EXECUTIVE SUMMARY

The CY 2011 Mid-Year Assessment of the Locally-funded Projects (LFPs) under the Department was conducted last August 2 5, 2011 in Fleuris Hotel, Puerto Princesa, Palawan. It was attended by around 70 key staff from the different projects composed of monitoring and finance officers and project focal persons. The Locally-Funded Projects of the Department are special projects under DA since 2003. These projects are divided into three categories: 1) the integrated area development programs/projects composed of ZIADP, MinCIADP, Socsksargen, DIDP and CIDP; 2) programs/projects in support to the peace process composed of HELP-MC, PPSM, Iranun, BAPADS and MKDA and 3) projects that support other sectors composed of SPEED, 4-H Club Program, Young Farmers Program and Casecnan Program. The Integrated Area Development Programs are initiated by the concerned Local Chief Executives (LCEs) through their respective Regional Development Councils (RDCs) while the programs/projects in support to the peace process were packaged through the collaborative efforts among other National Government Agencies (NGAs) and the University of Southern Mindanao with DA as one of the lead agency. The meeting was aimed to get an updated status of the project and to assess projects overall performance. It was also meant for participants to share own experiences, issues and concerns in the implementation of the project. LFP top performers in terms of implementation are: Socsksargen, DIDP, PPSM and 4H Club, while Iranun, MKDA, BAPADS, SPEED and CIDP were not able to perform well due to various problems like unliquidated balances, none-release of budget, etc. Details of the projects status are presented individually. CY 2011 Mid-Year Assessment for DA-LFPs was sponsored and hosted by the 4-H Club Youth Development Program under the Agricultural Training Institute (ATI).
