A resolution is a joint formal expression of opinion.

A formal expression of the consensus at a meeting arrived at after discussion and usually as the result of a vote. It is also a means of expressing an opinion on a pressing matter, a request or recommendation that some actions be taken.

The Preamble or Preambulatory Clauses This states the reason for the resolution or the justification for actions by pointing out the key elements of the current problem or specifically referring to situations or incidents. It may refer to the importance of the issue, the specific concerns addressed in the resolution, past resolutions on the issue, and so on. It should open with the subject of the sentence. The Operative Clauses This is the policy portion of the resolution which states the actions or recommendations being proposed in connection to the subject matter. It may recommend, urge, condemn, encourage, or request certain actions, or state a favorable or unfavorable opinion regarding an existing situation.

The actions or recommendations should be logically organized, connected to each other, and relevant to the topic. Each clause should have a verb. The clauses should not contradict one another. Numbers should be used to order operative clauses, and letters to order sub-clauses. The last operative clause should end with a period.
