Additionally,NCDOTwillprovideastaffmembertoassisttheplanningteamwiththeComprehensive TransportationPlanforGrahamCounty.

FederalandStatePartners:TheFederalHighwayAdministration,NorthCarolinaDivision(FWHA),theNorth CarolinaDepartmentofTransportation(NCDOT),andtheAppalachianRegionalCommission(ARC)arepartners inthisproject. ProjectJustification/PrimaryProjectStudyArea:ForRegionAtobecompetitive,itneedstoidentifyits regionalassets,determineitsregionalneeds,anddevelopacoordinatedresponsetoaddresstheneeds.This projectwillalsoinformdecisionmakingaboutProjectA9,assuggestedintheMediationReport(seeSectionB). TheprimarystudyareafortheRegionalVisionisCherokee,Clay,Graham,Haywood,Jackson,Macon,Swain counties,themunicipalitieswithin,andtheQuallaBoundaryoftheEasternBandofCherokeeIndians(RegionA). Theattachedmaphighlightsthebroaderstudyareatheconsultantshouldconsiderintheplanningprocess. ProjectCompletion:ProjectdeliverablesshallbecompletedanddeliveredtotheSouthwesternCommissionno laterthanthedatesagreeduponinthefinalprojecttimeline,withfinalcompletiontobenolaterthanMay31, 2014.
B. HistoryofCorridorK/A9Project&NeedforaPlanningProcess
NCDOTProjectA9,proposedUS74relocation,isapartoftheAppalachianDevelopmentHighwaySystem (ADHS)andwouldcompleteamissinglinkintheADHSCorridorK.TheADHSCorridorKextendsfromI75near Cleveland,TennesseetoDillsboro,NorthCarolina.TheADHSwasproposedinthe1960stogenerateeconomic developmentinpreviouslyisolatedareas,supplementtheinterstatesystem,connectAppalachiatothe interstatesystem,andprovideaccesstoareaswithintheRegionaswellastomarketsintherestofthenation. Toaccomplishtheseobjectives,theADHSincludesconstructionofa3,090milenetworkthroughthe Appalachianregion. TheA9projectproposestorelocatetheportionofUS74thattravelsthroughtheNantahalaGorgealongthe NantahalaRiver.Thisareaisheavilyusedforaccessbywhitewatergroups,andisthemajoreastwestroutein thewesterntipofthestateandforlocaltraffic.Fromwesttoeast,therelocatedroadisproposedtorunfrom AndrewsinCherokeeCounty,NC,toRobbinsville(SectionA9A),RobbinsvilletoStecoah(SectionA9BC),and StecoahtoAlmond(SectionA9D)inGrahamCounty,NC.SectionA9Dwascompletedin2005.Collectively, theprojectisintheNCDOTStateTransportationImprovementProgram(STIP)asA9ABC.TheNCDOTsstated purposeistocompleteamissinglinkinCorridorK;provideafourlaneconnectiontoAshevilleandI40; improveeconomicandsocialdevelopmentbyprovidingbetteraccesstojobs,medicalfacilities,andeducational facilitiesoutsideofGrahamCounty;andimprovesafetybyreducingtrafficonexistingroads.Thehistoryofthe A9projectislongandcontroversial.TheNCDOTsprojectwebsitedocumentsthetechnicalhistorythatledto theproposedalignment.Afterextensivestudiesandconsiderationofalternatives,theagenciesinvolvedinthe CorridorK/A9projectsNEPA/404MergerProcessarenotinagreementaboutthenextstepsfortheproject.

