A property in the Brentwood Estates caught fire on Aug. 25 just after 2 p.m., and spread at a rapid rate. Josh Metz and his wife Jenny were driving to their house just behind the hospital on the north side of Brent Boulevard, when they saw dark smoke and debris in the air. I saw the smoke and it looked pretty black. I said to Jenny, I dont think thats somebodys campfire, said Metz. As they drove closer the fire kept building. By the time they parked the car it had spread from the garage to the trailer. Metz told his wife to call the fire department just in case others hadnt yet but she could not get through. It wouldnt even connect the call. One guy said he had to use his OnStar in his car. You couldnt get through to 911, it was just blank, he said. After EMS was reached, roughly a dozen people were standing by taking photos and recording the fire. I asked, Sure no ones in that trailer? and everybody gave me a dumb look, Metz said. He ran up and broke the front windows of the mobile home using his elbows. It was just hot, and the smoke you could just hear the wind and the air just sucking in hard, he said. I put my head in there and was yelling if anyone was in there, but the smoke, you couldnt see more than a foot, and the heat was just stupid. Metz then went around to the side of the house, but says it was too hot to even touch. He then went to the trailer next door and with the help of another young man, shoulder checked the door and let out two dogs and two cats. On the other side of the burning trailer, he alerted an elderly couple about the fire next door and rushed them out to safety. Another man was saved, who had been sleeping with his dog. At this point, Metz says, the first responders had finally arrived. We had four trucks there, and we had the assistance of Strathmore Rural Fire as well, said Bas Owel, captain at the Strathmore Fire Department, who determined it was a structure fire. Thankfully, the flames were only contained to that single mobile home and garage. The case is still under investigation at this time, but arson has been ruled out, Owel said. Pretty much the garage and mobile home are a total loss. It took the fire department a few hours to put out the flames; its too early to say how it could have been prevented. Continued on Page 2

A mobile home and garage caught fire on Aug. 25, shortly after 2 p.m. Josh Metz and his wife Jenny saw the fire all the way from their home north of Brent Boulevard, and rushed over to Brentwood Estates to help. Metz rescued four pets, and an elderly couple, whose homes were around the fire.

Continued from Page 1 There were no injuries, everyone was out of the mobile home at the time of the fire, said Owel. Im glad to hear now that there was nobody in there, but I got pretty stressed out, said Metz. It was pretty messed up. The only thing that frustrated me was that the house was burning down, and how people just sit there, record it and talk. No one ran to the house, to clear it out they just wanted to record it. It was mind-blowing, how no one did anything. Metz has First Aid training, but said he would have done what he hopes anyone else would do for him. My first thought was the least courtesy you can do is to make sure no ones in there. You just, you never know. Dogs too, especially, he said. Its just fear Theres no way I couldve gone in (to the burning trailer) but like, if there was somebody in there how could you live with it? No recognition is wanted from Metz, and he hopes people arent pissed that I busted down their doors, he said, But people have the choice that theyre going to help; they dont have to go into a burning building, but they should know to clear other houses. These are your neighbours. They could have kids and dogs. I understand, it could blow up, I get that, but I dont know you just do it. Metz says another two minutes and the other trailers that he saved would have gone up in flames too. The thing that bothered me the most, in this day and age, everyones got camera phones and video tapes. It just seemed like people were more interested in stopping to get photos than in helping anyone else out. Everyone just wants to get it on YouTube or post it on their Facebook, he said. You dont have to run into the flames, but I think its important for a community to do that kind of stuff.

Sharon McLeay Times Contributor Strathmore Brooks MLA Jason Hale and Wildrose Health Critic Kerry Towle were in Strathmore at the Travelodge on Aug. 20, to take the pulse of resident opinions before heading into the fall legislature. Both Wheatland County and the Town of Strathmore had a strong representation present and many members of the public wanted updates on issues affecting seniors, the Strathmore hospital and the looming WADEMSA contract talk deadline. Hale said Minister Fred Horne told him in April that Strathmore should be happy that we had a new private care facility for our seniors, and we retained our hospital. Hale has been in contact with medical professionals in the area, and they have concerns about the quality of care that may be delivered by private facilities. He was also looking for support from the community regarding any concerns. He encourages people to be vigilant about the care of our seniors and be vocal if care is suffering. He said that stopping the transfer of patients from the hospital was not going to happen, but he wants to work with local residents to ensure that the best possible care is given to them. Janet Davidson, the head of Alberta Health Services (AHS), was contacted by Hale, and he was deferred to Alberta Health Services Julie Kerr, Vice President for Community, Rural and Mental Health for the Calgary Zone. She indicated that Strathmore Hospital was high on priority lists; however, flood relief may set back scheduled agendas. They were considering renewing a services study that was done in 2006. She indicated that she was open to meeting with local municipal councils. Hale wanted to be sure that Strathmores hospital is not shut down, which he indicated may be a possibility if equipment is removed. The approach I would like to take is to fight for the Strathmore hospital and take your concerns to Edmonton, said Hale. Without your support to back me up, it is just so much hot air. He wants residents to engage in a letter campaign to ask for concrete plans for the vacated space in the hospital. Hale said 2006 studies show that Strathmore is the second busiest emergency room in rural Alberta. It treats over 30,000 emergency patients a year. He indicated we need to ask for better regulations for private care facilities, the emergency room expansion, the retention or addition of diagnostic and lab equipment and the retention and addition to our medical staff. Towle said there is a concern that a lack of finances will be used as a reason to hold funding for seniors. Towle said the current government is operating with a $5.5 million deficit prior to the Alberta floods. The sustainability fund is gone. Seventeen billion dollars was gone in seven years. The rainy day fund no longer exists. The Heritage fund is worth little more today than in 1976 when Premier Lougheed created it. We have blown through our savings. We have blown though the money that was saved for our children. You dont get vocal or loud, you just take it. Youve been through the depression, you have been through the war, you saved you toiled and you did it for what? questioned Towle. You are giving the government your money to be stewards of it. Dont believe the Ministrys reassurances, said Towle. She said there are things that the community can do. We have to change the culture. We have to get rid of this government that perpetuates this culture. We need to bring back control to local governments, said Towle. Hale and Towle said the fall legislature will see a private members health bill put forward by Health Critic Heather Forsythe. They will also push caucus for better regulations. They will continue to fight for seniors and the concerns of area residents. Audience members suggested that the Wildrose Party begin adding their concerns into party policy that would be a platform during the next election. Letters can be written to Janet Davidsons office. Fireblight is a highly destructive disease of several members of the rose family, and is caused by a bacterial organism. This disease can affect many highly desirable hardy ornamentals and fruit-producing species such as Apple, Crabapple, Cotoneaster, Hawthorn, Pear, Mountain Ash, Raspberry, Saskatoon, Plum and Cherry. Fire blight is a declared pest under the Province of Albertas Agricultural Pest Act, and landowners are responsible for the control of this pest on their property. Your assistance is required on maintaining any affected plant material on your property. Parks Staff will be pruning affected plants in the park areas of Strathmore. WADEMSA survival at stake


