Dear Stakeholders,
With the issuance of the second Sustainability Report of PTPN XIII, we would like to express our gratitude to God The Almighty. This Sustainability Report is a form of PTPN XIIIs responsibility for the company management, in particular the management of sustainable development, to the Stakeholders. In the preparation of this report, the company refers to the provisions of an international standard reporting system, namely the Global Reporting Initiative (GRI) G3. (1.1)
As one of State-Owned Enterprises (SOE) in plantation agribusiness sector, we try to carry out the mandate of three plantation functions, namely: a. Economic functions: to increase the income of the surrounding society, to increase the State revenues, to provide employment, to increase productivity, added value and competitiveness, to fulfill the needs for consumption and industrial raw materials; b. Ecological functions: to optimize sustainable natural resources management, to enhance land and water conservation, to absorb carbon, to provide oxygen, and to sustain protected areas; c. Socio-cultural functions: to strengthen and unify the nation.

Kami terlibat aktif dalam pemberdayaan Usaha Kecil dan Menengah (UKM) di sekitar wilayah kerja Kebun/Unit. Mitra binaan PTPN XIII hingga tahun 2011 berjumlah 1558 mitra. Jenis usaha yang dibiayai adalah usaha kecil di sektor industri, sektor perdagangan, sektor pertanian dan perkebunan, sektor peternakan dan perikanan, dan sektor jasa. Kegiatan lainnya diwujudkan dalam pelatihan kewirausahaan, dan keikutsertaan dalam berbagai pameran.
We are actively involved in the empowerment of Small and Medium Enterprises around the Plantation/ Unit operational area. Up to 2011 PTPN XIII has 1558 development partners. The types of financed business are small businesses in industrial sector, trade sector, farming and plantation sector, animal husbandry and fishery sector, and services sector. Other activities are given in forms of enterpreneurship training and participations in various exhibitions.
PTPN XIII owns 51,923.58 hectares of oil palm and rubber nucleus plantation so it is estimated to absorb 16.4 million tons of CO2 each year. We also participated in the 1 Billion Tree Campaign by planting 73,850 treeseedlings in PTPN XIII operational areas in 2011, and by planting 10,000 tree seedlings to celebrate the World Environment Day, and planting fruit trees in school environments around PTPN XIII.
In the development process of nucleus and plasma plantations, we respect the traditional/communal reserved land owned by the local community. For example, the people of Tanjung Bunga and Semayang Village of Sangau Regency handed over their land for oil palm plantation development by PTPN XIII through a traditional ritual ceremony called BaremahNgudas, as a symbol of an agreement between the community and the business entity to undertake a major work. We carry out a variety of program to improve the community social and environmental quality and to form a harmonious relation with the society. The program activities are materialized in Environment Development program that directly benefit the community, such as natural disaster relief, education and training development, health improvement, the construction of public infrastructures and facilities, worship facilitiesand nature preservation.
Kami melaksanakan berbagai program untuk meningkatkan kualitas sosial dan lingkungan masyarakat serta menjalin hubungan yang harmonis dengan masyarakat. Aktivitas program diwujudkan dalam program Bina Lingkungan yang langsung dirasakan manfaatnya oleh masyarakat seperti bantuan bencana alam, peningkatan pendidikan dan latihan, peningkatan kesehatan, pembangunan prasarana & sarana umum, sarana ibadah, dan pelestarian alam.

Dalam operasionalnya, perusahaan telah melaksanakan praktik bisnis berwawasan lingkungan, seperti zeroburn system pada saat pembukaan areal dan replanting. Pengalihan pemakaian energi berbasis fosil dengan energi yang ramah lingkungan juga menjadi perhatian perusahaan. Pada skala terbatas, PTPN XIII telah mengoperasikan PLTD berbasis janggel kapasitas 60 kva di Pelaihari. Saat ini, Perusahaan juga tengah membangun Pembangkit Listrik Tenaga Biomassa Sawit di Parindu, Kalbar. Kami memanfaatkan momentum meningkatnya permintaan produk sawit dan karet melalui pengembangan usaha. Proses pelaksanaannya selalu didahului dengan studi kelayakan dan kelengkapan AMDAL. Untuk kegiatan yang tidak wajib dokumen AMDAL, kami melakukan penyusunan dokumen Usaha Pengelolaan Lingkungan Upaya Pemantauan Lingkungan (UKL- UPL).
In its operation, the company has performed environmentally sustainable business practices, such as zeroburn system during area cleaning actitvity and replanting. The conversion from fossil- based fuel to environmentally friendly energy has also become the companys concern. In a limited scale, PTPN XIII has operated a Diesel Power Plant based on empty fruit bunches with a capacity of 60 kva in Pelaihari. Today, the Company is also building a Palm Oil Biomass Power Plant in Parindu, West Kalimantan. We use the momentum of increasing demand of oil palm and rubber products through the business development. The implementation process is always preceded by feasibility and completeness study of Environmental Impact Assessment supporting documents. For activities which do not require EIS documents, we prepared documents of Environment Management Efforts - Environment Monitoring Efforts (UKL-UPL).

Secara umum, PTPN XIII memiliki dua segmen usaha, yakni kelapa sawit dan karet. Bidang usaha Perusahaan adalah pengusahaan budidaya tanaman, pengolahan hasil, dan pemasaran produk. Hasil utama PTPN XIII berupa komoditas primer meliputi CPO, inti sawit, dan produk olahan karet (SIR 20 dan RSS). Bahan baku yang akan diolah berasal dari kebun sendiri, kebun plasma dan pihak ketiga. PTPN XIII memiliki areal seluas 157.431,59 ha, dengan komposisi areal kebun sendiri 44% dan areal plasma 56%. Dalam menjalankan kegiatan operasionalnya, PTPN XIII memiliki 7 unit kebun kelapa sawit inti, 5 unit kebun kelapa sawit plasma, 5 Pabrik Minyak Sawit (PMS), yang terletak di Kabupaten Sanggau dan Kabupaten Landak Landak, Kalbar, 1 unit kebun karet dan 1 PKR di Kabupaten Sintang, Kalbar, 3 unit kebun kelapa sawit inti, 1 unit kebun kelapa sawit plasma dan 1 PMS, di Kabupaten Tanah Bumbu dan Kabupaten Tanah Laut, Kalsel, 3 unit kebun karet inti, 3 unit kebun karet plasma, dan 2 PKR di Kabupaten Banjar, Kabupaten Tapin, Kabupaten Tanah Bumbu, Kalsel, 1 unit kebun karet inti di Kabupaten Kumai, Kalteng, 3 unit kebun kelapa sawit inti, 3 unit kebun kelapa sawit plasma, 3 PMS, di Kabupaten Paser, Kaltim, serta 1 unit kebun karet inti di Kabupaten Paser, Kaltim. In general, PTPN XIII has two business segments, namely oil palm and rubber. The business sector of the Company is vegetation cultivation undertaking, product processing, and product marketing. The main products of PTPN XIII are primary commodities such as CPO, palm kernel and rubber processed products (SIR 20 and RSS). The raw materials to be processed produced by nucleus plantations, plasma plantations and third partys plantations. PTPN XIII has a total area composed of 44% nucleus plantation and 56% plasma. In running its operational activities, PTPN XIII has 7 units of nucleus oil palm plantation, 5 units of plasma oil palm plantation, 5 Palm Oil Mills, located in Sanggau and Landak Landak District, West Kalimantan, 1 unit of rubber plantation and 1 Rubber Crumb Factory in Sintang District, West Kalimantan, 3 units of nucleus oil palm plantation, 1 unit of plasma oil palm plantation and 1 Palm Oil Mill in Tanah Bumbu and Tanah Laut District, South Kalimantan, 3 units of nucleus rubber plantation, 3 units of plasma rubber plantation and 2 Rubber Crumb Factories in Banjar, Tapin and Tanah Bumbu District, South Kalimantan, 1 unit of nucleus rubber plantation in Kumai District, Central Kalimantan, 3 units of nucleus oil palm plantation, 3 units of plasma oil palm plantation, 3 Palm Oil Mills in Paser District, East Kalimantan and 1 unit of nucleus rubber plantation in Paser District, East Kalimantan. Implementasi dari pernyataan visi dan misi diwujudkan melalui pengembangan bisnis secara berkelanjutan. Di dalam menjalankan praktik bisnisnya, PTPN XIII berprinsip pada upaya kelestarian sumber daya alam melalui pengelolaan komoditi yang bersifat Renewable Resources dan ramah lingkungan serta memelihara lingkungan sekitar kebun melalui program Corporate Social Responsibilities (CSR). PTPN XIII berperan dalam pembangunan ekonomi kerakyatan, seperti pembangunan kebun plasma serta Usaha Kecil dan Menengah (UKM). Kehadiran PTPN XIII terbukti mampu mengungkit perekonomian di sekitar wilayah operasional perusahaan. (4.8)
The implementation of vision and mission statements is realized through sustainable business development. In running its business practice, PTPN XIII holds the principle of natural resources preservation efforts through conducting Renewable Resources and environmentally friendly commodity management and maintaining the environment located around the estate through the Corporate Social Responsibilities (CSR) program. PTPN XIII plays an active role in the peoples economic development, such as the development of plasma plantations and Small and Medium Enterprises (SME). The presence of PTPN XIII has proven to be able to improve the economic condition around the company operational area. (4.8)

PTPN XIII juga memiliki perusahaan asosiasi/afiliasi, yaitu: PT Perkebunan Agrintara, bergerak di bidang industri hilir karet, berkedudukan di Jakarta dan Purwakarta, kepemilikan saham sebesar 15%. PT Kharisma Pemasaran Bersama, bergerak di bidang trading, penanganan produk, berkedudukan di Jakarta, kepemilikan saham sebesar 7,14%. PT Riset Perkebunan Nusantara, bergerak di bidang penelitian perkebunan, berkedudukan di Bogor, kepemilikan saham 6,67%. Terkait ukuran dan struktur organisasi, selama tahun 2011 terjadi perubahan signifikan di tingkat unit usaha, berupa pengoperasian dua unit Pabrik Minyak Sawit baru sejak bulan Juli 2011, yakni PMS Kembayan di Kabupaten Sanggau, Kalbar dan PMS Pelaihari di Kabupaten Pelaihari, Kalsel. Kedua PMS yang dibangun dengan teknologi modern dan ramah lingkungan ini masing-masing berkapasitas 30 ton TBS/jam expandable 45-60 ton TBS/ jam. Jumlah tenaga kerja yang terserap sebanyak 160 orang, sekitar 60 % di antaranya merupakan tenaga lokal. Perubahan signifikan lain adalah dibentuknya anak perusahaan baru, yaitu PT Nusantara Batulicin dengan komposisi saham PTPN XIII 51%, Pemda Tanah Bumbu 49%. Pembentukan perusahaan anak ini merupakan kelanjutan dari proyek pembangunan kebun karet seluas 1000 ha dan CRF Batulicin seluas 9,6 ha di Kabupaten Tanah Bumbu, Kalsel. (2.9)(EC7)

