Consejera de Educacin y Empleo
Una de las prioridades del Gobierno de la Comunidad de Madrid, tanto en esta legislatura como en la anterior, ha sido la implantacin de la enseanza bilinge espaol ingls en el sistema educativo de la Regin. La Consejera de Educacin de la Comunidad de Madrid puso en marcha el Programa Colegios Bilinges en el curso 2004-2005. Este proyecto, que se implant inicialmente en 26 colegios pblicos, alcanza ya a 372 centros, 276 pblicos y 96 concertados, en el curso 2011/2012. Adems, 32 nuevos Institutos Bilinges abrieron sus puertas a los primeros alumnos que terminaron su Educacin Primaria en el curso 2010/2011, a los que se suman otros 32 centros en el curso 2011/2012. Ms de 100.000 alumnos reciben enseanza bilinge.
En el curso 2011/2012, 34 nuevos colegios pblicos y 32 Institutos se incorporan al Programa. Adems del Programa Colegios Bilinges, diez colegios pblicos en la Comunidad de Madrid imparten enseanza bilinge espaolingls a travs de un modelo diferente que se organiza y regula mediante un convenio suscrito entre el Ministerio de Educacin y el British Council.

AICOLE
El aprendizaje integrado de contenido y lengua, AICOLE, consiste en la utilizacin de una segunda lengua en el proceso de aprendizaje de conocimientos. Los alumnos que reciben enseanza en el Programa Bilinge utilizan el espaol y el ingls como lenguas vehiculares de aprendizaje. El objetivo planteado consiste en aprender y adquirir conocimientos con independencia de la lengua que se utilice.

El Programa Bilinge cuenta con Los auxiliares de conversacin constituyen un elemento muy importante dentro del Programa Bilinge. Su perfil es el de jvenes universitarios y licenciados procedentes de pases

AUXILIARES DE CONVERSACIN
de habla inglesa que, adems, aportan sus valores culturales y lingsticos y complementan el trabajo de los maestros en el aula. La Consejera de Educacin y Empleo firma convenios de colaboracin con el Ministerio de Educacin y con la Comisin Fulbright que permiten seleccionar y gestionar su incorporacin durante un curso escolar, prorrogable a dos, al Programa Bilinge. Estos jvenes auxiliares prestan servicio en los centros con una dedicacin semanal de 16 horas. Segn el nmero de lneas del centro, la asignacin oscila entre 2 y 6 auxiliares. La Consejera de Educacin y Empleo organiza una vez al trimestre jornadas de formacin que permiten orientar su labor en las aulas y facilitar las gestiones necesarias a su llegada a Madrid e incorporacin a los centros. La Consejera de Educacin y Empleo edita una Gua del Auxiliar donde se recoge toda la informacin que tanto los auxiliares como los centros deben conocer.

Adems, los centros bilinges reciben Todos los centros bilinges disponen de pizarras digitales cuya dotacin va acompaada del compromiso de los docentes del centro de asistir a un curso de formacin que garantice el uso ptimo del recurso. disponen de Una plataforma virtual que pone al alcance de los docentes materiales didcticos de las diferentes reas o asignaturas, y que se nutre de las aportaciones de los propios maestros y profesores que trabajan en el Programa Bilinge. Un seguimiento desde la Subdireccin General de Programas de Innovacin que asesora y orienta a los equipos docentes de los centros bilinges.

