6. The United Nations shall have the right to investigate human rights violations and, where necessary, recommer
corrective action. It will also be responsible for the development and implementation of a programme of human rig
education to promote respect for and understanding of human rights.

ANNEX III

REQUEST TO THE UNITED NATIONS BY THE PARTICIPANTS AT THE UN TALKS ON AFGHANISTAN

The participants in the UN Talks on Afghanistan hereby

1. Request that the United Nations and the international community take the necessary measures to guarantee thi
national sovereignty, territorial integrity and unity of Afghanistan as well as the non-interference by foreign countrk
Afghanistan's internal affairs;

2. Urge the United Nations, the international community, particularly donor countries and multilateral institutions, t<
reaffirm, strengthen and implement their commitment to assist with the rehabilitation, recovery and reconstruction
Afghanistan, in coordination with the Interim Authority;

3. Request the United Nations to conduct as soon as possible (i) a registration of voters in advance of the general
elections that will be held upon the adoption of the new constitution by the constitutional Loya Jirga and (ii) a cens
the population of Afghanistan.

4. Urge the United Nations and the international community, in recognition of the heroic role played by the mujahk
protecting the independence of Afghanistan and the dignity of its people, to take the necessary measures, in
coordination with the Interim Authority, to assist in the reintegration of the mujahidin into the new Afghan security <
armed forces;

5. Invite the United Nations and the international community to create a fund to assist the families and other
dependents of martyrs and victims of the war, as well as the war disabled;

6. Strongly urge that the United Nations, the international community and regional organizations cooperate with th
Interim Authority to combat international terrorism, cultivation and trafficking of illicit drugs and provide Afghan farr
with financial, material and technical resources for alternative crop production.

The United States began building the coalition on September


12, 2001, and there are currently 70 nations supporting the Slovenia
global war on terrorism. To date, 21 nations have deployed
more than 16,000 troops to the U.S. Central Command's Spain
region of responsibility. This coalition of the willing is working
hard every day to defeat terrorism, wherever it may exist.

In Afghanistan alone, our coalition partners are contributing
nearly 8,000 troops to Operation Enduring Freedom and to
the International Security Assistance Force in Kabul -
making up over half of the 15,000 non-Afghan forces in
Estonia Afghanistan. The war against terrorism is a broad-based
effort that will take time. Every nation has different

My fellow citizens, for the last nine days, the entire world has seen for
itself the state of union, and it is strong.

Tonight, we are a country awakened to danger and called to defend


freedom. Our grief has turned to anger and anger to resolution.
Whether we bring our enemies to justice or bring justice to our
enemies, justice will be done.

I thank the Congress for its leadership at such an important time.

Today, our nation saw evil, the very worst of human nature, and we
responded with the best of America, with the daring of our rescue workers,
with the caring for strangers and neighbors who came to give blood and help
in any way they could.

Immediately following the first attack, I implemented our government's


emergency response plans. Our military is powerful, and it's prepared. Our
emergency teams are working in New York City and Washington, B.C., to

• More than 160 countries have issued orders freezing terrorist assets, and others have
U.S. help in improving their legal and regulatory systems so they can more effectively
terrorist funds. Since September 11, the U.S. has blocked more than $34 million in as
terrorist organizations; other nations have also blocked more than $77 million.
• Terrorists and terrorist cells continue to be disrupted or
destroyed on a daily basis. With the global efforts of law
enforcement and intelligence agencies in cooperation with
some 90 countries, resulting in the arrest of some 2,400
individuals, and approximately 650 enemy combatants under
U.S. control.
• The North American Aerospace Defense Command (NORAD)
has conducted more than 25,000 Operation Noble Eagle
sorties, including, 17,600 combat air patrols. At the same time,

As to you last question, though, I think that that's
actually
where we've had the biggest change. The President doesn't
think
of this as law enforcement. He thinks of this as war. And
for
all of the rhetoric of war prior to 9/11 -- people who said
we're at war with a jihadist network, people who said we
are --
that they've declared war on us and we're at war with them
-- we
weren't at war. We weren't on war footing. We weren't
behaving
in that way. We were still very focused on rendition of
terrorists, on law enforcement. And yes, from time-to-time,
we
did military plans or used the cruise missile strike here
or
there, but we did not have a sustained, systematic effort
to
destroy al Qaeda, to deal with those who harbored al Qaeda.
One of the points that the President made in his very first
speech on that September -- the night of September llth,
was
that it's not just the terrorists, it's those who harbor
them,
too. And he put states on notice that they were going to be
responsible if they sponsored terrorists or if they
acquiesced
in terrorists being there. And when he said I want to bring
him
to justice, again, I think there was a little bit of
nervousness
about talking about exactly what that means. But I don't
think
there's anyone in America who doesn't understand that this
president believes that we are at war; it's a war we have
to
win, and that it is a war that cannot be fought on the
defensive. It's a war that has to be fought on the offense.