Sharon McLeay Times Contributor Strathmore/Brooks MLA Jason Hale is looking for support for the WADEMSA contract talks. It is another huge issue, said Hale. The province wants to come in and take over the contract, so they will not pay WADEMSA what they need to run the ambulances. We are doing everything we can to hold onto that service. There is no way that they can run the ambulance service better than our local people, or more efficient than our local people. It is another fight. We will keep pushing hard to get them to change their mind. Rob Witty, Coordinator of Executive Operations for WADEMSA, said the service has figures that support its claim that it is running the service efficiently. From the information we have, WADEMSA is way cheaper than provincially run services, but they are coming to us and saying we are not going to give you that money, you have to run it for less. When they take it over, they are not going to be running it for less, as they are already running other areas for more. So why not give us the money to run the service, said Witty. The contract talks show the two sides are about $500,000 away from a possible settlement. Members want to show figures that provincial operations have jumped from $55 million up to $400 million in the space of five years. They are taking on what weve municipally run, sucking it up and spending eight fold what they were three years ago. Those are the challenges we are facing, said Witty. He said Alberta Health Services (AHS) have doubled staff in some areas, but have no idea what individual services cost to run. WADEMSA and local residents are asking for accountability on how that money has been spent. The Health Minister Fred Horne assured Hale that if taken over the quality of service will not be an issue. Yet Hale sees the possible scenarios where care could be affected. The Minister has declined to get involved in negotiations. Who do you trust more, your local people who are doing really good work that have to find efficiencies and answer to you and the municipalities; or do you trust Alberta Health Services to do the right thing and find efficiencies, when just in February the Auditor General has shown that in the last 17 months Alberta Health Services has spent 100 million dollars on credit cards? said Towle. The purchases were in large for entertainment, meals and credit interest. Reeve Glenn Koester said WADEMSA was built on donations from the community and physician support. He commended the present administrative efforts of staff to manage the three municipally-supported ambulances. Our staff work and crunch the numbers. We are not average. We have been here for 25 years with experienced staff serving for 15 to 20 years. They are not average staff working for an average wage. This is the discrepancy, said Koester. AHS is negotiating using staff wages at a lower level. He said there are plans to downgrade the staff and reduce Advanced Life Support on the cars. He asked that Hale and Towle arrange a meeting with Chris Eagle to discuss the discrepancies. Requests for meetings have been roadblocked at every turn. The county is supporting the service by $30,000 per quarter to keep up the contract. He also asked residents to contact and lobby officials. If we dont get the support of the community, I dont know how we will do it, this will die a slow death, said Koester about WADEMSAs chances for survival. We have tried to play nice, going through the proper channels. We have been negotiating this contract for two years. We are down to five weeks before the end of the contract, which I am quite certain they wont review, said Witty. He said they are forcing the municipalities to pay the $500,000 to keep the service running or divest to Alberta Health Services. Centralization of client care is a disaster and this is just another version of that, said Towle. Towle said that the staff needs to have courage to come forward and speak to media and support the initiatives put in play by Hale. Residents also need to support their local service. The question remains whether residents care enough to write one letter, one quick email, or attend one rally to support the service that has cared for them over the last 25 years. Highway traffic circle proposed


Sharon McLeay Times Contributor Council received word from Alberta Transportation that the intersection at Hwy 21 and 9 would receive safety measure upgrades. Luminous lines and safety strips will be installed and rumble strips and stop signs situated closer to the road. They were suggesting a fourway stop be considered for the Morrin corner. The consultants said statistics show the four-way stops can reduce collisions up to 50 per cent. They were asking for councils decision. There is some merit to this considering the high traffic volume. Some people wont pay attention but it may be the best option short of an interchange, said Transportation and Infrastructure Manager Dave Churchill. It will be a nuisance to some, but if it saves lives it is worthwhile. Council discussed the idea of the fourway stop and the idea of a traffic circle was suggested. There was some interest in bypass lanes and placing the idea on the County website to get ratepayer feedback. They were going to consult with local fire departments as to accident occurrence and reasons for accidents. Transportation consultants were hoping to install the four-way stop prior to winter freeze up.

Building leaders
Sharon McLeay Times Contributor Is your organization having trouble overcoming obstacles and meeting new challenges? Have you newly moved into a leadership role and wished there were some resources to guide your way? Then the new leadership program that Teri McKinnon, the Regional Education Representative for Bow Valley College introduced to Wheatland Council on August 20, may be useful to you. We know that what it means to be a leader is drastically changing, said McKinnon. She said families already have fast paced lifestyles and fitting in volunteer time is a challenge. Studies have identified that there is a gap in communication between generations and youth leadership and mentoring could be improved. Organizations or businesses often have barriers that traditional methods dont seem to address. McKinnon said there is a need for new problem solving stratagems. She said the Becoming a Community Leader course has components to address these issues. McKinnon said that the good thing about this course is that the material is an investment and is owned by the community forever. The material can be used by community organizations or checked out at the library in future years. The course runs 15 weeks and is offered online, and can be accessed on handheld devices and in any location. There are streamed components that can be recorded and viewed at the participants convenience. There are also two appearances by humanitarian, business leader and motivational speaker Ian Hill. A celebration is scheduled for the end of the course. This program was made possible through a grant given to the college, in view of its educational success in the past. Strathmore is one of 20 communities selected for participation, and success results will contribute to a report at the end of the process. If the process is successful, it may be adapted for use nationwide. The competitive side of me wants our community to come out on top, said McKinnon, but clarified her main goal is to give residents the tools to solve leadership problems that will contribute to individual and community goal achievement and involvement. McKinnon will be introducing the program to the community in September and it will be available in October. Those interested can contact McKinnon at 403-462-2550. She encourages registering early as there is limited enrollment. Wheatland Council contributed $1,000 towards the $7,500 remainder needed to finance the course. McKinnon will be making presentations to other agencies in the coming weeks. Funds donated are an investment in individuals and community organizations that will be evident as money well spent for years to come.