EVALUACIN LINGSTICA DEL PROGRAMA

la evaluacin permite mejorar resultados y alcanzar objetivos Segn recoge la normativa que regula el funcionamiento de los centros bilinges, la Consejera de Educacin y Empleo lleva a cabo evaluaciones externas del nivel lingstico de los alumnos en 2, 4 y 6 de Educacin Primaria. La Universidad de Cambridge y el Trinity College de Londres, son las instituciones encargadas de llevar a cabo las pruebas externas a los alumnos de Educacin Primaria del Programa. Los resultados obtenidos durante los aos de implantacin del mismo han sido excelentes. Desde el curso 2009/2010, la Universidad de Cambridge ESOL Examinations realiza las pruebas de evaluacin a los alumnos de 6 de Primaria de los colegios pblicos. Esta prueba tiene carcter obligatorio para aquellos alumnos procedentes de estos centros que deseen continuar sus estudios en la Seccin Bilinge de un Instituto Bilinge. La evaluacin externa de los alumnos de 2 ESO comienza en el curso 2011/2012.

COLEGIOS BILINGES
Cmo se seleccionan los Colegios Bilinges? Todos los aos, desde el curso 2004/2005 en que el Programa Bilinge inici su implantacin, la Consejera de Educacin y Empleo publica una Orden de seleccin de nuevos Colegios Bilinges. En ella se establecen los requisitos que deben reunir los centros para garantizar que estos cuentan con las condiciones necesarias para desarrollar el Programa de manera ptima.

Entre ellos figuran:
Contar con el apoyo mayoritario del Claustro y del Consejo Escolar. Disponer de un nmero suficiente de maestros habilitados de acuerdo al nmero de lneas del centro. Presentar un proyecto educativo que avale la solicitud. De este modo, todo el centro se involucra en la puesta en marcha del Programa y expresa, a travs de su solicitud, el compromiso de toda la comunidad educativa para llevarlo a cabo.

Caractersticas de los Colegios Bilinges

As es un Colegio Bilinge El Programa Colegios Bilinges de la Comunidad de Madrid se desarrolla en los centros pblicos de Educacin Infantil y Primaria seleccionados por la Consejera de Educacin y Empleo para su implantacin. Se inicia en el primer curso de Primaria, y ao a ao se va implantando en el resto de los cursos hasta abarcar toda la etapa1. Se imparte en lengua inglesa un mnimo del 30 % del currculo. Cualquier rea, a excepcin de Matemticas y Lengua castellana y literatura, puede impartirse en ingls. Adems, las reas de Lengua inglesa y de Conocimiento del medio natural, social y cultural se imparten en lengua inglesa con carcter obligatorio a lo largo de toda la etapa. El maestro que imparte un rea en ingls (diferente a la Lengua inglesa) debe contar con la habilitacin lingstica necesaria. El Programa Bilinge cuenta con un coordinador en cada centro, designado por el director. El coordinador es un maestro adscrito a la especialidad de ingls, habilitado para la docencia en el Programa, que imparte tanto el rea de Lengua inglesa como otras reas. Su nombramiento, salvo excepciones autorizadas, no es compatible con la pertenencia al equipo directivo. Su labor consiste en coordinar el

desarrollo del Programa Bilinge en el centro y el trabajo de los maestros que forman parte del equipo docente bilinge. Adems, organiza y tutela el trabajo de los auxiliares de conversacin y mantiene contacto con su escuela gemela, entre otras funciones1.

Formacin y habilitacin
La mejor formacin para los docentes madrileos La formacin del profesorado es un aspecto prioritario del Programa en el que la Consejera de Educacin y Empleo invierte importantes recursos econmicos. Desde su inicio, en el curso 2004/2005 y hasta el curso 2009/10, se ha ofrecido a los maestros un itineario formativo a travs de un Plan de Formacin de Entrada que, una vez completado, ha permitido la adquisicin de la habilitacin lingstica correspondiente, necesaria para impartir docencia en el Programa. En torno a 1.800 maestros han sido formados y habilitados a travs de este sistema. Este nmero garantiza que exista un nmero de docentes habilitados suficiente y que todos los Colegios Bilinges dispongan de los maestros necesarios para que el Programa funcione en las mejores condiciones. Para poder participar en el mencionado Plan de Formacin, todos los maestros deban superar una prueba de nivel lingstico para garantizar el aprovechamiento de los cursos programados. Los maestros no especialistas en ingls deban demostrar un nivel B1 y los maestros especialistas en ingls un nivel B2 (de acuerdo al MCERL)2. Los maestros no especialistas reciban una formacin lingstica especfica e intensiva en Madrid, impartida por el British Council.

