About Service and Development

Service and Development (S&D) is a non-profit organization that seeks to empower underprivileged sections of Pakistani society through financial assistance and skill training programs. Since its inception, S&D has undertaken several education and vocational training initiatives, while also expanding its operations to include disaster relief, refugee support and medical assistance. As an overarching objective, the organization actively seeks to facilitate women and childrens passage into professional and vocational training, and thereby pave the way for them to become active participants of their communities.
Mission Statement
Service and Development is committed to building a better future for the women and children of Pakistan. We have been running a scholarship and vocational training program since 1980, which we aspire to sustain, while also expanding our other projects to positively impact more lives. Likewise, we aim to continue our emergency relief efforts, medical assistance to local hospitals and other financial services. Our organization has made several strides since its inception, and with the help of donations from generous Pakistani citizens, we hope to carry on with a renewed effort toward accomplishing our goals.

Overview
2012 has been an eventful year for Service and Development (S&D). Our organization applied for certification from the Pakistan Centre for Philanthropy (PCP), which required a lengthy application procedure. Many S&D members were involved for much of early 2012 in gathering completed paperwork for this application. In September 2012, a PCP evaluation team visited S&D offices and also inspected some of our ongoing projects in the field. After the finalization of their Evaluation Report, S&D was given PCP certification in October 2012. The recently attained certification from the PCP will enable S&D to streamline its governance procedures and also allow the organization access to a wider source of funding. Most importantly, the certification has helped us obtain a much awaited tax-exemption status for S&D. Ever since receiving the PCP certification we are continuously striving to improve our procedures, improve documentation and build our website. We consider these to be important targets for the year 2013. In accordance with PCP Guidelines, S&D members passed resolutions pertaining to the investment of surplus funds that were subsequently included in its Charter as Article 58. Also in agreement with application guidelines, S&D opened a savings account with Habib Bank Limited.
In the phase following PCP certification, the task of availing tax exemption also proved a lengthy process, but we were successful in achieving this status. This particular process was facilitated by our accounting consultants who are continuously supporting S&D in modernizing and updating its documentation and record keeping. There were some dedicated efforts at raising funds, particularly by our Executive Member Mrs. Mumtaz Saif. She held a charity lunch at her home in December 2012, which helped raise Rs. 35,500/. Mrs. Saif also auctioned donated designer ladies shoes to raise an additional Rs. 90,000/. Fundraising initiatives by members would continue to generate funds on a self-help basis that remains an essential and salient feature of Service and Development. All of Service and Developments programmes have been running successfully over the year 2012. Our educational scholarships were sustained, while increased funding for Paradise Public School in Tarnol has enabled our organization to supervise infrastructural development at the school building. There has been a gradual increase in vocational training programmes over 2012, which we hope to continue in the coming years. Health programmes have also been continued, details of which are provided in the following sections.

Education and Vocational Training
Service and Development is committed to providing funding for education and skill training to deserving students from less privileged families. A major proportion of our budget is allocated each year towards enhancing individual skills through both formal education and vocational training. In 2012 we have gradually tried to shift our focus towards providing greater vocational training. We intend to continue to do so in the coming years. The primary reason for this has been that we are able through vocational trainings to impact the lives of many more people, in less time and money. The details of educational scholarships and skill training at various institutions are given below:

The policy stated that: 1) Selection will be based on merit along with need; 2) Preference will be given to those with 1st divisions; 3) Preference will be given to students for Masters level courses. 4) More scholarships will be provided for vocational training. 5) For formal degrees funding will be provided in government institutions instead of private institutes; and 6) One time scholarships to be limited. Included in our education programme is providing financial assistance for Paradise Public school in Tarnol as well as for students at various other schools and colleges. Rah-e-Haq school that was being run by S&D was gradually closed by August 2012 and students admissions at various government schools were ensured by S&D. The school was closed because of the high costs involved in running it and difficulties in managing the school. Many of the students who did not have B-forms, a pre-requisite for admission in government schools, were also helped by S&D staff that helped in securing their admissions. Our organization also gave each student uniforms and school bags to ease the transition.
Education Programmes
Under the Service and Development education programme, scholarships are given to students to pursue higher studies at the Rawalpindi Medical College, University of Engineering Taxila, College of Medical Technicians, and at other institutions as per the applications of deserving students received by S&D. Given the poor selection criterion and high costs at private universities, S&D in their October 2012 meeting decided to adopt a policy

