I. INTRODUCTION
In pursuance of Programme of Action (POA), 1992 under the National Policy of Education (1986) envisaged conduct of common Entrance Examination on All India basis, the Government of India, Department of Higher Education, Ministry of Human Resource Development, vide its Resolution dated 14th August, 2012 assigned to the CBSE the responsibilities of conducting Joint Entrance Examination (Main)-2013 with a view to reducing multiplicity of tests for admission to professional and technical programmes in the country and thereby reducing immense mental and financial burden of students and parents. Now the Ist JEE (Main) earlier it was known as AIEEE would be conducted by the JEE Apex Board on 7-4-2013 for admission to undergraduate engineering programmes in IITs, NITs, IIITs, and other centrally funded institutions (CFTs) and states who are willing to join this entrance Examination as specified in the Information Bulletin. 1. PREPARATORY STAGE

At least one Representative of the CBSE will be present in every city, where JEE
(Main) is to be held. He/She will arrive two days prior to the examination. The Board also appoints a Co-ordinator in every city to facilitate the smooth conduct of examination. The Board may also send observer(s) at every examination centre. The Centre Superintendent should give full co-operation to him/her in the discharge of his/her duties. CBSE Representative(s) in every city (Except Delhi) will contact the Centre Superintendent one day before the commencement of examination to discuss with him/her the mode of delivery of confidential material before and after the examination and other arrangements for the smooth conduct of examination. Information about the arrival of Boards representative or team persons will be given to the Centre Superintendent well in advance.

4. DUTIES & RESPONSIBILITIES OF CENTRE SUPERINTENDENT


APPOINTMENT OF STAFF, SEATING ARRANGEMENTS AND PROVISION OF OTHER ESSENTIAL FACILITIES The Centre Superintendent is expected to make the following essential arrangements at the examination centre:(i) A well protected room for storage of confidential material.

(ii) A Godrej/other strong almirah with keys in duplicate to be used by the Centre Superintendent for confidential work. (iii) T o appoint following staff for conduct of examination as per norms given below:

The staff should be appointed strictly as per above norms and they should assign specific duties. Specific instructions for Class IV staff indicating their place of duty for offering drinking water should be given. Persons whose near relation is appearing at the examination should not be appointed for examination duty. A certificate to this effect that no near relative is appearing at the examination be obtained and sent to the Boards office at JEE unit. A day before the commencement of examination, the Centre Superintendent may call the Deputy Superintendent(s) (if authorised), a few invigilators (not more than 50% of the total requirement), Clerk(s) and Class-IV Staff to prepare seating plan of the examination hall/ rooms showing number of seats/candidates allotted in each hall/room as per Appendix-I. The main objective of the seating plan is that a candidate finds his/her seat without any difficulty and candidate sitting close by does not get the Test Booklet of the same code. The Centre Superintendent shall ensure that arrangement of tables/chairs is corresponding to the number of candidates allotted to the centre. He/She shall particularly see that seating arrangement is comfortable and there is no scope to tempt the candidates to use unfairmeans during the examination. There should be adequate space between seats of two candidates. If the candidates are seated together on a large bench, it may be ensured that they are not given/supplied the Test Booklets bearing the same Code No. For sample seating plan, please refer to Appendix-I. A slip indicating the Roll Number of each candidate which will be supplied by the Board be pasted on the table/desk. In case of any mistake in roll no. slip or non availability due to any reason, Roll number be written on the table/desk with chalk. Roll Number Chart be pasted near the door of each room/hall, showing the allotment of candidates in that room/hall. The Centre Superintendent must display the following information : A consolidated chart of candidates indicating Roll Numbers, From - To, with allocation of Room Number be displayed at prominent places in the School/Institution compound, such as Entry Gate, Notice Boards of each floor and also in the room of the Centre Superintendent. This important information must be clearly and adequately displayed so that candidates do not face any difficulty.