Random remembrances
Pat Fule Fule for Thought Usually, I try to keep some sort of train of thought with my columns you know, somehow they are supposed to tie in to some common theme. However, sometimes a person has random memories, or random things that have happened, and they dont all tie in together. So, I guess the theme of this week is that there is no common thread between these happenings theyre just that: random! My parents were both European and very hard working. They took time off work not to travel, but to do projects around the house and yard. In fact, we never even had a barbecue until I hit high school! We used to have the old briquette style ones, but one day, my dad brought home a more deluxe one. My parents were so proud, but my mom was also worried that someone might steal this barbecue! One June day, I came home from school to see that Mom had made sure no one was getting our barbecue. The problem was that she had used old shoelaces to tie the barbecue to the deck rails! I asked her if she thought that bad guys might not just cut the laces, and steal the barbecue? Thats when she smiled, and realized her security system had some flaws! When I was at University, my dad called me to tell me that he had bought a new device for his TV a satellite dish! Now, I asked him a lot of times, if he was sure it was a satellite dish, and he was getting a bit defensive! The next weekend I came home to find a TV antenna that looked like a satellite dish! I asked him if hed noticed any more channels, and then I had to break the news to him that it was just a set of fancy rabbit ears antennae, and not really a dish. He had a similar smile to the one Mom had with the barbecue! Everyone thinks little Debbie is so angelic! Well, lets set the record straight theres a dark side to her, too! Years ago as a girl, she challenged her younger sister to a foot race. It was winter, and her sister did not know that Debbie had planned this all. She told her sister to run on top of the snow ridge that the snowplow made, and that shed race alongside on the road. The race was on, and Sherie ran as fast as she could. What she didnt know, was that Debbie had dug a deep hole in one spot of the ridge, covered it with a blanket, and some light snow for the trap! Did I mention that Deb also poured some pitchers of water to freeze the hole, and secure the covered blanket?! Sherie ran as fast as she could, and after a long sprint, crashed down into the hole! Im told there were screams, tears, and some bad words! I dont think Sherie trusted Debbie as much after this trick! Back in university, I took a non-impact winter backpack course as part of my B.PE degree. That means you pack in everything you need, and then carry it all back out. We were to ski in, set up a tent, cook, and carry out everything we brought. Well, our prof didnt count on a guy named Mack. Skiing to Shadow Lake, Mack and I were well behind the prof because he had us stay back to ski with the last skier, who kept falling behind. Pretty soon, there was a large gap, and Mack began his impact camping course! As we skied, Mack pulled out cans of Coors beer, and offered me one. Now, I wanted to pass this class, and stay out of trouble, so I turned it down! Sure enough, Mack drank beer, and tossed empties behind him! I tried to reason with him, but he really didnt care, and we had to keep up. By the time we got to camp, packed down the snow, and pitched our tent, Mack was drunk! He didnt eat any of the cooked food, retired in to the tent, and Im pretty sure the Coors kept flowing. It wasnt just the Coors that kept flowing! All night, Mack had to get up, and stagger through deep snow to relieve himself! Neither one of us got much sleep, and I do recall calling him a few names! Come to think of it, that may have been the start of my hatred of camping! Many years ago, our school had a caretaker who found interesting ways to get jobs done. Take fertilizing the school grass, for instance. As I looked out the staff room, I burst into laughter I had to get others to see the sight! The guy and his assistant were fertilizing all right, but he was driving a lawn tractor, with a pull behind spreader, while his partner jogged alongside carrying a huge bag of fertilizer! The boss got to drive the tractor, and his assistants job was to frantically keep up to the tractor while pouring in a steady supply of fertilizer (I guess its always a good idea to have a minion)! Hopefully, this random column brought you a bit of random smiles! Sad sight to see


To the Editor Its very hard to describe how I felt driving around Kinsmen Park on Sunday morning and seeing all the graffiti. Thirty years as a peace officer taught me that people do stupid things and that getting mad doesnt change that. So I wasnt mad but I was very sad and extremely disappointed. Out of touch with reality


