Prime Document:
The Standard Forms such as Form of Tender and its appendix, Form of Agreement and its
appendices, Form of Tender Bond, Form of Advance Payment Bond, and Form of Performance
Bond with minor modifications are provided in the Prime Documents. A provision to fill up the
standard forms except Form of Agreement and its appendices and Forms of Bond is included
in the Instructions to Tenderers. The Standard Forms are copied from the Sultanate of Oman
Standard Documents for Building and Civil Engineering Works.
Scoring system Tender Evaluation Criteria is included in the Instructions to Tenderers section of
the Prime Document for evaluating the tenders. A criteria for evaluating the omanisation level is
included.
Provision for employing specialized sub-contractors and Omani labour for the execution of the
Contract is included in the Instructions to Tenderers.
Provision for tender validity of ninety (90) days from the date of tender submission is in the
Instructions to Tenderers.
Provision for the successful tenderer to provide warranty for the materials, products or equipment
to be supplied is included in the Instructions to Tenderers.
Provision for employing minimum Thirty percent (30%) Omani staff and labour for all job categories
of local suppliers and Include the List of Omani and Expatriate Employees employed in the
Company including instruction to fill-up the form are included in the Instructions to Tenderers.
Provision for tenderers to provide Tender Bond of not less than one percent (1%) of the Tender
Value, obtained from a locally registered bank and valid for ninety (90) days from the date of
tender submission is included. And if there are alternative offers the one percent (1%) of the
Tender Bond must be computed based on the highest Tender Value .
Provision for successful tenderer to provide Performance Bond in the amount of five percent
(5%) of the Contract Value before signing the Contract Agreement is included in the Instructions
to Tenderers.

Detailed specifications of all materials, products, equipment, etc to be supplied and/or installed
by the successful tenderer are included in the tender documents.

The Bill of Quantities contains only the actual quantities of materials, products, or equipment

Pricing Preamble to Bill of Quantities is included as first section of the Bill of Quantities.
Columns for Item No., Description, Qty., Unit, Unit Rate, and Amount including the heading are
included in all pages of the Bill of Quantities. The Unit Rate column is divided into unit rate in
Words and unit rate in Figures.
The Bill of Quantities is printed in landscape form to provide wider space for insertion of unit rate
in words and figures.