Instructions to the effect that: Candidates should use only Blue/Black Ball Point Pen for filling up the particulars on Test Booklet, Side-1 and Side-2 of the Answer Sheet and Attendance Sheet for each paper. Use of pencil is strictly prohibited and should not be permitted in any case. Candidates should go through the instructions given on side-1 of the Answer Sheet for darkening the circle on side-2. Candidates should neither fold the Answer Sheet/Drawing Sheet nor make any stray marks on it Candidates are not allowed to carry any textual material, printed or written, bits of papers, calculators, slide rules, log tables, electronic watches with facilities of calculator, pager, mobile phone, electronic device or any other material except the Admit Card inside the examination hall/room. For the Aptitude Test of B.Arch/ B.Planning, the candidates are allowed to carry their own geometry box , pencils, erasers and colour pencils or crayons. Candidates should leave books, notes or any other material that may be used as unfairmeans outside the premises of the Examination Centre. Candidates are not allowed to use correction/white fluid on the Answer Sheet and Attendance Sheet. Candidates should sit only on the allotted seats. Candidates may be allowed to move from the venue of examination after Paper 1 to have their refreshment, if any . (Applicable for the candidates who will also appear in Paper 2)

(d) The Centre Supdt. should also ensure that none of the invigilators or any other staff on examination duty carries mobile phone, pager or any other electronic device. The Centre Superintendent should direct the Invigilators to frisk the candidates and ensure that none of the candidates are in possession of mobile phone, pager, any other electronic device, or any of the items specified in point (iv) above.

The Centre Superintendent must purchase all items such as cello tape, gum, wax, cloth, needle, thread, bag, luxor pen to be used on the examination day. These items must be purchased before the examination date and may be kept in the room set apart exclusively for confidential work. The Centre Superintendent shall discuss with the Deputy Superintendent(s)/Invigilators matters relating to management, mode of obtaining Test Booklet Packets, seating arrangement at examination centre, distribution of Test booklets in the manner specified in Appendix-I since there will be four sets of T est booklets for example P,Q,R and S for the examination in each paper, circulation of Attendance Sheets (it may be ensured that while distributing Attendance Sheets, these are not cut into pieces), return of unused Test Booklets, collection of Answer Sheets and Attendance Sheets at the end of the examination and location of a room for depositing materials. The Centre Superintendent shall provide an Identity Card to all officials associated with the conduct of this examination. The Identity Card must indicate the name and designation of the official and it should be displayed by all concerned officials during the conduct of examination. The Centre Superintedent shall contact Police Authorities of the area for deputing at least four policemen and one Sub-Inspector in uniform at each Centre to maintain law and order for the smooth and fair conduct of examination. The Board has also sent a separate request to the police Authorities and the District Administration for supporting the Centre Superintendent in discharge of his/her responsibilities.

The Centre Superintendent shall seal the examination hall/rooms and the rooms meant for confidential work, one day before the commencement of examination. The Centre Superintendent should make arrangement of toilets for boys and girls separately. In case there is no provision of cemented urinals and lavatories near the examination centre, a commode pot surrounded by kanats should be made available at a convenient place. DUTIES AND RESPONSIBILITIES OF DEPUTY SUPERINTENDENT(S) The Centre Superintendent shall allot seniority order to Deputy Superintendent(s) so that in his/her absence the next senior person takes over his/her responsibilities. The appointment can be withdrawn at any time by the Centre Superintendent or the Authorised Representative of the Board, if considered necessary, in the interest of the examination. The Deputy Superintendent will assist the Centre Superintendent in all matters pertaining to the arrangements for the efficient, timely, smooth and fair conduct of examination. In the absence of the Centre Superintendent, the Deputy Superintendent will exercise all powers of Centre Superintendent and will be fully responsible for the fair and smooth conduct of examination.