SUGGESTEDVISIONPLANTOPICS Theconsultantshouldaddressthislistofsuggested topicsintheplanningprocess.Theoversightteam anticipatesthatthelistwillchangeasdatais gatheredandcitizensmaketheirpreferences knownthroughthecommunityinvolvement process. VisionStatement RegionProfile,Geography,andHistory DemographicOverviewandProjections GrowthFrameworkfortheRegion NaturalAssets:economicdevelopment opportunities,tourismandrecreation opportunities,environmentalprotection,water quality,adequateopenspace,preservationof agriculturallands,responsetonaturalhazards,etc. SocialAssets:education,healthcare,emergency services,caringfortheneedsofanaging population,neighborhoodrevitalization,housing choiceforadiversepopulation,youthretention, etc. CulturalAssets:parksandrecreation,historic preservation,heritagetourismopportunities, culturalidentity,Cherokeeheritage,craftheritage, musicheritage,etc. EmergingCommunityConcepts:energy conservationandrenewableenergy,sustainable developmentpractices,greenhouseemissions, active/healthycommunities,etc. InfrastructureAssets:watersystems,wastewater systems,utilities,broadbandaccess,etc. EconomicAssets:industrysectorsand opportunities,entrepreneurship,economic developmentorredevelopmentopportunities, clusters,mainstreetsandotherfocussites, workforcedevelopmentandtraining,higher education,etc. Transportation:weaknessesinthecurrentroad network,connectionstothebroaderregion,type ofsystemneededtomeetregionspreferred growthpattern,multimodaltransitoptions,type offacilitiesneeded,etc. RegionalCooperation:cooperationopportunities, fundingpotential,marketing,opportunitiesfor efficiency,crossstatecooperation,etc. ImplementationStrategiesandPlan
Inordertoresolveconcernsandissues,theFHWAandtheNCDOT soughtassistancefromtheU.S.InstituteforEnvironmental ConflictResolution(theInstitute)inlate2010.InApril2011,the InstitutepublishedtheNorthCarolinaTransportationCorridorK, A9Project,AssessmentofthePotentialforInteragency Collaboration(MediationReport).TheMediationReportisthe impetusfortheregionalvisionoutlinedinthisRFP.The MediationReportincludesanassessmentoffindingsthatidentify areasofagreementanddisagreement,interagencywillingnessto collaborate,criticalsuccessfactors,andrecommendations.The recommendationsencouragetheinvolvedtransportation agenciestohavebroaderdiscussionstoassesstheirwillingnessto reexamineearlieroptions.TheMediationReportencourages FHWAandNCDOTtogatheragencyleadersandmergerteam membersfordiscussionsthatreexaminethegoalsandneedsof theproject,thedriversforit,thefutureofSectionA,potential optionsforaddressingconcernsaboutenvironmentalimpacts, possibilitiesforintegratingtransportation,environmental,and economicplanninginwesternNorthCarolina,andwhether proceedingwiththeprojectisfeasibleatthistime.Previous planningeffortsweregroundedintechnicalanalysis,butlackeda clearlydefinedcommunityandregionalvision.Therefore,before stateandfederalagencyleaderscanfullyreexaminetheA9 project,leadersneedalocalvisionthatidentifiestheregions goalsandneedsandalsoexploreshowtointegrateregional economicdevelopmentandenvironmentalprotectiongoalsand addresseshowtransportationoptionscansupportthesegoals. Theprocesstodeveloptheregionalvisionshouldincludedialogue withoppositiongroupsandlocalbusinessleaders.Therefore,the SouthwesternCommissionseekstoidentifyaconsultanttoassist theregionanditsstakeholdersinthedevelopmentofaregional vision.

