The Suez Canal Container Terminal (SCCT) had two successful navigational trials to test the port access and turning basins for 15,500 TEU vessels last week. The first trial was on the Eleonora Maersk arriving from the Suez Canals North Bound Convoy, with a draft of 14.9 meters she berthed alongside before safely re-joining the convoy to continue her voyage west. The second trial, took place at Port Said on Friday, 5th October, when the Edith Maersk approached the terminal from the North, completing a 180 degree maneuver in the turning basin. The 397 meter vessel completed this successful operation with a draft of 14.8 meters with the aid of three tug boats. This was the first time that any Egyptian Port has received a vessel this size. This is a significant moment in Egyptian maritime history, said SCCT CEO, Klaus Laursen. Both trials would not have been possible without the excellent cooperation and leadership of both the Suez Canal Authority and the Port Said Port Authority. Maersk Line is proud of this collaborative achievement which continues its tradition of innovation and business development in Egypt, stated Simon Brown, Maersk Line Egypts Managing Director. The Suez Canal Container Terminal, located at Port Said East, is a joint venture in which APM Terminals is the majority shareholder, and is one of the largest container ports on the Mediterranean Sea. An expansion project is currently under way to double its capacity to 5.4 million TEU. Throughput at SCCT was 3.2 million TEU in 2011 with productivity of 35 moves per hour. Hello from Leer, after 2 articles about the POLAR Country Class ships I will send you a photo and some information. In January 1970 I was on board of the Reefer MV CAP DOMINGO as an apprentice officer, when on our voyage from Shanghai to Hamburg via Cape of Good Hope (Suez Canal was closed due to the war there), we have had a fire in the engine room just 80 miles north of the Equator. By order of the engine manufacturer not to restart the main engine we got the company order to wait about 24 hours for the Reefer MV POLAR PARAQUAY, which was underway from China to Europe too. Next day they arrived and brought us some more boxes of beer, electric cables and other spare parts. Then we connected our towing wire to POLAR PARAQUAY, and they towed us to Dakar within 2 days with a speed of about 10 knots. They could have given more power, but that was not necessary. From Dakar to Hamburg an old English tug towed us with an average speed of 3,5 knots. Total time at sea 60 days since we left China. A cruise ship whose passengers were left stranded ashore by bad weather on Saturday has left Akaroa for Sydney. Many of the 700 passengers on the SEA PRINCESS had to stay in local homes after the weather prevented them from being ferried back to the ship on Saturday afternoon. Better weather on Sunday allowed the passengers to return to the ship which was anchored in Akaroa Harbour, Carnival Cruises spokesperson David Jones says the company will Investigate why people went ashore when the forecast was for bad conditions. He says the passengers were grateful for the kindness of residents who took them in when hotels in Akaroa and Christchurch could not accommodate the numbers. A salvage project plagued with delays has been put on hold after the provincial government issued a stop work order to the company tasked with removing a ship that ran aground off Cape Breton more than a year ago. The Department of Labour said the order requires New York-based Bennington Group to hire an independent engineer to complete an assessment on the structural integrity of the MV Miner. Pat Murphy of the departments occupational health and safety division said the engineer will assess the ships hull and determine whether it is safe for workers. Were now into the fall and winter season in Atlantic Canada, weather and additional stress and force has been applied to the hull of this vessel, which was already compromised because of the grounding, Murphy said from Sydney on Sunday. Our primary concern has to be that the people who go out to do this work come home safely at the end of the day. Murphy said the engineer will also review the procedure that the company will use to dismantle the vessel. The MV Miner ran aground off Scatarie Island on Sept. 20, 2011, while being towed to a scrap yard in Turkey. He said the department met with Bennington Group officials over the weekend, who said they would comply with the order. They were very co-operative and assured us that theyre anxious to get this project