DUTIES AND RESPONSIBILITIES OF INVIGILATORS Invigilators should be informed about the place of their duties just before the commencement of the examination and that too in the room of Centre Superintendent. The Invigilators should announce the following instructions to the candidates in the Examination Room/Hall before the commencement of test:Candidates should use only Blue/Black Ball point Pen for filling up the particulars on the T est-Booklet, Side-1 and Side-2 of the Answer Sheet and Attendance Sheet for each paper. Use of pencil is strictly prohibited. Candidates should go through the INSTRUCTIONS FOR MARKING ON SIDE-2 g iven on Side1 of the Answer Sheet. Candidates should use only Blue/Black Ball Point Pen on side-2 of the Answer Sheet for darkening the circle for each Paper. Use of pencil is strictly prohibited. Candidates should neither fold the Answer Sheet nor make any stray marks on it. Candidates should check carefully that the Test Booklet Code printed on the Answer sheet is same as printed on Test Booklet/Drawing Sheet. In case of any discrepancy, the candidate should immediately report the matter to the Invigilator for replacement of both the Test Booklet and the Answer Sheet/Drawing Sheet. Candidates should check immediately on receipt of the T est Booklet that the T est Booklet contains as many number of pages as written on top of the first Page. He/She should not remove any page(s) from the T est-Booklet. If a candidate is found removing any page from the test booklet, he/she shall be prosecuted against and will be liable for criminal action. Candidates are required to sign twice in the Attendance Sheet at the time of receipt of Test Booklet and handing over the Answer Sheet to the invigilator before leaving the Examination room/ hall. The candidates are also required to put their left hand thumb impression in the space provided in the Attendance Sheet in each paper. On comp letion of the test, candidates must handover the Answer Sheet to the invigilator and take away with them T est Booklet only. Invigilators must ensure that Test Booklets are distributed 10 minutes before the commencement of examination for each paper. The Invigilators should frisk the candidates and ensure that none of the candidate is in possession of mobile phone, pager, any electronic device, or any other material concerning the examination. The invigilators are required to support the Centre Superintendent in the fair and smooth conduct of examination. They should report at the centre at least one hour before the time fixed for the commencement of examination.

They have to explain to the candidates the instructions about filling up of the particulars on T est-Booklet, Answer-Sheet and Attendance Sheet. To ensure that the candidate has used Blue/Black Ball Point Pen only on T est Booklet, both sides of Answer Sheet and Attendance Sheet. Use of pencil is strictly prohibited. The invigilator must check and verify that the candidate has written and filled in the following particulars neatly and correctly on the Test Booklet and Answer Sheet with Blue/Black Ball Point Pen only:-

Mothers name must be tallied with the list of candidate. Any doubt in this regard must be reported. (Xvii) While delivering the T est Booklet to a candidate it has to be ensured that the candidate has simultaneously signed the Attendance Sheet and put his/her left hand thumb impression at the appropriate place and the same has been verified by him/her. Self inking stamp pad be used while putting thumb impression on attendance sheet.(The candidate will be signing the Attendance Sheet twice firstly, at the time of receipt of Test-Booklet and secondly, at the time of handing over the Answer-Sheet to the Invigilator). The Test Booklet should be distributed only after verification of identity of the candidate and obtaining signature on the Attendance Sheet. (xviii) to make sure that the Answer Sheet has been countersigned by the lnvigilator. For this purpose he/she will take a round of the seats assigned to him/her immediately after the commencement of the examination and check the Admit Card and compare specimen signature and photograph as given on Admit Card and Attendance Sheet to verify that the candidate appearing in the examination is genuine. (xix) T o prepare the Absentee Statement and submit the same along with unused Test Booklets immediately after commencement of the examination for each paper. (xx) To ensure that the Test Booklets are disrtibuted as per seating plan (refer Appendix - I ) and Test Booklets of the same code are not given to the candidates sitting close by.

T o collect Answer Sheets from the candidates and obtain their signatures on the Attendance Sheet as soon as the examination is over and hand over the same to the Centre Superintendent in order and duly counted in order of Roll No.

The lnvigilator must also sign the Attendance Sheet simultaneously while obtaining the signature of the candidates on the Attendance Sheet at the time of collection of Answer Sheet.