To the Editor I had an Oh My God moment reading the letter to the editor, titled Leading for the Future. The writer was offended about positions in the Heritage Days parade? It struck me that both the conservative parties in Alberta are out of touch with reality. I have heard Jason Hale complain about roof top gardens at the legislative office building, I have heard Danielle Smith complain that she is not invited to public forums and town halls, and now an obvious surrogate for the Wildrose Party is offended that Jason Hale wasnt leading the parade. To which I say, are you serious, are you really serious?!?! Leadership? Where has Jason Hale been for the last three months while others have been trying to keep the Long Term Care center at Strathmore Hospital open? Now the Wildrose holds a meeting to discuss the closure a month before it occurs. Where has he been when people are concerned about the provincialization of our ambulance service? Where has he been when people of our communities are losing their jobs because the conservative parties (PC and Wildrose) and the right wing are all for privatization? Oh and leadership, Im sorry Danielle Smith, you dont need an invitation to come to a public forum or town hall, you just need to show up! However it is still that sense of entitlement that you brought over when you jumped the Progressive Conservative ship. You shouldnt talk about leadership; you should give yourself a reality check. There are more important issues that are occurring in this constituency than who gets to lead a parade. You should be ashamed of yourself, and rather than telling us we need to remove town and county councilors for offending the Wildrose, maybe we should take your advice and find a new MLA while we are at it. The Wildrose idea of the future of Alberta is no different than the Progressive Conservative idea of the future. To the Editor My wife and I are staying in the Days Inn here in Strathmore until Aug. 31. We are both Rapid Response Chaplains with the Billy Graham Evangelistic Association serving on the Siksika Reserve. We live in Waterloo, Ont. We were here a few weeks ago with Samaritans Purse during flood clean up. The chaplain program was asked to remain although the Samaritans Purse has completed their role for now and we were asked to return to Siksika. I felt I wanted to express our appreciation for a few reasons. We appreciate the hospitality of the Days Inn, which was arranged by Samaritans Purse whose Canadian headquarters is in Calgary. When we were here before, we slept on cots in the mezzanine above their offices. The staff at the Days Inn have been wonderful. We are able to pick up copies of the Strathmore Times in the breakfast room, which has helped us become more familiar with your town. Last week I lost my (tri-focal) glasses alongside of the Bow River on the reserve. With thanksgiving they were found. One lens was out but not broken, however the strapping that held the lens in place was broken. Monday morning before going to the reserve I visited Strathmore Optical to see if they could possible be fixed. Not only did they fix them while I waited when I asked the price they told me, no charge you are helping with flood victims. I could not express my appreciation sufficiently. During our earlier involvement with clean up on the reserve and a very short time in High River, and since our return, I am extremely impressed with the kindness and volunteerism of this province. To the Editor The challenges and issues that communities face change over time. Corporations may bring in individuals with specific skill sets to lead them through those challenges and then transition them out when stability returns. Civic leadership is determined through municipal elections and the opportunity to transition is set by the provincial government at every four years. Whether the expertise needed is available is determined by those individuals willing to believe that they can make a positive contribution to the future direction of their municipality and they willingly step into the electoral competition. The final decision is dependent on choices available for the popular vote. However, that being said, a title does not make someone a leader. What factors should be considered by the individual and the electorate in making the best decision for future growth? Leadership decisions that focus on character rather than the issues provide better opportunity for success. Leadership that stands the test of time knows both its strengths and weaknesses. Instead of surrounding itself with like minded individuals, it seeks out and encourages diversity to promote growth and success for everyone. Authenticity becomes evident in challenging times. Calgarys Mayor Nenshi provides a great example of how that is done providing opportunity and bringing out the best in individuals. The humanity he provides to his municipality encourages its people to become more involved and committed to seeing their city shine. Civic elections take place on Oct. 21. Nomination papers are now available at the Town and the County offices and must be submitted by Sept. 23. Do you believe you have what it takes to be an authentic leader? AltaLink construction underway in Langdon


Shannon LeClair Times Reporter On Aug. 22 AltaLink hosted a BBQ at the Langdon substation for anyone interested to come and enjoy. The BBQ was also an information session about where things are now with the new transmission line development. It has been a few years since the company first began public consultations about proposed routes. After determining a preferred route, AltaLink filed their application with the Alberta Utilities Commission (AUC) in March of 2011. AltaLink then began the regulatory process. In late 2011 the Minister of Energy at the time, Ted Morton, wrote a letter to have the process stopped so the need for the new transmission lines could be assessed. So the government put together a committee called the critical transmission review committee that did some work to ensure that the transmission lines, primarily between the Edmonton and Calgary areas, were still needed, said Scott Schreiner director of external engagement for AltaLink. It was an independent committee and everybody that had an interest in the transmission business, both on an industry side (and) on a customer side was able to make presentations to this committee. AltaLink went through a public hearing that took place in Red Deer, and approval was given in Dec. 2012 for the line going from Genesee, west of Edmonton, to Langdon. Construction has begun with the building of a new convertor station in Langdon that will be the southern point of the new Western Alberta Transmission Line. Schreiner said construction crews are starting to assemble and erect transmission structures, the towers, mainly on the north end of the line for now and are working their way south. Theres going to be a lot of benefits to it (when its finished), the system will be more reliable at the north end, a lot more reliable at the south end and its going to reduce, significantly reduce, the amount of wasted electricity in between the Edmonton and Calgary areas that gets lost in transfer and thats going to save people money, said Schreiner. The combined losses with the reduced requirement for high cost generation makes savings in the hundreds of

At this point theres so much demand on the system, theres so much load that there isnt the opportunity to be able to pull lines out of service. One of the advantages that this line will provide is it will allow us to use the existing 240KV lines as a support system for central Alberta, so it helps reinforce Red Deer and surrounding areas there. In the last 30 years since any reinforcement has happened between Edmonton and Calgary more than a million people have come to the province, which has more than doubled the demand for electricity which has been

operating on the same set of wires. In Alberta the system adds about two cities the size of Red Deer every year electrically. That kind of demand is coming on every year so the need is there to meet that demand and to be able to continue to meet the electricity demands well into the future. Because AltaLink will be using a Direct Current line, as the demand for power increases they can add to it without having to build a new line or tower. They would have to add more equipment to the substations but wont have to bother landowners again or expand in the fields, which will also lead to a lower carbon footprint in the future.

Cuts to PDD put on hold

The concerns raised have been satisfied for now, though there is the speculation that the discussion may rear its ugly head again in the future. Im pleased to report that our funding is all intact, there is no reduction this year, however, (the contract specialist) couldnt be really specific with respect to the future. supposed to be coming, perhaps next year and even the year after that, said Vince Kimura, executive director for the Foothills Advocacy in Motion Society (AIM). The AIM Society provides services and support to adults with developmental disabilities. The idea behind it is to be a support system and help the clients achieve success no matter what their disability may be. For each client there will be different levels of success and opportunities available through the AIM Society. One of the proposed changes had been a budget reduction, which would be a 44 per cent reduction to the community access program. Clients from AIM would definitely have been impacted by the budget reduction. The resource allocation model, however, was the biggest concern that had been brought forth. That resource allocation model had implications far greater than the 44 per cent cut to Community Access actually, said Kimura. The Resource Allocation model was targeting low needs individuals. There were indications that the government was faced with a situation where they were not in good position with the projected deficit. What they are trying to do is to ensure that the individuals with the highest level of need continue to receive supports. So unfortunately whats happening is there is an assessment tool that has been utilized to assess almost 90 per cent of the individuals in PDD in the province of Alberta and 40 per cent are deemed to be of low needs, said Kimura. He said in the resource allocation model the government was really targeting reducing the funding to the individuals who have been assessed as low needs. This is money that is allocated to programs like those offered by the AIM Society. In the province of Alberta there are 187 service providers and approximately 10,000 adults are served who have been deemed eligible Over the years these individuals have been able to secure funding for things like residence, respite services, employment and/or community access. Kimura said what the government was saying was that the overall average cost of those individuals who have accessed multiple programs and have gotten funding for each of those programs is not sustainable anymore. The government wanted to implement something where the level of funding, or the number of programs that people with low needs access, would be diminished or reduced. Those who are still deemed highest level of need would still have access to the programs, and likely wouldnt be affected. What is considered low needs had

