The regulation establishes transitional assistance mechanism for regions eligible under Objective I in 1999 but which will no longer be eligible in 2000. In these regions, a new regional programme will be supported by the Structural Funds generally until 31 December 2005. Regions which include areas fulfilling the eligibility criteria for the new Objective 2 will continue to benefit from EDRF support until 31 December 2006. Community action through the Structural Funds, the Cohesion Fund, the European Agricultural Guidance and Guarantee Fund (EAGGF), Guarantee Section, the European Investment Bank (EIB) and the other existing financial instruments shall support the achievement of the general objectives set out in Articles 130a and 130c of the Treaty. The Structural Funds, the EIB and the other existing financial instruments shall each contribute III appropriate fashion to the attainment of the following three priority objectives:

"Development plan" (hereinafter referred to as "the plan") means the analysis of the situation prepared by a Member State in the light of the Objectives referred to in Article I and the priority needs for attaining those Objectives, together with the strategy, the planned action priorities, their specific goals and the related indicative fmancial resources; A Member State may decide in agreement with the Commission to entrust to appropriate intermediaries, including local authorities, regional development bodies or non-government organisations, the implementation and management of part of the assistance. This part is referred to as a "global grant", and is preferably used for the assistance of local development initiatives. The decision to use a global grant shall be taken in agreement with the Commission by the Member State or, in agreement with the Member State, by the managing authority. In the case of Community initiative progranunes and innovative measures, the Commission may decide to employ a global grant for all or part of the assistance. In the case of Community initiatives, this decision may only be taken with the prior agreement of the Member States concerned.
