1. Project Consultant for Casino Area Master Plan

Location: consultant to work through City Department of Planning w/ all neighborhoods Description: Engage a professional planning consultant to oversee all planning, engagement, and development activities related to the Casino Area Master Plan.

Upgrades to Carroll Camden Industrial Park

Location: Carroll Camden Industrial Park Description: study current industrial assets and create plan for potential upgrades and/or development opportunities.

Develop Implementation Plan for Financial Incentives Program for Local Businesses

Location: businesses located within impact zone footprint Description: develop a plan to offer financial incentives to attract new developments, for employment of district residents, and for development and expansion of local businesses.

4. Casino Impact Area Complete Streets Study

Location: study incorporates all neighborhoods in impact zone Description: Complete Streets components are often incremental in scopei.e., can be funded and built in small pieces--with the collective goal of expanding transportation options, improving safety, and making neighborhood streets places rather than simply conduits for traffic. Some aspects of Complete Streets are safe pedestrian crossings; shared spaces for vehicles, bicycles, pedestrians, and transit; green streets (expanded vegetation); enhanced bicycle and transit facilities; and traffic calming.

Warner Street Corridor & Hamburg Light Rail Study


Location: Warner Street & Hamburg Light Rail Description: study of adequacy / improvements for pedestrian accommodations along Warner Street, analyze potential development opportunities, CSX Mainline Warner Street Crossing / safety improvements

Trail System

Location: Gwynns Falls Trail Description: Provide sidewalks and marked bike lanes to enhance the trail system. Upgrade the Gwynns Falls Trail as appropriate and funds are available

Location: transit hubs surrounding casino Description: Make selected bicycle improvements to provide bicycle lanes and pedestrian amenities at transit hubs and other locations surrounding casino.

Location: around casino and within Westport Description: Make minor lane/signal modifications in and around the casino and Westport as identified in the Middle Branch Transportation Plan.

Public Art

Location: public land around casino & within major travel corridors Description: On publicly owned land at key gateways and corridors, incorporate neighborhood signs, plantings, and/or public art. DOT has several major projects planned for the area replacement of the MD 295 Bridges, the Light Street/Key Highway Roundabout, and the Kent Street Plaza where additional art could be incorporated if funding is provided.

10. Study of Neighborhood-Run Sanitation, Beautification, & Maintenance Program

Location: closest neighborhoods initially to expand to entire impact zone Description: The study would determine the costs and mechanisms to create such an organization, or incubate it as part of an existing organization that could be spun off separately in the future. Ideally, local residents would be trained and deployed as soon as possible.

Location: impact zone immediately surrounding casino and corridors (street & pedestrian) Description: Develop a plan to phase in installation of high-speed fiber optic infrastructure to link camera network for increased surveillance off-site and on transit corridors. Installation of cameras as appropriate and feasible. The long-term plan should include increased fiber and connectivity within the entire impact area. This would include police and fire stations in addition to schools, business and industrial parks and any anchor institutions. 13. Clear Directional Pathways through Neighborhoods


Location: impact zone immediately surrounding casino and pedestrian corridors Description: Develop clearly marked walking paths from local pedestrian paths (foot, bike and vehicular) through neighborhoods to guide customers to and from Casino site that impact the communities and residents the least. Integrate Horseshoe logo within new pathways to indicate directions and provide easy reference for customers and community guides to refer patrons to as guided through neighborhoods.

14. Development of Public Safety Educational Modules

Location: impact zone immediately surrounding casino Description: The development of some educational/training hub and mechanism that would allow for efficient and effective delivery should be developed in FY14 and the study and initial planning for this venture should begin ASAP with community stakeholder groups leading the needs and delivery discussion. The need for initial construction and work site safety for communities, schools and other immediately impacted entities needs to start asap as construction has already begun.

15. Partnership with Jumpstart for Casino-Related Construction Jobs


Location: residents living within impact zone Description: The subcommittee suggests the involvement of "Jumpstart" - a program run by Job Opportunities Task Force - in the training and hiring process of all job-seekers involved in the construction portion of the casino. Subcommittee members noted this program's history of success in thoroughly preparing job seekers for construction-related jobs.

16. Connecting Youth to Summer Employment & Year-Round Internships

Location: employment opportunities targeted to youth living in impact zone Description: Develop ongoing service for youth living in impact zone to connect internship and paid employment opportunities. Service would require hiring a director to oversee the program and the costs associated with YouthWorks and youth training.

17. Employment Connection Center for Casino Impact Area

Location: single center within an impact zone neighborhood, location TBD Description: This center, modeled after the Mayors Community Job Hub Initiative, would offer job seekers an opportunity to upgrade their basic computer skills, gain additional computer certifications, explore careers, prepare for interviews and connect to employers. In addition to the services provided by other "one-stop job centers" in the City of Baltimore, Center would also include (1) comprehensive case management by a social worker or other non-profit professional, and (2) one-on-one "coaching" for all job seekers, whereby a workforce development professional tracks and supports the job-seeking process of each individual that utilizes the job center.

18. Workforce Development Needs Assessment

Location: entire impact zone Description: Work with the City of Baltimore to carry out an intensive, short-term study of the communities within impact zone. The study should look at (1) the gaps in service provision (i.e. what services are already being provided by non-profits/churches/other organizations in the community and which services need to be provided) and (2) the "missing skills" within the community (i.e. what skills do members of the community need in order to become employable). These "missing skills" could include adult basic education, GED classes, and job-specific training classes.

Description: BCHD, coordinating with community groups and primary care providers, would implement and promote the Medical Mile bicycling and walking routes in both the Middle Branch Park and the Gwynns Falls Trail. (Approx. cost $90,000)

Location: neighborhoods immediately surrounding casino site Description: Start a summer program to promote bicycling and physical activity among teenagers in neighborhoods. (Approx. cost $80,000)

21. Tobacco & Drug Media Campaign for Youth


Location: throughout impact zone

Description: Create multimedia campaign targeting youths that will align with their priorities. Campaign would consist of print, web, and other materials. (Approx. cost $15,000)

22. Neighborhood Food Advocates

Location: transit hubs surrounding casino


Description: Engage and organize Baltimore City residents within food desert communities to develop self-identified plans to address the lack of availability of healthy food and root causes of poverty. (Approx. cost $60,000)

23. Diabetes and Cardiovascular Health Educator for Seniors

Location: senior centers within impact zone Description: Community health worker focusing on self-management of chronic disease for seniors living in impact zone. (Approx. cost $45,000)

24. Tree Planting

Location: neighborhoods immediately surrounding casino site


Description: Plan 2.5 inch caliper trees (approx. $450 each) with two years of maintenance & a warranty
