Collector Carlos So District Collector of Customs Ninoy Aquino International Airport Attention: Atty. Agnes D.

Dominos Chief Law Division Dear Atty. Dominos Concern Worldwide, a registered charitable organisation, with headquarters in Dublin, Ireland had the intention to send an emergency water testing kit intended for the global use of undersigned. However, due to not having the clear understanding of the potential implications of the customs regulations in the Philippines, and despite the fact that the water testing kit (standard engineering equipment used in emergencies by humanitarian organisations such as Concern Worldwide) was shipped using a renown forwarder, DHL, we were left with issues both unforeseen and unknown to us. When this became clear, DHL, Philippines were instead instructed to return the equipment to the sender in Ireland, why the goods would not enter the Philippines. However, for reasons beyond our knowledge this could not be done as requested and the water testing equipment became impounded and was not accessible to be returned to the sender. In hope of your understanding of our situation as well as the urgency to return the equipment to our head office in Dublin, we kindly ask for your support to release the goods in order for DHL to have it returned. I am humbled and deeply apologetic for this situation, and I can assure you that this will not occur again. Furthermore, we have also learned an important lesson with regard to how to engage even when a renown contracted party such as DHL is involved.

Yours Truly
