The Background
As the green engine of economic growth in the 21st century, service outsourcing is leading a new round of further industrial transformation world widely, together with the wide application of new technologies, such as cloud computing and internet of the things and the deep integration between information technology and traditional industry. There were 16,939 companies with 3.182 million employees specializing in outsourcing industry in China by 2011. In the same year, Chinese outsourcing enterprises signed USD 32.39 billion service outsourcing contracts, with the annual increase of 63.6%, among which offshore service contracts valued USD23.83 billion, with the annual increase of 65%, which was 23.2% of the world offshore service outsourcing market. All these make China the second largest offshore outsourcing destination globally.
Since reform and opening up, the biopharmaceutical industry has witnessed a rapid growth In the past 3 decades, epically the recent ten years. In 2012, Chinas pharmaceutical industry is expected to realize a gross output value of 1.88 trillion RMB, total profit of 185 billion RMB and export delivery value 155 billion RMB. China has been the first BPC manufacturing and exporting country and the third largest pharmaceutical market in the world.
After the 18th NCCPC, a series of new beneficial policies has been released which will accelerate the industrial structure adjustment of pharmaceutical industry, increase its supply capability and international competitiveness and promote its healthy and sustainable development. In recent years, the biopharmaceutical R&D outsourcing mode has become one of the major measures for biopharmaceutical industry to realize the development in an open and innovative way. Leading international pharmaceutical companies are moving their new drug R&D business to developing countries gradually. And China is gaining more and more attention from the outside world, for its increasingly completing infrastructures, huge market prospect as well as huge talents. The cooperation among cross-regional, cross-industry, cross-disciplinary based on the global resources integration will provide a new development engine for Chinas biopharmaceutical industry.

Taicang Biopharma Industry Park Taicang Biopharma Industry Park is a high-tech industry park, set up by municipal party committee and municipal government to vigorously develop strategic emerging industries and accelerate the economic transformation and upgrading, and co-ordinate the development of the pharmaceutical industry. Under the planning of multifunction zones within one park, the Park covers a total planning area of 9.73 square kilometers, with the first phase construction area of 2.9 square kilometers. Over 20 companies with strong research and innovation capability, technology strength and development potentials such as JOINN, Crown Bioscience, ABA CHEM, Zhijun Wanqing Pharmaceutical Co., Ltd. etc. have set up their offices here. The parks annual output value is around 4 billion RMB. The park will be in accordance with industry concentration, and distinctive features, complete functions and dislocation competing ideas to create a set of R & D, incubation and production as a whole, with a complete industrial chain, a certain reputation and influence of modern biomedical industry park, and strive to become important growth sector of the emerging industry in Taicang, and reach an output value of 40 billion RMB by the end of 12th five year plan.
Taicang biopharmaceutical industry as the strategic new industry supported by municipal party committee and municipal government develops rapidly in recent years. So far, there are over 50 pharmaceutical companies, among which 24 companies are large scale ones. In 2011, the output value of pharmaceutical industry was 3.53 billion RMB, a year on year increase of 15.9%. And the output value reached 3.04 billion from January to August in 2012, a year-on-year increase of 9.7%. The pharmaceutical industry in Taicang has basically formed an integrated industrial chain consisted of Biopharmaceutical, chemical and pharmaceutical, medical devices, medical logistics and set up the R & D and testing centers and related personnel training center.
Taicang's goal is to gather the industrial advantages, focusing on the development of pharmaceutical service outsourcing and R & D and production of finished drugs, to build drug production, research and development test and enzyme industry three bases.
