ISSUANCE OF SITE PLAN Site plans for vacant/under construction/completed houses are issued to members on each allotment or transfer

in their names after obtaining allotment/transfer letter. Site plan contain the area, location of plot/house with relevant details like roads, adjoining plots, sewerage and water supply locations. Procedure for obtaining of site plans is as under:1. Member applies for site plan after allotment/transfer of plot/house on the prescribed form which is available at Reception of DHA Lahore 2. Following documents are required to be attached with application forms:1. Photocopy of allotment/transfer letter 2. Photocopy of CNIC 3. Application form, in duplicate after completing the upper portion of the form by owner is deposited on reception to Additional Director Maintenance representative. 4. Part-I of the form is completed by surveyors by entering the dimensions/location of the plot/house from the record available with them. 5. Application form is then sent to Accounts Branch for clearance of dues. After clearing their dues one copy of form is sent back to Tech Sec of Additional Director Maintenance. 6. Draughtsman prepares the site plan according to the detail given on the application form, demarcation sheets held by them and hands it over to Technical Section for typing. 7. Completed site plans are kept in Technical Section for issuance. 8. Once the owner approaches Technical Section, it verifies original CNIC of the owner and sends the site plan to Survey Section, which finally hands it over to the owner. 9. Site plan is issued three days in a week i.e. on Monday, Wednesday and Saturday. But in certain cases it may be issued on any working day. 10. Site plan is issued only to the owner/legal attorney on producing the original CNIC. 11. The process of the site plan takes about one week time. SECURITY OF DRAWING FOR PROPOSED HOUSE Following are required to be submitted for security of drawings: 1. 2. 3. 4. 5. Proposed plan on tracing cloth with 7 ammonia prints. Copy of CNIC. Copy of site plan. Copy of allotment/transfer letter. A/B form, of Cantonment Board duly signed by the member and Walton Cantonment Board approved architect.

General undertaking on stamp paper. Undertaking for basement on stamp paper for residential buildings (if applicable). Architect stability certificate who stamps the drawing. NOC from the adjoining commercial building for construction of basement (if applicable on stamp paper). 10. Undertaking on stamp paper for construction of basement in commercial area (if applicable). 11. Undertaking on Stamp paper for temporary lavatory. 12. Structural stability certificate for commercial building from structural engineer approved by Pakistan Engineering Council. 13. Challan form issued to the member for the following dues (All rates are subjected to periodical revision):1. Additional water charges @ Rs. 5.25 per Sft of covered area. 2. Security of vacant plot @ Rs. 450.00 per month. 3. Drawing scrutiny fee Rs 5000.00. 4. Cost of construction Bye-Laws Rs 110.00. 5. Debris charges, non refundable are as under:1. 2 Kanal plot (Residential) Rs.6300.00. 2. 1 Kanal plot Rs.5300.00. 3. 10 Marla & Below Rs. 4200.00. 4. Commercial plots Rs. 6300.00 (All sizes). 5. Sector Shops Rs. 4200.00. 14. After depositing the amount in the bank, photocopy of paid challan form is also attached with the submission drawing / documents. 15. Water is arranged by the owner himself during construction phase. 16. Respective surveyors check the construction activities of the building periodically at following stages as per prescribed form :1. When the demarcation is complete before starting the work. 2. On completion of boundary wall at ground level. On attaining the roof height of following before casting of slab. 1. Basement. 2. Ground floor. 3. First floor. 4. Second floor (for corner building). 5. Mumtee (if constructed). 3. Ground floor at DPC. 4. On raising 1st floor structure 1 ft above floor. 5. On completion of septic tank prior to putting the cover. 6. On making drive way ramp. 7. On final completion before occupation at the time of getting sewer connection. 8. After receiving the drawing/documents, these are checked by draughtsman section, SDO (Tech),AME (Civil) and approved by the Additional Director Maintenance.