completed. The Bennington Group could not be reached for comment on Sunday. The department says work to dismantle the 230-metre bulk carrier will not begin until the assessment is complete. The project has been delayed several times since the province gave approval for the Bennington Group to remove the ship in the spring. Earlier this month, the project was put on hold after three new plasma cutters and some robotics equipment were stolen from a work site at the Sydport Industrial Park in Sydney. In September, the company was given another three months to complete the work. Under the provincial permit, the company has until Dec. 1 to remove the derelict ship. The threat from Somalia-based pirates remains significant despite an apparent reduction in attacks in regional waters in the past year, according to Rear Admiral Oguz Karaman, the commanding officer of Combined Task Force (CTF) 151. Speaking on board the CTF 151 flagship, the Turkish Navy frigate TCG Gemlik, during a port visit to Muscat, Karaman said the drop in successful attacks by pirates this year could be attributed to a number of factors, both on sea and the Somali mainland. But he said the threat to shipping remains high, urging shipmasters to do all they could to help deter pirates. Naval forces cannot solely guarantee the safety of all ships at sea. The so-called war on pirates is not over, but CTF 151 is ready. It is too early to claim success in combating piracy, he said. One of the unique aspects of CTF is that we work closely with independently deployed fleets like those of India and China and share intelligence. The Baltic Exchange's main sea freight index, tracking rates for ships carrying dry commodities, rose on Monday on strong rates for capsizes and panamaxes. Demand for iron ore has been pushing capesize rates high since last week. The overall index, which reflects daily freight market prices for capesize, panamax, supramax and handysize dry bulk transport vessels, rose 1.62 percent to 941 points. The Baltic's capesize index rose 2.4 percent to 1,960 points. Average daily earnings for capesizes, which usually transport 150,000-tonne cargoes such as iron ore and coal, were up $482 at $11,556. "Steel mills in China remain cautious as end-user demand remains muted while the rapid price increase for iron ore seen the last week has left some mills on the sideline with expectations of lower prices," RS Platou Markets said in a note. "Reason to be cautious is that the recent strength has been on the back of inventory building, and not a fundamental recovery." Iron ore shipments account for around a third of seaborne volumes on the larger capesizes, and brokers said price developments remained a key factor for dry freight. The panamax index rose 1.61 percent to 885 points, with average daily earnings up $118 at $7,055. Panamaxes typically transport 60,000-70,000-tonne cargoes of coal or grain.

The report now published on the maritime disaster of July 18 this year, when the MV Skaggit went down in the Indian Ocean while leaving Zanzibar, concluded that there were 447 passengers on board and not 290 as mentioned at the time by officials, with cargo also way over the limit of the approved carrying capacity. The ship went down claiming 81 confirmed lives while another 212 went missing and were never recovered from the sea. There were154 passengers who survived the sinking as a result of swift rescue action by mostly private boats rushing to the scene. This accident is one in a long line of lake and ocean disasters suffered by Tanzania, largely attributed to corrupt practices when inspecting vessels and issuing certificates of sea worthiness and by lax enforcement of loading limits for passengers and cargo. The commission of inquiry spent the last almost 3 months to fully investigate the accident by interviewing not just survivors but also maritime officials while combing through maintenance and operational records of the company owning and managing the ship. Fourteen workers have died in a ferry accident in Egypt, reported the state-run newspaper Al Ahram online. The accident occurred when a minibus carrying the workers fell off the ferry into a Nile ditch in the province of Beheira. Rescuers have so far recovered 11 bodies, said Al Ahram. It did not say how many people in total were inside the minibus. Nile accidents are not uncommon in Egypt due to rickety and overloaded ferries. Source : skynews.com.au