become a source of discontent and controversy. Were shocked at the level of need thats been deemed to be low, and so I think thats where the greatest area of worry or controversy (came from) is that there is a significant concern that there will be people who will be collateral damage as a result of this new resource allocation model, said Kimura. The model would have affected adults with disabilities who have achieved a higher level of independence. The government was saying they want them to be more independent. I understand in some essencewhy theyre doing this, I think the damage that they (were planning) so much in one year. Prudent practice would have been that you maybe spread this over three years instead of trying to do this all in one year and thats where I think the degree of pushback is coming from, said Kimura. I think the problem is people fall through the cracks all the time and the problem with this model is that it makes the crack just a little bit wider. This model is so robust that if the funding gets tighter and tighter they can tweak it and the gap just gets bigger, and bigger and bigger. I think thats a concern going forward. In Alberta the level of need for persons with developmental disabilities is rated in a range of one to seven, with one being the lowest level of need and seven is the highest. Individuals who score three or under are considered to be low need. In the province there are 704 people assessed as level one in group homes at an average cost per person of $42,632 a year. If PDD clients are in support homes (and there are 789 in support homes in the province for level one) the average annual cost is $16,558, which is a significant difference. In level two there are 701 people in group homes at an annual rate of $53,984 per person. There are 328 level two people in support homes at a cost of $25,871 per year. Kimura believes that the governments goal was to bring things into alignment and get people out of group homes and into support homes wherever possible in order to cut back on funding. However, the method being chosen saw too much happening too fast, and for now at least things are on hold. The only option now is to wait and see what the future holds for government planning, the budget and the future for persons with developmental disabilities in Alberta. Kimura said after the Aug. 20 meeting with the contract specialist he feels optimistic that the AIM Society is close to where they need to be, and that the future plan will be to bring those out of alignment back in.

Blue-green algae concerns province-wide


Shannon LeClair Times Reporter Blue-green algae advisories have been popping up all over the province this summer including here in Wheatland County. An advisory was issued for Eagle Lake on July 31 and on August 2 one was also issued for the Severn Dam Lake. Better detection method is just one of the reasons for the increase. Alberta Health Services (AHS) has put in place a recreational/beach-monitoring program where environmental health inspectors are visiting beaches and collecting water samples, or working with someone in various communities that will collect the sample for AHS to test for Microcystin. Our surveillance is detecting these events occurring and when we find a blue-green algae either as a result of observing it visually or through the water testing then were issuing the water advisory, said Zone Medical Officer of Health for AHS Dr. Brent Friesen. Blue-green algae blooms are events that we see occurring usually in the summer months in Alberta. What happens is the blue-green algae produce a toxin that can cause serious illness to animals and humans who drink or who have skin contact with the water containing the toxin. Some of the health effects that people experience could range from relatively minor ones, such as skin irritation or a rash, but could also include sore throat, sore, red eyes or swollen lips. Those symptoms usually appear within one to three hours and disappear within one to two days. The severity of the symptoms is related to the amount of time people are in the water and the amount of water they ingest, said Friesen. Some of the toxins can cause more serious damage. If people were to be ingesting the water for a prolonged period it can result in damage to the liver. It can cause serious illness and it is important that people protect themselves. The toxin is heat stabile, what that means is if somebody was to take water from the lake thinking they would make it safe to drink by boiling it, it doesnt have any affect on it, so boiling doesnt provide protection. For people drawing water from lakes or water ways that have had a bluegreen advisory issued its important that their water treatment system is capable of removing the toxin. The best thing to do is to consult with a water treatment specialist about your system. Studies have found that the charcoal filter systems will remove most of the toxins, but again it is important that people check on their own individual systems. Other ways to protect yourself is to avoid swimming in water containing blue-green algae and avoiding contact with any that has washed up on shorelines. AHS also recommends keeping children, pets and livestock away from water contaminated with blue-green algae. There are concerns about the impact on water systems in terms of increased activity around recreational bodies of water, such as development occurring around water might increase the potential for nutrients to get into the water bodies and contribute to the development of the blooms. Friesen said there are multiple factors that contribute to the increase of the blooms. In some lakes it will be a reoccurring issue, and if it reoccurs three years in a row its likely that its going to be an ongoing situation in which case we put up permanent signage for those lakes and beach areas. In other situations weve seen that its a one off event, it will occur one year and then not reoccur in terms of next year, said Friesen. If AHS has issued an advisory then there is signage put up at beaches and areas where the public is known to access the beach or body of water The signs will sty up until the beginning of October because once the bloom has occurred its likely there for the balance of the season Info also can be found on the advisories that AHS puts up by going to http://www.albertahealthservices. ca/1926.asp.

Flood Relief UPDATE


In the aftermath of the Alberta Floods that devastated so many communities, as always Chinook made a commitment to helping and supporting its affected members and communities in any way possible. Since then, Chinook has lived up to this promise in several important ways.
1. Loan support to allow affected families the flexibility and time they needed to recover. 2. Chinook opened an account for members and staff to make donations to the Red Cross Flood Relief. Shannon LeClair Times Reporter When Strathmores newest soccer pitch officially opened on June 15 Mayor Steve Grajczyk and Chestermere Mayor Patricia Matthews made a friendly wager. Strathmore and Chestermere soccer teams were playing each other in a tournament on the new field, and the wager was that the losing teams Mayor had to go to council chambers and praise the winning town. On Aug. 19 Grajczyk made his way on that long drive to Chestermere and with the help of Strathmores honourary town crier a proclamation was made. The one that lost would have to wear a (t-Shirt) of their city. Unfortunately I lost, but theres another year, we will do it next time, said Grajczyk. When asked why he went a step above and found an official town crier to make the proclamation, Grajczyk said, because it added a little bit of excitement to the whole thing and brought in a better atmosphere. I have to say that is possibly the classiest move from a loser of a bet that I have ever encountered, said Matthews. Its fantastic that Chestermere and Strathmore have a great political relationship because so many of our residents interact on things like sports and I truly enjoyed Steves presentation and

so were going to frame it and put it in our council kitchen. Matthews jokingly said Grajczyk has created some jealousy among residents and council wondering why they dont have a town crier to call their own. Nelson Phillips and his son Parker were the two on hand to make Grajczyks proclamation about the town of Chestermere. Phillips first became a town crier in 1981. He lived in Invermere, B.C. at the time, and there was a weekly newspaper, but if businesses in town wanted to advertise daily specials it could be tough. I felt if I created the town crier and walked the streets and shout the specials out, next thing you know I was invited by the ancient and honourable guild of town criers, said Phillips. Things have grown far beyond what he could have ever expected when he first began shouting out specials. I have been invited to Buckingham Palace, Ive been with the Queen and Prince Philip, I have done proclamations for Prime Minister Brian Mulroney and Stephen Harper and just two weeks ago I came eighth at the world championships, said Phillips. Grajczyk wants the town to know that hiring a town crier did not cost the town money, and that he would like to thank Brian Bassen for sponsoring Phillips.

