Glossary of US Immigration And Travel Document Related Terms

Abscond/Absconder — Usually used to denote escape from carrier or immigration


custody at a port-of-entry.

Adjustment of Status - A procedure allowing certain aliens already in the United States
to apply for Legal Permanent Resident Status.

Alien Smuggling/Human Smuggling - The illegal transport of an alien into the United
States knowingly, willingly, and for gain with the general knowledge, approval and
cooperation of the alien

Alien Trafficking/Human Trafficking - The illegal transport of an alien into the United
States knowingly, willingly, and for gain but by force or coercion for an illegal purpose.

ARC - Acronym for "Airline Reporting Corporation". This firm serves as a


clearinghouse for travel-related financial transactions and settlement, including ticketing,
and issues secure blank ticket stock. All US travel agents must register with ARC in
order to make bookings.

Asylum - A status indicating the right to remain in the United States (and certain other
nations) due to a well-founded fear of persecution in another nation for various legal
reasons. Asylum is applied for within the United States or at a port-of-entry. A person
with this status is referred to as an asylee.

Authentic Document - A genuine (see below) document that is legitimately obtained


from an appropriate authority conveying information that is true and verifiable.

BCBP - An acronym for "Bureau of Customs and Border Protection". BCBP is a


successor agency within the DHS and is composed of elements of the former INS, USCS,
and the Animal and Plant Health Inspection Service (APHIS). BCBP is charged with the
enforcement of Immigration, Customs, and Agriculture laws and regulations at the
borders of the United States, including the inspection of people, goods, and commodities
entering the United States through POEs and the physical patrol and security of the land
and sea borders of the United States beyond POEs.

BCIS - An acronym for "Bureau of Citizenship and Immigration Services". BCIS is a
successor agency within the DHS and consists of the naturalization and benefit granting
functions of the former INS.

BICE - An acronym for "Bureau of Immigration and Customs Enforcement". BICE is a


successor agency within the Department of Homeland Security (DHS) composed of
elements of the legacy Immigration and Naturalization Service (INS), United States
Customs Service (USCS), the Federal Protective Service. BICE is charged with the

enforcement of Immigration and Customs laws and regulations within the interior of the
United States, including investigation, detention, and removal.

Biometric - Any specific and unique physical characteristic that can be used to identify
an individual. Common security features that rely upon biometrics are photographs,
fingerprints, hand geometry recognition, facial recognition, retina scans, iris scans, etc.

Boarding Pass Switch/Swap - A method of illegal entry that, basically, involves an


individual checking in for a flight with legitimate documents, obtaining a boarding pass,
and giving it to a potential illegal entrant planeside. The illegal entrant boards the plane,
arrives at his destination, and attempts entry with a fraudulent document in the identity of
the individual who first obtained the boarding pass.

"BOLO" - Acronym for "Be On The Lookout". Often used to describe short-term local
lookout/watchlists at ports-of-entry and border patrol stations in the US.

Book - Usually used to describe the bound interior pages of a passport or other travel
document. Also used to describe a blank document.

"Burroughs Visa" - Common way to describe the older-generation US stamp visas,


which were produced using a machine manufactured by the Burroughs Company.

Cachet'Stamp - Generally refers to an ink stamp (aka. "Wet Seal") that is placed on a
travel or identity document. "Cachet" is most often used in reference to entry stamps,
exit stamps, or issuing authority endorsements:

"Cedula" - A Spanish word used as a general descriptor for National Identification or


Voter Registration Cards throughout South and Central America.

CLASS - An acronym for "Consular Lookout and Application Support System."


CLASS functions as the Department of State consular lookout/watchlist system. CLASS
does not contain classified information. Earlier reports may refer to the systennas
CLASS/AVLOS, as CLASS is a successor to the AVLOS (Automated Visa Lookout
System).

Crew Visa — D Class visa for air and sea crewmembers enabling them to join
vessels/aircraft and land in the United States from them.

Dry Seal - A seal, cachet, or similar image produced by embossing.

SUBJECT: Glossary of Immigration Related Terms

Endpaper(s) - Usually used to describe the inside front and back covers of a passport or
other book-type travel document.

ENFORCE - Acronym for the "Enforcement Case Tracking System". ENFORCE is the
primary case management, case paperwork, and case tracking system for the former
Immigration and Naturalization Service. ENFORCE does not contain classified data.

Exchange Visitor - Holder of a J class US visa and dependents engaged in a recognized


international exchange program.

Expedited Removal - Summary removal of an applicant who is excludable under


Section 212(a)(A)(i)(I) (Immigrant without an Immigrant Visa) or Section 212(a)(6)(C)
(Fraud related grounds) of the Immigration and Nationality Act (INA).

"Fifty-Footer" - Immigration slang for a very poorfraudulentdocument, implying that


it could be detected from fifty feet away.