THE Prime Minister told workers involved in building the largest warship for the Royal Navy that it is a "UK success story" as he visited the Scottish dockyard where it is being assembled. David Cameron was speaking to construction workers in Rosyth, Fife, ahead of a meeting with First Minister Alex Salmond in Edinburgh where a deal is expected to be signed granting Holyrood the power to hold a referendum on independence. Mr Cameron visited the Babcock facility to meet apprentices and staff building the aircraft carrier HMS Queen Elizabeth. It is the first of two 65,000-tonne ships under construction for the Navy, and six shipyards around the UK are involved in building various parts of the vessel, which are ultimately being assembled in Fife. It is due to be completed by 2016, with HMS Prince of Wales following later. Around 200 workers gathered at the dry dock in Rosyth as Mr Cameron told them it made him "really proud" to see the "incredible result of British and Scottish engineering". He said: "I think this is the success story that the whole of the United Kingdom can take great pride in. Just as the Olympics showed what we can do when we come together, you're showing it right here in Rosyth with this incredible feat of engineering. "This has been and still is an immense task and, as soon as you have completed this aircraft carrier, the Prince of Wales will follow, and I am very proud to be standing here and to say thank you to you. "As was said at the Olympics, we want to make sure 'Made in the United Kingdom' is a badge we can be really proud of and I believe that, with these aircraft carriers, you here in Rosyth are making it is absolutely clear that it is something we can all be really proud of." The 11,000-tonne hull section of the vessel is being prepared for its 600-mile journey from Govan Shipyard in Glasgow to Rosyth. The aft section is being loaded on to a barge today and will take five days to travel round the coastline to the Fife dockyard next month. The vessels are being delivered by the Aircraft Carrier Alliance, a partnership between BAE Systems, Thales UK, Babcock and the Ministry of Defence. Each of the carriers will be used by all three sectors of the Armed Forces and will provide a four-acre operating base which can be deployed worldwide. When finished, the warship will be 920ft (280m) long, 230ft (70m) wide and 184ft (56m) high from keel to masthead, 13ft (4m) taller than Niagara Falls. A team of 40 people yesterday moved the hull section across a specially reinforced surface at the Govan yard in less than three hours, using 450 remote controlled transporters. The 80m (262ft) long and 40m wide (131ft) section, which houses a hospital complex, a dental surgery and 242 accommodation berths, will be joined up with the other parts of the ship constructed in Portsmouth. The Republic of Singapore Navy (RSN) and the Royal New Zealand Navy (RNZN) are participating in a bilateral exercise, code-named Lion Zeal, from Oct 15 to 18, 2012. RSN Commander 1st Flotilla, Colonel Giam Hock Koon and Captain RNZN Fleet Operational Support, Captain James Gilmour officiated at the opening ceremony of the exercise at Devonport Naval Base in Auckland, New Zealand earlier this week Established in 1999, Exercise Lion Zeal aims to enhance the interoperability and professionalism of both navies. This years exercise is hosted by the RNZN and the participants include RSS Stalwart, an RSN Formidable-class frigate; HMNZS Te Kaha, an RNZN ANZAC-class frigate; and HMNZS Endeavour, an RNZN replenishment tanker. Besides professional exchanges in conventional operations, the exercise also includes anti-air exercises and live firing against a towed air target. Singapore and New Zealand conduct bilateral navy exercise

The Pentagon is investigating a collision over the weekend involving a Navy nuclear submarine and an Aegis cruiser off the East Coast. The United States Fleet Forces Command said in a news release that the submarine Montpelier and the cruiser San Jacinto collided about 3:30 p.m. Saturday during a training exercise. No one was injured and both ships were able to continue to operate under their own power, Navy officials said. Nevertheless, the extent of any damage to the vessels was not clear, said Lt. Cmdr. Brian Badura of the Fleet Forces Command. We have had circumstances where Navy vessels have collided at sea in the past, but theyre fairly rare as to how often they do take place, Commander Badura said. Navy officials said the collision was under investigation, but declined to offer specifics on where it occurred. The Montpelier arrived at Naval Submarine Base Kings Bay in southern Georgia, he said in a statement