The Real Estate Board took
action recently that will allow
licensees to begin their affiliation
with a new firm immediately. The
Board approved a streamlined
transfer process that allows a
licensee to begin work at a new
firm on the day the transferring
agent and new broker sign and
submit a fully completed applica-
tion to DPOR.
The new transfer application
process will require the
following:
The new broker must affirm that
the transferring agents license is
active and has not expired. The
broker can do this by going to
DPORs License Lookup page
(http://www.dpor.virginia.gov/
LicenseLookup/) and entering
the agents name.
The new broker must agree to as-
sume supervisory responsibility
of the transferring licensee, effec-
tive as of the date the new broker
signs the fully completed trans-
fer application. The new broker
also affirms her belief that the
licensee is of good character and
competent to practice real estate.
The transferring licensee, by
signing the transfer application,
certifies Notification to the firm
the agent is leaving
Submission of the application
and fee must occur immediately,
and the new broker and transfer-
ring licensee should ensure the
application is fully completed
prior to submission to avoid any
unnecessary delays in process-
ing. If there are deficiencies in
the application, the licensee and
broker will be notified and will
have ten (10) days to correct
the application to avoid possible
disciplinary action.

Thats the refrain of the 1975
Paul Simon song Fifty Ways...
and the overall theme for 2013
at FAAR. And believe me - our
members, and the market, have
been hopping!
So FAAR in 2013 we have seen
membership increase to almost
1300 and we have added some
great new AMPS (Affiliated
Marketing Partners), too. My
personal goal is to see us top that
1300 mark with some great new
agents in the second half of the
year!
RECA (FAARs Real Estate Career
Academy) has seen a huge uptick
in the number of students attend-
ing classes and continuing ed/
post licensing certificates it is
processing. The Lunch N Learn
seems hugely popular and our
new FAAR members are getting
the real estate scoop in the Street
Smarts program. The quality
of instructors never ceases to
amaze me.
Our FAAR committees, those vol-
unteers who keep your associa-
tion running, have seen increases
in members as well. Government
& Legislative Affairs is working
hard with the area military bases
and counties to assess the impact
of noise and land quakes from
the bases on the public; Public
Relations has put FAAR in the
spotlight with some great press
in the Free lance Star; the Special
Functions and Awards Com-
mittees deserve huge kudos for
the success of the 2013 Awards
Luncheon. The Fredericksburg
REALTORS Foundation, that
charitable arm of our association,
used that venue to give grants to
four very deserving housing ori-
ented organizations. The Prop-
erty Management Committee has
been offering some great educa-
tion in leasing and management;
Community Outreach helped
Habitat for Humanity raise over
$11,000 in the recent RideVA
Poker Run; and dear to my heart,
The Multicultural Committee is
implementing purchaser educa-
tion through four community
assistance organizations. I would
be remiss in not mentioning
our YPN (Young Professionals
Network) that has been raising
money for area classroom sup-
plies. Lastly, I want to thank the
members of the Grievance and
Professional Standards groups
who work behind the scenes to
help our members stay compliant
with our Code of Ethics and assist
the public with concerns they
may have of their agents.
The overall Fredericksburg
market is hopping, too. The
MRIS Real Estate Business Intel-
ligence (RBI) showed new list-
ings up 2.2% from March 2012
but the best news is it is showing
an 8.8% increase in closed sales
over March of last year. The only
downward trend that MRIS is
reporting is great news - average
days on the market decreased
from 77 to 67 for this month over
last. A dip I can definitely live
with!
MRIS celebrated its 20th year
in business and is about to re-
lease some fabulous new tools in
Keystone. President Elect Deb-
bie Irwin and I had the honor of
attending this years MRIS Share-
holders meeting in April and
came away totally in awe of their
staff, leadership and facilities. If
you ever have the chance to visit
the MRIS headquarters in Rock-
ville, do it. You will be amazed
at the seamless coordination and
dedication of OUR MLS system.
Look for the REAL Talk net-
working Meetup ad on page 14.
The first Meetup was a huge
success. Whether it is 1975 or
2013, members always claim
communications as their major
concern within the association.
Meetup is Facebook in person. I
hope you will come join us at the
next event on 5/23 - you will be
astonished at the things you have
to share. OH - and 5/23 is also
the next FAAR Town Hall. I hope
you will come to hear more about
the fabulous things that YOU are
accomplishing as an association.