Funds for furry friends


Shannon LeClair Times Reporter When she first heard about the flood at the Calgary Zoo six-year-old Brooklynn Adams knew she had to help. I wanted to give them money, said Brooklynn. She had $20 and she was going to donate that and then friends and family just kind of said well well add to Brooklyns donation for the animals, said Lynn, Brooklynns mom. I was surprised when she came up and said Im donating my piggy bank money to the zoo, and I went why? Well theyre flooded mom and I dont know what the animals are going to do. I thought well, thats really nice. She thought of it on her own, we just kind of went with it. The $20 donation quickly turned into $300 as family and friends heard what Brooklynn wanted to do. At the beginning of August, Brooklynns granny took her to the zoo and she donated her $300 to them in person. There was a sign at the time that said 21 children have donated to the zoo and she said now they need to change the sign to 22. Since Brooklynn brought in her donation, more children have shown their support in various ways. Donor Relations Coordinator for the Calgary Zoo Aldera Chisholm said the ideas have ranged from bottle drives to lemonade stands. One girl even brought in $10 of her tooth fairy money to help out. A lot of them are bringing in pictures of their favourite animals and things like that because they said they want to help their favourite animals, which is so incredibly heartwarming for us, said Chisholm. The funds that theyre bringing us are definitely a huge help for us. Insurance will cover some of the expenses to see the Calgary Zoo fully operational, but it will not cover the majority of it. Chisholm said they are looking at approximately $50 million between damages and lost revenue. Thats a pretty huge number to make up so were really at the stage right now where every single dollar can make a big difference to us, from things like buying food for the animals to helping us pay staff to feed the animals. Luckily our insurance will cover most of the building costs, its all the other stuff that we need help with really, said Chisholm. Anyone wishing to help out has a couple of different options. You can donate online through the Calgary Zoo website. You can also call Aldera Chisholm at 403-294-7671, or e-mail her at donations@calgaryzoo.com. If someone wants to run a fundraiser there is a form on the Calgary Zoo website that says tell us about your fundraiser. By filling out the form it helps keep staff aware of whats happening, and it provides the potential to use logos if appropriate. Were really short staffed right now so we really appreciate all the folks who are helping us out, just if they can tell us about it that would be great, said Chisholm. Youth Club offers Club Works to rural communities


Shannon LeClair Times Reporter The Youth Club of Strathmore has combined some of their more popular programs and is offering them to rural communities. Club Works is a four-week program, offered one night a week for four consecutive weeks in communities surrounding Strathmore. Kids in the outlying communities will get a chance to participate in Mad Science, Chef, Extreme Kids and Creative Station. Each night of the session will consist of an experiment, a recreational activity, a chef creation and a craft if time permits. The Chef creation has been designed to be an entree as the class runs over the dinner hour, from 5 p.m. to 7:30 p.m., said ProHarry and Gorete Salm of Strathmore are pleased to announce the engagement of their daughter, JuliannaTeresa Salm to Matthew Leonard Vernon Reeves, son of Jon and Angela Reeves also of Strathmore. A summer 2014 wedding is planned.

The one week program offers children from the ages of three-years-old to 11 the opportunity to start preparing themselves for the back to school routine. This years theme was Gods Dream that all kids get along. While the kids are off doing fun crafts and sharing stories the parents are welcome to gather as well in a discussion to further their faith and family. The families enjoyed a small campfire in the parking lot of the church on the last day of camp.

Tweaks for off-road vehicle bylaw


Sharon McLeay Times Contributor The public hearing for the new off-road highway vehicle policy had a small audience of two on August 20. A letter of concern written by Gord McDonald was also entered into the record for Councils consideration. Sgt. Jeff Cyr said that he took previous concerns of council and the public, and tried to incorporate them with the Municipal Government guidelines and the Traffic Safety Act to create a policy that would work for all ratepayers. He sent the draft to the legal consultant and they identified some changes. They indicated increased clarification was needed when aspects of the Traffic Safety Act applied. While the Traffic Act applies to land along highways Cyr clarified the bylaw would have sections that apply to public access on any county land. Public land was taken out as the county has no jurisdiction on private property. The bylaw covers anything from 4-wheel drive vehicles to motorboats. There are restrictions to speed, and the county can suspend the bylaw in the event of an emergency. The bylaw would now require a working agreement for conducting work on roads or county property using any off-road vehicles, however, not for operating an off-road vehicle to reach a work area. The agreement includes a waiver of county liability. Operators would require a valid operators license and insurance, and the vehicle needs a visible license plate. If there were infractions both the owner and operator could be fined or required to appear in court. There is the possibility for council to impose increased penalties for repeat offenders. Complaints about possible bylaw violation will have to be sent in to the county Peace Officers in writing. It should include the complainants identification, the details of the violation and as much information about the person and the offroad vehicle in question. There were questions about farm practises and the use of underage family members using off-road vehicles to help move cows or contribute to family farm activity. Hours of operation were a concern as farmers often work after dark. The use of helmets was also discussed. Cyr said it has always been illegal for an underage, unlicensed person to drive an off-road vehicle on roads or county property. We started this revision to address urban needs, to allow certain people to do the things they needed to do. Now we have moved into rural use, said Councillor Ben Armstrong. Sgt. Cyr said the working access agreement will apply to both urban and rural areas. Camp comes to an end


Donna Fitzgerald (childrens director) is in her eighth year of organizing a fourday youth camp at the Strathmore Alliance Church. The Church holds their camp at the end of August every year in order to help get the children back into the swing of things before school starts. The participants range between kindergarten age and Grade 6. The kids are grouped by age and sent off on a four-day adventure exploring many different stations. The kids love the cooking station as well as art, sewing, sports, woodworking and many more.