(xxiii)

Invigilators are under the control of the Centre Superintendent during the period they are on examination duty. They should not leave the examination centre without the permission of the Centre Superintendent.

(xxiv)

They should act as witnesses when desired by the Centre Superintendent for the opening of the Test Booklets Packet(s) and sealing of the bag/parcels of the unused Test Booklets/Answer Sheets/Attendance Sheets.

(xxv)

Candidate who reports after the scheduled starting time of each paper i.e. after the commencement of the examination shall not be allowed to sit in that paper.

(xxvi)

They should check the identity of candidates under their charge by checking their admit cards issued by the Board, and by tallying their signatures and the photograph on the candidates Attendance Sheet with the signature and the photograph on their Admit Cards. Admit Cards (downloaded from the Board's website)have been issued to the candidates with scanned signature of the Joint Secretary (JEE-Main). If the identity of the candidate is in doubt, matter should be reported to the Centre Superintendent immediately. They should ensure that the candidates do not leave their seats without the permission of the lnvigilator and no candidate should be allowed to leave the Examination Room/Hall unless the examination is over. However, the candidates may be allowed to move from the venue of examination after Paper 1 to have their refreshment, if required. (Applicable for the candidates who will also appear in Paper 2)

The Invigilator should see that no candidate copies his/her answers with the help of another candidate or notes/books etc. or makes use of any other unfairmeans, in the examination. If an Invigilator finds a candidate talking or using unfairmeans, he/she should report the matter to the Centre Superintendent and then act according to the instructions given by the Centre Superintendent. The invigilators are expected to submit a written report to the Centre Superintendent about all such cases and put his/her signature on the required document(s) as per directions of the Centre Superintendent.

Invigilators are responsible for the discipline, order and proper conduct of examination in the room under their supervision and as such they should constantly be watchful and move about in the room and not indulge in talks or read any book, newspaper or

the Test Booklet during the period of examination. Lady invigilators should not engage themselves in knitting etc. (Xxix) All Exits from the Examination Room/Hall should be closed immediately before the Examination is due to end. The invigilators should then collect Answer sheet(s) from each and every candidate and obtain their signatures and left hand thumb impression on the Attendance Sheet(s) before allowing the candidates to go out of the Examination Room. The invigilators should count the Answer Sheets to ensure that no candidate has left the examination room without handing over the Answer Sheet to the Invigilator (xxx) It would be the personal reponsibility of the invigilator to ensure collection of Answer Sheet of each Paper from each and every candidate. (xxxi) In case a candidate runs away with the Answer sheet, the Invigilator(s) concerned shall be held responsible for the same. (xxxii) No candidate suffering from any infectious disease like small-pox, flue, mumps etc. should be allowed to sit in the room with other candidates. If such a case is suspected, it should be reported to the Centre Superintendent immediately so that his/her seating arrangement could be made in a separate room. (xxxiii) One of the Invigilators should always accompany a candidate wishing to make use of toilet while the examination is going on. It should be ensured that there is no copying material in the toilets and the candidates return to their respective places within normal time. (xxxiv) Cases not covered under the above rules should be referred to the Centre Superintendent for obtaining his/her guidance and necessary instructions.

IMPORTANT
While collecting the material, the Invigilators must check specifically that the candidate has written his/her Roll Number and Centre Number both on Side-1 and Side-2 of the Answer Sheet and also put his/her signature on Side-1 of the Answer Sheet and the same has been countersigned and handed over to the invigilator. Please note that the candidate is not allowed to take away the Answer Sheet outside the examination hall/room. 7. LATE ST ART OF THE EXAMINATION FOR UNAVOIDABLE REASONS

In the event of unforeseen circumstances, if the commencement of examination is delayed the time lost should be compensated to the candidates. Any such decision must be duly recorded and signed by Centre Superintendent, all Invigilators and Observer should be communicated in writing to the Board immediately.

II. CONDUCT OF EXAMINATION


1.