Ambos grupos de maestros, tanto los no especialistas como los especialistas, reciban un curso lingstico y de AICOLE en una universidad britnica o canadiense de reconocido prestigio. Posteriormente, durante el primer trimestre del curso siguiente, los maestros completaban su formacin con un curso de AICOLE de 30 horas fuera del horario lectivo. La imparticin de docencia durante un curso escolar en el Programa, permita finalmente la habilitacin del maestro. Aquellos que no tenan destino en un Colegio Bilinge durante el curso siguiente a la formacin inicial recibida, disponan de un periodo de tres aos para completar esta ltima fase. Todo maestro formado y habilitado por este proceso adquiere el compromiso de impartir docencia en lengua inglesa en el Programa. Desde el curso 2010/2011, la habilitacin lingstica en lengua inglesa se consigue a travs de una convocatoria anual de la Direccin General de Recursos Humanos. Para ello, se requiere la superacin de una prueba lingstica de nivel C1 con la obtencin inmediata de la mencionada habilitacin. La vigencia de esta certificacin es de 3 aos. Si en el transcurso de este periodo de tiempo no se ejerciera la docencia en el Programa Bilinge, el docente deber validar de nuevo su habilitacin en convocatorias posteriores.

La Consejera de Educacin y Empleo trabaja para mejorar y actualizar la formacin de los maestros madrileos Pero adems, tambin se ofrece formacin de reciclaje a todos aquellos maestros que, una vez habilitados, quieren mantener o actualizar su preparacin profesional como docentes. El Plan de Formacin en lengua inglesa, que todos los aos ofrece la Consejera de Educacin y Empleo, permite a los docentes optar por la modalidad formativa que ms se ajuste a sus perfiles y condicionantes personales. As, no slo se ofrecen cursos en el extranjero, sino tambin en Madrid. Se ofrecen cursos de un mes, de quince das, de una semana, etc. Las Escuelas Oficiales de Idiomas imparten cursos de cuatro semanas de duracin durante el mes de julio especficamente diseados para maestros, y el CRIF Las Acacias organiza a lo largo del ao y en verano formacin de muy variada duracin. Esta flexibilidad permite que todo maestro encuentre respuesta al tipo de formacin y modalidad que necesita.

El Programa Bilinge llega a Secundaria En el curso 2010/2011 se pusieron en marcha los primeros 32 Institutos Bilinges que acogieron a los alumnos de los primeros colegios bilinges que iniciaron el programa en el curso 2004/2005 y que quisieron continuar recibiendo enseanza bilinge espaol ingls en la etapa de Educacin Secundaria3.
En estos centros existen dos modalidades diferentes, el Programa Bilinge y la Seccin Bilinge.
Caractersticas de los Institutos Bilinges

La Seccin Bilinge acoge a los alumnos procedentes de Colegios Bilinges cuyo nivel lingstico garantiza el seguimiento de los contenidos que el programa establece. Los alumnos reciben a lo largo de la etapa 5 horas semanales de ingls avanzado4, cuyos contenidos versan sobre lengua y literatura inglesa. Adems, reciben en ingls de manera obligatoria, la tutora, Ciencias sociales,

