Syllabusfor2011UPSCAptitudeTestforPrelims
From2011,UPSCCivilServicesPreliminaryTestwillbeonaptitudeforcivilservicesas wellasonethicalandmoraldimensionofdecisionmakingunderaCivilServicesAptitudeTest (CSAT).Boththeseobjectivetestswillbecommonandcompulsoryforall. Recommendations of the 10th Administrative Reforms Committee to revamp Civil Services PreliminaryExamination 1. ThepermissibleageforappearingintheCivilServicesExaminationshouldbe21to25 yearsforgeneralcandidates,21to28yearsforcandidatesfromOBCand21to29years forcandidatesfromSC/STasalsoforthosewhoarephysicallychallenged. 2. ThenumberofpermissibleattemptsintheCivilServicesExaminationshouldbe3,5,6 and6respectivelyforgeneralcandidates,candidatesfromOBC,candidatesfromSC/ST andphysicallychallengedcandidatesrespectively. 3. Thepresentcutoffdatefordeterminingtheeligibilityintermsofage(i.e.1stofAugust intheyearoftheexamination)maycontinue. 4. Structure of Examination: Either of the following two models may be adopted for compressingtheexaminationcycle. i. The Preliminary and Main Examinations for the Civil Services Examination wouldbeconductedtogetherontwotothreeconsecutivedays.Evaluation of papers for the Main Examination should be done in case of only those candidateswhohavesecuredathresholdlevelofmarksinthePreliminary Examination.Thepersonalitytestwouldfollowthereafter. OR ii. BasedontheresultsofthePreliminaryExamination,candidateseligiblefor takingthemainexaminationandthepersonalitytestwouldbeshortlisted inaccordancewiththeirrankings.Onlytheseshortlistedcandidateswould be eligible for appearing in the Main Examination, which would be conductedwithintwomonthsofthePreliminaryExamination.Theshortlist would be limited to about two to three times of the number of vacancies available. Thus it would be possible to start the Personality Test and the MainExaminationalmostsimultaneously.

5. RecruitmentContent: i. ThePreliminaryExaminationshouldconsistofanobjectivetypetesthaving oneortwopapersongeneralstudiesincludingtheConstitutionofIndia,the Indian legal system, Indian economy, polity, history and culture. There shouldbenooptionalsubjects. TheMainExaminationshouldconsistoftwopapersonlyinthecompulsory subjects. These compulsory subjects may include Constitution of India, Indian legal system, Indian economy, polity, history and culture etc. The question papers should be of the conventional descriptive type. Besides, thereshouldbeaseparateessaypaperasapartoftheMainExamination.

5. Steps may be taken by DOPT in consultation with the UPSC to finalise the syllabi of compulsory subjects for the both the preliminary and main examination, for the recruitmentcycle2010.Thiscouldlateronbedovetailedwiththerecommendationof theExpertCommitteesuggestedinParagraph5.3.6. UPSCChairmanD.P.Agrawalsspeechon12.11.2009 UnionPublicServiceCommissionin2002hadforwardedtherecommendationsonthe AlaghCommitteeReport butnoactionhasbeentakenbythe Govt.onthe same.Considering thechangesthathadtakenplaceduringtheinterregnum,Commissiondeliberatedtheissuein theirmeetings,andasaforwardlookingorganizationinimprovingthequalityofcandidatesfor CivilService,maderecommendationsforreplacingtheCivilServices(Preliminary)Examination withaCivilServicesAptitudeTest. TheAdministrativeReformsCommissioninitsrecommendationshasalsosupportedthis view.TheproposalisunderactiveconsiderationoftheGovernment.Here,Imustexpressthe gratitudeoftheCommissiontofiveoftheEx.HonbleChairmenforsparingtheirvaluabletime andguidingusinformulatingtheresponseonthepointsraisedbytheAdministrativeReforms Commission.Apartfromthis,anotherissue,whichhasbeenaconcernfortheCommission,was linkageofUPSCExaminationswithEighthSchedulelanguages.Commissionhadbeentakingup thismatterwiththeGovernmentforalongtimeandnowtheGovernmenthascomeroundto Commissions view and has agreed with Commissions recommendation to constitute a single StandingCommitteetoconsiderallissuesrelatingtoLanguagePolicyfortheCommission. Accordingly,CommissionhasconstitutedaHighLevelStandingCommitteetoexamine the modalities for implementing the recommendations of the Parliamentary Resolution on Official Languages in a manner consistent with the high standards of UPSC without compromising the quality and standards of examinations conducted by the Commission. This Committeewillinteralialaydownstandardstobemetforalanguagetobeeligibleforinclusion intheexaminationsconductedbytheUPSC. TheUPSChadtoldthegovernmenttwoyearsagotherewasaneedtotestnotjustthe knowledgeofaspirantsinparticularsubjectsbuttheiraptitudefor"ademandinglifeinthecivil services". It had also recommended bringing down the number of attempts a candidate could take. Theexistingprelimsconsistoftwopapers:thefirstisongeneralstudiesandcommon toall;candidatescanthenchoosethesecondpaperfromalistof23Optionalsubjects. The proposedgeneralstudiespapermightbetweakedbutitisthesecondpaperthatwillundergo amajorchange. AtopgovernmentofficialsaidUPSCchairmanProfessorD.P.Agrawalhasconstituted a highpowered committee under former University Grants Commission vicechairman ProfessorS.K.Khannatoworkoutthedetailsofthetwopapers.Thecommitteehasbeen given time till April, 2010end. Then the UPSC will discuss its recommendations with the governmentandfinalisethecontentandsyllabusofthepaper,theofficialsaid.
