CalifornianschoseSen.DianneFeinstein(DCalif.)andRepublicanElizabethEmkenasthe top2contendersforaU.S.SenatespotintheNovembergeneralelection. However,thenewtop2systemhasmadeformanyDemocraticPartymatchupsintherun forHouseofRepresentativespots.Oneofthemostcontentiouslocalbattleswasbetween SanFernandoValleyReps.BradSherman(DCalif.)andHowardBerman(DCalif.),whowill bothcompeteagainforthespotinNovember. VotedinduringtheJune2010election,thetop2openprimarysystemallowsvotersto voteforanycandidate,regardlessofpartyaffiliation,forseatsintheU.S.Congressandstate legislature.Thetoptwocandidatesforthatpositionwillthengoontothegeneralelectionin November. Proponentsofthetop2systemsaythesystemismorefriendlytomoderatecandidatesand eliminatesapartisansystem. AccordingtoasurveyconductedbytheInstituteofGovernmentalStudiesattheUniversity ofCalifornia,Berkeley,thenewsystemgivesmoderatesa67percentboostduetovoters abilitytoselectawidervarietyofcandidates. However,opponentsofthevotingsystemsayitsnotassimpleasitseems.Michael Powelson,ahistoryprofessorwhoformerlytaughtatCSUNandnowteachesatthree differentcollegesparttimewhilepursuinghiscandidacy,isrunningundertheGreenParty. Ihavetotallybeenagainstitfromthebeginning,hetoldtheDailySundial,aboutthenew system.Itsoutrageous. Powelsonsaysindependentsaredirectlyinhibitedbythismethodofvoting. Wedonthaveanychoices,hesaid.Anditsbecauseofmoney. Hecalleditariggedgamewherethetwotoppicksarethecandidateswiththemost moneyratherthanrepresentativesofthecommunity.And,sinceopenvotingallowsboth candidatestobefromthesameparty,thevotingmayrestrictthediversitythataclosed ballotprovides. Theyllhavethesamepolitics.Theyrevirtuallyidentical,hesaid. LosAngelesCountyRegistrarofVotersDeanLoganhasalsocommentedthatthismay happeninsomecircumstances. Sowhatthislikelywillmeanisthatwellhavesomedistrictsandsomecontestsinthe generalelectioninNovemberwheretherearetwocandidatesofthesamepoliticalparty, LogantoldKPCC.Thatsaprettyfundamentalchangeintheprocess. AlthoughLosAngelesCityAttorneyCarmenTrutanichwasexpectedtowintheDistrict AttorneyspotduetohighcampaigncontributionsandanodfromGov.JerryBrown,32 percentofvoterschoseChiefDeputyDistrictAttorneyJackieLacey. Thepoliticalscientistswhohavestudiedstatelegislaturesagreethatvotingsystemhasno effectonpartisanshiporpolarization.ThesepoliticalscientistsincludeToddDonovan,Boris Shor,SethMasket,andEricMcGhee.Thisarticleshouldquotetheirfindings,insteadofthe recentsurveybytheInstituteofGovernmentStudieswhichdidnotactuallydoanyresearch onhowtoptwosystemsreallywork.AlltheIGSdidwassurveyvoters,notactuallystudy whatvotersactuallydoandhowstatelegislatorsactuallybehave.