The Report Profile
PTPN XIII senantiasa melibatkan Pemangku Kepentingan dalam setiap langkah gerak Perseroan, menuju keseimbangan antara bisnis yang berkelanjutan (profit), masyarakat yang makin sejahtera (people), dan lingkungan yang lestari (planet). Laporan ini merupakan bentuk komitmen PTPN XIII bagi Pemangku Kepentingan, yang berisi gambaran pertanggungjawaban Perseroan atas kinerja ekonomi, lingkungan dan sosial. Laporan Keberlanjutan ini juga memberikan gambaran hubungan dan keterlibatan antara Perusahaan dengan Pemangku Kepentingan, yang menumbuhkan sinergi di antara keduanya. PTPN XIII always involves its Shareholders in each of its activity to achieve a balance between sustainable business (profit), a more prosperouscommunity (people) and preserved environment (planet). This report shows the commitment of PTPN XIII to its Shareholders concerning the accountability of the Company on the economic, environmental and social performance. This Sustainability Report also provides an illustration about the relationship and the involvement between the Company and its Shareholders which creates a synergy among them.

REPORT PROFILE
PTPN XIII is using the materiality principle in the process of a report formulation, that is to reveal an information that may influence the decision making related to the Shareholders as well as other decisions which have important impact to economic-social performance or environmental management. For example, the empowerment of plasma farmers has been able to improve economic condition around the company operational area; the Construction of Palm Oil Mill that utilizes modern and environmentally friendly technology and is able to absorb local workers. The Sustainability Report 2011 is presented and printed in duo-language and can be accessed by the public through the Companys site: www.ptpn13.com. This report is also distributed to the Stockholders, Board of Commissioners (BOC), the press, and other Stakeholders to get feedback. (3.5)
Compared to the previous year report, there is no significant change regarding the data collection and processing technique, the source of data, the accounting principle, and the presentation technique. Thus, the measurement unit in this report is the same as that of the previous year, including the unit used for production process, liquid waste measurement unit, emission level, fuel consumption, electricity consumption and water consumption. Comparison between the reporting periods is carried out between financial years (January December). (3.8) (3.10) (3.11)

(3.5) (3.6) Informasi dalam laporan disajikan dalam bentuk kualitatif berupa deskripsi naratif maupun kuantitatif berupa data, tabel dan grafik. Untuk memperoleh gambaran progres kegiatan CSR, disajikan pula data periode sebelumnya sebagai pembanding. Data dikumpulkan dan diolah dengan metode standar, diantaranya menggunakan standar GRI. PTPN XIII juga melakukan survei pelanggan dan karyawan untuk memperoleh pengukuran kuantitatif dan kualitatif secara berkala. (3.7) (3.9) (3.10). Seluruh data yang diolah dan disajikan dalam laporan ini berasal dari empat distrik yang tersebar di empat provinsi Kalimantan. Pada tahun 2011, jumlah unit bisnis yang berkontribusi dalam suplai data adalah sebanyak 20 unit kebun inti, 5 unit kebun plasma, sembilan PMS, dua PKR, dan satu pabrik sheet. Tidak terdapat data yang berasal dari perusahaan anak, perusahaan asosiasi/afiliasi. (3.5) (3.6) The information presented in the report is in qualitative form that is narrative descriptive and in quantitative form that is data, table and graphic. To obtain the process description of CSR, the data from previous period are presented as comparison. Data is collected and processed using standard methods, including GRI standard. PTPN XIII also conducted a customer and employee survey to attain a regular quantitative and qualitative measurement. (3.7) (3.9) (3.10) All of the data processed and presented in this report obtained from four districts spread in four provinces in Kalimantan. In 2011, the total numbers of business units contributed in the data supply were 20 units of nucleus estate, 5 units of plasma estate, nine Palm Oil Mills, two Crumb Rubber Factories, and one Rubber Sheet Factory. There was no data from the subsidiary company, association/affiliation company. Some parts of information were obtained from the academicians, plasma farmers, the management of Village Unit Cooperatives (KUD), fostered partners, and other stakeholders in the form of testimony and expectations as the companys stakeholders. It is expected that this report will be able to describe the harmonious relationship between PTPN XIII and its stakeholders. PTPN XIII (Persero) telah mengembangkan struktur dan sistem tata kelola perusahaan (Good Corporate Governance (GCG)) sejak tahun 2003, sebagai salah satu upaya untuk mewujudkan perusahaan yang tumbuh berkembang secara berkelanjutan. Perusahaan senantiasa berpegang teguh pada prinsipprinsip GCG, hukum dan peraturan yang berlaku dengan mengedepankan transparansi, akuntanbilitas, responsibilitas, independensi dan kewajaran. PTPN XIII (Persero) has developed a structure and system of corporate governance (Good Corporate Governance (GCG) since 2003, as an effort to realize a companygrowing and developing on an ongoing basis. The company always adheres to the GCG principles and applicable laws and regulations by promoting transparency, accountability, responsibility, independence, and fairness.
The implementation of GCG within PTPN XIII has always been improved and refined in line with business development and demands as well as the company expectation to reach high performance and increase stakeholder values. The company consistently makes an effort to improve the implementation of the Corporate Governance with full support from the management, employees active participation, and other stakeholders. In accordance with the GCG guide, the GCG structure includes a main organ and a supporting organ. The main organ consists of the General Meeting of Shareholders, the Board of Commissioners (BOC), and the Board of Directors (BOD) while the supporting organ includes the Audit Committee, the Internal Supervision Unit, the Corporate Secretary, and the Secretary of the Board of Commissioners.(4.1) RUPS is the highest structure in GCG, where Directors, Commissioners, and Shareholders namely Government of Republic of Indonesia (100%) hold a meeting and strategic decision making. (4.1) RUPSs authorities include accepting and refusing RKAP and RJP (Long Term Plan); Deciding the allocation of company profit sharing, Determining and legalizing Directors and Commissioners appointment system;Determining performance assessment system of each Commissioner and Director; and validating Annual Reports, including the Financial Reports of the Partnership and Environmental Development Program. The BOD shall perform their duties in good faith for the benefit of State Owned Enterprises and in accordance with the intent and purpose of State Owned Enterprises, and ensure that State Owned Enterprises carry out its social responsibilities, with regard to the interests of the various Stakeholders in accordance with the provisions of the legislation. RUPS merupakan struktur yang tertinggi dalam GCG, tempat di mana Direksi, Komisaris dan Pemegang Saham yaitu Pemerintah RI (100%) mengadakan pertemuan dan pengambilan keputusan strategis. The mechanism for the shareholders expressing their opinions and recommendations is stated in the Articles of Association of the Company. The BOC and/or one or more Shareholders representing at least 1/10 (one tenth) of the whole shares can express their opinions in the General Meeting of Shareholders. In 2011, the GMS was conducted twice, i.e. the GMS which was conducted in January of which the agenda was the discussion/ agreement on the Corporate Work Plan and Budget of the Year 2011 and that which was conducted in June of which the agenda was the discussion/validation of the financial report 2010.(4.4)

Sementara itu, saluran aspirasi/rekomendasi dari karyawan PTPN XIII adalah melalui Serikat Pekerja Perkebunan PTPN XIII, atau disampaikan langsung kepada atasan. Mekanisme lainnya adalah melalui forum resmi, yakni Sharing Day atau pertemuan antara karyawan kantor pusat dan Direksi PTPN XIII yang diadakan sebulan sekali selama tahun 2011. Karyawan PTPN XIII juga berhak menyampaikan adanya penyimpangan terhadap etika bisnis dan etika kerja melalui Komite Integritas Karyawan. (4.4)
Meanwhile, the channel of PTPN XIII employees aspirations/recommendations is the Plantation Labor Union of PTPN XIII or their aspirations/recommendations can be directly proposed to their superiors. Another mechanism is through the formal forum, i.e. the Sharing Day or the meeting between the employees of the head office and the BOD of PTPN XIII, which was held once a month in 2011. Also, the employees of PTPN XIII have the right to report any deviations from the business ethics and work ethics through the Employee Integrity Committee.(4.4) The remunerations for the members of the BOC and the BOD are established by the GMS. The BOD reviews the calculation of their take home pay, which consists of salaries, allowances, facilities, and performance tantimes/ incentives, of which the formulation refers to PER-07/ MBU/2010. The proposal is submitted to and discussed with the BOC, which will be addressed in the GMS to decide further. The amounts of the remunerations paid to the BOD are also considered based on the result of the assessment of the performance of the Board of the Directors by the shareholders through the GMS. The Key Performance Indicators that are used to measure the performance of the BOD are stated in the management contract between the BOD and the Shareholders, which include the indicators of the targets of Overall Strategy, Operational Management, Cost Management, Business Process, Procurement, Human Resource & General Management, Dynamic Perspectives, Environmental Preservation, and Social Environmental Development. (4.5) (4.10) The members of the Board of Directors do not have family relationship up to the third-level descendant both in direct or in parallel formation or in-laws relationship between each other and with the members of the Board of Commissioners. This is to guarantee the independence of the Board of Commissioners in implementing their tasks, and to avoid the possibility of collusion and nepotism. Consequently, the company management is to run professionally, transparently, and efficiently. (4.6)
Remunerasi bagi Anggota Dewan Komisaris dan Direksi ditetapkan oleh RUPS. Direksi membuat kajian perhitungan atas penghasilan diterima (take home pay) yang terdiri atas gaji, tunjangan, fasilitas dan tantiem/insentif kinerja yang formulasinya mengacu pada PER-07/MBU/2010. Usulan tersebut diajukan dan dibahas bersama Dewan Komisaris yang selanjutnya akan dibawa ke RUPS untuk diputuskan lebih lanjut. Besaran remunerasi yang diterima Direksi juga mempertimbangkan hasil penilaian kinerja Direksi oleh Pemegang Saham melalui mekanisme RUPS. Key Performance Indicator yang digunakan untuk mengukur kinerja Direksi dituangkan dalam kontrak manajemen antara Direksi dengan Pemegang Saham, meliputi indikator terhadap target Overall Strategy, Operational Management, Cost Management, Business Process, Procurement, Pengelolaan SDM & Umum, Perspektif dinamis, Pelestarian Lingkungan, dan Pembinaan Lingkungan Sosial. Antar anggota Direksi tidak memiliki hubungan keluarga sedarah sampai derajat ketiga baik menurut garis lurus maupun garis kesamping atau hubungan semenda (menantu/ipar) antara anggota Direksi dan antara anggota Direksi dengan anggota Dewan Komisaris sehingga dapat menjamin independensi anggota Direksi dalam menjalankan tugasnya, serta menghindari kemungkinan terjadinya kolusi dan nepotisme. A. Risk Governance
The Company establishes centralized Risk Management Unit reporting directly to the Risk Management Committee. This committee is responsible to determine general policies for all risk taking activities. The functions and roles of risk management unit are to identify, measure, map and prepare mitigation and report on risk management implementation to the Risk Management Committee. Risk Management Unit is lead by a Head of SPI Division/ Head of Risk Management Unit responsible to supervise all risk aspects in organization lines. With respect to business development, risk prevention measures are begun with feasibility studies, AMDAL, UKL & UPL. Meanwhile, the companys vital assets have been insured. With respect to the risk of the company as an avalist in developing plasmaplantations, PTPN XIII has a Work Unit which deals with plasma plantations and has formed plasma plantation One Stop Manajement. (4.11)
PTPN XIII always supports and makes an effort to obey the requirements in relation to the principles of environmentally sound plantation management and the principles of sustainable development. Audits and ISPO (Indonesian Sustainable Palm Oil) certification will be imposed upon all oil palm plantations throughout Indonesia in late 2014 at the latest. Therefore, PTPN XIII is preparing its work units in order to satisfy the ISPO requirements. In the ISPO trial application held from late February to early Mach 2011 to 20 companys, Parindu Plantation of PTPN XIII was included in the category of first class plantations (excellent). PTPN XIII has also included Parindu Plantation and Tajati Plantation in the research