geografa e historia y Ciencias de la naturaleza. En el tercer curso se ofrecer al menos Biologa y geologa en ingls y en el cuarto curso los centros asegurarn la imparticin de una asignatura ms en ingls. Dependiendo de la disponibilidad del profesorado habilitado en el centro se impartir en ingls cualquier otra asignatura excepto Matemticas, Lengua castellana y literatura y Segunda lengua extranjera. Entre un 30% y un 50 % de la enseanza ser en ingls. En cuanto a la modalidad de Programa Bilinge, los alumnos reciben tambin 5 horas semanales de Lengua inglesa y, dependiendo de la disponibilidad del profesorado habilitado de los centros, se puede impartir en ingls alguna otra asignatura, excepto Ciencias sociales, geografa e historia, Ciencias de la naturaleza, Matemticas, Lengua castellana y literatura y Segunda lengua extranjera, as como tambin la tutora. Los grupos del Programa se organizan de forma flexible, de manera que los alumnos son agrupados de acuerdo a su nivel lingstico, permitiendo su reasignacin a medida que mejoren sus competencias lingsticas.
Formacin y habilitacin
Los profesores que impartan su asignatura en ingls deben contar con la habilitacin lingstica correspondiente. Aquellos profesores de ingls que deseen impartir docencia en la Seccin Bilinge, deben contar con la acreditacin correspondiente.

Los profesores de Enseanza Secundaria pueden obtener la habilitacin lingstica o la acreditacin, segn corresponda, a travs de las convocatorias de la Direccin General de Recursos Humanos, cuyas pruebas se celebran todos los aos. El Plan de Formacin en Lengua Inglesa ofrece una amplia variedad de cursos que permite que los profesores no habilitados consigan adquirir el nivel lingstico necesario para obtener la habilitacin y, por otro lado, facilitan a quienes ya la poseen reciclar y mantener sus competencias lingsticas y profesionales. As, desde que este Plan se iniciara, se ha ofrecido formacin muy diversa tanto en Madrid como en pases de habla inglesa. Las Universidades pblicas madrileas vienen ofreciendo desde el ao 2007 cursos de formacin de lengua inglesa dirigidos a los profesores de Enseanza Secundaria, tanto a lo largo del curso escolar como durante el mes de julio. Desde julio de 2009, los profesores de Enseanza Secundaria han recibido formacin de acuerdo a sus especialidades en prestigiosas Universidades e instituciones de EEUU, Canad y Reino Unido. Cabe destacar por ltimo, el programa de prcticas que la Consejera de Educacin y Empleo ofrece a maestros y profesores de Enseanza Secundaria y que consiste en una estancia de tres meses en Irlanda, conviviendo en familias y realizando prcticas en colegios irlandeses. Entre 2008 y 2011 han disfrutado de esta experiencia 83 docentes.

OTROS PROGRAMAS BILINGES Secciones Lingsticas en Lengua Francesa

Existen 15 Institutos con Seccin Lingstica en francs, 12 de ellos la implantaron en el curso 2006/07 , y 3 en el curso 2007/08. Cada seccin lingstica recibe una asignacin de dos auxiliares de conversacin de lengua francesa que colaboran con el profesorado del centro y aportan un valor cultural y lingstico al programa, del mismo modo que ocurre en el Programa Bilinge espaol - ingls. En estos centros se imparten en francs, siguiendo el currculo oficial de la Comunidad de Madrid, una o dos asignaturas, dependiendo de la disponibilidad del profesorado. Se imparten semanalmente cinco horas de Lengua francesa. Se consideran prioritarias las asignaturas de Ciencias sociales, geografa e historia, y Ciencias de la naturaleza. En ningn caso pueden ser las Matemticas y la Lengua castellana y literatura. Las asignaturas elegidas para ser impartidas en la lengua extranjera son las mismas a lo largo de toda la etapa. Los profesores de estas secciones lingstica reciben todos los aos formacin en el Instituto Francs. La Consejera de Educacin y Empleo pone a disposicin del profesorado de francs cursos lingsticos en Vichy todos los veranos, a travs de la oferta de formacin que se recoge en la Orden de ayudas para la realizacin de cursos de metodologa y perfeccionamiento de lenguas extranjeras.