VisionGoalOne: Foreachtopicarea: Conductadatagathering,mapping,and analysisprocesstoidentifyregionaltrends, bothexistingandprojected. Identifyregionalstrengths,weaknesses, opportunities,andthreatsastheyrelatetothe topicareas. Identifyappropriategoals,objectives,policies, programsandrecommendations Incorporatepastandcurrentplanningefforts fromtheregion. VisionGoalTwo: Identifyarangeofregionaltransportation scenariosthatincorporateasharedvisionforthe futurethatisgeneratedbyanalyzingthetopic areasthataffectregionalgrowthand development. Thefinalscenarioshouldconsiderthe performanceofthetransportationsystem,facility types,accessibility,safety,affordability,andthe availabilityoftransportationchoicesforavariety ofusers(e.g.rail,cyclists,pedestrians,mass transit,countytransitsystems,etc.). TheconsultantisresponsibleforworkingwiththeSteeringCommitteetodevelopa CTPVision,GoalsandObjectiveswhichmayincludeapublicsurvey,whichmaybe conductedincoordinationwiththeComprehensivePlansurvey. 3. Theconsultantwillworkwithpresentthesocioeconomicdata(currentand projections),visionstatement,andgoalsandobjectivestothegoverningboardsfor theirreviewandapproval. 4. TheconsultantwillpresentaworkingcopyoftheGrahamCountyCTPtothe GrahamCountyCommissionersandthelocaltownboardsattheirmonthlymeeting forcommentbeforepresentingthedraftCTPtothepublic.Theconsultantwill produceallmeetingmaterialsincludingthedraftCTPmapsanddraftProblem StatementscreatedinaccordancewithNCDOTTPBGuidance.Theconsultantwill
beresponsiblefordocumentingallcommentsreceived.Theconsultantwillhave theseitemsreviewedbyNCDOTbeforegoingtotheinvolvedgoverningboards. 5. TheconsultantwillpresentaworkingcopyoftheGrahamCountyCTPtocitizensat publicdropinsessionsforcommenttobeheldinthethreeincorporatedtownsin GrahamCounty.TheconsultantwillproduceallmeetingmaterialsincludingtheCTP mapsandproblemstatements.Theconsultantwillberesponsiblefordocumenting allcommentsreceived. 6. Theconsultantwillcompileallcommentsfromtheabovemeetings.Theconsultant willpresentadraftplanforadoptionattheGrahamCountyCommissionerandlocal townboardmeetings.TheSWRPOwillberesponsibleforreceivingtheresolution adoptedbythecommissionerstoincludewiththeCTP.Note:Thecommissioners andlocalboardsareonlyadoptingtheCTPmaps. B. DataCollection/Update 1. ForthedevelopmentoftheCTP,theconsultantwillberesponsibleforacquiringall supplementalinformationincluding,butnotlimitedtotrafficforecasts, TransportationImprovementProgram(TIP)projects,GraphicInformationSystem (GIS)layers.GISlayersinclude,butarenotlimitedtoDepartmentofTransportation layers,landuseinformation,naturalandhumanenvironmentallayers,and boundaryinformation.Theconsultantwillberesponsibleforfieldverificationof datawhereneeded(e.g.roadattributes). 2. NCDOTTPBdevelopedcapacitiesandmethodologyshouldbeusedfordeficiency evaluation. 3. TheconsultantisresponsibleforprojectingsocioeconomicdatafortheCounty whichmustbeapprovedbythelocalofficialplanningboards. C. Documentation 1. TheconsultantwillcoordinatewithNCDOTTPBtogathertheproperproceduresfor conductingCTPdocumentation.TheprocedureswillbeprovidedbyNCDPTTPB staffinwrittenform.TheconsultantwillcontactNCDOTTPBwithanyclarification orquestionsregardingtheprocedures.
2. TheconsultantwillberequiredtocompleteaGrahamCountyComprehensive TransportationPlanReportinaccordancewiththeCTPReportPrepareand Distributeprocedure.Elementsofthereportshouldbecompletedatspecified intervalsduringthedevelopmentoftheCTP.Thereportwillbefinalizedafterthe CTPhasbeenadoptedbytheNCDOTBoardofTransportation.Theconsultantwill beresponsibleforproducingallelectronicandhardcopiesofthereportfor distributiontoallrelatedparties.TheconsultantwillintegratetheCTPwiththe GrahamCountyComprehensivePlandocuments. D. ExpectedOutcome TheexpectedoutcomeoftheGrahamCountyComprehensiveTransportationPlanisto identifytransportationdeficienciesintheplanningareanowandin2040andprovide recommendationstoaddressthesedeficiencies.