The participation of PTPN XIII in organizations has been realized through its participation in various organizations or associations which are relevant to the company business. PTPN XIII actively participates in (4.13): PT Kharisma Pemasaran Nusantara (PT KPB), as a member. Gabungan Pengusaha Karet Indonesia (GAPKI) (Indonesian Rubber Business Association), as a member of Board of Supervisor. Lembaga Pendidikan Perkebunan (LPP) Yogyakarta (Yogyakarta Plantation Education Institution), as a member of the association. FK- SPI (Forum Komunikasi Satuan Pengawasan Intern) , as a member. Badan Musyawarah Direksi, as a member. Gabungan Pengusaha Kelapa Sawit Indonesia (GAPKINDO) (Indonesian Oil Palm Business Association), as a member The company is prohibited to involve in the political activities including present anything in any forms. The company shall not force, influence, or support the companys individual participation and contribution in the political process. Interaction with the political party or government representative becomes indispensable part of the company business. In making contact with the government entity or political representative, the company must seek the legal advice. (SO6)
Perusahaan dilarang terlibat dalam aktivitas politik termasuk memberikan sesuatu dalam bentuk apapun. C. Standar Etika
Manajemen telah menetapkan Pedoman Etika Bisnis dan Etika Kerja yang berlaku sebagai code of conduct sejak tahun 2003 dan terakhir di revisi pada Februari 2010. Etika Bisnis mengatur hubungan antara perusahaan sebagai suatu entitas dengan pemangku kepentingan serta menjelaskan bagaimana perusahaan (sebagai suatu entitas) beretika, bersikap dan bertindak dalam upaya menyeimbangkan kepentingan perusahaan dengan seluruh Stakeholder. Etika Kerja mengatur individu dalam perusahaan bersikap, berperilaku, berinteraksi dan melakukan proses kerja dengan pihak-pihak di dalam dan di luar perusahaan dalam membangun budaya kerja dan budaya perusahaan. Sosialisasi Pedoman Etika Bisnis dan Pedoman Etika Kerja dilakukan dengan membagikannya kepada karyawan. Seluruh karyawan yang telah menerima PEBK wajib menandatangani Surat Pernyataan yang berisi kesanggupan untuk menerima dan menerapkan PEBK dengan sebaik-baiknya. (SO3) Pengaturan pencegahan benturan kepentingan telah tercantum dalam standar etika perusahaan. Hal-hal yang dilarang Perusahaan yang termasuk pelanggaran berat diantaranya menerima hadiah atau pemberian dalam bentuk apapun, menyalahgunakan wewenang dan jabatannya untuk kepentingan pribadi maupun golongan, melalaikan pelaksanaan tugas, pekerjaan yang seharusnya dilaksanakan sehingga menimbulkan kerugian bagi perusahaan, melakukan tindak kejahatan antara lain mencuri dan atau menggelapkan aset perusahaan, melakukan penipuan kepada atasan, bawahan maupun kepada sesama rekan kerja, memperdagangkan barang perusahaan baik di dalam maupun di luar lingkungan perusahaan. Selama tahun 2011 tidak ada kasus terkait hal tersebut. (4.6) (SO2)(SO4) Setiap karyawan yang melakukan pelanggaran standar etika akan dikenai sanksi sesuai ketentuan yang berlaku di perusahaan atau peraturan hukum dan perundangan yang berlaku di wilayah hukum tempat usaha dan atau pelanggaran terjadi. Pelanggaran yang berindikasi fraud, termasuk dugaan adanya tindak korupsi, dan atau yang melibatkan pelanggaran hukum penyelesaiannya dilimpahkan kepada pihak yang berwajib. Selama tahun 2011, tidak ada pelanggaran yang berindikasi fraud, dugaan tindak korupsi dan pelanggaran hukum. PTPN XIII has identified Stakeholder as drawn up in Code of Conduct 2010.Stakeholders are individuals and groups that influence and are influenced by the decisions, policies, operation, and objectives of the company. G. Stakeholder Management
The management of stakeholders is directed to maintaining the balance and harmony between the business interests of the company and the social and environmental responsibilities of the company. In the implementation, the company always involves the stakeholders, in accordance with the vision of the company, i.e. to be a higly competitive agribusiness which grows and develops together with the society sustainably. Forty four per cent of its plantation area being nucleus plantations and 56% being plasma plantations, PTPN XIII involves around 28,954 plasmafarmer households, as one of the main stakeholders. The interaction with plasma farmers and independent farmers in remote areas is done through several activities, including the sociocultural study involving experts from Universitas Tanjungpura (Tanjungpura University), the stabilization of one stop management by cooperating with LPP, field meetings with public figures/KUD/farmers, field education, fertilizer aid of partnership programs, and also empowering local employees to be plantation and plant/millemployees. PTPN XIII supports various studies by developing a research garden and an urban forest park by cooperating with Universitas Tanjungpura. Routinely, PTPN XIII holds a public creativity and inovation competition in order to explore the potencies of peoples thoughts. The theme of the competition chosen in 2011 was the development of

Multiplier effect dalam bidang ekonomi yang ditimbulkan oleh PTPN XIII lewat kebunkebunnya adalah dalam bentuk peningkatan penghasilan petani dan masyarakat sekitar mereka. Mengutip kajian Prof. Syarif Ibrahim Alqadrie (Dosen Fisipol Untan), penghasilan anggota masyarakat petani sawit di Perkebunan Ngabang dan sekitarnya mencapai rata-rata Rp1.750.000,00 s.d Rp2.500.000,00 per orang per bulan, sedangkan di Perkebunan Parindu petani sawit di sekitarnya memperoleh penghasilan antara Rp2.000.000,00 s.d Rp3.000.000,00 per bulan. Penghasilan ini belum termasuk penghasilan di sektor usaha lainnya yang mereka usahakan di halaman dan di dalam rumah mereka sendiri seperti sektor pertanian padi, pisang, sayur-mayur, ubi-ubian lainnya, usaha perbengkelan, memelihara ikan patin, lele, gurami dsb. PTPN XIII has placed itself as a state company which successfully creates social and economic changes and improvements to the surrounding society. The Economic Multiplier Effects created by PTPN XIII through its plantations can be seen in the increase of farmers and surrounding communities income. According to a study by Prof. Syarif Ibrahim Alqadrie (a lecturer in the faculty of political science of Tanjungpura University), the income of oil palm farmer community members in Ngabang plantation and its surrounding range from IDR1,750,000.00 to 2,500,000.00 per person each month, whereas in Parindu, oil palm farmers earn between IDR2,000,000.00 and IDR3,000,000.00 each month. These earnings do not include incomes from other business sectors which they cultivate in their own yards and houses such as rice, banana, vegetables, kinds of tuber, workshops businesses, catfish (Pangasius Nasutus and Clarias Batrachus), gouramy, etc. (EC8) (EC9) The arise and development of small businesses outside the oil palm sector are owing to the donations and loans in form of non-interest revolving fund for the farmers around the plantations, which are channeled through the partnership and environmental development program. (SO1) Another benefit is the growth and development of almost every sector of the community life. As an example, the amount of monthly circulating money in Ngabang plantation reached IDR25 - 27 billion, whereas in the previous ten years the amount of circulating money was less than IDR600 million. The circulating money came from PTPN XIII purchase of fresh fruit bunches from plasma plantations, KKPA and independent farmer plantations. The existence of PTPN XIII directly experienced by the local people is the increase of local employment absorption either by the Company or other economic sectors and the development of educational facilities provided by the Company for the children of the employees and the surrounding communities. Finally, it will result in welfare improvement, life quality and educational level of the local people. (SO1)

