To: Ted Selby, County Manager Point Bedy From Deborah Biggs, Animal Services Director Subject: Resignation bate: December 1, 2023 It is with a heavy heart and mixed emotions that | tender to you my resignation as Animal Services Director for Nassau County, effective December 15, 2011. | have thoroughly enjoyed my 2+ years working to transform the Animal Services operation into one of which you can be proud, hope and pray that the many positive programs and improvements | have put in place with county staff during my tenure will continue long after | am gone. As | noted in the recent FY 2010-2011 accomplishments sent to you, we euthanized 18.3% fewer animals in FY 2011 than in FY 2010. This, in and of itself, is an accomplishment for which Nassau County can be very proud. ‘Two recent items, in particular, are worthy of note: * Adoptions increased 60% in November 2011 over November 2010 ‘© We welcomed 10 new volunteers to the shelter in the past week alone Please know that | am available to you and staff anytime to answer questions on pending projects while you search for the County's next great Animal Services Director. Nassau County Job Description POSITION: Animal Care and Control Director DEPARTMENT: — Animal Care and Control REPORTS: County Manager FLSA STATUS: — Exempt GENERAL DESCRIPTION: Plans, directs and manages the activities of the Animal Care and Control Department, ensuring a safe and clean facility for the animals, aesthetically pleasing environment for employees and general public. Ability and willingness to work in the field as an Animal Control Officer and supervise the work of subordinate staff. Ability to enforce the Animal Control Ordinance and related statutes, policies, etc, and explain regulations to the public with tact, courtesy, firmness and impartiality. ESSENTIAL FUNCTIONS: Ensures the public safety and health within the community. «Plans, directs and coordinates countywide Animal Control operations, which includes shelter and enforcement activities; bite and cruelty investigations; complaints and violations; animal adoption and community outreach programs ‘© Supervises department staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards, coordinating activities, etc. Analyzes facts and evidence, recommends civil/criminal penalties and prepares and issues, citations of violation. © Plans, evaluates and directs departmental policies, programs and operations. Prepares, implements and maintains the annual budget and CIP request(s) and makes procedural and operational recommendations to the County management. ‘© Directs allocating personnel; selecting new employees; acting on employee problems; evaluating employee performance; recommending and approving employee promotions, transfers, discipline and/or discharge; recommending salary increase. © Develops an on-going program to publicize programs and activities and makes speaking appearances throughout the County, Promotes the Nassau County Animal Care and Control adoption and foster care programs in an effort to increase pet adoptions, ‘© Reviews the work of subordinate staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training and assistance as needed, © Pursues grant opportunities. + Interacts and communicates with various groups and individuals such as municipal governments, County Manager, County Attomey, co-workers, County personnel, union representative, volunteers, animal organizations, community councils, complainants, various community/civie organizations, vendors, the general public, etc. regarding animal issues. Animal Care & Control Director Consults periodically with County management and provides status updates and performance measures. ‘Assists law enforcement agencies with animal enforcement problems. Ensures countywide compliance of animal regulations per state and local laws. Attends Board meetings and makes presentations to the Board conceming areas of responsibility. Prepares and maintains the departmental/project budgets. Coordinates year end closing procedures and processes reimbursements. Responsible for the security of cuthanasia agent and related materials; provides agent to employees as required, determines animals to be euthanized, reviews and approved daily cuthanasia records, maintains accurate related logs, responsible for all aspects of the apprehension, impounding, euthanizing and disposal of diseased, unwanted, unhealthy, problem and vicious animals in compliance with approved county ordinances, policies and procedures; responsible for the registration of pharmaceutical and drug enforcement administration licenses to ensure expiration dates are not exceeded and the license is valid. Provides follow-up on all Animal Care and Control actions, and ensures accurate records are ‘maintained on animal intake, adoptions and veterinary treatments to ensure resolution of all cases. Responds to animal emergencies as necessary. Receives, reviews, prepares, processes and/or submits various documents, including daily logs, violation notices, maintenance reports, memos, correspondence, accident/incident reports, budget documents, animal activity reports, schedules, payroll documents, invoices, purchase requisitions, performance appraisals, work orders/reports, inventory reports bid request/evaluated bids received and various other reports. Serves as Emergency Support Officer; plans and coordinates disaster plans for the Department to include methods of evacuation and sheltering for pets, etc. coordinates with Emergency Management during events; maintains standard operating policy of ESF 17 an recommends revisions as needed; coordinates general field and shelter operations with law enforcement, health department, City and County agencies, volunteer groups, veterinarians, Must work during severe weather event. Maintains all departmental equipment and vehicles in a timely manner. Operates a vehicle and a variety of equipment, which include a computer, typewriter, fax ‘machine, copier, recording equipment, telephone, calculator, etc. ‘Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness, Provides adequate notice to higher management with respect to vacation time and leave request.