9. One copy of approved drawing is handed over to the owner after depositing Cantonment Board building taxes and cost of form A & B and submission of undertaking for the same. NOTE:- Specimens of all undertakings are available in Tech Section. Scrutiny of drawing takes around 20 days. If drawing is returned with observations, 20 days period restarts from the date of resubmission of drawings. OPENING OF SEWERAGE CONNECTION 1. On completion of the house owner applies for sewer opening on prescribed form available at Reception of DHA/Tech Section AD Maintenance. 2. Owner pays completion fee through a challan form and photo copy of paid challan form is attached with application form. 3. The house is rechecked by the surveyor for construction violations. 4. The sewer is opened if the house is found correct according to the approved drawing. 5. The violation of construction byelaws of DHA Lahore is observed, it is notified to the owner. 6. If opening of sewer is not applied by the owner or sewer is opened by the owner himself and occupied the house without intonation a sum of Rs. 20000.00 is levied to the owner. It should be deposited within 7 days. 7. Date of sewer opening is reckoned as date of completion of house. Water/sewer bills are issued based on this date and the Cantonment Board considers this date for evaluation of property tax. 8. A list of sewer opened during the month is sent to Secretary Branch with a copy to Cantonment Board for billing and property tax purpose. ISSUANCE OF COMPLETION CERTIFICATE 1. Member applies for issuance of completion certificate on completion of house to Additional Director Maintenance. 2. Following documents are required for issuance of completion certificate / commercial building. 1. Application on plain paper addressed to Additional Director Maintenance. 2. 2 x Sets of completion drawings. 3. Photo copy of paid challan form for completion certificate fee. 4. 2 x photographs of building (front elevation) size 6x4. 5. The house is finally checked by the surveyor other senior staff of maintenance branch and the completion certificate is issued subject to the followings:1. If the house is found constructed as per approved drawing and there is no violation of Construction Byelaws of DHA Lahore. 2. If the house contains compoundable violation then fine is recovered before; issuance of completion certificate.

In case of construction violations which are neither compoundable nor in order as per approved drawing/construction Bye-Laws, completion certificate is not issued till the time the owner removes these violations. CONTRACTING PROCEDURE 1. Experienced contractors reputed for guilty works given small magnitude works. 2. Performance monitored by all concerned. 3. Panel of contractors is select amongst those who have proved the identical and are issued tender for putting up their bids for intending work or project. If contractors working with DHA not found suitable for particular type of work, Advertisement given in LDG English/Urdu news paper. 4. If contractors are select through advertisement in news papers, prequel is done by a board of officers and panel of contractors is sel by the board for issue of tenders. 5. Bids are scrutinized keeping in view engineering set and market rates. 6. If lowest bid is found reasonable, work awarded to the lowest bidder. Work is awarded to contractor having lowest but reasonable bid. CONSTRUCTION OF HOUSE / COMMERCIAL BUILDING 1. After receiving the copy of approved drawing member approaches the AD Maintenance for physical demarcation of his plot. 2. Member applies for demarcation on prescribed form (available at Reception of DHA Lahore) along with copy of paid challan of Cantonment Board taxes and one copy of paid challan of DHA drawing dues. 3. Date for demarcation is given to the owner by the SDO (Tech) on completion of a prescribed form. 4. Demarcation of plot is carried out by Survey Section of AD Maintenance. 5. After demarcation the owner is issued with PASS to bring the construction material. 6. Water connection is provided for construction purpose after demarcation is completed. 7. Respective surveyors check the construction activities of the building periodically at following stages as per prescribed form:1. When the demarcation is complete before starting the work. 2. On completion of boundary wall at ground level. 3. On attaining the roof height of following before casting of slab. 1. Basement 2. Ground floor 3. First floor 4. Second floor (for com building) 5. Mumtee (if constructed) 4. Ground floor at DPC. 5. On raising 1st floor structure 1 ft above floor. 6. On completion of septic tank prior to putting the cover
