We. would like to thank the Town of Duxbury for the opportunity to submit a proposal for the operation and maintenance of your community's North Hill Country Club Golf Course. We have read the Request for Proposals document issued by the Town of Duxbury and fully understand the scope of the course operation. As the company operating the course for the past thirteen years, we are intimately familiar with the course and we are proud of the progress made in the past thirteen years to create a great public golf experience for the Town of Duxbury and aU the golfers who play at North Hill. We envision that our operation of the North Hill Golf Course will create a golf facility which will be an enj oyable experience for the residents of Duxbury as well as guests to your community. Our company is proud to note that we currently operate four public golf facilities, including eighteen hole municipal facilities at Whaling City Golf Course, for the City of New Bedford, nine holes at Strawberry valley Golf Course for the Town of Abington, nine holes at Packachoag Golf Course for the Town of Auburn and North Hill Country Club. We feel this extensive municipal golf course experience gives us an advantage in understanding the operation of your facility. Our goal for the North Hill Golf Course is to work extensively and cooperatively with the Town of Duxbury officials so as make this a first class public golf operation and to maximize benefits and revenues to the Town of Duxbury. We are prepared to work with you and town officials in the successful implementation of the master plan for the golf course. We strongly believe in a systematic approach to needed capital improvements which will help to upgrade the golf course and allow us to provide the highest level of course maintenance, a traditional hallmark of our company. At all of our facilities, we are committed to high quality standards of complete, professional and courteous golf management and will work hard .to constantly improve the overall North Hill facility and operation. PRESENT OPERATIONS North I-iill C.C., Duxbury, Ma.- JOM is completing its thirteenth year with the Town of Duxbury for the lease management of the nine hole North Hill C.C. We have made major capital improvements to the facility including: building a new clubhouse that exceeded specifications, construction of two bentgrass tees, overseeding program for fairways including weed eradication and sand bunker renovation. JOM is responsible for the total facility operation including pro shop, food and beverage including the sale of alcoholic beverages and complete turf maintenance. We have a large junior golf program under the direction of Bill Allen, Class A POA Professional. Included in the junior program we held the 6111 annual JOM Junior Open this past summer where all juniors play golf, get a hot dog and driilk and trophies for a five dollar entry fee. Current lease payment to the Town of Duxbury is $110,000. Contact person is Gordon Cushing, Director of Recreation (781)_ 934-7034. Pakachoag Golf Course, Auburn. Ma.- JOM is completing its thirteenth year with the Town of Auburn for the lease management of the nine hole Pakachoag Golf Course. We have made rrugor capital improvements including: clubhouse renovation. construction of four bentgrass tees, installation of cart paths and a fairway overseeding program including weed eradication. Pakachoag is a historical site (first Jiquid propelled rocket launch by Dr. Robert Goddard in 1926). We are responsible for pro shop; snack bar and turfgrass maintenance. JOM also has a junior ·.golf program and tournament each summer, JOM Cunently pays the Town of Auburn S36,OOOlyear for the lease. Contact person is Charles' O'Connor, Town Adm~strator. (508) 832-7720. Whaling City Golf Course, New Bedford, Ma.- JOM is completing its eighth year for the lease management of the eighteen hole Whaling City Golf Course. Whaling City is an eighteen hole golf course with a driving range. The original nine holes was designed by famed architect Donald Ross. with a second nine added after the second world war. JOM has made major. renovations to the facility in years 2000 through 2002. The golf course was totally shut down in year 2000 for major work including installing a new state of the art irrigation system,. complete renovation of bunkers, complete renovation and restoration of greens, tees and fairway~ building several new holes as a result of the Federal Superfund cleanup project known as Sullivan's Ledge. Installation of miles of drainage lines. JGM is responsible for pro shop operation, food and beverage including the sale of alcoholic beverages, turfgrass maintenance. Strawberry Valley Golf Course, Abington, Ma.- JOM is completing its fifth year for the lease management of the nine hole Strawberry Valley Golf Course. Johnson Golf Management. Inc. managed the South' Shore Country Club on a contract management agreement. South Shore CC consists of an 18 hole championship golf course, practice facility, tennis courts and swimming pool. Stiles and Van Kleek designed the golf 'course in the mid 1920's.

South Shore was a private golf club until the early 1980's when the former owners sold the property to a developer. In the mid 1980's the town of Hingham acquired golf course by eminent domain. The golf course was rebuilt and restored and opened in 1989. Our company was instrumental in the success of the golf operation, which continued to increase revenues back to the town. In the fourteen years under our management revenues increased approximately sixty five percent. When we began the golf course was in deplorable condition. Through proper turf management, cultural practices and recommending capital improvements to the town, we improved the golf course tremendously.