Sebagai contoh, jumlah uang beredar di kebuan Ngabang mencapai Rp25 - 27 miliar perbulan, sementara sepuluh tahun sebelumnya perputaran uang kurang dari Rp600 juta. Peredaran uang ini berasal dari uang PTPN XIII untuk pembelian tandan buah segar (TBS) dari kebun plasma, KKPA dan kebun petani mandiri. Keberadaan PTPN XIII yang langsung dirasakan oleh masyarakat adalah penyerapan tenaga kerja setempat, baik oleh perusahaan maupun sektor perekonomian lainnya serta berkembangnya sarana pendidikan yang disediakan oleh Perusahaan untuk anak karyawan maupun masyarakat sekitar. D. Nilai Ekonomi
Dalam rangka mendukung keberlanjutan perusahaan, pada tahun 2011 PTPN XIII mengeluarkan dana investasi sebesar Rp219,6 miliar untuk kebun inti dan Rp16,65 milyar untuk kebun plasma. Dana tersebut digunakan untuk pengembangan tanaman kelapa sawit dan karet kebun inti, investasi mesin dan peralatan pabrik, serta pengembangan plasma. Melalui investasi serta optimalisasi aset produksi yang dilaksanakan sejak tahun 2007, PTPN XIII berhasil meningkatkan kinerjanya sehingga perolehan nilai ekonomi dan nilai ekonomi yang didistribusikan juga meningkat. Economic Value
In order to support the companys sustainability, in 2011 PTPN XIII spent an investment expense of IDR219.6 billion for nucleus plantations and IDR16.65 billion for plasma plantations. The expense was used for the development of oil palm and rubber trees in the nucleus plantations, investments on factory machinery and equipment, and also plasma plantations. Through investments and optimization of production assets undertaken since 2007, PTPN XIII has improved its performance so that incoming economic value and distributed economic value also increase. In 2011, PTPN XIII has spent IDR493.48 billion for goods purchases and IDR878.26 billion for services fee. In the Standard Operating Procedure of Goods and Service Procurement of PTPN XIII, it is stated that the Company is prioritizing the utilization of domestic products and the empowerment of small enterprises/cooperatives. Foreign companies to participate in goods and service procurement must work in partnership with a national company. The Auction Committee and the Auction Winner must sign the Integrity Contract for every goods and service procurement. (EC6)
PTPN XIII is committed in developing and empowering small enterprises/cooperatives around the business/ plantation units to become goods/service suppliers. This commitment is realized among others by inviting local Employees Cooperatives or Village Unit Cooperatives to provide transportation to bring FFB from plantations to plant/mill. 1. Products
The products of PTPN XIII are Palm Oil, Palm Kernel, and rubber (SIR-20 and RSS). Palm oil and palm kernel are raw materials for Refinery industry to produce cooking oil, stearin, Fatty Acids, and raw materials for oleo chemical industry. Rubber products are raw materials for elastomer industry especially to produce tires for motor vehicle, seal, shoe sole, gloves, etc. (2.2)
As a producer of primary commodity, PTPN XIII is highly committed to the safety and health standards for the employees and consumers. PTPN XIII has implemented a Work Basic Guidance on every level of production to avoid health problems among employees or surrounding communities. The company also requires the employees working in the factories or those who are exposed to poisonous/hazardous substances to wear self protection equipments. Monitoring and evaluations are performed in a programmed way, followed by improvements efforts on production process and product quality. (PR1)
The use of environmentally friendly raw materials and production materials has become a priority from the beginning of the process. The use of diesel fuel for the boiler and lubricant for factory machines are closely monitored, so it will not be accidentally carried into the production process. During the reported year, there was not any complaint from consumers related to the negative effects of the product use. There was no violation of laws or other regulations related to consumers health and safety over the use of CPO, palm kernel oil and dry rubber products. (PR1)(PR2).

PTPN XIII memiliki komitmen yang tinggi terhadap lingkungan, yang tertuang dalam salah satu misi perusahaan, yaitu Mengembangkan sistem perkebunan yang ramah lingkungan. PTPN XIII menerapkan strategi pengelolaan lingkungan yang bersifat preventif dan terpadu dengan tujuan mengurangi resiko terhadap manusia dan lingkungan dari dampak negatif kegiatan operasional perusahaan. (4.8) Kebijakan strategis tersebut kemudian diwujudkan melalui kegiatan PTPN XIII dalam menggunakan material, energi dan air, menjaga keanekaragaman hayati, mengelola emisi dan limbah, yang kesemuanya berlandaskan pada praktek bisnis berwawasan lingkungan.
PTPN XIII has a high commitment to the environment as indicated in one of the companys missions, namely To develop environment-friendly plantation system. PTPN XIII has implemented a preventive and integrated environmental management strategy, the intention of which is to reduce the risks on human and environment against any negative impacts arising from the companys operation. (4.8) Such strategic policy is then realized through PTPN XIII activities in utilizing the materials, energyand water, maintaining the biodiversity, managing the emission and waste, all of which are based on the environmentallyfriendly business practice.
B. Commitment to Environment
As a form of its commitment to improving sustainable environmental performance, PTPN XIII has applied the so-called Environmental Management System (EMS) ISO 14001: 2004. The review and certification of 3 oil palm factories (PMS) were conducted in 2011 by an international standard institution, namely PT TUV NORD Indonesia. Further to that, PTPN XIII is in the process of evaluatingits environmental performance and improving each indicator parameter with the target of having all PTPN XIIIs plant/ millattain Blue PROPER. This constitutes a form of the Company responsibility to ensure its compliance with the prevailing regulations as well as to meet all of the quality standards set forth by the Government. (4.12) (EN26) With regard to the issuance of Regulation of the Minister of Agriculture No.19/Permentan/OT.140/3/2011 dated 29 March 2011, in whichall oil palm companies in Indonesia are required to have ISPO (Indonesian Sustainable Palm Oil) certificationno later than 31 December 2014, PTPN XIII is now preparing itself and committed to meeting such a requirement. During the commissioning of the ISPO application to 20 companies in March 2011, PTPN XIII Parindu Plantation was categorized as Class I Plantation. The prerequisite for plantations to propose for ISPO certification is that they must belong to either Class I, Class II, or Class III. (4.12) (EN26) Throughout 2011, due to its efforts and commitment to sustainable environmental management, PTPN XIII never received administrative sanction nor subjected to a fine for any infringement of environmental quality standards or performance. Electricity Consumption
PTPN XIII has made the most of indirect energyin the form of electricity usage for office requirement, illumination of the plant/mill emplacement and employee housing. The electricity consumption in 2011 reached 34,325,628 KWH, an increase by 5.09% compared to that of in2010. Such an increase was mainly caused by the increased number of the processed TBS with the operation of the new 2 PMS so that the gross processing hour for 2011 reached 42,394 hours. (EN4)

PTPN XIII willalso build a renewable power plant generated by oil palm biomasswith a capacity of 2x3 MWin the Parindu Plantation of the Sanggau District, West Kalimantan (Kalbar). D. Keanekaragaman Hayati
I. Pemanfaatan Lahan dan Keanekaragaman Hayati
Sampai dengan tahun 2011, PTPN XIII memiliki areal konsesi seluas 93.956,01 ha, terdiri atas tanaman kelapa sawit seluas 59.821,11 ha, tanaman karet seluas 15.630,46 ha, dan areal lain-lain seluas 18.504,44 ha yang merupakan rencana lahan pembibitan, tanaman non produktif, pabrik, kantor, perumahan, jalan penghubung produksi dan koleksi, rendahan, hutan, jurang dan lain-lain. PTPN XIII juga mengelola plasma kelapa sawit seluas 57.908,60 ha dan plasma karet seluas 29.595,04 ha. (EN11) Dalam pengembangan perkebunan kelapa sawit maupun karet, PTPN XIII tetap memperhatikan kelangsungan hidup keanekaragaman hayati dan kawasan bentang alam yang penting bagi dinamika ekologi secara alami serta mengembangkan perkebunan hanya pada lahan yang sesuai peruntukan dan areal budidaya. Menindaklanjut prinsip No. 3 tentang Pengelolaan dan Pemantauan Lingkungan khususnya kriteria No. 3.4 tentang Pelestarian Biodiversity dan No. 3.5 tentang Identifikasi dan Perlindungan Kawasan Lindung maka PTPN XIII (Persero) berkomitmen dan telah melaksanakan sejumlah upaya pelestarian lingkungan, antara lain : Menjaga wilayah kawasan yang memiliki keanekaragaman hayati misalnya di Bukit Mungguk Kebun Gunung Meliau. Membuat peta kebun yang dalam wilayahnya terdapat kawasan hutan lindung. Pelestarian kawasan Daerah Aliran Sungai (DAS). Recently PTPN XIII has the concession area of 93,956.01 ha consisting of oil palm plantation of 59,821.11 ha, rubber plantation of 15,630.46 ha, and other areas of 18,504.44 ha that is planned for seeding land, non productive plantation, factory, office, housing complex, connecting road between production and collection places, low land, forest, ravine, and so forth. PTPN XIII also manages the oil palm plasma plantation of 57,908.61 ha and rubber plasma plantation of 29,595.04 ha. (EN11) In developing its oil palm and rubber plantation, PTPN XIII has continued to pay attention to the sustainable life of the biodiversity and the natural landscape which constitutethe essential parts of the natural ecological dynamics, and has expanded its plantations only in the designated and cultivation areas. For the development of the oil palm plantation in Gunung Meliau in the Sanggau District of Kalbar, for instance, PTPN XIII has retained Bukit Munggu as the conserving facilities and for maintaining the biodiversity contained therein. To maintain the biodiversity of the areas in the vicinity of the company, PTPN XIII has participated in the planting of 73,850 trees during 2011 under the 1 billion tree planting movement in PTPN XIII operational areas. The planting and maintenance activities were undertaken by the local community because it is them who will be responsible for the sustainable conservation.

