U.S.attorneyforArizonaJanetNapolitanosaidthedepartmentbeganlookinginto whetherthereisapatternofabuseatthejailand,ifso,whetheritis``informallyor formallysanctioned.'' ``Ithinkit'sineverybody'sinteresttogettothebottomofitandcleanupthe situation,ifthere'sasituationtobecleanedup,''shetoldTheArizonaRepublic. Theprobehas``nothingtodowithtents,lackofcoffee,bolognasandwichesorany ofthosekindofpolicies,''thathavegivenArpaioahardnosedreputation,shesaid.

Amongotherthings,thedepartmentisinvestigatingwhetherthecivilrightsof countyinmateshavebeenviolatedandwhetherjailcommandershavefailedto addressallegationsofabuseoradequatelydisciplineabusivestaffmembers. ``Nothingtohide'' Arpaio,whohaslongbeenknownasthe``meanestsheriffinAmerica,''toldnews radiostationKTARthatheisnotconcernedovertheinvestigationbecause reportersandothersfromaroundthecountryfrequentlymakevisitstothejail. ``Ihavenothingtohide,''hesaid. Arpaio'sspokesman,Sgt.JohnKleinheinzalsosaidhewouldn'tmakeastatement because``it'sanongoinginquiry.'' Inrecentmonths,questionshavebeenraisedaboutthecountyjails'safety.Since May,theMaricopaCountyAttorney'sOfficehasfiledchargesagainsttwojailers accusedofassaultinginmatesinseparateincidents.Onejailer,whohitandkickeda handcuffedinmate,hassincepleadedguiltytomisdemeanorassault. Thecountyattorneyalsoisconsideringchargesinathirdincident,onethatwas capturedonthejail'svideoequipment,involvingEricJohnson,whowasinjailNov. 2onatrafficwarrant. Afterhecalledajaileraname,Johnsonwasyankedfromacellandthrownagainsta wallbythreejailers,whichlefthisarmbrokenattheelbow.

Johnsonfiledaclaimagainstthecountyaskingfor$600,000forpermanentinjury andpain,butcountyofficialsdidnotrespondtotheclaim. Lastweek,Johnsonandtwootherinmatesfiledlawsuitsagainstthecountyand Arpaio,claimingthattheywereassaultedbyjailers. Moreaggressivejailers PhoenixlawyerNicholasHentoff,whofiledallthreesuits,saidhesuspectsthat jailershavebecomemoreaggressivesinceArpaiotookofficein1993becausehis toughtalkgivestheimpressionthathecondonesabuseofinmates. HentoffandKevinVanNorman,aScottsdalelawyerwhoisassistingwithtwoofthe suitsfiledlastweek,saythatimpressionwasreinforcedinaFebruaryinterview withCBSNews.
