    Timer T3101 is used to set the time interval between SDCCH command by BSC and the stop time when SDCCH allocation message is received by BSC. By increasing the timer value BSC delayed the rejection of SDCCH and BSC waits for more time for SDCCH before rejecting. It is suggested to increase it to improve the SDCCH assignment rate, though this KPI not part of NQSI but to improve customer experience.

By increasing 3101 value we need to check call set up time for those cells where it will be implemented as it may minutely increased as BSC will wait for more time for the SDCCH allocation.