late Sunday. The San Jacinto arrived at Naval Station Mayport in Jacksonville, Fla. The fleet commands news release said that overall damage to both ships is being evaluated, and that the submarines propulsion plant was unaffected by the collision. Both ships are based in Norfolk, Va. A Navy official said on Saturday that the two ships were participating in a group sail with the aircraft carrier Harry S. Truman. lead by the Truman. A Navy official said that about 3:30 p.m. the bridge watch aboard the San Jacinto saw the submarine Montpelier rise to periscope depth about 100 to 200 yards ahead of it. The bridge ordered an all back, but still collided with the submarine. According to the official, the initial assessment of damage was that there was a complete depressurization of the sonar dome aboard the San Jacinto. Lying below the water line of surface warships, sonar domes provide the bulbous shape to the bows of warships. After the collision the official said the submarine surfaced and communications were established between the ships. Collisions between Navy submarines and surface warships are rare. In March, 2009 the submarine Hartford suffered severe damage to its conning tower after colliding with the amphibious transport ship New Orleans in the Strait of Hormuz. THE Supreme Court (SC) has ordered the biggest shipyard in the Visayas to pay an insurance firm P50 million for the loss of Superferry 3 in 2000. The SC en banc modified the decision of its Third Division and ordered Keppel Cebu Shipyard Inc. (KCSI) to pay Pioneer Insurance and Surety Corp., the insurer of Superferry 3. The High Court directed KCSI to pay Pioneer P50 million plus six percent interest per year, beginning at the time the case was filed until the SC decision became final and executory. Both WG&A (Jebsens Ship Management Inc.) and KCSI were equally negligent for the loss of Superferry 3, the resolution dated Sept. 18 and penned by Associate Justice Jose Catral Mendoza for the SC en banc read. The decision came after the SC en banc granted the petition of KCSI to reopen the proceedings involving claims made by Pioneer. KCSI lodged the petition after the SC Third Division ordered KCSI to pay Pioneer Insurance P329.747 million, representing the salvage value recovered by the insurance firm from Superferry 3. On Jan. 26, 2000, KCSI and WG&A Jebsens Ship Management Inc. entered into a ship repair agreement for the renovation and reconstruction of Superferry 3. Before the agreement was signed, Superferry 3 was insured by WG&A with Pioneer for US$8,472,581.78., A fire gutted the Superferry 3 while it was drydocked at the KCSIs shipyard in 2000. After the incident, WG&A declared a total constructive loss and filed an insurance claim. Pioneer paid WG&A P360 million in full satisfaction, compromise and discharge of all claims for loss and expenses sustained to the vessel. Armed with the subrogation receipt, or proof that it had paid the insurance to WG&A, Pioneer tried to collect from KCSI about US$8.47 million, but KCSI allegedly denied any responsibility for the loss. Pioneer argued that KCSI was solely responsible for the loss of Superferry since the vessel was in the shipyards premises. But Keppel denied Pioneers claim and argued the insurance firm had no standing to file the request for arbitration. The SC Third Division, in its Sept. 25, 2009 decision, ordered Keppel to pay Pioneer P329,747,351.91 plus six percent interest per year from the time the request for arbitration was filed. In granting Pioneers petition, the SC Third Division found that KCSI was solely liable for the loss of Superferry 3 and that WG&A declared the vessel as constructive total loss. In the en banc ruling, the high tribunal ruled, though, that WG&A and KCSI were equally negligent for the vessels loss. WG&As negligence was in allowing the welders of KCSI to wield steel plates outside the agreed area, which is the restaurant of the vessels promenade deck.

DAR ES SALAAM port had only one tug boat in operation for the entire last week following the breaking down of a second tug boat on Wednesday last week. Shipping agents faulted Tanzania Ports Authority (TPA) spokesman, Franklin Mziray who said that after disfunctioning of the tug boat, there were two others left while a third came from Tanga port to join the team and avert congestion.Annoyed shipping agents accused Mr Mziray of not telling the truth and downplaying a serious problem that costs the country billions of shillings in revenue and increasing shipping liners' vessel delaying surcharge.

