US. Bombing
American reconnaissance and
American intelligence have giv-
en a fairly optimistic picture of
the effects of the bombing on
North Vietnam. Now comes a
report given by the North Viet-
namese to a French Deputy who
was an aide to Edgar Faure, a
pre - de Gaulle Premier. It is
not as optimistic for us.
The report was made by Jac-
ques Duhamel in two copyright-
ed articles appearing in the con-
servative Paris paper Le Fi-
garo. Duhamel said he was giv-
en no message for anyone and
no mission from anyone. He was
on his own.
Duhamel found that 70 to 30
per cent of American bombing
is aimed at transport arteries to
interdict shipment of material
from north to south. The result
has been meager. Instead of
taking three days to send sup-
plies, it now takes seven. The
distance and speed depend on
the number of bridges left
standing. The North Vietnam-
ese have become adept at re-
pairing them.
Nguyen Con, president of
North Vietnam's planning com-
mission admitted to Duhamel
that the bombings of highways
and electric plants had handi-
capped the country but not de-
cisively. The damage is being

Three days before the recent
election, Secretary of Defense
Robert S. McNamara said that
the draft for the following four
months would average less than
25,000 a month. Immediately,
he was accused of making the
forecast for political effect.
Stung by this questioning of
his credibility, McNamara went
further and predicted that the
number of volunteers and draf-
tees for all the services would
drop from 900,000 to 600,000 in
1967. Thus he keyed the man-
power needs to levelling off the
conflict For this purpose, the
buildup of American troops will
rise from the present 360,000
to 475,000 next year.

Duhamel concluded that the
United States can count neither
on the economic exhaustion of
North Vietnam nor on the ces-
sation of Soviet and Chinese aid.
Hanoi is betting on Washing-
ton's eventual weariness and
will hold out in the belief it
can win eventually fay waiting.
A close readiflg of Duhamel's
articles leads to the conclusion
that he is reporting both what
the Hanoi officials want us to
believe and what he himself not-
ed by his field investigations.
They are useful primarily for
revealing the present state of
mind of the enemy. That is not
favorable to negotiations and
peace.
Apparently, what is needed is
more effective tactics to seek
and destroy the Vietcong guer-
rillas and North Vietnamese
regulars. Air strikes hobble the
north but won't faring a decision
unless they go all out and bomb

WIDER RIGHTS BILL
Very much up in the air at
the White House right now is
the kind of civil rights package
President Johnson may choose
to unveil to Congress in his 1967
State of the Union message.
On the heels of the Senate's
September action of burying his
1966 package, with its contro-
versial open housing feature, the
President said flatly he would
have another go at it this Jan-
uary.
Assuming he honors the
pledge, the early judgment here
is that neither a carbon copy
of the 1966 program nor any
other major civil rights legisla-
tion is likely to get anywhere
in 1967.
The incoming 90th Congress is
being read, naturally enough, as
inevitably more conservative
than the 89th. The Republicans'
pickup of 47 seats includes six
new ones in the Old South, for
an all - time modern high of
23. Some replaced more liberal
Democrats.
Yet, even though Negro lead-
ers themselves expect nothing
from the 90th, there are signs
that the President is not pre-
pared to give up so easily.
The arithmetic of the Con-
gress is not quite as bad as it
sounds. The milestone 19S4 civil
rights bill was passed by the
88th Congress, which then had
178 Republicans hi the House
and 33 (later 34) in the Senate.
Set against those figures, the
90th's "swing toward conserva-

PUZZLING TO ASIA EXPERTS
There are some things going
on in Red China that are very
difficult to explain.
Mao's political existence and
Lin Piao's probably will depend
on their ability to feed the Red
Chinese people in the year
ahead.
Yet Mao and Lin of late seem
to be doing some things that
may make it impossible for
them to prevent widespread
hunger and starvation on the
mainland.
Current reports indicate Red
China's crops this year will be
unsatisfactory. This means that
Peking again will have to im-
port large quantities of grain
to feed the people.
These grain imports will re-
quire large amounts of foreign
exchange. How then explain the
actions of a government that
seems determined to slash its
major sources of this critical
foreign exchange?
Take two examples:

White House sources say he
had plenty of advice earlier
this year against including an
open housing provision in the
1966 bill. Its passage by the
House, even though in sharply
modified form, surprised the
"realists" who told him it would
get nowhere.
Johnson's commitment to try
again, despite' the worsened
odds, seems a very strong one.
He could perhaps easily dis-
miss civil rights in 1967 with a
window - dressing statement in
the State of, the Union message
and a token fight on the HflL
Or, at the least, he could dump
the controversial open housing
feature and try for the other
1966 elements — an end to ra-
cial discrimination on southern
juries, protection against ter-
rorism for Negro civil rights
workers, etc.

gle against the forces of cruel
darkness that made it possible
for Hebrews to keep burning the
flame of their ancient faith on
the altar of Israel. It was the
torch raised high by the stal-
wart Maccabees of ages past
that blazed the trail of light
for the coming of Christianity.
Were it not for their spiritual
strength and struggle against
the forces of religious decadence
and intolerance, the vision of a
democratic state of free men
would never have been born.
In the Western world Hanuk-
kah is becoming a major holy
day. The fact that Hanukkah al-
ways takes place about the
same time, Christmas—so that
within two weeks the festival of
light is shared by both Christian
and Jew—wfll in the future in-