We were responsible for all capital improvements to the golf course such as: design and construction of new greens (3), tees (16), practice facility including an 8,000 square foot putting green, .complete rebuilding of a three fairways, over 7,000 .feat of drainage, tree program (planting of over 150 trees), designing and planting of annual and perennial beds, designing, upgrading and installing irrigation for the golf course and bedded areas and sand bunker renovation.

The company was responsible for the total golf operation of grounds, pro shop, starters, rangers, and all associated services. We offered golf lessons, clinics, a very successful junior golf program and ·town recreation program directed by PGA Professional Bill Allen, We are very proud of our role in the success and restoration of South Shore Country Club that made it one of the top municipal facilities in New England.

A Proposer's Role Johnson GOlf Management, Inc., a Massachusetts corporation in business since May of 1988, would be the sole contractor for all aspects of the operation and maintenance of the Town of Duxbury's North Hill Country Club Golf Course throughout the entire term of the contract. Mr. Douglas W. Johnson, President would be the primary company contact with Duxbury personnel. Mr. Douglas W. Johnson and Mr. Joseph P. Eckstrom, Company Director of Golf Operations will be responsible for the hiring, training, and supervision of all management level staff who will work at North Hill on a daily basis. Doug Johnson has more than thirty-five years of golf industry experience and Joe Eckstrom has twenty-seven years of golf industry experience. Both will personally visit the North Hill Golf Course several times each week to meet with company personnel. Both the Company and Doug Johnson are based in the Town of Weston, Massachusetts. Joe Eckstrom is based in Scituate, Massachusetts. Both men have quick and convenient access to the North Hill golf facility in the event of emergency or special situations.

Facility Management Approach
Johnson Golf'Management, Inc. is owned and operated by Douglas W. Johnson. The company was incorporated in Massachusetts in May of 1988. The company has been in business since that time. The company has never failed to complete work awarded. We are acutely' aware of and sensitive to all environmental concerns and operate all of our facilities under integrated pest management programs. We take particular pride in our successful management of municipal golf courses. We are thoroughly familiar with the unique and challenging aspects of operating municipal golf facilities including all aspects of operating such facilities.

We propose to provide a fleet of 40 Club Car four-wheel golf cars. Based on our experience all of these cars will be equipped with canopy tops. We will also provide 15 - 20 hand-pulled golf carts. These numbers may be adjusted seasonally as demand warrants. Our on-site staff will always maintain both motorized carts and pull carts in a safe and clean opemting condition.

On page IS of the RFP, under 7.2 it states: "'fhC; Liability Section of the policy shall include insurance coverage for the application of pesticides, herbicides or fungicides related to the maintenance of the go.1fcourse. There is not a specific state requirement for pesticide applications to city or town owned golt courses. The requirements are that the person is appropriately licensed for the types of pesticides that ar-a applied. Therefore, if an applicator Is making applications of general use pesticides then they only neecJ a Applicator ( Core) License. However, if they need to apply Restricted Use pesticides then they would need to have a commercial certification or under the direct supervision of a certified applicator. We require that a certified applicator be on site in order to be able to supervise licensed applicators, not Just the company since they need specific directions from the certified applicator.

"George Wright Golf Course This Donald Ross-designed course in Hyde Park is the perfect diamond in the rough. The imposing clubhouse recalls a staid Victorian manor, but the staff is downright friendly, whether organizing weekday tee times (reservations are accepted only . for weekends and holidays) or teaching chip-shot fundamentals. The par- 70 course-5.131 yards from the red tees, 6,096 from the whites-covers a beautiful, hilly terrain, and includes the breathtaking 10th hole, whose green lies in a serene, tree-ringed dale. Greens fees are also breathtaking: just $22 for Boston residents on weekdays ($25· for nonresidents), and $25 on weekends ($28 for nonresidents). Price Proposal Rationale Letter
Thank you very much for allowing Johnson Golf Management, Inc. to submit a price proposal for the operation of the North Hill Country Club's nine hole golf course. We feel that the price we have offered is Highly Advantageous to the Town of Duxbury. Our Proposal as submitted has been carefully calculated, allowing us to meet the goals of the Town but still forcingus to adhere to tight budget controls and strict management. Having first hand knowledge of the operation at the course we know what the true expenses are to maintain the facility, not just an "estimate." We have taken this information strongly into account in formulating our Price Proposal. Our proposed budget will allow us to continue to comply with the RFP by supplying key personnel that have much more than the minimally adequate number of years of experience in the operation of public golf courses. The staff we have submitted is committed to Johnson Golf and North Hill and continue to receive' wage increases and benefit packages, all contributing to a great work atmosphere, which will benefit the continuity and improve the operations there. . Of course, this type of loyalty also comes with a higher cost than what another proposer may submit with a lower quality, inexperienced staff. Overall, any lower payment schedule than we have proposed would result in a lower operating budget to maintain the course, which will most likely have a long-term detrimental effect on the conditions of the course.