2013 General Assembly Post Victories for REALTORS
T
he fast and furious 45-day
session of the General As-
sembly came to a close with
major success for the REALTOR
agenda. All VAR legislative pri-
orities except one were enacted
during the session and the re-
maining item has strong support
in the General Assembly and will
most likely be reintroduced in
the 2014 session.
The pieces of legislation that
were enacted include:
Applying new Appraisal Man-
agement Company laws to com-
mercial and residential apprais-
als.
Updates to the landlord/tenant
laws that include greater protec-
tions for both parties.
Addressing ongoing concerns
with property owners and condo
owners associations.
Protecting real estate licensees
reliance on public records.
Requiring a disclosure for dan-
gerous drug labs.
Ensuring all employees of real
estate firms who are involved in
Fair Housing cases are heard by
the Real Estate Board.
The only piece of the legislative
package that did not move for-
ward was a bill that would have
established savings accounts for
first-time homebuyers. While
the bill enjoyed broad support
among legislators, the details
could not be worked out in time
during such a short session to
bring the bill to the floor for a
vote. As a compromise, the bill
was sent to the Housing Commis-
sion where all of the issues will
be worked out and the bill will
be brought back up in the 2014
General Assembly session.
The hallmark piece of the legisla-
tive session, the transportation
bill, was a major part of VARs
legislative efforts. Members
focused heavily on lobbying for
transportation reform at Day on
the Hill in February and VARs
lobbying staff worked tirelessly
to convey the REALTOR mes-
sage that this was the year for
major transportation overhaul.
The hard work paid off as the
General Assembly passed a
sustainable transportation plan,
HB 2313. The bill eliminates the
$0.175 per-gallon gas tax that
consumers now pay at the pump,
and raises revenue in a variety of
ways including:

A new 3.5% tax on gasoline at
the wholesale level
A new 6% tax on Diesel fuel at
the wholesale level
Raising the sales and use tax
from 5% to 5.3%
Raising the motor vehicles sales
tax from 3% to 4.15% over five
years
A new $64 annual tax for hybrid,
electric, and alternative fuel ve-
hicles (except for those powered
by natural gas)
The plan is expected to raise
about $880 million a year with
much of it earmarked specifically
for transportation. The new law
also includes Regional Conges-
tion Relief plans for Northern
Virginia and Hampton Roads.
For Hampton Roads, the plan in-
cludes an increase in the regional
sales tax and an increase in the
local gas tax.
For Northern Virginia, which
includes Prince William County,
there is an increase in the region-
al sales tax, an increase in the
occupancy tax, and an increase in
the regional grantors tax. Initial-
ly, the proposed grantors tax in-
crease was from $0.10 per $100
to $0.25 per $100. After VAR
reviewed this portion of the new
tax increases, it was determined
that the calculations were based
on the average grantor taxes
collected from 2007-2011, years
that included the worst part of
the housing crisis. VAR immedi-
ately hired a well-known econo-
mist to estimate sales data from
Northern Virginia and discovered
that a 25-cent increase wasnt
necessary. Working with local
associations impacted by the tax
increase, VAR determined that
the region could raise the same
amount of revenue with a small-
er, 15-cent per $100 increase in
the grantors tax. VAR made that
proposal to the Governors office
and Governor McDonnell agreed
to include it in his package of
amendments to the General As-
sembly. The reduced amount
was ultimately passed into law
preserving the regions ability to
raise the necessary revenue for
transportation while avoiding
an undue burden on sellers in
Northern Virginia.
The transportation bill was a
hard-fought victory that will have
positive impacts throughout the
Commonwealth. Transportation
is often one of the first questions
that a REALTOR is asked about
and the revenue raised from this
bill will allow the state to invest
in quality infrastructure to sup-
port a growing population.