The Hope Bridges Society is pleased to announce the return of their fall programs.

Fall workshops return to Hope Bridges


Shannon LeClair Times Reporter After the success of last years regular fall programs the Hope Bridges Society is planning to bring them back for another year. The weekly workshop Sing Your High Note will run Tuesdays beginning on Sept. 10. Sing your High Note had over 40 participants, which included family members and friends of participants who came and joined the group. What came out of that group was a community bond where they were sharing their favourite songs on a regular basis and just enjoying each others company, said Coordinator Wanda Reinholdt. A number of individuals started to volunteer in the community, and Reinholdt feels it was because they did get to know people and those bonds encouraged them to do more. The program is open to all ages, and though in the past there had been two sessions each Tuesday, for now there will only be the 1 p.m. to 2 p.m. session. The 2 p.m. to 3 p.m. group had been at the hospital but with the changes happening there Hope Bridges is looking for a new home for them. Anybody that came to the hospital from 2 p.m. to 3 p.m. is welcome to join the 1 p.m. to 2 p.m. (group) at Hope Church. Were encouraging them to come out. Right now we dont have a program thats going into any seniors areas but were working on it, said Reinholdt. A family member or friend would need to transport their loved one from the hospital or seniors facility to the session. All participants to any of the workshops must pre-register. Go Green Upcycling is also making a return this fall, beginning Thursday Sept. 12. Its doing great. We have two projects out in the community now from the Go Green, one is a beautiful, big mobile at the library and that was created by upcycling participants and the other is of course the mural, said Reinholdt. The mural can be found at SEARS and will be heading to a new location soon. Participants in the workshop will continue individual projects, but there is also a new community project that is being planned. The program gained momentum and popularity quickly after being introduced to the community. Theres been a solid group, I think at last count there were 15 individuals that have been coming to Upcycling. Its really fun and again whats developed is a real community where they meet for two hours on Thursday mornings, but they dont want to stop meeting, so we go for lunch, said Reinholdt. The big goal here is to continue to beautify the community and encourage the community with pieces of art and opportunity. African Drumming, taught by Sarah Haughey (Lyons), will run for six weeks from 6:30 p.m. to 8 p.m. beginning Sept. 11 at Holy Cross Collegiate. Weve had lots of abilities and lots of interest in African Drumming. People who just love the sound of drumming, all the way to people who have done quite a bit of drumming and everyone in between, said Reinholdt. Its really fun and its helped a lot of people feel really good and de-stress. Zentangle for beginners is scheduled to start on Oct. 3 at 7 p.m. and for intermediate tanglers on Nov. 7 at 7 p.m. Its starting to really take form, people are really interested in it and its growing which is great, said Reinholdt. Our goal with Zentangle is to have a rather large group of people who have done Zentangle and to hopefully create a club which would be a monthly drop in (club). The weekly workshop and African Drumming costs are $20 for sessions one to four; however, if you purchase five or more then they will only cost $10 per session. For Zentangle anyone who needs a kit will pay $35 for an individual session, or $30 per session if you book for both sessions. For those who already have a kit is it $25 a session. One of the only real complaints that the Hope Bridges Society has received was that they took some time off over the summer, which is one of the best complaints to have. The workshops have grown in popularity, and while many people will be returning Reinholdt said theres always room for new participants. What were seeing is that people are already registering without this being released because they know were here. The consistency of being here and being available and being something for people to do and a place for people to come is becoming really valuable for people. People are always surprised that this exists in Strathmore, Alberta, Canada, said Reinholdt. County accepting bursary applications


Shannon LeClair Times Reporter Students looking to study the field of agriculture have a chance to receive a helping hand from Wheatland County. Since 1993 the Wheatland County Agricultural Service Board (ASB) has invited students to apply for a $500 bursary. Obviously were an agriculture county and the intent was to promote agriculture and to encourage kids, whether theyre going into agriculture directly or more Ag-related schooling, said Russel Muenchrath, agricultural fieldman for Wheatland County. Students who have graduated within the county in the last three years are eligible to apply for the bursary. Theres a nature of agriculture document that they read through to learn about agriculture in Wheatland and then theres a questionnaire they have to fill out based on that. Thats one of the criteria we use is that examination, said Muenchrath. They dont necessarily have to be on the farm but there are a lot of other Agrelated industries as well. Some of the information found in the agriculture document includes 2011 statistics on the number of farms in the county and what is produced. There is also a list of the ASB, what it is and what the boards duties are. The application process also includes a short essay. High school transcripts or preceding semester grades are needed. A copy of the letter of acceptance from a post-secondary institution along with the course of studies details must be included, and each applicant must also provide a headshot photograph. Applicants should know by the end of the year if they have qualified for the bursary and the money will be released to their school. It goes directly to the school, the kids dont get a cheque, the school gets the cheque and then its applied to their account to use for whatever, tuition or room and board or supplies, said Muenchrath. Application packages can be submitted by email, mail or in person. The package can be found on the Wheatland County website by going to http://www. wheatlandcounty.ca/DocumentCenter/ View/435. Aryssah Stankevitsch Times Reporter The 15 professional teams competing in the September 3 to 8 Tour of Alberta race have been announced, featuring 20 professional Canadian cyclists, along with riders from over 20 different countries. Headlining the race is current world number two, Peter Sagan with Cannondale Pro Cycling, and 2011 Tour de France winner Cadel Evans of the BMC Racing Team. Canadian Ryder Hesjedal winner of the 2012 Tour de Italia is confirmed as well, for Team GarminSharp. The people of Alberta, and all of Canada, will be able to see Tour de France and Olympic heroes as well as many former and current national champions of their countries, said Jim Birrell, Tour of Alberta race director. Some of those national champions include Brent Bookwalter, who finished second in both U.S. Road Race and Time Trial National Championships this year, and 2011 Australian Road Race Champion Jack Bobridge. Bobridge also won silver in track cycling at the London Olympic Games. Were elated to announce the participation of some of the worlds top cyclists, which confirms our intentions of making this a great field in the inaugural year of the Tour, said Executive Director Duane Vienneau. Ryder Hesjedals Garmin-Sharp roster is star-studded, with 2012 USA Pro Challenge winner Christan Vande Velde, three-time Tour de France stage winner David Millar, and seven-time U.S. time trial champion David Zabriskie. This event is not only great for Alberta but all of Canada, said Tour of Alberta chairman, Brian Jolly. We are introducing a world-class event to Canada with a world-class field. Were on the right track for success. Current Canadian National Champion Zach Bell will be riding for the Champion System Pro Cycling Team, and last years Canadian Champion, Ryan Roth will be on the same roster. Edmonton native Ryan Anderson will also be racing, as will Will Routley of the Canadian National Team. The UCI sanctioned race is set to be one of the highest level pro cycling events in North America. The riders will be pedaling through Strathmore on Sept. 6.

