Roving Administrative Officer Europe, Mediterranean, and Asia Region

Will be assigned to various posts throughout the EMA Region on an as-needed basis under the direct supervision of the Chief Administrative Officer of EMA Region. 1. Responsible for post administrative operations including budget formulation and execution, human resource management, procurement, contracts, property management, supervising computer system administration, and general services support. 2. Works closely with cashier operations, ensuring that vouchers are prepared in a consistent, secure, accurate manner. Ensures Imprest fund transactions including payments, collections, interim advances, and replenishments are accurate prior to CDs signature. This should be done in a timely manner so that post has a constant cash flow. 3. Ensures that proper procurement processes are followed for the acquisition of goods and services and for the execution of contracts and leases and that the integrity of the procurement process is upheld at post prior to the CDs signature. 4. Ensures timely vendor payments. Ensures that financial matters are handled in accordance with established regulations and policies. 5. Provides financial and administrative support to the PCVs. Ensures the payment of PCV allowances and reimbursements are managed in a timely manner. 6. Provides training and mentoring to administrative and general services staff as needed. Provides training to all staff, including post leadership and at headquarters, on topics such as time management, federal budget processes, best practices for customer service, personnel management, travel policies, energy efficiency, financial management and budget development and execution. 7. Provides performance assessments of administrative and general services units as requested and formulates recommendations to improve performance. 8. Receives general direction from the Country Director. Work assignments are performed with minimum supervisory guidance and control. Completed assignments are reviewed for responsiveness to direction given by the Country Director and conformance with Peace Corps and EMA Region directives and policies. 9. Function as Overseas Contracting Officer at Peace Corps posts in accordance with Warrant issued by OACMs Chief Acquisition Officer. 10. The contractor will provide a written report within one week after the conclusion of each assignment that includes a description of accomplishments; an assessment of the performance of the administrative and general services units; recommendations to improve performance, if needed; and a list of any outstanding issues or future actions to be taken. The contractor will give a presentation of his/her findings and recommendations to selected HQ staff within one week of the completion of an assignment.