Program ini diawali dengan penanaman seribu pohon di lingkungan kampus Untan bersama civitas akademika Untan. Kawasan tersebut nantinya akan memiliki areal jogging yang segar dan sejuk, dan akan tetap dipertahankan sebagai kawasan non akademis dan menjadi kawasan hijau. Selain mengembangkan hutan kota, PTPN XIII juga mengembangkan kebun pendidikan kelapa sawit yang terletak di belakang Fakultas Ekonomi Untan. Kebun pendidikan ini sebagai wujud nyata kontribusi PTPN XIII terhadap penghijauan wilayah kampus, sekaligus juga menyediakan sarana untuk tempat pendidikan dan penelitian bagi kalangan akademisi. Beberapa program PTPN XIII Goes to Green lainnya adalah penanaman 1.000 meranti dan 1.000 pohon mahoni siap tanam ke Batalyon Infantri 643 Wanara Sakti Anjungan, dan penanaman 100 bibit tanjung dan 100 bibit mahoni guna pelestarian alam/penghijauan di pinggir Trans Kalimantan.
PTPN XIII has teamed up with Untan in creating an Urban Forest around the Tugu Digulis round about, the complex of the Tanjung Pura University, Pontianak. This program was initiated by the planting of one thousand trees in the vicinity of the Untan campus, along with the academic civitas of Untan. This area will at a later date have a fresh and cool jogging track, and be retained as nonacademyand green areas. In addition to developing an urban forest, PTPN XIII has also developed an educational oil palm plantation located behind the Faculty of Economy of Untan. This educational plantation constitutes a concrete contribution of PTPN XIII in making the campus a green area, while at the same time providing a facility for research and education for academicians.
Some other programsby PTPN XIII Goes to Green includes the planting of 1,000 timber trees and 1,000 mahoganytrees (ready-planting) at Batalyon Infantry 643 of Wanara Sakti Anjungan, and the planting of 100 tanjung seedlings as well as 100 mahogani seedlings for natural preservation/revegetation along the edge of Trans Kalimantan.

F. Pengelolaan Limbah
Falsafah dasar Zero Emissions menyatakan bahwa proses industri seharusnya tidak menghasilkan limbah dalam bentuk apapun karena limbah tersebut merupakan bahan baku bagi industri lain. Konsep pengelolaan limbah PTPN XIII mengarah pada Zero Emissions dengan berpedoman pada ketentuan dan perundang-undangan yang berlaku sebagai acuan pelaksanaannya. Pelaksanaan pengelolaan limbah dilakukan sejak awal produksi dengan melakukan tindakan proaktif, diantaranya meminimalkan terbentuknya limbah dengan menggunakan teknologi modern, memanfaatkan limbah untuk produksi, dan mengolah limbah secara benar. F. Waste Management
The basic philosophy of Zero Emissions is that the industrial process is not supposed to produce waste in any forms because the waste can be the raw materials for another production. The concept of waste treatment in PTPN XIII refers to Zero Emissions pursuant to the prevailing rules and regulations as its implementation reference. The implementation of waste treatment is applied since the initial stage of production process by conducting proactive actions, such as minimizing the waste formation by using modern technology, utilizing waste for production, and doing appropriate waste treatment. Limbah padat tandan kosong merupakan limbah padat yang jumlahnya cukup besar, namun pemanfaatannya masih terbatas. Aplikasi tandan kosong sebagai mulsa menghasilkan fungsi ganda, yaitu menambah hara ke dalam tanah dan meningkatkan kandungan bahan organik tanah. Setiap ton Tankos mengandung unsur hara yang setara dengan 3 Kg urea; 0,6 kg CIRP; 12 Kg MOP; dan 2 Kg Kieserit. PTPN XIII memanfaatkan tankos untuk Tanaman Menghasilkan dengan dosis 30-40 ton/ha, sedangkan untuk Tanaman Belum Menghasilkan dosis yang dipakai adalah 70 ton/ha. Sampai dengan akhir tahun 2011, aplikasi Tankos mencapai areal seluas 1.099 ha, meliputi wilayah Kalbar 480 ha, Kalsel 241 ha dan Kaltim 378 Ha. The empty fruit bunches are the large amount of solid waste; however, its utilization is still limited The application of empty fruit bunches as mulch has double functions, those are adding the nutrients for the soil and increasing the organic contents in the soil. Each ton of empty fruit bunches contains nutrients equal to 3 kgs of urea fertilizer; 0.6 kgs of CIRP; 12 kgs of MOP, and 2 kgs of Kieserit. PTPN XIII utilizes empty fruit bunches for mature plants with the dosage 20-30 tons/ha, whereas for immature plants with the dosage 70 tons/ha. Until the end of 2011 the application of empty fruit bunches had reached the area of 1.099 hectares, include of West Kalimantan 480 ha, South Kalimantan 241 ha, and East Kalimantan 378 ha. (EN22). Beside utilized as mulch, empty fruit bunches and shell will also be used as the main raw material of empty fruit bunches and shell power plant. (EN7, EN22).

PTPN XIII telah merintis Sistem Integrasi Sapi-Sawit sejak tahun 2009 di Desa Gasing, Ngabang, Kabupaten Landak, Kalbar. Anggota Kelompok Plasma Sawit-Sapi mendapatkan pelatihan sekolah lapangan integrasi Sawit-Sapi dan bantuan sapi melalui program PKBL sebanyak 32 ekor. Pakan sapi diperoleh dari kombinasi hijauan, limbah pabrik berupa wet decanter solid dan produk samping dari kegiatan perkebunan, yaitu pelepah dan daun sawit. Pada tahun 2011 PTPN XIII melalui program PKBL telah melaksanakan program sapi sawit dengan memberikan bantuan sapi di Kebun Plasma Gunung Meliau sebanyak 22 ekor sapi kepada 10 orang, dan di Kebun Plasma Rimba Belian untuk 2 kelompok sebanyak 18 ekor sapi kepada 8 orang. (EN 22) Secara sosial, petani Sapi-Sawit akan mendapatkan tambahan pemasukan yang berasal dari mengelola peternakan skala kecil dengan biaya yang murah karena pakan diperoleh dari kebun secara gratis. Secara ekologis, kotoran sapi dapat dimanfaatkan untuk pupuk organik dan dikembalikan lagi ke kebun. (S01)(EC1). PTPN XIII merencanakan untuk memperluas cakupan program Sapi-Sawit di wilayah Distrik Kalimantan Selatan dan Kalimantan Timur sebanyak 30 ekor yang diberikan kepada kelompok maupun personil. Pelaksanaannya dimulai tahun 2011 sampai dengan akhir tahun 2012. Pengelolaan limbah B3 (aki bekas, oli bekas, batere bekas) yang berasal dari pabrik di kumpulkan pada tempat penyimpanan sementara. Selanjutnya, limbah B3 diserahkan pada perusahaan pengumpul untuk dikelola atau didaur ulang. (EN26)
PTPN XIII has initiated the Integrated System of cow-oil palm since 2009 in Gasing village, Ngabang, Regency of Landak, West Kalimantan. The group members of oil palmcow plasma get the integrated field training of oil palmcow and 32 cows through Partnership and Environmental Development Program. The cow food is obtained from the combination of green plants, wet decanter solid, and side product of the plantation, those are oil palm sheaths and and leavesIn 2011, PTPN XIII under the PKBL program has implemented a cow-oil palm program by donating 22 cows in the Plasma Plantation of Gunung Meliau to 10 persons, and in Plasma Plantation of Rimba Belian to 2 groups in the form of 18 cows to 8 persons. (EN 22) From the social aspect, the cow-oil palm farmers can have additional income from managing low-budget small-scale farm since the food for the cattle is obtained from own plantation for free. Ecologically, the cow stool can be used as organic fertilizer and returned to the plantation. (SO1) (EC1). PTPN XIII plans to expand its scope of cow-oil palm program in the districts of South Kalimantan and East Kalimantan by donating 30 cows to both groups and personnel. This program has commenced since 2011 and will last through the end of 2012. Management of B3 waste (used accumulator, used oil, used battery) deriving from the factory. They are to be kept in a temporary storage. Subsequently, such B3 waste is submitted to a storing company to be managed or recycled. (EN26)

Upaya yang dilakukan Perseroan untuk menjaga kualitas air yang berada di lingkungan pabrik adalah dengan menjaga Daerah Aliran Sungai (DAS) tetap terjaga, menekan tingkat losis pabrik maksimal 1,65% dan memelihara serta mengoptimalkan Instalasi Pengolahan Air Limbah Pabrik (IPAL) melalui pengerukan kolam limbah secara berkala dan pengutipan sisa minyak di doiling pond (draft akhir) yang dapat digunakan untuk bahan baku biodiesel PTPN XIII telah memanfaatkan air limbah pabrik untuk menambah kesuburan lahan melalui program land application meskipun masih pada tahap pilot project. Limbah yang keluar dari inlet diolah/dialirkan terlebih dahulu ke dalam beberapa kolam penampung untuk mengurangi kadar BOD sampai di bawah 3500 mg/L. Selanjutnya, dialirkan melalui pipa menuju sejumlah blok di areal kebun inti. Lokasi proyek berada di PMS Longkali Kaltim dan PMS Pelaihari Kalsel. (EN2) (EN21) EN22). PTPN XIII saat ini tengah melaksanakan pilot project rancang bangun produk pupuk hayati berbasis limbah cair di PMS Parindu bekerja sama dengan PT Riset Perkebunan Nusantara (PT RPN) Balai Penelitian Bioteknologi Perkebunan Indonesia (BPBPI). Adapun nama produk yang dihasilkan adalah BioN13 dimana pupuk ini telah diujicobakan pada sejumlah tanaman seperti padi, jagung, kedelai dan bibit sawit dengan perkiraan peningkatan produktivitas sebesar 20%. The efforts by the Company to ensure the quality of water in the vicinity of the factory are among others made by maintaining the Water Catchment (DAS) area, minimizing the mills loses to a maximum of 1.65% and maintaining and optimizingthe Factorys Waste Water Treatment Plant (IPAL) through the dredging of the waste pond in a periodical manner and the oil losse of the remaining oil in the doiling pond (final draft) which can be used for biodiesel raw materials. PTPN XIII has utilized the liquid waste to fertilize the soil, though the project is still in pilot project stage. The waste coming out of inlet is flowed first to some disposal pools to reduce the BOD content until below 3500 mg/L.Subsequently, it is flowed through a pipeline to a number of blocks in this core plantation area. This project is located in PMS Longkali of Kaltim and PMS Pelaihari of Kalsel. (EN2)(EN21)(EN22). PTPN XIII is currently running a pilot project for the construction designof the liquid waste-based biofertilizer products in PMS Parindu in conjunction withPT Riset Perkebunan Nusantara (PT RPN) Balai Penelitian Bioteknologi Perkebunan Indonesia (Indonesian Biotech-nology Research Institute for Estate Crops/ BPBPI).The name of the product produced is BioN13, in which this fertilizer has been put to a test on a number of plants such as paddy, corns, soybeansandcoconut oil seedlingswith an estimate of productivity increase of 20%. According to the regulation in Environmental Impact Analysis document and Environmental Management Efforts/Environmental Monitoring Efforts, PTPN XIII (Persero) monitors the emission periodically based on the determined standard quality parameter. This is to ensure that the emission released to the air will not be dangerous for the environment and human helath. The measurement is carried out by accredited independent laboratorium (BARISTAN/ SUCOFINDO). (4.12)(EN26) Monitoring of air emission was conducted in 4-6 monitoring points, namely on the boiler chimney and genset. The measurement along 2011 showed that the air quality was under the threshold limit of the determined parameter. (EN26)