Secciones Lingsticas en Lengua Alemana

Existen 3 Institutos con Seccin Lingstica en alemn. Dos centros la implantaron en el curso 2006-2007 y otro lo hizo en el curso 2007/2008. Estos institutos reciben una asignacin de dos auxiliares de conversacin de lengua alemana. Todos estos centros forman parte del programa PASH, cuyo objetivo es crear lazos activos y duraderos con Alemania y fomentar en los centros, entre los profesores y alumnos, un intercambio lingstico y cultural. Por eso, la iniciativa va acompaada de una amplia variedad de actividades como son la formacin para el profesorado y becas de estancia en Alemania para alumnos. En estos centros se imparten en alemn siguiendo el currculo oficial de la Comunidad de Madrid, una o dos asignaturas, dependiendo de la disponibilidad del profesorado. Se imparten semanalmente cinco horas de Lengua alemana. Se consideran prioritarias las asignaturas de Ciencias sociales, geografa e historia, y Ciencias de la naturaleza. En ningn caso pueden ser las Matemticas y la Lengua castellana y literatura. Las asignaturas elegidas para ser impartidas en la lengua extranjera son las mismas a lo largo de toda la etapa.

Secciones Lingsticas en Lengua Inglesa

Existen 10 Institutos con Seccin Lingstica en ingls, 3 de ellos la iniciaron en el curso 2004/2005, y otros 7 en el curso 2005/2006. Estos centros acogieron al alumnado procedente de los diez Colegios Bilinges adscritos al convenio suscrito entre el Ministerio de Educacin y el British Council en el ao 1996, una vez que stos finalizaron su Educacin Primaria. En ellos se imparte un currculo integrado. Durante los cuatro cursos de la Educacin Secundaria Obligatoria los alumnos reciben cinco horas semanales de Lengua inglesa. En los cursos 1, 2 y 3 de ESO se imparten en ingls las asignaturas de Ciencias sociales, geografa e historia y Ciencias de la naturaleza. En 4 curso se imparte en ingls con carcter general la asignatura Ciencias sociales, geografa e historia, y la optativa Biologa y geologa para aquellos alumnos que la elijan. Adems de estas dos asignaturas, se podrn impartir otras asignaturas en ingls dependiendo de la disponibilidad del profesorado de los centros. Los contenidos de estas asignaturas se adecan al diseo curricular propuesto por la Comisin de seguimiento MEC-British Council. Cuentan con una asignacin de dos auxiliares de conversacin de lengua inglesa.

Estos 10 institutos se han incorporado al Programa Bilinge de manera que en el curso 2011/2012 solo siguen el modelo de seccin lingstica los niveles 3 y 4 de ESO de estos centros. Una de las actividades que estos centros desarrollan es el Programa Global Classrooms, gracias a la colaboracin de la Embajada de los EEUU, la Comisin Fulbright, el British Council, Naciones Unidas y la Asamblea de Madrid.
Bachillerato en las Secciones Lingsticas

A partir del curso escolar 2010/2011 el programa de Secciones Lingsticas llega a Bachillerato5. Los alumnos que cursen Bachillerato en la Seccin Lingstica recibirn cinco horas semanales de la lengua extranjera correspondiente en los dos cursos. Adems, en primer curso de bachillerato, podr impartirse al menos una asignatura de las comunes a todas las modalidades en la lengua de la seccin lingstica. En ningn caso podrn ser impartidas en la lengua de la seccin lingstica Matemticas y Lengua castellana y literatura. Si la disponibilidad del profesorado de los centros lo permite, podrn proponerse otras asignaturas para su imparticin en la lengua de la seccin lingstica.

One of the activities developed at the centres is the Global Classroom Programme, thanks to the collaboration of the United States Embassy, Fulbright Commission, British Council, United Nations Organization and the Madrid Regional Parliament.
Baccalaureate in the Language Sections

As of 2010/2011 school year, the Language Programme Sections have been extended to Baccalaureate5. Students enrolled in pre-university studies in Language Sections receive five hours class per week in the corresponding foreign language during the two years of study. In addition, in the first year at least one common subject to all areas can be taught in a foreign language. Mathematics and Spanish Language and Literature cannot be given in another language. Teacher availability permitting, other subjects may be taught in one of the three foreign languages.

