AS per your usual Dick, you make business decisions with your heart and not nece ssarily

with unbiased information. We are in a financial crunch and a larger fi nancial burden looming in 2013. Outsourcing is an option that cannot be overloo ked during our current conditions. Mayor Goldsmith made famous strides in India napolis with outsourcing and it works for them today. You may note they are the large City to our South. Don t make this a personal ploy to pit employees against anyone of us. If that is all you can muster as an argument you will not qualify to put Elkhart back in financial order. The point to my message was that EVERY THING must be on the table for 2012-2013. You have your sacred cows and I do no t share that philosophy. An example of outsourcing is lawn mowing. Currently t he City pays to employ people to cut the grass. They are paid when it rains or shines. They have all the benefits and holidays and City employees get. The Ci ty pays for mowers, trimmers, goggles, gloves, gas, oil and maintenance of all t he equipment. When mowing season is over, all the capital sits on the floor unt il the next season, depreciating in value. In contrast, A pvt job would bid to cut the grass. If they do not perform they are not paid. We do not cover their WCP or any other benefits. It is simply a known and fix ed cost for a measurable job to be completed by agreed upon terms. The unemploy ment argument is mute as a city worker or tax paying citizen is employed or unem ployed for the same job. I know you value city workers over the rest of our com munity but maybe you should look at it from a tax payers point of view. This is a financial argument and decision. Applying faces and names to these decisions will not lead us to the correct answer. As mayor, you should focus on the fina ncial issues at hand and seek assistance moving forward.