Hasil laporan akhir dari ICRAF dan KMSI menunjukkan bahwa pengelolaan Kebun Tajati dan Parindu sudah baik & berdasarkan hasil kajian emission saving tergolong sedang dibandingkan dengan 23 Perusahaan lain yang sejenis di Indonesia, yang berarti dapat memenuhi ketentuan EU-RED. Emisi bahan perusak ozon (BPO) umumnya berasal dari penggunaan pendingin ruangan maupun AC kendaraan transportasi. Mengantisipasi hal tersebut, perusahaan tengahmengupayakan agar penggunaan alat pendingin ruangan (AC) tidak lagi memakai bahan Chlorofluorocarbon (CFC) yang merusak lapisan OZON namun menggunakan bahan hidrokarbon yang ramah pada lapisan ozon serta penggunaan teknologi inverter yang menghemat biaya energi. The result of the final report fromICRAF and KMSI showed that the management of theTajati and Parindu Plantation was already good, and based on the results, theemission saving review was regarded asmediumcompared tothe other 23 similar companies in Indonesia, meaning that it could meet the EU-RED requirements. The ozone-damaging emission (BPO) generally rooted from the use of air-conditioning units as well as AC on transportation. In anticipation of that, the company is in the middle of making efforts so that the AC will no longer use Chlorofluorocarbon (CFC) materials that would damage OZONE layer but, instead,useozone-friendly hydrocarbon as well as technology inverter that will saveenergy. A. Profil Karyawan
Secara administratif kepegawaian, seluruh pekerja di PTPN XIII dibedakan dalam dua status, yaitu karyawan tetap dan karyawan tidak tetap (Pekerja Kontrak Waktu Tertentu). Pada akhir tahun 2011, jumlah karyawan PTPN XIII menjadi 13.778 orang, terdiri atas karyawan tetap 11.389 orang dan karyawan tidak tetap 2.389 orang. Terhadap tahun 2010, jumlah karyawan mengalami penurunan sebanyak 21 orang. Penurunan jumlah karyawan karena mereka telah memasuki masa pensiun. (LA1)(2.8) Berdasarkan kontrak pekerjaan, pada periode pelaporan terjadi penurunan jumlah karyawan tetap sebanyak 329 orang, sehingga menjadi 11.389 orang. Sementara itu, karyawan kontrak bertambah 308 orang, sehingga menjadi 2.389 orang. Administratively, all of the employees of PTPN XIII are categorized into two statuses, permanent and nonpermanent employees (Definite Contract Employee). At the end of 2011, the number of employees of PTPN XIII was 13,778 people, consisting of 11,389 permanent employees and 2,389 non-permanent employees. Compared to that of in 2009, the number of employees decreased by 21 people. Such a decrease was caused by the fact that they have reached their pension time. Berdasarkan jenis kelamin, karyawan tetap PTPN XIII didominasi oleh karyawan laki-laki, yaitu 77%. Based on gender, the permanent employees of PTPN XIII are dominated by male employees, namely 77%. It is not related to gender discrimination but merely due to the characters of operational activities at the plantation and the location of the estate/business unit in remote areas. Such a factor also causes male employees dominate the position in the top management and the manager position as illustrated in the following table. (LA13)
During the recruitment and appointment process of the employees, the Company does not apply discriminatory policy on gender, ethnicity, race, religion, group or political association. Selama tahun 2011, jumlah karyawan tetap yang berhenti atas permintaan sendiri sebanyak 79 orang atau 0,69% (sangat rendah) dari total karyawan tetap tahun 2011. Alasan yang melatarbelakangi pengunduran diri diantaranya adalah atas permintaan sendiri, opsi. Angka turn over yang sangat rendah menjadi indikator bahwa lingkungan kerja Perusahaan cukup kondusif dan bersamaan dengan itu berkembang pula rasa loyalitas, integritas dan kecintaan terhadap PTPN XIII. B. Employee Turnover
In 2011, the total numbers of permanent employees who resigned were 79 people or 0.69% (very low) of the total numbers of permanent employees in 2011. The reasons behind their resignation were by request and optional.

PKB memuat syarat-syarat kerja sebagai pedoman bagi kedua belah pihak dalam pelaksanaan hubungan kerja dan sebagai rujukan utama dalam hal terjadi perselisihan. (LA 4) Di dalam Perjanjian Kerja Bersama (PKB) khususnya Bab XIV telah diatur tentang Pemutusan Hubungan Kerja. Agreement of Cooperation. The Agreement constitues a deal between the Directors of PTPN XIII and the Nusantara Plantation Labor Union of PTPN XIII drawn up every other year or in compliant with the requirements of both parties, last updated 15 November 2010. The Agreement of Cooperation covers the work requirements used as a guideline for both parties in the implementation of work relationship and as the main reference for any dispute. (LA 4)
In the Collective Labor Agreement (CLA) particularly in Chapter XIV, Work Termination is regulated. That chapter explains about the Types of Resignation, Rights of Employees who are Dismissed, Old Age Benefit, Resignation upon Request, Resignation for Reaching Pension Age, Resignation due to Physical and Mental Inability, Resignation due to Death, Resignation due to Organizational Restructurization, Resignation for Violating CLA, Resignation for Serious Mistake, Resignation for Criminal Act, Off Duty Period, Provisions on Pension, Severance Pay and Compensation for Employees who do not Receive Pension and Compensation for the Transfer Period. D Kesejahteraan Karyawan
Perseroan sangat memperhatikan kesejahteraan karyawan. Penggajian karyawan ditentukan berdasarkan Perjanjian Kerja Bersama antara Direksi PTPN XIII dengan Serikat Pekerja Perkebunan PTPN XIII yang disahkan oleh Menteri Tenaga Kerja, yang kemudian ditetapkan dalam SK Direksi. Dalam menentukan penggajian karyawan tetap, tidak ada perbedaan perlakuan antara karyawan pria dan wanita. (LA3)(LA14). PTPN XIII berupaya semaksimal mungkin untuk memberi penghargaan yang layak kepada para karyawan, diantaranya melalui sistem reward yang adil dan efektif. Standar gaji pokok karyawan tetap lebih tinggi dibandingkan Upah Minimum Provinsi yang berlaku. Oleh sebab itu, terdapat 5 (lima) SK Direksi yang berkaitan dengan penggajian karyawan golongan I-II, yang berlaku untuk wilayah Kalbar, wilayah Kalteng, wilayah Kalsel, wilayah Kaltim dan wilayah Jakarta. (EC5). Di luar gaji pokok, Perseroan juga memberikan hak-hak karyawan tetap meliputi tunjangan cuti, uang lembur, tunjangan jabatan, tunjangan struktural, biaya pelaksanaan tugas, biaya perjalanan dinas, biaya pengumandahan, biaya pisah keluarga, biaya pindah, biaya pendidikan, bonus, tunjangan hari raya.
D. Employee Welfare
The Company gives a lot of attention to employee welfare. The employee payroll system is based on the Agreement of Cooperation between the Board of Directors of PTPN XIII and the Labor Union of PTPN XIII ratified by the Ministry of Manpower, and then defined in the Decree of the Board of Directors. In determining the payroll system of permanent employees, there is not any difference between male and female employees. (LA3)(LA14). PTPN XIII makes its best efforts to give appropriate appreciation to the employees, among others through fair and effective reward system. The standard of main salary for permanent employees is higher than the prevailing Provincial Minimum Salary. Therefore, are 5 (five) Decrees of the Board of Directors related to payroll system of grade I-II employees for West Kalimantan area, Central Kalimantan area, South Kalimantan area, East Kalimantan area and Jakarta area. Besides the main salary, the Company also gives the rights of permanent employees covering leave allowance, overtime money, occupational allowance, structural allowance, task implementation expenses, official journey expenses, secondment expenses, expenses for being away from ones family, moving expenses, educational expenses, bonus, and holiday allowance.

Program pembinaan dan pengembangan ditujukan kepada semua tingkatan jabatan dan jenis pekerjaan, mulai dari level tertinggi, yaitu Direksi hingga level karyawan golongan I. Bagi karyawan baru, mereka akan mendapatkan program pelatihan khusus sebelum penempatan, meliputi Pelatihan Dasar Militer, pelatihan pendidikan teknik manajerial, on the job training. PTPN XIII juga fokus pada upaya untuk membangun kemitraan dengan petani plasma yaitu melakukan pelatihan dan pendampingan dengan metode dinamika proses. Kebijakan ini adalah dalam rangka meningkatkan kemampuan teknis dan kesejahteraan petani plasma binaan. (EC1)(SO1) Pembinaan dan pengembangan kepada karyawan diberikan mencakup tiga bidang utama, yaitu pelatihan teknis, pelatihan manajerial, dan pelatihan umum termasuk di dalamnya adalah pengembangan diri. Perusahaan juga memberikan pelatihan dan bimbingan/ penyuluhan sebagai tindakan pencegahan terhadap keselamatan dan kesehatan kerja, penyakit berat atau berbahaya. Employee coaching and training shall be given for three main sectors, namely technical training, managerial training, and general training including personal development. The Company also gives training and coaching/ counseling to maintain occupational health and safety and to prevent serious or dangerous diseases. In 2011 PTPN registered 1 participant in the anti-corruption training, i.e. a one day seminar to anticipate corruption by the Board of Directors in terms of gratifications in SOE. In order to improve the technical competency in the internal audit monitoring division, 16 people attended technical anti-corruption training that is more practical such as SPI audit covering fraud auditing, investigative audit, and advanced internal auditing. G. Penilaian Kinerja
Sistem Penilaian Karya PTPN XIII merupakan sistem penilaian yang bersifat kuantitatif dan obyektif. Perseroan melakukan penilaian kinerja tahunan atas seluruh pekerja, setiap 1 tahun sekali. Melalui SPK ini, karyawan akan mendapatkan umpan balik dan masukan terhadap hasil evaluasi kinerjanya, termasuk rekomendasi maupun usulan-usulan lainnya, meliputi kenaikan/tidak naik atas gaji berkala, kenaikan/tidak naik golongan, promosi/mutasi, kekuatan/kelemahan serta saran-saran, usulan untuk mengikuti pendidikan dan pelatihan. Pada tahun 2011, mutasi karyawan golongan III IV sebanyak 170 orang, promosi karyawan pimpinan sebanyak 87 orang. Promosi Manager Menengah Madya sebanyak 14 orang dan promosi Manajer Menangah Atas sebanyak 8 orang. Untuk karyawan golongan I II, mutasi sebanyak 16 orang dan promosi ke strata karyawan golongan III sebanyak 65 orang. (LA12)
Performance Assessment
The Work Appraisal System of PTPN XIII is quantitative and objective. The Company assessed the annual performance of its employees, held once a year. By means of this Work Appraisal System, the employees will receive feedback and input on the evaluation result of his/her performance, including other recommendations and suggestions, such as periodic salary increase/nothing, job lifting up/nothing, promotion/mutation, strengths/ weaknesses and goals, suggestion for attending education and training. In 2011, for the employees in grade III-IV, 170 people were mutated, 87 people were promoted as senior employees, 14 people were promoted as Middle Managers and 8 people were promoted as Senior Managers. For those employees in grade I-II, 16 people were mutated and 65 people were promoted to grade III. (LA12)