Virginia Leadership Academy recieves a Fredericksburg
welcome
F
or the first time in the history
of the Virginia Leadership
Academy (VLA) a session was
held in Fredericksburg, April 16-
18. The Fredericksburg alumni
organized events and treats that
left the 20 student class raving
for days.
2007 FAAR President Melanie
Thompson who was instrumental
in the creation of VLA convinced
VAR to hold one of the 2013
sessions in Fredericksburg. The
class was greeted by President
Suzanne Brady and treated to
welcome goodie bags filled by
Sherry Bailey on Tuesday morn-
ing. That evening the class par-
ticipated in a scavenger hunt that
took them in and out of Caroline
St. shops/taverns to their final
destination at Foode for dinner.
The next night the class enjoyed
a trolley tour of the Burg on their
way to Thompsons house for
dinner. The alumni served din-
ner on theme decorated tables.
When the trolley arrived to take
them back to the hotel each was
given a Fredericksburg cookbook
courtesy of FAAR.
In coming years, will VLA return
to Fredericksburg? Of course,
and the local alumni will be ready
to welcome another class to the
area.

Housing 1st
Housing 1st Find its Niche by Advocating for Permanent
Supportive Housing in the Fredericksburg Region

O
ver the past several months,
the Housing 1st group, a coa-
lition started by FAAR to focus
on the primary housing needs
of the areas vulnerable popu-
lations, has heard from many
expert speakers about a variety
of issues. One issue in particular
has risen to the top as a major
priority for the entire group, the
need for permanent supportive
housing in the region.

Fredericksburg area non-profits
do a great job with emergency
shelter by helping people who
are currently homeless get off the
streets and then by helping place
stable adults and families into
long-term affordable housing, but
a breakdown occurs between the
short-term emergency shelter
and a home or apartment of ones
own. Many times, an individual
needs a stepping stone to help
them transition from an acute
situation of homelessness to a
stable living environment. These
individuals most likely strug-
gle with mental health issues or
substance abuse, lack of employ-
ment, and possible health prob-
lems such as diabetes. Perma-
nent supportive housing would
provide that much needed transi-
tion step to move these individu-
als out of emergency shelters
like Thurman Brisben, and into a
more stable living environment
with access to supportive servic-
es. Those supportive services are
the key to long-term success.
Permanent supportive housing
provides a safe living environ-
ment along with intensive case
management to include job
training services, credit and
budget counseling, mental health
treatment, and substance abuse
treatment. The services pro-
vided prepare individuals for full
independent living once they are
ready. Most residents of perma-
nent supportive housing leave af-
ter a few years because they are
ready for independent living and
they usually tire of living under
the rules required in permanent
supportive housing.
The benefits of this type of hous-
ing are not just for the individu-
als directly served. Studies show
a major decrease in costs for first
responders, hospitals, and local
governments as the individuals
served in permanent supportive
housing are no longer living on
the street causing disturbances
or regularly visits area hospitals.
FAAR and the non-profit mem-
bers of Housing 1st are working
towards a goal of supporting a
permanent supportive housing
project in the Fredericksburg
region. The project wont be
easy or quick, but it will provide
a much needed service to a very
vulnerable population in our
community.

he Fredericksburg REAL-
TORS Foundation con-
tributed $5,500 in grants to
area charities during the annual
Fredericksburg Area Association
of REALTORS Silent Auction
and Awards Luncheon on April
11, 2013.
The grants were presented to
The Greater Fredericksburg Hab-
itat for Humanity, Hope House,
Fredericksburg Area Food Bank,
and the Thurman Brisben Center.
Each charity was in attendance
at luncheon and was given the
opportunity to speak about its
mission and impact on the com-
munity.
The funds raised at the Silent
Auction will be used for future
grants to housing-related non-
profits to assist families and indi-
viduals secure and retain shelter.