Rawalpindi Medical College (RMC): Five male students completed their degree and became doctors in 2012. Students selected at the RMC are being given scholarships for living costs and books bi-annually, since July 2012. This has been done to facilitate our own work and also that of the students. Previously the S&D team would go every three months to hand out cheques to the students. A total of 15 students were given scholarships for March-June 2012 of which 5 were girls. In July 2012, four additional students, all girls, were selected for scholarships and a total of 19 students were given scholarships for the next six months. Of these 9 were girls. One of our students has been selected for the U.S student exchange programme. University of Engineering, Taxila (UET): There are a total of 8 semesters and students require 4 years to complete their degree. The degree awarded is a graduation degree. During 2012 seven male students graduated and became engineers. The students selected at UET are also being given scholarships bi-annually. In February 2012, a total of 13 students were given scholarships for FebJune 2012. Of these 5 were female students. The scholarships were again given in July 2012 up to December 2012. Seven of our students became engineers. One of our female students is currently pursuing an MSc in Mechanical Engineering and has designed a fire tube packaged boiler - this includes the study, design and fabrication - for Oil & Gas Development Company Limited (OGDCL) Pakistan. She also
works as a Lab Engineer at UET. S&D awarded her a laptop for her outstanding achievements.
College of Medical Technicians (CMT): The course at CMT is a two years course after which the students receive F.Sc Medical Technology degree. A total of 11 students, 4 girls and 7 boys completed their degree in 2012. Students at the CMT are given training in various technical aspects of the medical field. The students are selected for scholarships with the help of Dr. Fauzia. The degree awarded to students is from the National Institute of Health. The students come to CMT after having done a Matriculation. As these students are unable to open bank accounts, money is given to them in cash. A total of 25 students were given scholarships for January-April 2012. 14 students at the 1st year level among whom 1 is a girl
were given scholarships. 11 students in 2nd year among them 2 girls were also given scholarships. In September 2012, 26 students were given scholarships for the year. Of these ten students were in 2nd year and 16 new students taken in 1st year in various disciplines. Paradise Public School, Tarnol (near Rawalpindi) is an initiative of Service and Development and it has been operating since 2002, providing education to over 500 students, majority of whom are employed as brick kiln labourers. Around 22 teachers are present in this school and the results have been more than satisfactory at the primary level (100%), whilst for the higher sections, the result percentage is 98%. Service and Development upgraded the schools existing facilities, through substantial donations received from CCFP, France. A multi-purpose hall was constructed, new furniture, white wash and plaster, benches etc were provided to the school. It is intended that S&D will further enhance its support to the school over the next year. Our Miscellaneous Scholarships includes the following: category
Economics respectively. NUML English Language: completed by one female student. English Language Diploma at Johar Institute of Information Technology for one female student. Swedish Institute of Technology: Two students currently enrolled. One doing Diploma in Mechanical Technology and another Diploma in Electronics. Fatima Jinnah University: 2 students doing Masters; one in Economics and one in Mathematics. Students from Balakot: These students are being supported by S&D, and are being managed by University of Lahore. There are currently 11 students at different levels of study. Schools and Colleges (Students Managed by S&D Executive Member Naseem Ishtiaq): There are currently 40-45 students enrolled in various schools up to matriculation level. Funding is provided for uniform, books, and admission. Currently, 9-10 children are studying at 9-10 grades. There are 3 kids whose elder siblings have also been supported by S&D. One of them did C.A from SKAN. One did BIT from NUST. One girl did B.Ed. and then an English Language Diploma at Johar Institute.