English Language Sections

There are 10 Secondary Schools with an English Language Section, three of which implemented the Programme in 2004/2005, followed by a further seven in 2005/2006. These educational centres receive students that have completed their Primary Education at one of the ten Bilingual Primary Schools governed by the agreement reached by the Ministry of Education and the British Council, and signed in 1996. They provide an integrated syllabus. During the four years of Compulsory Secondary Education, students receive five hours of English Language per week. In Years 1, 2 and 3 of ESO, Geography and History, as well as Science are taught in English; in Year 4 of ESO, the general subjects taught in English are Geography and History and Science and preferably the optional subject of Biology and Geology for students who choose it. In addition, other subjects may be taught in English, depending on teacher availability. The contents of the subjects are adapted to the syllabus proposed by the MEC-British Council Supervisory Committee. They are allocated two English Language Assistants. These 10 Secondary Schools are gradually being incorporated into the Bilingual Programme and consequently during the 2011/2012 school year, only years 3 and 4 of ESO follow this model.

German Language Sections

There are 3 Secondary Schools with a German Language Section. Two educational centres implemented the Programme in 2006/2007 and another did so in 2007/2008. Each school is assigned two German Language Assistants. The centres form part of the PASH Programme, aimed to creating active and lasting links with Germany and promote language and cultural exchange amongst centres, teachers and students. The initiative therefore also includes a wide variety of activities, such as teacher training and student scholarships for stays in Germany. Depending on the number of teachers available, one or two subjects are given in German, based on an official Community of Madrid syllabus. 5 hours of German Language class are taught per week. Priority areas are Geography and History and Science. Mathematics and Spanish Language and Literature cannot be taught in German. The subjects chosen to be taught in a foreign language are the same throughout the duration of the educational phase.

OTHER BILINGUAL PROGRAMMES French Language Sections

There are 15 Secondary Schools with a French Language Section, 12 of which began in 2006/2007 and 3 in 2007/2008. Teachers in the French Language Area are trained at the Institut Franais. The Board of Education provides teachers with language courses in Vichy every summer, as part of the training offered under the Order concerning foreign language methodology and improvement.

The English Language Training Programme offers a wide range of courses to enable unqualified teachers to achieve the necessary language level to qualify and also facilitates reinforcement courses for qualified teachers to maintain their language and professional skills. Since the Training Programme commenced, it has provided extensive training both in Madrid and in English-speaking countries. In Madrid, throughout the school year as well as in the month of July, state universities have been providing since 2007 English language-training courses designed for Secondary School teachers. Finally, special mention should be made of the Placements Programme offered by the Regional Board of Education to Primary and Secondary School teachers, consisting of a threemonth stay in Ireland with Irish families, whilst taking part in practical courses at Irish schools. 29 teachers benefited from this experience in 2008/2009, 14 in 2009/2010 and 40 in 2010/2011 school years.

teachers at the school, any other subject can be taught in English except Mathematics, Spanish Language and Literature and a Second Foreign Language. Thus, 30% to 50% of their studies are in English. Under the Bilingual Programme, students also receive 5 hours of English Lenguage per week and, depending on the availability of qualified teachers at the school, other subjects will also be taught in English English except Geography and History, Science, Mathematics, Spanish Language and Literature and a Second Foreign Language, in addition to student tutorials. The groups of students taking part in the Programme are organised in a flexible way to ensure that they are placed according to their levels and to enable their allocation when they gain the necessary language skills.
Training and Qualifications

Teachers teaching their subjects in English are required to possess the necessary credentials, and they will receive supplementary remuneration accordingly. All English teachers that wish to take part in the Bilingual Section must also have the corresponding qualifications. Similarly to Primary School teachers, all Secondary School teachers may obtain language qualifications by passing the exams given by the General Directorate of Human Resources, which are held every year.

