    The format should be like this.

    TO WHOM SO EVER IT MAY CONCERN

    This is to certify that (Account holder name), resident of (address) is maintaining a Savings Bank A/c with us bearing No. (Account no). The balance as on (date) in the above Account is Rs. (Rupees (in words) Only) which is equivalent to USD.. (U.S Dollars (in words) Only) @ Rs. (Dollar Rate) per USD. This certificate has been issued at the specific request of the Account Holder(s) for the purpose of his/her sons/daughters higher education without any liability on the part of the bank or its officials issuing this certificate
