Explain, by way of an organogram, the administrative structure for implementation and monitoring of the MGNREGS at State Level. Has the State constituted a State Employment Guarantee Council as per the section 12 of MGNREGA? If Yes, please provide number of SEGC meetings convened during 2010-11, 2011-12 and 2012-13 (up to December 2012)? Highlight some major decisions taken in the SEGC meetings held during 2010-11, 2011-12 and 2012-13 (up to December 2012) on effective implementation and monitoring of the Schemes under Mahatma Gandhi National Rural Employment Guarantee Act.) Please list Evaluation Studies commissioned by SEGC during 2010-11, 11-12 and 12-13 and findings thereof.

Social Audit 7. Please explain steps initiated by the State/ District for organization of Social Audit during 2010-11, 2011-12 and 2012-13 (till December 2012). What is the mechanism to conduct regular social audits of projects under the scheme taken up in a district? Please explain in brief the mechanism of proactive disclosure of information to facilitate social audit and to enhance transparency under MGNREGA. What is the status of constitution of an independent Social Audit unit under MGNRGA? If, yes please explain in detail (preferably an organogram) the structure and procedure of such independent social audit. Please list out findings of the pilot social audit & the road map for scaling up.

Timely payment of Wages Measurement of Works for Payment 13. 14. 15. Explain in details the norms for measurement of works under MGNREGA. Is there any line fixed for measurements of the worked under MGNREGA. If, yes please indicate the time lag (in number of days) between (a) execution of a work and its measurement (b) measurement and wage payment. Has the State formulated a fixed time schedule for payments of wages to the workers considering the possible time lags in the measurement, raising of pay order and disbursement of funds by Banks/ Post offices/ financial agencies? How the workers are being compensated for delays in wage payments? How many workers have been compensated for delays in wage payments during 2010-11, 2011-12 and 2012-13 (till December 2012)? Please briefly elaborate penal provisions on delayed wage payments to workers.

Is there enough balance available with Head Post office to met at least 30 days wage payments of a point of time? f.