The Bilingual Programme reaches Secondary Schools At the beginning of the 2010/2011 school year, the first 32 Bilingual Secondary Schools received the first bilingual Primary School students who began studying under the Programme in 2004/2005 and who had requested to continue with Spanish English bilingual Secondary Education3.
There are two different systems, Bilingual Programme and Bilingual Section.
Features of Bilingual Secondary Schools

Bilingual Sections receive students from Bilingual Primary Schools with a language level that guarantees their ability to cover the content established under the Programme. Throughout this phase, students receive 5 hours per week of advanced English4, the content of which deals with English Language and Literature. They are also required to take Geography and History, Science and Tutorial in this language. In Year 3, they must take at least Biology and Geology in English and in Year 4 educational centres are required to provide another subject in English. Depending on the availability of qualified

BILINGUAL PRIMARY SCHOOLS
The English Language Training Programme offered every year by the Regional Board of Education allows teachers to opt for the training possibilities that best suit their profiles and personal circumstances. Courses are therefore not only offered overseas, but also in Madrid and, in both cases, there are different types of courses available; monthly, fortnightly, weekly, etc. The Official Schools of Languages provide 4-week courses in July that are specifically designed for teachers, and the Regional Training Centre Las Acacias organises courses with a range of different durations throughout the year and in summer, as well. This flexibility provides training solutions for all teachers.

Both specialised and non-specialised teachers undertook a language and CLIL course at a renowned British university. In the first quarter of the following school year, teachers then completed their training with a 30-hour CLIL course. Instruction in English throughout the year finally allowed teachers to receive their credentials. Those without a position in a Bilingual Primary School in the school year following the initial training have three years to complete this final phase. All teachers trained and qualified in this way are required to commit to teaching in English within the Programme. Since the 2010/2011 school year teaching qualifications in English can be obtained by means of an annual official selection process organised by the General Directorate of Human Resources. This process requires passing a Level C1 language test, and means immediate qualification. The certificate obtained is valid for 3 years. If a teacher does not teach under the Programme during the 3-year period, he/she is required to re-qualify in subsequent processes.
The Regional Board of Education is working towards improving and updating teacher training in Madrid Reinforcement courses are also offered to all teachers that wish to maintain or improve their professional training after they qualify.

Training and Qualifications

The best training for teachers working in Madrid Teacher training is a key priority under the Programme, in which the Regional Board of Education invests substantially. Since the beginning, in 2004/2005 and up until 2009/2010, teachers were offered a formative schedule through an Initial Training Plan which, upon completion, provided them with the relevant language qualifications required to work as a teacher under the Programme. Approximately 1,800 teachers have been trained and qualified through this proceeding. This ensures that there is a sufficient number of qualified teachers and that all Bilingual Primary Schools have the teachers required for the Programme to function under optimum conditions. To be able to take part in the Training Plan, teachers needed to pass a language level test to ensure that they would benefit from the programmed courses. Non-specialised teachers in English had to have a B1 competence level, and specialised English teachers a B2 level (CEFRL)2. Non-specialised teachers received a specialized and intensive language training in Madrid, which was provided by the British Council.

The work of Coordinators consists of monitoring the development of the Bilingual Programme, as well as the work of the bilingual teaching staff, supervising language assistants and maintaining contact with its twin school, amongst other functions1.

