Hi Janice:

If I was to talk to Bonner I would ask him serious questions about the Border Patrols
continued strategy of "prevention through determent". I thought that after the Border
Patrol was taken out of INS that they would become very active in attempting to arrest
and identify who they are arresting. I thought Bonner would take a tough arrest stance. I
believe I thought wrong.

I seriously suspect that the strategy to deter has economic implications to it. Last year I
was told by a high ranking staff member in the Judiciary Committee that the average cost
to return a non-Canadian alien that is arrested illegally coming across the Canada/US
border is $10,000.00. That includes incarceration and travel costs. I fear that we do not
have the infrastructure or funding in place to handle the numbers of border crossers that
influences the decision.

Recently the Border Patrol put out an officer safety bulletin that warned Agents that Al
Queda and other Terrorists might be attempting to enter the United States from both
Mexico and Canada. At the same time they have a policy of putting Agents in high
visibility areas to deter, chase back and not catch people attempting to enter. This makes
no sense to me at all. We have to try and catch everyone entering to identify and see how
they are. How can we verify if a person is on a watch list if we do not catch him.

This strategy on the northern border is even more absurd in that we do not have a
problem with illegal aliens from Canada trying to sneak in. Most of the illegal aliens are
a ocean away from their own countries. They will simply keep probing the border until
they find a soft spot. With 4000 miles of border to probe (8000 miles if you look at the
Alaska/British Columbia-Yukon border were there is no border Patrol) they will
absolutely make it in.

I also would ask Bonner that isn't it a fact that the Border Patrols deter mission is in direct
conflict with the mission of all other law enforcement agencies along the border whose
mission is to arrest, identify and prosecute.

I would also ask Bonner if there is any thing being done to try and work with the
Government of Canada in an attempt to address the problem of alien smugglers using
Canada as a jumping off place to bring third world aliens into the United States. Many of
the aliens caught coming into the United States have admitted to Canada through their
visa waiver program. Once they jump from Canada into the United States Canada refuses
take them back. If Canada would take them back and then force the airlines to take them
back to their own countries it would solve many of the problems we have along the
northern Border.

I am in the process of running down some hard copies of both the officer saftey bulletin
and a copy of the actual policy. I will fax them to you as soon as I get them.
One other thing. The seamless transition into homeland security of the various agencies
is anything but seamless. I have good friends working in both the Office of Customs and
Border Protection and the Bureau of Customs and Immigration Enforcement. There are
huge conflicts and confusion. I know that is a separate issue but thought I would mention
it.

On a personal note I see that you previously worked for Senator Kyle. I think that he is
the only U.S Senator out there that really sees the problems of Immigration as they really
are. I was really grateful for his recent article in National Review.

I have been thinking about questions to Bonner.

I think the most important question of all would be if


he really thinks that he can seal off the Border as
long as the huge magnet of jobs continues to suck
people into this country. I believe that when a
person can illegally enter the Country (through either
border) on one day, Purchase a fraudlent Social
Security with someone elses number on the second day,
and go to work on the third day that we will never
have secure borders. I would really like someone to
recognize and vocalize that illegal immigration is a
national security issue.