FoiT/Counterfoil - A self-adhesive decal or sticker that can be overprinted as a security


feature or a blank decal or sticker upon which a secure document is printed (e.g., Visa
Foil).

Fraudulent Document - A document that is neither genuine nor authentic. Classes of


fraudulent documents include
• Counterfeit Document - A completely or partially fabricated fraudulent
document. Fabricated document components or features may also be referred to
as counterfeit (e.g., laminate, OVR feature, watermark, etc.)
• Altered Document - A genuine or authentic document that has been physically
altered in some way. Alterations include:
o Chemical Erasure - Removal or alteration of data or features using a
solvent or similar substance,
o Mechanical Erasure - Removal or alteration of data through abrasion or
other physical means,
o Cut-and-Paste - Substitution of an item or field of data or a security
feature by replacement with a counterfeit or altered replica,
o Photo-Substitution - the complete or partial removal of a photo from a
document and its replacement with another,
o Page-Substitution - the removal of a document leaf or page and its
replacement with another.

SUBJECT: Glossary of Immigration Related Terms

o Page-Splitting - the removal of one surface of a document leaf and its


replacement with a fraudulent one.

Forgery - The alteration or imitation of handwriting, particularly signatures.

Fugitive Ink - Ink that fades or smears when a solvent, heat, or other agent is applied to
it OR ink that is designed to slowly migrate into an underlying substrate. Passport
laminates often contain features printed in fugitive ink that will be absorbed by attached
passport photographs over a long period of time. Removal of the photograph will result
in loss of the feature.

Genuine Document - A document that matches officially known examples of similar


documents in terms of physical features, provenience, production, and security features,
among other elements.

Grommet - A two-piece metal or plastic ring for lining a small hole. The pieces snap
together in the hole and are used to fasten photos and other items to documents. Removal
of the grommet will usually destroy it and disturb the photograph or other attachment it
secures.

"Guest House" - Term often used by extremists to denote a safe house along a travel
route run by another extremist.

Hardstand - A remote airport arrival area not connected to a terminal. Egress from the
aircraft is done with a mobile lounge (aka~"Planemate") or portable staircase. These can
be quite distant from the designated arrival terminal.

Hologram - A three-dimensional image created with photographic projection utilizing


laser lighting. Holograms are used increasingly as a security feature because they are
difficult to produce and are true three-dimensional images. This is opposed to features
produced using perspective, geometry, tessellation, and other methods of simulation
found in "3-D" computer graphics applications.

IBIS - An acronym for "Interagency Border Inspection System". IBIS is a multi agency,
multi-function case management, intelligence, database, and lookout system that operates
using the Treasury Enforcement Computer System (TECS) as a platform. IBIS is the
basic lookout/watchlist application for BCBP Inspectors at POEs. IBIS does not contain
classified information.

SUBJECT: Glossary of Immigration Related Terms

ICAO - Acronym for the International Civil Aviation Organization. ICAO, among other
issues, determines international standards for travel documents, including the constitution
and layout of machine-readable zones.

Inadmissible - Unable to enter the United States as excludable/removable under one or


more Immigration and Nationality Act (INA) Section 212(a) removal grounds.

Intaglio - Printing produced by the application of a heavily inked engraved metal


(usually steel) plate upon a substrate at high pressure. This process gives the print a
raised quality that can be felt (the "feel of steel"). Intaglio printing is capable of very
high resolution and is used as a security feature in many types of documents.

M JockeyT'Escort" - A person who travels with smuggled aliens to facilitate their


passage through a port-of-entry.

Laissez-Passez - These are generally "one-shot" travel documents issued to individuals


who have lost or cannot get longer term documents OR passport-like documents issued
by international non-governmental organizations like the United Nations.

Laminate - A transparent material covering. Laminates are used in travel and identity
documents to protect photographs and data from wear and alteration. The photo-
biographic pages of most passports are secured with some sort of laminate. Laminates
themselves can incorporate security features themselves, such as fugitive ink images.

"Letterpress - A method of printing found in secure documents. Lettearpre^STirvoives the


pressure application of a type character through an ink source (e.g wet ink, ribbon, etc.)
onto a substrate (e.g, paper). Letterpress leaves a distinctive impression of the type
character on the substrate wherein ink is unevenly distributed resulting in cracks or spots
in the letterpress printed character and a distinctive ring of ink around the impression.
Letterpress is often used to print sequential serial or stock numbers from a turning die or
similar device.

Lincoln Visa or "Line Visa" - Newest generation of US non-immigrant visa, with


multiple security features. The line visa is a paper foil with inkjet-printed photograph,
biographic information, and machine-readable zone.

LPR - An acronym for "Legal Permanent Resident".

"Matricula" - A Spanish term that usually refers to an identification document issued by


a Latin or Central American consulate to its nationals. These are extremely common
among illegal immigrants to the United States from these areas.