I. Persiapan Pensiun
PTPN XIII menetapkan batas usia seorang karyawan adalah 55 untuk karyawan pelaksana dan 56 tahun untuk karyawan pimpinan. Pada tanggal 23 Juni 2011, PTPN XIII dan SPBUN PTPN XIII telah melaksanakan penandatangan Kesepakatan Bersama tentang Ketentuan Perpanjangan Masa Kerja atau Perpanjangan Batas Usia Pensiun (BUP). Perpanjangan masa kerja karyawan minimal 6 (enam) bulan, maksimal 12 (dua belas) bulan, dan dapat diperpanjang sampai Batas Usia Pensiun Wajib (60 tahun). Sepanjang tahun 2011, karyawan yang memasuki masa pensiun berjumlah 126 orang atau 1,1% dari total karyawan tetap. Selain itu, terdapat karyawan yang berhenti atas permintaan sendiri sebanyak79 orang atau 0,7% dari total karyawan, dan 0 orang meninggal karena kecelakaan kerja. Dengan demikian total perputaran karyawan yang meninggalkan Perusahaan pada periode tahun 2011berjumlah 205 orang atau 1,8%. (LA2).
I. Pre-Pension
PTPN XIII has set that the age limit for an employee is 55 years old for implementer employees and 56 years old for top rank employees. On 23 June 2011, PTPN XIII and SPBUN PTPN XIII signed a MoU concerning the Extension of Work Period or the Extension of Pension Age. The extension of the employee work period is at least 6 (six) months and 12 (twelve) months at the most, and it can be extended up to the Obligatory Pension Age (60 years old) In 2011, there were 126 employees or 1.1% of the total permanent employees who reached their pension period. Besides, 79 employees or 0.7% of the total employees resigned by request, and 0 people died due to occupational accident. Therefore, the total employee turnover leaving the Company in 2011 was 205 people or 1.8%. (LA2).

Posisi per 31 Desember 2011, Perseroran mengikutkan seluruh karyawan golongan I - IV atau sebanyak 11.235 orang sebagai peserta aktif Program Pensiun Manfaat Pasti (PPMP) pada Dana Pensiun Perkebunan (Dapenbun), dan 143 orang peserta aktif Program Pensiun Iuran Pasti (PPIP) pada Dana Pensiun Lembaga Keuangan BRI. (EC3) Sebagai persiapan karyawan yang akan memasuki masa pensiun, Perusahaan mengikutsertakan karyawan dalam pelatihan Pra Purnabhakti. On 31 December 2011, the Company had involved all employees of grades I - IV or total 11,235 persons as active members of Pension Program of Definite Benefit (PPMP) in Plantation Pension Fund, and 143 persons registered them in the Definite Premium Pension Program (PPIP) in the Financial Institution Pension Fund BRI. (EC3) As a preparation for employees who are about to reach their pension period, the Company will register those employees in Pre Post-Pension training. The objective is to give insight and understanding to the participants on the concept of entrepreneurship to prepare their pension period. In 2011, 11 people were sent to attend the training. J. Kebebasan Berorganisasi
Mengacu pada UU No. 21 tahun 2004, Direksi PTPN XIII memberikan kebebasan kepada karyawan untuk membentuk Serikat Pekerja. Sampai dengan akhir 2011, terdapat satu serikat pekerja yang dibentuk dari, oleh, dan untuk karyawan PTPN XIII, yaitu Serikat Pekerja Perkebunan PTPN XIII (SP-BUN). (HR5) Anggota SP-BUN adalah Karyawan Golongan I A s.d. IVD, yaitu sebanyak 11.389 orang. Seluruh karyawan yang tergabung dalam SP-BUN terlindungi hak dan kewajibannya dalam Perjanjian Kerja Bersama. (LA4) Sepanjang tahun 2011, Perusahaan memfasilitasi dan memberi dukungan sepenuhnya terhadap kegiatan SPBUN, antara lain memfasilitasi pelaksanaan rapat perundingan PKB dan memfasilitasi rapat pleno PKB induk bersama federasi tanggal 22 september 2011. J. Freedom of Association
Referring to Act No. 21 of 2004, the Board of Directors of PTPN XIII gives freedom to its employees to establish a Labor Union. Up to the end of 2011, there is one Labor Union established from, by, and for the employees of PTPN XIII, namely the Plantation Labor Union of PTPN XIII (SP-BUN). (HR5) The members of SP-BUN are Grade I A IV D employees, with the total of 11,389 people. The rights and obligations of all employees who joined SP-BUN are protected in the Collective Labor Agreement. (LA4) In 2011, the Company facilitated and fully supported the activities of SP-BUN, such as facilitating the implementation of the CLA discussion meeting and facilitating the central CLA plenary meeting with the federation on 22 September 2011. K. Pekerja Anak
PTPN XIII tidak mempekerjakan pekerja anak, pekerja paksa, dan tidak mempekerjakan pegawai di bawah usia 18 tahun. Dalam melakukan perekrutan karyawan, kriteria seleksi diantaranya adalah berusia antara 18-28 tahun untuk golongan I dan II dan maksimal berusia 30 tahun untuk karyawan pimpinan golongan III, persyaratan tersebut juga berlaku bagi karyawan kontrak atau PKWT. Sedangkan untuk pekerja yang sifatnya temporer seperti buruh (pemanen) berusia minimal 18 tahun dan maksimal 35 tahun. (HR6)
K. Child Labor
PTPN XIII does not hire child labor, forced labor and under 18 years old employees. In recruiting its employees, the selection criteria including that the candidates must be between 18-28 years old for grade I and II and maximum 30 years old for grade III top rank employees. Such requirement also applies for contracted employees or PKWT. Meanwhile, temporary workers such as labor (harvester) should be at least 18 years old and maximum 35 years old. (HR6)
L. Kerja Paksa
PTPN XIII sangat menjunjung tinggi hak asasi manusia yang diwujudkan dalam sebuah hubungan industrial antara Pengusaha/Perusahaan dengan Pekerja/Karyawan yang dijamin dalam sebuah Perjanjian Kerja Bersama (PKB). Dalam operasionalnya, Perusahaan tidak pernah melibatkan pekerja paksa atau pekerja wajib dalam bentuk apapun. L. Forced Labor
PTPN XIII is upholding human rights shown as an industrial relationship between the Entrepreneur / Company and Workers/Employees certified in an Agreement of Cooperation. In its operation, the Company has never involved forced workers or obliged workers in any form whatsoever. Assignment given to the employees always considers safety and occupational health aspect so employees reserve the rights to refuse any work order that does not suit the procedure and endangers their life. Selama tahun 2011, PTPN XIII telah mengikutkan 35 orang anggota Satpam untuk mengikuti pelatihan sebagai berikut : Pelayanan prima bagi satuan pengamanan. Pelatihan khusus inteligen security. Pelatihan Pembinaan Dasar Satpam Kebun Longkali dan PMS Semuntai. Pelatihan Dasar Satpam Kebun Tajati Plasma. PMS Kembayan, dan Satpam DKST Angkatan VIII. Dalam materi pelatihan terdapat pengenalan kebijakan dan prosedur Perusahaan terkait dengan aspek HAM, diantaranya adalah prosedur Penanganan Huru-Hara (PHH) dan unjuk rasa yang tidak bertentangan dengan aspek HAM. PTPN XIII has 593 members of the Security Personnel under the coordination of a Security Officer. They are positioned at the Directors Office, District Office, and Work Units. In 2011, PTPN XIII registered 35 Security Personnel to attend the following trainings: Primary service for the security unit Intelligent security special training Basic Management Training for Security Personnel of Longkali Estate and Semuntai Palm Oil Mill Basic Training for the Security Personnel of the Plasma Tajati Estate, Kembayan Palm Oil Mill and the DKST Security Personnel Class VIII. In the training material, there is an introduction to the Companys policies and procedures related to Human Rights aspect, including the Riot Handling Procedure and demonstration which do not violate the Human Rights aspects. National Evaluation of the OHS Expert Candidates on 14-17 November 2011 4. Training on the Water Standard Quality Management and Controlling Water Parameter at Palm Oil Mill on 1-2 December 2011. Counseling about OHS and other employment regulations is intended to all of the employees in every Work Unit. Periodically, OHS counseling is also given during morning assembly before start working in every Work Unit. (LA8)

Secara berkala, Perusahaan melakukan konseling kepada seluruh karyawan mengenai K3 dan kesejahteraan karyawan serta memfasilitasi pelaksanaan norma kesehatan terhadap seluruh karyawan. Perusahaan juga menyediakan fasilitas klinik, rumah sakit, posyandu dan bidan dalam upaya menjaga dan meningkatkan kesehatan karyawan dan batihnya. Sampai dengan tahun 2011, PTPN XIII memiliki 2 (dua) Rumah Sakit yaitu RS Danau Salak dan RS Parindu. RS Danau Salak memiliki kapasitas 58 tempat tidur, 24 kamar, 2 orang dokter umum dan gigi, 56 orang tenaga paramedis dan perawat, 4 balai pengobatan (Dasal,
D. Occupational Health
Medical Service
The Company regularly gives counseling to all of the employees concerning the OHS and employee welfare and facilitates the implementation of health norms for all of the employees. The Company provides clinic, hospital, integrated health service post, and midwife to maintain and improve the health of employees and their families. Up to 2011, PTPN XIII has had 2 (two) Hospitals, namely Danau Salak Hospital and Parindu Hospital. Danau Salak Hospital has 58 beds, 24 wards, 2 general practitioners and dentists, 56 paramedics and nurses, 4 health treatment centers (Dasal, Tambarangan, Batulicin and Kumai).