Features of Bilingual Primary Schools

What is a Bilingual Primary School? The Community of Madrid Bilingual Primary School Programme is developed in the State Infant and Primary Schools chosen by the Regional Board of Education. It begins in Year 1 Primary School and is implemented every year until the end of Primary Education1. A minimum of 30% of the syllabus is taught in English. In addition to the English language lessons, it is compulsory to teach Sciencie, Social and Cultural Studies in English throughout this educational stage. Furthermore, all areas, with the exception of Mathematics and Spanish Language and Literature, may be taught in this language. Teachers who teach subjects in English, other than English Language, must have the necessary language qualifications, and will receive a salary supplement accordingly. Each educational centre has one Bilingual Programme Coordinator, who is appointed by the School Director. The Coordinator is a teacher specialized in English and qualified to teach other subjects in English. Unless there is an authorised exception, the role of the Coordinator is not compatible with that of management.

In this way, the educational centre as a whole is therefore involved in the Programme, and the application expresses the commitment of the entire education community towards its development.

How are Bilingual Primary Schools chosen? Every year since the Bilingual Programme began in the 2004/2005 school year, the Regional Board of Education has published an official order with the names of the new Bilingual Primary Schools. This publication also specifies the requirements designed to ensure that

evaluation leads to improved results and performance According to the legislation governing bilingual schools, the Regional Board of Education carries out external evaluations of the language skills of Primary School students upon their completion of years 2, 4 and 6. The University of Cambridge and Trinity College of London are the institutions in charge of administering overseas evaluations to the Primary Bilingual students. The results obtained since the Programme was implemented have been excellent. Since the 2009/2010 school year, the University of Cambridge ESOL Examinations has carried out the exams for students in Year 6 of Bilingual Primary Education. These exams are compulsory for students from Bilingual Primary Schools who wish to continue their studies in the Bilingual Sections of Secondary Schools. External evaluation for 2 ESO students starts in 2011/2012 school year.

Bilingual Schools are also provided with digital blackboards, with the commitment that the teachers attend a training course to ensure optimum use of this equipment. and a virtual platform that provides teachers with learning materials covering different areas or subjects that support the contributions of the Primary and Secondary School teachers working under the Bilingual Programme. monitoring by the Sub-Directorate General of Innovation Programmes in order to advise and provide guidance to bilingual schools teaching staff.

LANGUAGE ASSISTANTS
The Regional Board of Education enters into agreements in conjunction with the Ministry of Education and the Fulbright Commission to select and manage their participation in the Bilingual Programme for one school year, which is extendable to two years. The young language assistants work 16 hours per week at educational centres. Depending on the total number of groups, schools have from 2 to 6 assistants. The Regional Board of Education organises quarterly training seminars that enable assistants to adapt to class work and to facilitate the necessary arrangements upon arrival in Madrid. The Regional Board of Education provides written Supplementary Guidelines covering all the information required by assistants, as well as by their educational centres.

The Bilingual Programme includes Language Assistants, are young university graduates from Englishspeaking countries. They are an important feature of the Bilingual Programme and supplement the work of teachers in the classroom, in addition to providing cultural and linguistic values.

Content and Language Integrated Learning, CLIL, involves the use of a second language during the learning process. Students receiving education within a Bilingual Programme use Spanish and English as learning vehicles. The proposed objective is to learn and acquire knowledge, regardless of the language used.

LUCA FIGAR DE LACALLE,
One of the priorities of the Community of Madrid Government, during both the past and the present legislatures, has been to implement Spanish English bilingual education in the Regional Education System. The Community of Madrid Regional Board of Education began its Bilingual Primary School Programme in the 2004-2005 school year. Initially implemented in 26 state schools, the project is now being carried out at 372 schools, of which 276 are state schools and 96 are state financed schools. In addition, 32 new Bilingual Secondary Schools opened their doors to the first students finishing Primary Education in the 2010/2011 school year, to which a further 32 schools are added in the 2011/2012 school year. Over 100,000 students currently receive bilingual education in the Community of Madrid.
In the 2011/2012 school year, 34 new State Primary Schools and 32 State Secondary Schools are joining the Programme. In addition to the Bilingual Primary School Programme, ten state schools in the Community of Madrid provide Spanish English bilingual education through a different system which is organised and regulated by an Agreement between the Ministry of Education and the British Council.