DELIVERY/DISTRIBUTION OF TEST BOOKLETS:


(a) At Delhi Centre - Sealed parcels of Test Booklets will be delivered by the Representative of the Board at about 6.00 am on the day of examination i.e. on 07th April 2013 . In cities Outside Delhi- the Centre Superintendent will depute/nominate responsible staff with a proper authority letter duly attesting the signature of the person, for collecting the sealed parcels of Test Booklets for Paper 1 & 2 on 07th April 2013 from the authorised local bank(s)/custodian as per schedule/prior intimation given by the Board's Representative. For this work, actual fare as admissible under the rules of the Board, will be payable. These arrangements will, however, be discussed and finalized by the Representative of the Board with Centre Superintendent(s), a day before the examination. For overseas centres the sealed parcels be collected from the concer ned Embassy/ Consulat e on the day of the examinat ion as per the list. The sealed parcels containing T est booklets would be supplied in different cloth colours which will be different for each paper and the same will be notified at the appropriate time. Sealed packets should be received by the Centre Superintendent or his/her nominee and receipt as per Appendix-A be given to the Representative of the Board.

2. OPENING OF TEST BOOKLET PARCELS/PACKETS:(i) Sealed parcels containing T est Booklets of related paper should be opened by the Centre Superintendent in the confidential room, half an hour before the time fixed for the examination of each Paper, on the said date. He/She shall do so in the presence of at least four Invigilators as witnesses, one of whom at least must be other than the school centre. They should put their signatures on the Certificate (Appendix B) placed in each parcel. In case the number of Invigilators is less than 4, the parcels should be opened in the presence of all the invigilators who must put their signatures on the Question Paper Envelope(s). The witnesses will carefully see that: (a) (b) The seals on the cloth parcel and T est Booklet packets for each paper are intact. Each packet contains as many T est Booklets as are shown on its top. A Certificate to this effect as per Appendix-B be signed and handed over to the Representative of CBSE for each Paper. Each envelope has 06/10 Test Booklets. Each Test Booklet is numbered serially. These numbers are indicated on each envelope as well as on each cloth parcel. Test Booklets concerning each paper be distributed in serial order.

The sealed parcels containing T est Booklets should be opened by cutting one edge of the parcel/packet with a scissor or a sharp knife in such a way that all T est Booklets remain intact. The EMPTY PACKETS SHOULD BE CAREFULLY PRESERVED AND RETURNED TO BOARD'S REPRESENTATIVE ALONG WITH OTHER MATERIAL. The doors of the examination centre should be opened 30 minutes before the specified time of commencement of the examination. No Candidate who reports after commencement of examination in each paper as per time schedule given in Appendix 'N' be allowed to sit in the examination.