RS Parindu memiliki kapasitas 100 tempat tidur, 3 orang dokter umum, 1 orang dokter gigi, 4 orang dokter spesialis, 62 orang tenaga paramedis dan perawat, 6 klinik, dan Posyandu di Balai Kesehatan Ibu Anak. Semua fasilitas kesehatan tersebut digunakan untuk memberikan pelayanan kesehatan bagi karyawan dan batihnya serta masyarakat umum. Bagi pasien yang memerlukan perawatan khusus, Perusahaan akan memroses administrasi dan pengiriman pasien ke rumah sakit rujukan. (LA8) Berdasarkan ketentuan dalam PKB, karyawan yang menderita sakit lama dan tidak bisa kembali bekerja pada posisi semula, maka selama sakit tetap menerima gaji dengan ketentuan sebagai berikut: 4 bulan pertama : 100% gaji sebulan 4 bulan kedua : 75% gaji sebulan 4 bulan ketiga : 50% gaji sebulan Untuk bulan selanjutnya dibayar 25% gaji sebulan sebelum pemutusan hubungan kerja dilakukan oleh pimpinan perusahaan. Setelah melampaui jangka waktu tahun ke tiga, karyawan tersebut akan diperiksa kesehatannya, bila ternyata sehat akan dipekerjakan kembali tetapi tidak harus pada jabatan/tempat semula, dan bila ternyata tidak sehat akan diberhentikan dengan hormat dengan mendapat hak pensiun normal dan hak lainnya sesuai dengan aturan yang berlaku di perusahaan. (LA9) Sebagai langkah preventif, Perusahaan melakukan pemeriksaan kesehatan kepada calon karyawan sebagai salah satu tahapan dalam proses seleksi. Perusahaan juga memberikan penggantian biaya kesehatan atas general check up kepada seluruh karyawan yang telah berusia di atas 40 tahun secara berkala. (LA8)
Parindu Hospital has 100 beds, 3 general practitioners, 1 dentist, 4 specialists, 62 paramedics and nurses, 6 clinics, and Integrated Health Service Post at the Mother and Child Health Center. All of the health facilities are used to give medical service to the employees and their families as well as the community. Patients who require special treatment will be assisted by the Company by processing the administration requirements and transportation to the referral hospital. (LA8)
Pursuant to the provisions in the CLA, an employee who suffers from a long term disease and cannot return to his/ her previous position, during his/her illness the employee will still receive salary with the following specification: First Four Months: 100% of a month salary Second Four Months: 75% of a month salary Third Four Months: 50% of a month salary The next months: 25% of a month salary prior to work contract termination by the management of the company
After exceeding the third year, the health of the employee will be examined and if it is found that he/she is healthy, he/she will be hired back but not specifically on his/her previous position/location, and if it is found that he/she is unhealthy, he/she will be dismissed with honor and receive normal pension rights and other rights pursuant to the prevailing regulations at the company. (LA9) As a preventive action, the Company performs a medical check up to employee candidates as one of the phase in the recruitment process. The Company also regularly gives reimbursement for the cost spent for general check up for all of the employees who are above 40 years old. (LA8)

E. Kesehatan Lingkungan
Program kesehatan lingkungan dilakukan melalui kegiatan kebersihan lingkungan Kebun/Unit, pabrik dan emplasemen secara rutin setiap pekan sehingga lingkungan kerja menjadi bersih dan nyaman. Selain itu, secara rutin dilakukan monitoring sanitasi (air, selokan, sungai dan lingkungan) sehingga pencegahan terhadap berbagai penyakit atau wabah dapat terpantau. Kondisi lingkungan kerja di seluruh unit kerja diperiksa secara berkala, meliputi tingkat kebisingan, ventilasi, penerangan, kebersihan dan emisi udara. (LA8) Karyawan yang berhubungan dengan bahan kimia berbahaya misalnya karyawan gudang, karyawan laboratorium, karyawan pabrik maupun pemanen dan petugas penyemprot diberikan pemeriksaan kesehatan gratis dan tambahan extra fooding pada unit kerja masing-masing. (LA8)
E. Environmental Health
Environmental health program is carried out by cleaning the Estate/Unit, factory/mill, and emplacement regularly once a week in order that the work environment is clean and comfortable. Besides that, the sanitation is regularly monitored (water, ditch, river and the environment) to prevent a number of diseases or epidemics. The condition of the work environment in every work unit is regularly examined, covering the noise level, ventilation, lights, cleanliness and air emission. (LA8) The employees who deal directly with hazardous chemicals, such as the warehouse employees, laboratory employees, plant employees and harvesters as well as sprayer officer will receive free medical check up and extra foods in each of their work unit. (LA8)
F. Penyuluhan Kesehatan
Sebagai upaya untuk meningkatkan pemahaman karyawan dan batihnya akan kesehatan dan pola hidup sehat, Perusahaan memberikan penyuluhan dan pelatihan mengenai pencegahan penyakit demam berdarah, kanker rahim bagi para wanita, kesehatan gigi & mulut serta pemberian edukasi kesehatan sesuai penyakit yang diderita oleh pasien, (LA8) PTPN XIII juga memberikan perhatian khusus pada pembinaan rohani yang diyakini dapat mendorong sikap positif pada diri karyawan. Program yang dilaksanakan berupa acara peringatan hari besar keagamaan di setiap Kebun/Unit, pembinaan spiritual melalui kegiatan keagamaan secara reguler setiap pekan atau setiap bulan sekali, pelaksanaan kegiatan TPQ (Taman Pendidikan AlQuran) ataupun pembelajaran keagamaan lain khususnya bagi anak-anak di setiap Kebun/Unit. Biaya Kesehatan Selama tahun 2011, PTPN XIII telah mengeluarkan biaya kesehatan sebesar Rp35,47 miliar. Perusahaan juga mengeluarkan biaya pencegahan (pelatihan, penyuluhan, program K3) sebesar Rp42,18 juta lebih rendah dari tahun 2010 yang mencapai Rp141,89 juta.
F. Medical Counseling
As an effort to improve the understanding of the employees and their families concerning health and healthy life style, the Company give various trainings and counselings concerning the prevention of DBD, cervix cancer for women, teeth & mouth health and provide the health education related to the disease suffered by the patient. (LA8) PTPN XIII also gives special attention to spiritual development which is believed to develop positive attitude for the employees. The programs among others are celebrating religious holidays in every Estate/Unit, spiritual development through religious activity once a week or once a month, running a TPQ (Quran Center) or other religious learning especially for children in every Estate/Unit.
Health Expenditure In 2011, PTPN XIII spent IDR35.47 billion for the health expenditure. The Company also spent IDR42.18 million for the prevention cost (training, counseling and OHS program) which is lower than that of in 2010 (IDR141.89 million).

A. Program Kemitraan
PTPN XIII (Persero) terlibat aktif dalam pemberdayaan Usaha Kecil dan Menengah (UKM) di sekitar wilayah kerja Kebun/Unit dengan dana pembinaan bersumber dari alokasi pembagian laba perusahaan dan pengembalian pinjaman mitra binaan serta pendapatan dari jasa giro/ bunga bank. Selain itu, PKBL PTPN XIII (Persero) bekerjasama dengan PKBL PT Pertamina (Persero) telah menyalurkan dana sinergi untuk pengadaan pupuk kepada petani plasma. Selama tahun 2011, sebanyak 42 KUD telah mendapatkan bantuan pinjaman mitra sinergi pupuk senilai Rp7,64 miliar, sedangkan tahun 2010 mencapai 39 KUD dengan nilai pinjaman sebesar Rp35 miliar. Mitra binaan PTPN XIII tahun 2011 berjumlah 274 mitra. Jenia usaha yang dibiayai adalah usaha kecil di sektor industri sebesar Rp0,225 miliar, sektor perdagangan sebesar Rp2,968 miliar, sektor pertanian dan perkebunan sebesar Rp1,560 miliar, sektor peternakan dan perikanansebesar Rp0,650 miliar dan sektor jasa sebesar Rp1,215 miliar. Kegiatan lainnya diwujudkan dalam keiikutsertaan pameran pasar murah, pameran Gebyar PKBL BUMN, pameran Expo Nusantara 2011, pameran Gelar Dagang dan Bisnis Expo untuk mempromosikan kain tenun Sintang, olahan lidah buaya.
A. Social Performance
PTPN XIII actively participates in empowering Small and Medium Enterprises located nearby the Estate Areas/Work Units through the development fund from the company profit allocation, the payment of foster partner loans, and incomes from the bank interest/giro. Besides, PKBL (Partnership and Environmental Development Program) PTPN XIII (Persero) together with PKBL PT Pertamina (Persero) have distributed a synergy fund for the procurement of fertilizers for plasma farmers. During 2011, 42 KUD (Village Unit Cooperative) obtained the synergy partner loans for fertilizers in the amount of IDR7.64 billion, whereas in 2010, PTPN distributed IDR35 billion fund for 39 KUD. In 2011, PTPN XIII had 274 development partners. The types of financed business were industrial sector (IDR 0.225 billion), commerce sector (IDR 2.968 billion), agriculture and plantation sector (IDR 1.560 billion), animal husbandry and fishery sector (IDR 0.650 million) and other service sectors (IDR 1.215 billion). Other activities comprised low-priced market exhibition, SOE PKBL (Partnership and Environmental development Program) Exhibition, the Indonesian Archipelago Expo 2011, the Commerce and Business Expo to promote Sintang woven cloth, and aloe vera processed products.