The Fredericksburg
Area Association of REAL-
TORS (FAAR) held its
annual Awards Luncheon
on April 11, 2013. Ap-
proximately 150 members
were attendance for the
festivities, which included
a Silent Auction and
awards ceremony.
Proceeds from the Silent
Auction went to ben-
efit the Fredericksburg
REALTORS Founda-
tion, whose efforts go to
support local non-profit
organizations that help
individuals and families
secure and retain shel-
ter. Thanks to donations
from FAARs REALTOR
and affiliate members, the
Foundation was able to
raise nearly $3,000.
Also during the event,
awards were handed
out for Manager of the
Year, REALTOR of the
Year, Rookie of the Year,
REALTORS Choice,
and Melanie Thompson
Award. Sabrina Anderson

By now, you have probably experienced the new
look and feel of the website. FAARs goal is to make
it clean, concise, and user-friendly. The home page
features highlights of upcoming classes and lots of
quick links to useful information.
One icon on the front page that may be especially
useful is the one labeled Housing Market Statistics.
By clicking on this icon, you will have access to the
detailed market statistics that FAAR makes avail-
able through its partnership with Real Estate Busi-
ness Intelligence (RBI).

On the statistics page, you will find links to each
jurisdictions most recent market information, the
most recent quarterly report, a link to quarterly
report archives, and a series of three constantly
updating charts about median sales price, market
activity, and days on market. This is a great place to
direct consumers for general market information or
you can lift specific pieces from the website to send
directly to your clients.

he current guidelines for the
30-hour educational curricu-
lum for new salespersons will
expire December 31, 2013. If a
new salesperson begins, but does
not complete all 30 hours of PLE
under the current system, their
credits will revert to 0 on Janu-
ary 1, 2014, and they will have to
start over and take all 30 hours
of the new curriculum.
From July 1, 2013, through
December 31, 2013, both guide-
lines for the 30-hour educational
curriculum for new salespersons
will be in effect .
After December 31, 2013, only
the new guidelines for the 30-
hour educational curriculum for
new salespersons will remain
valid, and the old guidelines for
PLE expire and will no longer be
accepted.
You cannot mix and match your
30 hours of PLE from the current
and new curriculum.
The current curriculum is being
offered 4 more times in 2013 by
Real Estate Career Academy!

Keystone will now have an
auto-save feature that can be set
to save in intervals from 1 up to
15 minutes, or turned off com-
pletely, if desired so you wont
lose your work.

FAAR accepts the Habitat challenge for a Women Build
T
he Board of Directors em-
braced Habitats challenge
to build a house with 75% of the
hands on labor being done by
women*. Community Outreach
and Special Functions Commit-
tees support the project. The As-
sociation members will actually
participate in building the house
and raising the funds necessary
for construction.
he house in Lake Arrowhead in
Stafford is already under con-
struction but $75,000 is needed
to complete it. While the foun-
dation and septic system are in,
the big push to finish may not
happen until January of 2014.
The family with four boys is also
participating in the build. Owner
sweat equity is a Habitat require-
ment to secure a home with an
interest free mortgage.
FAAR undertook another Habi-
tat fundraiser like this in 2004
when members sold blocks
representing square footage. The
membership rallied around the
fundraiser and companies chal-
lenged each other. Enough funds
were raised to build a house
plus contributing funds toward
another build.
Piggybacking on the success of
the building block fundraiser,
Habitat is selling tiny Tax Shel-
ters for $60 which represents
1 sq. ft. Ladies, are you ready
to swing a hammer, paint walls
or plant scrubs? Men, the build
needs you, too! Members, can
FAAR count on you to sell/pur-
