RATIONALE One of the chief advocacies of the present administration is the promotion of literacy through skills development and accessible and/ or affordable education. Sending children to a tertiary school created a lot of problems to heads of the family who are ordinary wage earner, more so, to those who are under-employed. The Lucena Manpower Skills Training Center, an outreach program of the City Government of Lucena, helps the out-school youth, employed and under-employed adults to receive vocational education and hone their skills, so as to be productive and self-reliant. V. SPECIFIC OBJECTIVES 1. To hone the skills of students through relevant high quality technical-vocational courses. 2. To enhance the competitiveness and self-strengthen, self confidence of students, especially those who have less in life. 3. To prepare the students capability in social integration through interactive and participative activities. 4. To make students productive through gainful job/ employment. 5. To produce skillful, educated and responsible force for the socio-economic development of the city and the country. VI. PROJECT DESCRIPTION LMSTC is TESDA-recognized outreach program of the City Government of Lucena. To Date, the training center has produced more than 13,000 graduated in various technicalvocational training areas has equipped them with skills, which are relevant and responsive to the demands changes and of the time. Continuously holds strong partnership with TESDA in providing short-term course to Lucenas constituents for free. VII.
