SAFE DRIVING POLICY


1)

Intent
AIB-Vincotte International & Partners LLC (AVI) has
adopted this policy to provide our employees with a set
of guidelines to ensure the safe operation of company
vehicles while under the employ of AVI, and to provide
a set of procedure for acceptable use when operating
AVI provided vehicles while travelling on AVI business.

2)

Objectives of the Policy

To ensure that employees who drive AVI provided


vehicles in the course of their work demonstrate
safe, efficient driving skills and other good road
safety habits at all times.
To maintain all company vehicles in a safe, clean
and roadworthy condition to ensure the maximum
safety of the staffs who drives company provided
vehicle, occupants and other road users.
3)

Responsibilities
All AVI employees are responsible for the following:
Responsible for compliance with the AVI safe driving
policy and procedures.
Must notify immediate supervisor / manager of any
health and safety concerns, so that they may be
dealt with promptly.
Every employee must protect his or her own health
and safety by working in compliance with the law of
the country and with safe work practices and
procedures established by the company.
Every employee must comply with requirement of
client wherever applicable.
Report unsafe or potentially hazardous conditions to
their immediate supervisor / manager.
Performance of their duties in a manner conductive
to safety, following all safety practices and
procedures.
Report all kind of incidents.
Stop any activity which is unsafe.

Complying with the Rules of Road


All employees that drives AVI provided vehicle is
required to:
Hold a valid ROP driving License.
Valid Defensive Driving Permit as per the client
requirements.

Carry their license and driving permit at all times.
Adhere to all applicable traffic laws of the country
and to the applicable requirements as specified by
the client (wherever applicable).
Drive in safe, courteous manner and defensively.
5)

Daily Vehicle Check


AVI employees who drive AVI provided vehicles are
required to perform Daily Vehicle Check prior to the
first journey of the day.
Daily vehicle check are critical in the identification
and avoidance of potential vehicular malfunction /
defects that may create potential health and safety
issues.
The completed daily vehicle checklist shall be
forwarded to Head office at the end of every month.
If any discrepancy noted at the time of daily vehicle
check shall be notified to the immediate supervisor /
manager for rectification.

Safe Driving Techniques


All employees are expected to employ safe driving
techniques at all times while driving AVI provided
vehicles.
Obey all posted speed limits and applicable traffic
laws.
Maintain a safe following distance between them and
the vehicle in front of them.
Headlights and High Intensity rear lights ON while
driving on graded roads.
Avoid risk-taking when driving.
When changing lanes, must check mirrors and blind
spots, and start signalling well before beginning to
change lanes.

Speeding

AVI employees are directed to drive within the


posted speed limit at all times.
Vehicles should be operated at speeds that are safe
for the conditions, recognizing that, in some
circumstances (such as rain or fog) this may be
below the posted speed limit.
Employees are solely responsible for any fines
and\or charges laid by the authorities for over
speeding a vehicle in the course of their
employment. Employees who choose to violate the
policy will face disciplinary measures up to
termination as per company consequence matrix.

Seatbelt Rule
Staffs are required to wear seatbelt all times and ensure
that passengers including rear seats do the same.

Alcohol, Drugs and Driving


Never drive under the influence of alcohol, narcotics,
medications or other drugs that are likely to affect
your driving performance.
Do not drive if you are unfit to do so. Report to your
immediate supervisor / manager if you are unsure
about your fitness to drive.
Employees who choose to violate the policy will face
disciplinary measures as per company consequence
matrix.

Fatigue
Fatigue is basically a lack of sleep. Driving when
fatigued significantly increases injury risk by
impairing driving skills or the inability to resist falling
asleep at the wheel.
A good nights sleep is required before any long trip.
If you are concerned about your level of fatigue,
please report to your immediate supervisor /
Manager.

Use of Mobile Phones


AVI strictly prohibits the use of mobile phones and
use of hands-free mobile phones while operating AVI
provided vehicles.
To make or receive calls, either:
Pull over and stop;(provided safe to do so) or
Allow a passenger to operate the phone;
Employees are solely responsible for any fines
and\or charges laid by the authorities for illegal use
of a phone while driving a vehicle in the course of
their employment. Employees who choose to violate
the policy will face disciplinary measures up to
termination as company consequence matrix, or
face legal responsibility if in the course and scope of
their duties they are involved in a car accident and
there is evidence that they were using their cell
phone while driving.