Finally, the administration, from President Clinton on


down,
repeatedly spoke to the American people about this threat.
In
1995, President Clinton was the first world leader to bring
the
counterterrorism challenge before the United Nations. In
1996, he
called terrorism "the enemy of our generation." Over his
eight
71
years in office, he gave 10 major speeches devoted solely
to
terrorism, delivered more than 60 significant remarks on
the
subject, and raised the issue in public statements more
than 200
times. Both he and the Vice President played a hands-on
role in
shaping and executing our counterterrorism strategy here
and
abroad.

MR. GORTON: Before 9/11, did any adviser to you, or to your


knowledge to this Administration or to its predecessor,
counsel
the kind of all-out war against the Taliban and al Qaeda in
Afghanistan that the United States actually conducted after
9/11?
MS. RICE: No, sir. No one counseled an all-out war against
Afghanistan of the kind that we did after 9/11. There was a
good
deal of talk about the inadequacy of military options to go
after al Qaeda. Dick Clarke was quite clear in his view
that the
various things that had been tasked were inadequate to the
task.
And so we were -- people were looking for other kinds of
military options.
But no, an all-out invasion of Afghanistan, it was not
recommended.
MR. GORTON: Was it possible to conduct that kind of war in
Afghanistan without the cooperation of Pakistan?
MS. RICE: It was absolutely not possible, and this goes
also
to the point that I was making to Commissioner Gorelick.
You can
have lots of plans, but unless -- since the United States
sits
protected by oceans -- or no longer protected, the United
States
sits across oceans -- unless you find a way to get regional
cooperation from Pakistan, from the Central Asian
countries,
you're going to be left with potentially standoff options,
meaning bombers and cruise missiles, because you're not
going to
have the full range of military options.
MR. KERREY: Yeah, a minute response, because Secretary
Albright said the same thing. I was there in '91 when you
and
former President Bush and Secretary Cheney went to the
world and
persuaded the world that we needed to drive Iraq out of
Kuwait.
Public opinion wasn't on your side either when you began.
Public
opinion wasn't on the side of President Clinton when he
suggested
that we needed to intervene in Bosnia. It wasn't on the
side of
the Administration when they decided to intervene in
Kosovo. It's
rare that public opinion is on the side of a president or a
political leader when it comes to using military force --
except
after the fact. So it does seem to me to be -- and maybe it
was
sort of a strawman position to say, Gee, it would have been
exceptionally difficult -- yes, it would have been
exceptionally
difficult, but history is replete of examples where
political
leaders made a decision in spite of public opinion being on
the
other side, and saying, I've got to persuade the people
because I
see it as being an urgent necessity.
SEC. POWELL: I don't think that in the case of al Qaeda
and Afghanistan during this period. It came -- it rose to
that
level of urgent necessity. The people thought, we've got to
go do
this now, even if it includes a major invasion of a country
without the support of the surrounding countries, do we
have a
sufficient cause or justification to undertake such action.
The previous administration can speak for itself, they
spoke for themselves, they said they didn't see it. And,
frankly,
in our first seven months in office, as we looked at this,
we
realized that it might come to that, that's the realization
we
come to. And you come to these kinds of realizations after
a
great deal of study and debate, you don't walk in on the
first
day, and say, we have decided this is what has to be done.
So, we
discussed it with all of the experts who were in the
previous
administration and stayed over. We then brought over our
new
people, Mr. Armitage came in after two months, General
Taylor came
over after awhile, a lot of new people came in, and we put
together a more comprehensive policy, and we reached
conclusions

in early September that it might come to that. And we have
to
understand that we might have to go in and take this kind
of
large-scale military action if that was the only way to
eliminate
this threat.