ALLOWING A CANDIDATE TO APPEAR IN THE TEST WITHOUT A VALID ADMIT CARD OR WITH A COMPUTER GENERATED ADMIT CARD
Each candidate is required to bring his/her Admit Card. However, if a candidate comes to the centre without Admit Card stating that he/she has either lost or spoiled, he/she may be allowed to appear in the examination, if his/her name is shown in the list of candidates supplied to the centre by the Board subject to the following :(a) By providing a copy of admit card downloaded from the website i.e. www.jeemain.nic.in and verify the particulars of the candidate. (b) He/She gives an undertaking as per proforma at Appendix-F A photograph (attested if possible) be procured after its verification from the (c) photograph printed on the Attendance Sheet and sent to the Board. Since some candidates might not be having their photographs and can not arrange the same on a short notice, it will be appropriate if arrangement of a camera or a photographer is made at the Centre in advance to meet out such exigencies. The charges paid may be included in the bill of the centre. However, full precautions be taken in this regard in order to avoid cases of impersonation. Invigilator should open the envelope containing Test booklets ten minutes before commencement of the examination for each paper. They should ensure that each envelope has T est Booklets according to requirement. T est Booklet should be given to the candidates with strict instructions that they should not open it until instructed by the Invigilator. THE DOOR OF CLASS ROOM SHOULD BE CLOSED BEFORE HANDING OVER TEST BOOKLET TO AVOID RAN AWAY CASES. Invigilators will ensure that candidates have written the required particulars on the cover page of the T est booklet before the commencement of the examination in each Paper. Five minutes before the commencement of examination, Invigilators will direct the candidates to break the paper seal to take out the Answer Sheet from the Test-Booklet. The Invigilators will ensure that the candidates have filled in the required particulars on Side-1 and Side-2 of the Answer Sheet. The Invigilators will then ask the candidates to start answering the questions. The examination for each Paper will start exactly at the specified time as per time schedule given in Appendix "N". Unused Test Booklets should be returned to the Centre Superintendent by the Invigilators immediately after the commencement of the Examination for each paper who will seal these Booklets in a packet and get the signature of Board's Observer/Representative on the Appendix-E. Sealed unused T est booklets be kept under Lock & key by the Centre Superintendent to avoid any unfair use thereof. The Centre Superintendent shall ensure that the unused T est Booklets are not smuggled out of the Centre. If any misprint or other ambiguity is noticed in the Test Booklet, it should be brought to the notice of the Executive "Director", JEE Unit, C.B.S.E,Property No. 482, F.I.E., Industrial Area, Patparganj, Delhi-110092. No comments on it be made by any body at the centre. Invigilators will take the attendance on the prescribed Attendance Sheet while delivering the Test Booklets to the candidates before the commencement of Examination for each paper. The Attendance Sheet will be supplied by the Board as per format given in Appendix-C (I&II). The Candidate will write T est Booklet No., Test Booklet Code and Answer Sheet No. Mother's Name and put signature & left hand thumb impression for his/ her presence on the Attendance Sheets. In case the computerised attendance sheet are not received by the Centre Superintendent in time, he/she will see that sufficient copies of the same as per Appendix-C (I&II) are kept ready to be used by the Invigilator(s) on duty. After taking attendance for each Paper, Invigilator will also write the Roll Number(s) of absentee(s) in the Attendance Sheet. In the Seating Plan for each room(s) for each Paper,

the Roll No. of a candidate who is absent be encircled with red ink indicating absent. A copy of the complete Seating Plan for each paper be sent to the Board's office. Please ensure that each Test Booklet bears the facsimile stamp of the Centre Superintendent. (IX) (X) Immediately after the announcement 'Stop Writing', the invigilators will collect the Answer Sheets from the candidates. Signatures of the candidates will be obtained for the second time indicating that Answer Sheets for each paper have been delivered to Invigilator(s) on duty. The Invigilators should count the Answer Sheets and tally with the number of candidates present and ensure that no candidate leaves room without handing over the Answer Sheet and putting signature on the Attendance Sheet. Invigilators will bring their respective Answer Sheets to the room of the Centre Superintendent. They will serialize the Answer Sheets separately in order of Roll Number and tally them with the Attendance Sheets. These will be deposited by the Invigilator(s) with the Incharge person(s) designated by the Centre Superintedndent for this purpose. The person collecting the Answer Sheet from the Invigilators will count and obtain the signature of the Invigilator concerned as per the format at Appendix-H. The Answer Sheets for each paper collected from different rooms be arranged Roll Number wise and counted. It should be ensured that the total number of Answer Sheets received plus number of absentees tallies with the number of candidates registered. It should be ensured that Answer Sheets for each paper are handled with clean hands and adequate precautions be taken to avoid any stray marks on the Answer Sheets. It should be ensured that the Answer Sheets are not folded either by the candidate or by the Invigilator.

