Subject: Regarding the Implementation of e-Pass Software / Website& Submission of Estimated Proposal under the Post Matric Scholarship to SC , ST & OBC Students for 2013-14.

Sir, As you are aware that the e-Pass (Electronic Payment & Application System of Scholarships) Software, a Project for Online System of Scholarships for Himachal Pradesh, sponsored by the Department of Information Technology (DIT), Govt. of India, through Centre for Good Governance (CGG), Hyderabad (Andhra Pradesh), has been successfully launched on 25-03-2013, by the GOI through the website http://hpepass.cgg.gov.in. The State Government has decided to implement the e-Pass Software during the year 2013-14, and the website will be fully functional tentatively w.e.f. July 2013. All Scholarship Schemes (except Minority Scholarship Schemes, INSPIRE & Disabled Scholarship Schemes)of the Departments of Higher Education for Class IX onwards, will be covered under this Software / Website, i.e. http://hpepass.cgg.gov.in, startingfrom Online Application Filling by the beneficiaries, with the help of the Schools /Colleges and concluding at Online Cash Transfer through Direct Benefits Transfer(DBT). The Head of the Institute is directed to appoint Professor / Lecturer / Senior Teacher (preferably someone who is proficient in the use of computers / internet) as the Scholarship In-charge, to streamline the entire process of Scholarship. The Head of the Institution & the Scholarship In-charge are directed to take all necessary steps to make the students aware of various Scholarship Schemes being run by the Department, and to submit the Application Forms of all the eligible students online within the stipulated time frame, as advertised by this Directorate from time to time. In case of any problems faced during the process of online submission of Application Forms, the Master Trainers / District Nodal Officers, trained for this purpose by the Department, may be consulted. If any student still fails to submit the application form within the stipulated time frame, the Head of the Institution & the Scholarship In-charge would be held fully responsible for that lapse, and such amount shall be recovered from their salaries. In case of non-availability of Computers / Internet Facility in any institution, it would be the sole responsibility of the Head of the Institution to depute a subordinate officer / official to get the application forms of all the eligible beneficiaries of the institute filled online from the nearest Cluster School or any other school / Lok Mitra Kendra. Now, for the Database Creation i.e. enlisting of all the Institutions (covered under the various State & Centrally Sponsored Scholarship Schemes, being implemented by this Directorate)on the Software / Website, you are requested to submit the details of your institution to the concerned DDHE of your district (in case of Institutes within HP), & to this Directorate directly (in case of Institutes outside HP), before 15th May, 2013, on the following proforma. All fields (except Land Line No.) are mandatory. The change, if any, in the Mobile No. or eMail address must be conveyed immediately to this Directoate, because the System will not work without these two mandatory fields. The Universities / DDHEs / Private Institutes need to submit the consolidated list / Institute details on the prescribed proforma, both in Soft & Hard Copy, to this Directorate.

As you all are also awarethat, Online Disbursement of Scholarship Amounts through AADHAAR enabled Bank Accounts has been made mandatory, from this session i.e. 2013-14 onwards, and no Scholarship will be awarded to any student under any Scholarship Scheme, in cash or through Demand Draft. As such, you are hereby directed to ensure 100% AADHAAR enrolment & AADHAAR linking of the Bank Accounts of all the possible Beneficiaries in your institution. The Bank Accounts of the Beneficiaries must be opened in a CBS enabled branch of any bank. The AADHAAR linking of the Bank Accounts can be done from the concerned bank branches. It must be given utmost priority as AADHAAR would be the working base for this Software / Website. All the Institutions are also informed that the lists of the Beneficiaries for the year 2012-13, who have been awarded Scholarships through DBT / RTGS / NEFT, will be shortly uploaded on to the e-Pass website,i.e. http://hpepass.cgg.gov.in.So, they are requested to check and verify whether the Scholarship amounts have actually been credited into the accounts of the listed beneficiaries or not. In case, the amount has not been credited into the account of any Beneficiary, he/she should submit a certificate to this effect from the concerned Bank, and submit the same to the concerned Institute, who will further submit a consolidated list of such students to the concerned DDHE / this Directorate, as the case may be, with amended Bank Details& proper remarks received from the concerned bank, along with other requisite information on the prescribed format. The Heads of the Institutions shall also submit a certificate to the effect that the bank accounts of all listed beneficiaries have been successfully credited with Scholarship amounts. All the Departments / Institutions are requested to submit the Consolidated Estimated Group-wise Proposal under the Post Matric Scholarship to SC , ST & OBC Students, for the year 201314, on the following proforma, so that the same may be submitted to the GOI, for requirement of Budget, otherwise no scholarship will be awarded to your department / institution.You will be held fully responsible for any lapse of funds caused by any default on your part.