Aryssah Stankevitsch Times Reporter Around for roughly 15 years, the fall camp for Strathmore High School (SHS) and the Strathmore Community Football Association began on Aug. 19 at the high school field. Seventy-five kids between the peewee (ages 9 to 12), bantam (ages 13 to 15), and SHS teams are getting back into shape, as camps roll right into their regular seasons. Getting rid of the couch potato thats the biggest thing. Right now, its mostly conditioning, said Bantam Head Coach, Doug Klauck. His teams first game is Aug. 31 at 1 p.m., home against Innisfail; the other two groups begin season play the following weekend. Klauck says one of the most important things in camp is learning how to take and receive contact, as most of the kids have never been involved with physical sports yet in their young lives. Its teaching them how to hit with proper techniques heads up. Just so theyre not injuring themselves, getting them used to contact at an early age, he said. Its something new to them. We try to break them in a little bit at a time. Graduates of the program have gone on to play junior ball in British Columbia, and with the Calgary Colts junior program; previous players are also on Halifaxs St Marys University and the University of Alberta teams. Everybody who shows up is going to play on the field, Klauck says. The main goal each year is to just be competitive amongst the league. We play some big cities, like we get in to play Red Deer and theres a lot of big schools and big teams. So if we can be competitive, thats all we hope for.

Aryssah Stankevitsch Times Reporter In its 10th consecutive year, the Gleichen Rodeo on Aug. 23 and 24 had over 500 visitors, and more volunteers than expected. That makes it a lot easier, said Head Coordinator, Jeff Yule. Then nobody has to work too hard, right? Everybody does a small job and then nobody has to do too, too much. Yule said that overall the weekend went very smoothly, and the rodeo went even faster than they had planned. It takes a lot of money to run, he said. A lot of prize money was awarded too. Hometown hero Keenan Desmet of Gleichen finished third in bull riding with a score of 62. Stephen Roy and Murray McGonigle of Strathmore placed sixth in team roping by a score of 7.3; Arrowwoods Katie Waterston and Kelly Buhler roped 0.4 seconds faster, and placed fourth. I think its good for small towns. Its all about surviving, said Yule. Its getting harder and harder in these small towns to keep everything going. This kind of helps; I wouldnt say it helps a whole bunch financially, but it helps a little bit. It keeps everyone together. Yule believes this was one of the top turn-out years, if not the best, the hamlet of Gleichen has seen. I would personally like to thank all the volunteers and everybody that was a part of it, Yule said. Without them, it just doesnt happen. I thank them all for all their hard work.

Aryssah Stankevitsch Times Reporter How long have you been doing this? I ask my pilot. Its my first day, he says. Oh good. Ill just type quick will out on my iPhone now. Okay, I lied, he said hed been flying for about five years. But whether he had said five years or 50, I was still nervous about flying a structure that almost resembled The Beatles Yellow Submarine. I journeyed to Olds, Alberta for the Annual Air Cadet League VIP Gliding Appreciation Day, where parents and friends of young Royal Canadian Air Cadets could try out what they do for fun fly without motors. The gliders are strung to a motor plane, then released in the sky, 2,000 feet up in the air. So quiet you dont even know when youve left the ground, the gliders are only 600 pounds, and are mostly controlled by their wings (which are the Michael Phelps equivalent of gliders, let me tell you absolutely huge). Theyve been doing this for over 70 years at the Netook Gliding Centre, I tell myself. Rick Mercer filmed a show here last year and safely completed one of the flights, I tell myself. You wrote the will already so dont worry, I tell myself. When I pass over the controls to you, I will say you have control and you repeat it back so I know, my pilot says to me up in the air. Okay. You have control, he says. You have control. No, no, say I have control, he says. I have control? Do I have control? I dont want control. Take it back! Now, youre flying the glider, he says. Eeeeee! After learning how to maneuver some turns (which made me extremely dizzy), we did some nose-dives back to the ground (which made me recall why I dont do rollercoasters anymore). Elite camp enters 5th year


Aryssah Stankevitsch Times Reporter The Elite Hockey Development Camp, for the past five years, has given Strathmore and area kids a chance to enhance their skill development throughout summer off-season months. This year, from Aug. 5 to Sept. 1, tyke to midget hockey players have been honing their abilities for the upcoming season. Its a developmental camp, so we run them through drills and we try to keep it fast-paced so they get ready for the season, said Doug Raycroft, founder and coach. We work on a lot of skating, puck handling, passing, and shooting. We really try to go through everything a little bit with the kids and balance it with fun too. The young hockey players also learn team play instruction, and how to conduct proper body contact. For the older kids, its more about conditioning. Theyre pretty serious, and they want to get in shape. Its pretty business like, Raycroft said. Youd hate to have it where they didnt want to come back for more. Most of the kids are tired a bit by the end, but theyd love to stay out on the ice and play. When the camp first began in 2009, it ran for a straight week. NHL players came to assist and instruct but now with the month long, three days a week schedule, its harder to do so. Instead, Jason Rycroft, head scout for the AJHLs Canmore Eagles, and new UFA Bisons Head Coach Dan MacDonald help Raycroft on the ice. Hes new to the community, Raycroft said of MacDonald. Hes really into helping he wants to help all the kids programming. During the season, the Bisons are going to help out with minor hockey quite a bit. Hes coming out, just wants to get on the ice, meet some of the kids. Roughly 100 students signed up this summer to get ready for hockey season. The camp finishes up with a shooting clinic on Aug. 31 and Sept. 1.