PACKING OF ANSWER SHEETS:


Answer Sheet(s) of unfairmeans case(s), if any, be packed in a separate envelope of UNFAIRMEANS supplied by the Board. Duly checked, serialized and counted Answer Sheets be put in Plastic envelopes supplied by the Board in Centurial order (Roll No. 0000001-100 and so on) and plastic envelopes be stapled properly. Please ensure that the packing of Answer Sheets is done soon after the examination for Paper-I is over so that the Answer Sheets of subsequent Paper-II do not get mixed up. The same procedure be followed for packing of Answer Sheets of paper-II. Stapled plastic envelopes should be packed in YELLOW envelopes and be sealed with cello tape after signing and putting facsimile stamp of the Centre Superintendent. The certificate of packing the Answer Sheets as given in Appendix-D be filled up. It should be ensured that columns provided on the YELLOW envelopes are filled properly. All YELLOW envelopes for each Paper should be placed between the two pulp boards and then tied with strong thread in such a manner that the edges of the YELLOW envelopes are not damaged. This packet and envelope of unfairmeans should be packed in a cloth packet and be sealed and challan summary of the material packed as per Appendix-G be prepared and attached. Details for each paper i.e. Paper Number, Number of Answer Sheets, Centre No. must be clearly written on cloth parcel. In case of Paper-2 (Aptitude Test), the Answer Sheets and the Drawing Sheets be packed separately in plastic envelopes supplied by the Board in Centurial order (Roll No. 000001 000100 and so on) and plastic envelopes be stapled properly. All documents must be signed by the Centre Superintendents. The above material be handed over to the Board's Representative at the collection centre either by the Centre Supdt. himself or by deputing his authorised nominee. III UNFAIRMEANS CASES - PROCEDURE TO BE FOLLOWED


During the course of examination, a candidate indulging in any of the following activities shall be deemed to have used unfairmeans: (i) Writing name, Roll No., putting signature at any place other than the space provided for or any other mark in the Answer Sheet which may disclose the identity of the candidate. Being in possession of books, notes or any other material connected or not connected with the examination. Receiving or giving assistance to the fellow candidates directly or indirectly or involved in copying in any form during the course of examination. Smuggling T est Booklet or Answer Sheet out of the examination hall, tearing leaf/ leaves from the Test Booklet/Answer Sheet or tampering with them in any way. Using abusive or obscene language in the Test Booklet/Answer Sheet or at the examination centre. Communicating either directly or indirectly with any person connected with the conduct of the examination, evaluation of Answer Sheet and declaration of results with the object of influencing him/her for better score in any way. Impersonating by sending some other person to take the examination in place of oneself. Any other type of misconduct or arrangement to cheat in the examination. PROCEDURE TO BE FOLLOWED BY THE CENTRE SUPERINTENDENT IN UNFAIRMEANS CASES: A candidate found using any unfairmeans will not be supplied a fresh Test Booklet or Answer Sheet but continue to write his/her answers on the same Answer Sheet. However, the Centre Superintendent will prepare a report of the unfairmeans resorted to by the candidate with his/her statement and statement of Invigilators and mention the time when the candidate was found using unfairmeans in his/her report. If the candidate refuses to give statement, he/she should not be forced to do so. The fact of his/her refusal should be recorded by the invigilator(s) on duty at the time of the occurrence and attested by the Centre Superintendent. Nothing should be written on the Answer Sheet of the candidate in this regard. However, this Answer Sheet will be packed separately in the envelope provided for the purpose and be handed over to the Representative of the Board and signatures obtained. The Answer Sheets of unfairmeans cases should not be kept/packed with other Answer Sheets but be kept in separate sealed cover. The statement of the invigilator/Centre Superintendent/Observer/Representative of the Board who detects unfairmeans material in the possession of a candidate shall cover. In respect of the cases detected by the outside inspectors/Observers appointed by the CBSE, the Centre Superintendent should forward the same with his report to the CBSE after giving an opportunity to the candidate concerned to explain his/her conduct.