"It is wrong to misinform the public while facts on the ground are different," said Anvar Rajpar of Seaforth General Agencies Limited. Mr Rajpar said his company which had three vessels stranded at the outer anchorage and one berthed at the port, were costing him 120,000 US dollars (approx. 188.9m/-) per day. Rajpar who is a member of Tanzania Shipping Agents Association (TASAA) governing council, said TPA also failed to bring the third tug boat from Tanga port after the breaking down of the second tug last week although Mziray told 'Daily News on Saturday' last weekend the contrary. Mziray also said that Dar es Salaam which is the country's prime port and serves six landlocked countries has four tug boats hence having only one as faulty could not constitute a crisis. "There is no crisis at the port, we have three tug boats including one from Tanga in operation while the faulty boat has since been repaired," the TPA Corporate Communications Manager, argued."The tug which TPA alleged arrived from Tanga to supplement the defective one never arrived. Investigations by this paper established that on October 5, the port's Operations Manager, Patrick Namahuta wrote a letter to the Port Manager requesting urgent acquisition of one tug boat from Tanga to save the crisis at Dar es Salaam port. "As you are aware of the situation facing this port now, we wish to report that movement of ships (in and out of the port) for ships requiring two tugs ceased since 3rd October, 2012 at about 1800hrs when one of our two tugs, CHATU, suffered a mechanical fault. Only ships with bow thrust (mainly car carriers) are attended by the remaining tug, DUMA," Mr Namahuta said in the letter which was copied to Harbour Master and Commercial and Marketing Manager. Stakeholders suspect that some TPA employees were on go slow trying to frustrate the minister of Transport, Dr Harrison Mwakyembe's efforts to cleanse the port of crooks who have stolen goods, entrenched corruption and mismanagement at the port authority and Dar es Salaam port. But the authority circulated a press statement assuring port stakeholders that all tug boats are in service hence no reason to panic. "We wish to reassure our customers that we have four tug boats available for all shipping activities on a twenty four hour for seven days period unless there is a tide restriction." PSA Singapore Terminals is investing S$3.5 billion in infrastructure and technology to develop phases 3 and 4 of its Pasir Panjang Terminal (PPT). PPT phases 3 and 4 will feature an automated container yard equipped with proprietary intelligent planning and operation systems, as well as unmanned, rail mounted gantry cranes. These cranes, along with those installed at the berths, will run on electricity and be more environmentally sustainable. PPT Phases 3 and 4 will have a total of 15 new berths. With nearly 6,000 m of quay length and up to 18 m draft, the new terminals will be able to serve the next generation of containerships. NYK has decided to build four next-generation type PCTCs (Pure Car and Truck Carrier). Two of the vessels will be built by Imabari Shipbuilding Co. Ltd. at its factory in Marugame city in Kagawa prefecture with technical assistance being provided by Mitsubishi Heavy Industries Ltd. The other two vessels will be built by Shin Kurushima Dockyard Co. Ltd. at its Onishi Shipyard in Ehime prefecture. All four vessels are scheduled to be completed from 2014 to 2015. These new vessels are part of the investment plan contained in NYK's medium-term management plan "More Than Shipping 2013" and will be the first PCTCs decided to build by the company since the collapse of Lehman Brothers in 2008. NYK expects the worldwide demand for PCTC transport to steadily expand, and these four new vessels will be the Post-Panamax vessels capable of transiting the Panama Canal when the third lane of locks, larger than the current two, becomes operational in the autumn of 2014. These new vessels will be 2-3 meters wider than current PCTCs and will be equipped with the latest energy-saving technology, improving fuel performance by about 30 percent per unit. Australian mining magnate Clive Palmer, whos planning to build a modern replica of the Titanic, aims to start talks next year to sell stakes in a potential $8 billion natural gas project in Papua New Guinea, Bloomberg reports. Weve had interest from major petrochemical companies who want to joint venture including Exxon Mobil Corp. (XOM) and Chinese companies, Palmer said in an interview. We will talk to them at the appropriate time, likely mid2013 when field work is scheduled to be completed, he said. Palmer, who owns a nickel refinery and is developing an $8 billion coal project in Australia, is seeking to tap surging Asian gas demand. Exxon, the worlds biggest oil company by market value, is developing a $15.7 billion liquefied natural gas venture in Papua New Guinea, among eight such projects being built in the two nations at a cost of about $200 billion. Exxon looks at a variety of deals, Johan Hedstrom, a Sydney-based energy sector analyst with Bell Potter Securities Ltd., said by phone. If they think that Clive Palmer has some licenses that are particularly prospective, they may be prepared to do a deal with him. From 2017, it continues to look like a buyers market given the growing number of proposed projects competing for finite longer-term demand, Adrian Wood and Kirit Hira, analysts at Macquarie Group Ltd., said in a Sept. 10 report. Royal Dutch Shell Plc, Europes biggest oil company, signed an agreement last year with Papua New Guinea-owned Petromin PNG Holdings Ltd. to evaluate exploration and development opportunities in the country. Chevron Corp. and Woodside Petroleum Ltd. are among companies developing LNG ventures in Australia, set to overtake Qatar as the largest LNG exporter by the end of this decade. Its population is nearly the same as Kenyas at 43 million, but right now Tanzania is enjoying higher growth rates (6.7% against Kenyas 5%). Synergies and teamwork Steve has a positive outlook for the future of the region. East Africa as a region holds immense promise, with increasing political stability and high economic growth rates, he says.