Vehicle Maintenance

AVI provided vehicles will be subject to the Vehicle


Maintenance Policy.
AVI employees that are required to operate a AVI
provided vehicle are required to complete the Daily
Vehicle Checklist to ensure that the vehicle is up to
date with maintenance and in safe operating
condition.
In the event that a maintenance issue exists,
employees are requested the contact Vehicle
Admin in Charge.

Inclement Weather
Inclement Weather may include Fog, Rain, Wadi,
Sand storm and/or High Winds.
During periods of inclement weather, drivers should

reduce their speed and drive in a safe fashion to


allow for decreased visibility, decreased traction and
increased stopping distances.
In the event that the inclement weather is at a level
that makes driving unsafe, or the roads are
impassable, AVI employees are directed to stop their
vehicle in a safe position, and wait until it is safe to
proceed. If they have not yet left for their destination,
drivers are directed to inform their immediate
supervisor and/or manager as soon as possible to
alert them to the situation, and the inability to travel
safely.
If any one comes across flowing Wadi, should not
attempt to cross the Wadi, irrespective of the size /
water level of the Wadi, but cancel the journey and
return back to the base.

14)

Safe Journey Management (SJM)


SJM procedure provides the guideline for effective
management of the Safe Journey Management
System. All journeys shall be planned to avoid /
minimize RTAs, prevent man-lost situations, ensure
safety of employees & vehicles and initiate appropriate
emergency response, when needed.
SJM procedure is applicable to all work related journeys
performed by AVI, except:
Journeys on black top within the Muscat
Municipality or any town within a distance of 100
km.
Journeys within a distance of 20 km of a work-site
in interior areas / graded roads or tracks.
Journeys between camp and airstrip in the same
location.

IVMS (In Vehicle Monitoring System)


AVI vehicles equipped with IVMS unit is capable of

Night Journey
All activities which necessitate a journey shall be
planned to avoid the need for night driving.
Journey shall not be normally permitted in the
interior deserts after sunset and before sunrise. All
journeys shall be managed to start after sunrise so
as to reach at destination before sunset.
Written permission from the Client, if specified shall
be obtained to carryout journey in the night, if
demand by unavoidable work situations or a
contingency.
The vehicle travelling at night in the interior (journey
approved by the designated authority) shall not
exceed a speed of 60 KMPH.

measuring / recording / monitoring the following:


Measuring and recording the speed of the vehicle.
Recording and reporting instances of over-speeding.
Identifying and analysing the differences in speed
limits of black top and graded roads.
Measuring and recording instances of harsh braking.
Measuring and recording instances of harsh
acceleration.
Measuring whether seatbelts are worn when the
vehicle is moving.
Measuring and recording second by second history
of the speed, braking and acceleration for a rolling 5
minutes to be utilised in accident investigation.
Downloading information to a computer/server to
allow management to analyse data.
Reasonably minimising the susceptibility of the
device to be tampered with by a driver.
The following will be the IVMS acceptable tolerance
limits:

Graded road speed limit of 80 kph with 30


second tolerance.
Black top road speed limit of 100 kph with 30
second tolerance.
Harsh acceleration of 10 kph/s with 3 seconds
tolerance.
Harsh braking of 10 kph/s with no tolerance.

In the event of an accident:


In the event of a vehicle accident, AVI employees
that are operating AVI provided vehicle should
assess the situation, and call the appropriate
authorities where necessary.
Where possible, the driver should obtain the
appropriate contact information from the other
parties involved in the accident, including their
insurance information, names and phone numbers.
Drivers are required to share their appropriate
insurance information and contact information with
the other parties involved in the accident as well.
If it is safe to do so, the driver should contact their
immediate supervisor and/or manager to inform
them of the altercation, and provide as much
pertinent information as possible.

18)

Consequences for non compliance


AVI will enforce its Safe Driving Policy with a range of
disciplinary measures up to and including termination of
employment.
Each case of non compliance will be reviewed by
employees Contract Manager.
The final decision on the consequences for not
complying with the safe Driving Policy will be
determined by the Management as appropriate.

Acknowledgement & Agreement


I acknowledge that I have read and understand the
Safe Driving Policy of AIB-Vincotte International &
Partners LLC. I agree to adhere to this policy and will
ensure that employees working under my direction
adhere to this policy. I understand that if I violate the
rules of this policy, I may face disciplinary up to and
including termination of employment.