(x) PROCEDURE TO BE FOLLOWED IN CASE OF SMUGGLING OUT THE ANSWER SHEET


In case a candidate has smuggled out the Test Booklet/Answer Sheet, the Centre Superintendent should call for the student directly or through any source and try to procure the Test Booklet/Answer Sheet. If the efforts fail, the matter should be reported to the police and copy of the FIR be sent to the office of the Board alongwith the statement of the Invigilators present in the room and also of the candidate. The statement of the Peon/ Police Constable etc., if any, should also be forwarded The statement should contain: (i) (ii) time of incident. details of the case as to how the candidate took away the T est Booklet/Answer Sheet and efforts made to recover the Test Booklet/Answer Sheet

In case of impersonation, the Centre Superintendent should send to the Board the statement of the person found to be impersonating, the Invigilator(s) and that of the real candidate, if possible. The Centre Superintendent must report the matter to the Police i.e. the S.H.O. of the concerned Police Station. In case of misconduct of a serious nature, the matter should be reported to the police, if necessary. Statement of the Invigilator(s) and that of the Peon/Policemen concerned may be obtained and sent to the office of the Board for further action.

IV GUIDELINES FOR OBSERVER


(i) Observers must reach the destination one day before the examination and inform his/her arrival to the city Coordinator for the examination appointed by the Board for attending meeting to be convened by the Board's Representative. In cities where Co-ordinators has not been appointed by the Board's, the Observer should inform his/her arrival to the Centre Suprintendent concerned. It is mandatory for the Observers to attend meeting convened by the Board's Representative one day before the examination, failing which he or she will not be treated on duty and alternative arrangements will be made by the City Coordinator by appointing another person in his/her place. In that situation no claim for T .A/D.A will be entertained. (ii) For Centre located outside Delhi, Observers are requested to reach the branch of the Bank/Em bassy at 6.00( Ist) a.m on the day of examination from where the question paper packets will be delivered to the examination centres. THEY WILL ACCOMPANY THE CENTRE INCHARGE/OR HIS AUTHORISED REPRESENTATIVE TO THE EXAMINATION CENTRE with the confidential material. It is mandatory for the Observer to perform the bank duty. (iii) Sealed cloth parcels of Test Booklets will be opened 30 minutes before commencement of the examination by the Centre Superintendent in the presence of at least four invigilators as witnesses, out of whom at least one should be other than the school centre. Prior to opening the sealed parcels, Observers must check that the seals are intact. The observers(s) will also certify that the sealed parcels have been opened in his/her presence. (iv) observers will ensure that photo-copier, fax machine, pager, cell phone, computer or any other electronic gadget is not used in the centre during the course of the examination. (v) Observers will ensure that unused T est Booklets are collected from the room as per Rule 3.(vi) page 13 (with their seals intact). These should be got sealed as per Rule 3 (vi) page 13 of these instructions. IT MAY BE ENSURED THAT UNUSED TEST BOOKLETS ARE NOT TAKEN AWAY BY ANYBODY OUTSIDE THE PREMISES. Seals of unused Test Booklets should not be broken by any person at the Centre. (vi) During the course of examination, Observer(s) will take round of the examination rooms after frequent intervals to ensure fair conduct of the examination and verify the number of candidates present in each room as per the Attendance Sheet and also ensure that the seats allotted to the absentee(s) are not given to any other candidate(s). (vii) The Observer must ensure that packing and sealing of Answer Sheets is done within half an hour after completion of each paper . Observers must be present at the time of packing of Answer Sheets and ensure that the whole process of

packing of the Answer Sheets as detailed in Rule 3(xiv) page 14 of these instructions is strictly followed by the Centre Superintendent. The Observer will certify that the packing has been done in his/her presence and he/she has personally counted the answer Sheets before packing. (viii) Observers will see that the proforma of Absentee Statement which is provided at the Centre is filled in properly and handed over in separate envelope marked 'Absentee proforma' along with the packet of Attendance Sheets to the Representative of the Board immediately after the examination is over. (ix) All material would be handed over by the Centre Superintendent or his authorized representative to the Representative of the Board at the Examination Centre or the Collection Centre, as the case may be, in company of the Observer only. (x) He will see that the rules with regard to conduct of this examination as given in this booklet are fully observed by the Centre Superintendent. Observers will invariably send the report of conduct of examination in the prescribed proforma to the Executive Director", JEE UNIT, C.B.S.E., Property No. 482, F.I.E., Industrial Area, Patparganj, Delhi - 110092 on the next day of the examination.