Vocational Programmes
The purpose of vocational training provided by Service and Development is to help disadvantaged youth stand on their feet, armed with a technical/ professional skill. Service and Development has partnered with National Rural Support Program to conduct trainings in various trades. Through the Police Academy Islamabad Service and Development has also arranged driving lessons for students, who have also been issued formal licenses. Details of the trainings carried out in the year 2012 are as follows: Driving Lessons at the Police Academy: 3 students received driving training at the Police Academy. The National Rural Support Programme (NRSP) offers trainings in various disciplines, for e.g. electricians, carpenter, surveyor, hotel management, receptionist, computer etc. Courses are 80 per cent practical work and 20 per cent theory. Students are provided with a consumable kit. They provide hostel facilities for these students as well. Given the long term association with S&D, they provide trainings to students selected (mostly from Balakot) by S&D at concessional rates. Students are also given exposure in their respective fields after training and provided with job seeking guidelines. The success rate of employment after NRSP course is 70 per cent. Students are also required to complete 60 days internship after the course. They are given addresses envelopes to communicate their progress.
Information about the various kinds of vocational training offered during 2012 are detailed below. March 2012: 1 student received a months training in computer programming, while 3 students received training in surveyor course for two months. 5 students started building electrician course in June for duration of 2 months. Students from Balakot were selected for waiter, hotel management and receptionist courses at NRSP. All these courses were completed successfully. NRSP gave students exposure visits/training at Islamabad hotel and at a guest house in Islamabad. 4 students completed waiter course.1 student completed hotel management training. The Islamabad Vocational Training Institute is situated in Karachi Company in Islamabad. It offers a variety of vocational training facilities for both men and women. The facility was personally checked by S&D staff to ensure suitability for female students. There are no boarding facilities. Khanna Pul Vocational Training: This centre is part of the Islamabad Vocational Training Institute (Karachi Company). In April 2012, the facility held a 4 month tailoring course in which 4 male students took part. Among these, 3 students were from Balakot (Boarders) while the fourth was from Rawalpindi (Day Scholar).
Mrs. Azra Baqai had promised to provide the students with sewing machines and cloth at her school so the students can continue to practice the skills that have been acquired. This has already been implemented. Most of the girls are now able to earn additional incomes from what they have learnt. One of the girls also stitched her entire dowry.
Details of other training programs sponsored by S&D in the year 2012 are as follows: 35 students from Azra Baqais school received three month training in tailoring, beautician and computer courses. On 4th September, 2012 a certificate ceremony was held at the institute to present certificates to these girls. The ceremony was attended by Sumaira Khan, Mrs. Mumtaz Saif and Mrs. Azra Baqai from S&D. Clothes made by the students were also showcased. Career guidance was also provided to students by the institute head, Zafar Sahib. He also said that any students who still required practice would be allowed to do so without any charges. During summer vacations 35 students (30 girls and 5 boys) were given training in various disciplines like tailoring, computer and beautician courses at the above centre. All these children/students are mostly domestic helpers who in the afternoons study at a school run by Service and Development member Azra Baqai. The three months training was conducted during their summer vacations from school, during the two hours that they are permitted by their employers. The details of the students in each programme are: Tailoring: 14 girls and 5 boys, Beautician 14 girls and Computer 2 girls.
Health and Financial Assistance

Health
At the Pakistan Institute of Medical Sciences (PIMS), S&D provides medical assistance to needy patients on an ongoing basis primarily in medical wards 1 and 2. It is also currently assisting in the provision of medicines and investigation services in the Intensive Care Unit and Pediatric Intensive Care Unit. In the year 2008, with monetary assistance amounting to 7000 Euros from the United Nations Womens Guild (Vienna), S&D provided PIMS with eleven NeoPuff Resuscitator Modules, which have since contributed to saving hundreds of infant lives. At the National Institute of Rehabilitation Medicine (NIRM), S&D helps with the provision of wheelchairs and hearing aids for the handicapped. Disabled women are also given sewing machines as per requirement. In addition, S&D has provided a Shortwave Diathermy Unit for the physiotherapy department and assisted in the construction of a handicapped accessible toilet in the Outpatient Department.
Financial Assistance
Each month some families are provided financial aid and support for food, clothing, education, medicines and various other needs. This aid is disbursed through some members who then keep a record of how it is being spent and collect receipts from beneficiaries. An overview of the amount of charity given during 2012 is available in the Financial Report 2012 (See Appendix).
The Way Forward

Our Targets for 2013
One of the suggestions put forth by the PCP in the Evaluation Team Report was that Service and Development should identify targets for each year, and then work toward achieving those targets. In light of this, the following objectives have been set for the year 2013: Work towards developing an official Service and Development website is already under way, and our aim is to complete the site within the next three months. The new website will display information related to the organizations history, our ongoing projects, annual reports, audit reports and include provisions for online donations as well. Documentation of projects, project reports, success stories will be carried out during 2013. Brightest students from College of Medical Technicians to be provided funding for further education (BSc) in their respective discipline at the College of Medical Laboratory Technology, a college under the National Institute of Health (NIH). Paradise Public Schools facilities such as its computer and science labs, along with classroom furniture and other basic infrastructure will be improved with the assistance of the Nehdia Sameen Memorial Trust. Devising an organization policy to focus on providing more vocational training that can help individuals obtain employment afterwards. Pronounced focus on fundraising initiatives during the coming year.
