en 2009.
Elle occupe la 8me place avec 3% du commerce total des services des pays de lOCI
pour un montant de 4 milliards de dollars. La premire place revient la Malaisie avec
27,2 milliards de dollars (18,2%) suivie par la Turquie avec 23,7 milliards de dollars
(14,6%) puis lIndonsie avec 19 milliards de dollars (13,3%). Les dix premiers pays de
ce classement ont ralis 74,4% du commerce total des services des Etats membres de
lOCI en 2009.
En outre, la Tunisie a t aussi lun des principaux pays exportateurs des services en 2009
avec 4% des exportations totales du tertiaire des Etats Membres de lOCI pour une valeur
de 5,2 milliards de dollars. Elle occupe la 6me position. En haut du classement, on
retrouve la Turquie avec 32,6 milliards de dollars, soit 25% des exportations totales de
services des Etats Membres de lOCI, suivie par la Malaisie avec 27,9 milliards de dollars
(21,6%) puis lEgypte avec 21 milliards de dollars (16,2%). Les dix premiers pays du
classement ont assur 96% des exportations mondiales des services des pays de lOCI en
2009.
Selon ce document, le commerce global intra-OCI (exportations intra-OCI + importations
intra-OCI) a atteint, en 2009, une valeur de 426,75 milliards de dollars contre 551,03
milliards de dollars en 2008 soit un reflux de 22,55%. Le commerce intra-OCI net en
2009 a atteint 213,38 milliards de dollars.
Notons que lOCI regroupe pas moins de 57 pays.

Le groupe de travail constitu de


statisticiens de lOrganisation de la confrence islamique (OCI), ont confirm limportance davoir
des donnes statistiques de haute qualit permettant de mesurer limpact de la crise conomique
mondiale sur les Etats membres de leur organisation en appelant, justement, la cration de
nouveaux indicateurs statistiques pour faire face aux dfis du dveloppement des tats faisant partie
de cette organisation rgionale.
Cest au cours de sa troisime runion tenue mardi dernier, au sige de la Banque islamique de
dveloppement Djeddah que le groupe a demand de renforcer le partenariat entre les tats
membres grce la coordination et la coopration dans tous les domaines de nature statistiques
dans la perspective de soutenir les initiatives lances par lOrganisation de la confrence islamique y
compris le programme daction dcennal de lorganisme en question. Par ailleurs, les membres de la
runion ont soulign limportance du dveloppement conomique et social des Etats membres,
appelant les pays membrs fournir davantage de ressources ce secteur et crer un environnement
favorable pour les entreprises nationales des statistiques afin de mener bien leurs missions de
manire efficace et efficiente. Dautre part, la runion a salu les progrs raliss dans lapplication
des fonctions statistiques par le groupe de travail mandats en appelant effectuer davantage
defforts travers la Banque islamique de dveloppement pour assurer le suivi avec ses membres et
ce, en conformit avec les calendriers dexcution spcifiques. Le directeur de la gestion des
ressources et des statistiques de la Banque islamique de dveloppement, le Dr Abdul Latif Bello a

indiqu que la crise conomique et financire a rvl la faiblesse du systme statistique mondial qui
nest pas parvenue livrer les donnes partir des indicateurs statistiques relatifs la crise. Pour sa
part, le directeur gnral du Centre de recherche en statistiques, en conomie et dans les affaires
sociales de lorganisation, M. Savas Al Bay, a suggr lorganisation dune runion entre le groupe
de travail constitu des statisticiens et les membres de lOrganisation chargs du secteur afin
dassurer des statistiques fiables. Il est utile de savoir que le groupe de travail des statisticiens de
lOrganisation de la confrence islamique vise promouvoir la coordination et lapplication des
normes appropries pour les activits statistiques des institutions des tats membres de
lOrganisation afin dviter la duplication des efforts et des chiffres contradictoires publis dans
leurs diffrentes publications.