SUBJECT: Glossary of Immigration Related Terms

Microline - Used to describe very small font that is visible only under magnification or a
line of printed text composed of it. Microlines are often found as a security feature to
deter counterfeiting or forgery, particularly for hand entered biographic data or
signatures.

MRP - Acronym for "Machine Readable Passport".

NSEERS - An acronym for "National Security Exit-Entry System". NSEERS is an


application that is used to collect and organize biographic, biometric, and other data
regarding certain classes of aliens or designated individual aliens. The NSEERS program
is deployed:

• At POEs where data is collected upon both entry and exit.


• In interior offices where entire classes of aliens are called in for NSEERS
interviews.

NSEERS does not contain classified information.

Oblique Lighting/Side Lighting - Indirect, angular illumination of a document or


document feature in order to increase contrast. Oblique lighting is helpful in viewing the
relief of dry seals, intaglio printing, letterpress, or any other type of printing that has a
depressed or raised relief.

OCR-B - An acronym meaning "Optical Character Recognition - Type B". OCR-B is


the standard font for ICAO (see above) standard machine-readable zones on passports,
US visas, and Schengen visas among other documents.

Offset - A common and good-quality printing process that uses an inked rubber or
synthetic blanketed cylinder, which is often produced with the aid of a photo negative
(Photo Offset). Good-quality counterfeit documents will often be produced using offset,
as opposed to the cheaper but less effective alternative of laser/inkjet printing or copying.

OVI - Optical Variable Ink. Items printed with OVI will appear to change color
depending upon the angle that they are viewed from.

Parole - In US immigration law, parole status indicates that permission has been granted
for an individual to remain in the United States for a given period of time. Parole
functions as a "legal fiction", in that the individual, while in the United States, has never
made an "entry" and, as such, is not amenable to removal proceedings and may have their
parole revoked and be removed from the United States without a hearing or other due

process. Refugees, asylees, and individuals released on their own recognizance pending
removal proceedings are often paroled.

Photograph/Integrated or Digitized - A photograph that is printed directly on a


document, usually using laser or inkjet printing.

Photograph/Attached - A photograph that is attached to a document using adhesive,


glue, grommets or some other device.

Pixellation - The breakdown of images printed with a color separation process (e.g.,
laser or inkjet) into small dots when viewed under magnification. This is one of the
easiest and most effective methods of counterfeit detection, as many counterfeits are
produced using laser or inkjet printers.

POE - An acronym for "port-of-entry". A POE is a legally designated entry point for
people and goods that is specifically identified as such within the Immigration and
Nationality Act (INA).

Planchette - Small disks, usually colored and made of paper, that are incorporated into
paper during its manufacture. Planchettes deter counterfeiting and mechanical alteration
of secure documents.

PNR/Passenger Name Record - PNRs are the basic individual passenger manifest and
information report for commercial carriers. They contain certain mandatory data fields
pertaining to reservation and travel data. A list ofPNRs is referred to as a flight manifest"
or passenger list.

"Prayer Page" - This term refers to the page of a passport that identifies the bearer as a
national of the issuing country and "requests and requires" the assistance of foreign
authorities in allowing the bearer to enter". A payer page is often in more than one
language and an excellent place to seek misspellings and text errors in suspected
counterfeit passports.

"Rainbow" Printing - Also known as "split-fountain" printing. A complex and costly


process used to produce very gradual color shifts within printed documents. This is a
commonly encountered feature within secure documents as it is difficult for
counterfeiters to duplicate using offset or laser/inkjet printing, with their abrupt changes
in color.

"Ramp Rat" - Airport slang for planeside employees, sometimes involved in smuggling.

Refuge - A status indicating the right to enter and remain in the United States (and
certain other nations) due to a well-founded fear of persecution in another nation for
various legal reasons. Refuge is applied for outside of the United States. A person with
this status is referred to as a refugee.

Refugee Travel Document - A travel document issued under international legal


convention to refugees who are stateless or will not/cannot obtain a travel document from
their country of origin. Refugee Travel Documents are similar to passports in many
respects and are used generally as a surrogate for them.

Religious Worker - hi the United States, a person entering on an R class visa to perform
religious work as clerics, advisors, etc.

Residency Papers/"Green Card" - Popular terms for the United States Immigrant Visa
and/or Form 1-551 Legal Permanent Resident Card.

Revenue Stamp/Tax Stamp - Many governments or issuing authorities use these


postage-style stamps to reflect the payment of official fees for documents, including
passports, visas, and vital records documents. These are generally affixed to the
document to reflect the amount of the payment. Mistakes in stamping are useful in
detecting stolen blank documents.

Schengen Agreement/Schengen Group/Schengen Visa/Schengen Zone - The


"Schengen (Luxembourg) Agreement" is a treaty to end border checkpoints and controls
between several members uf the European Union. Tliere-are7-as~of-May-20637-fifteen
countries involved in the Schengen Agreement, known collectively as the "Schengen
Group":

Austria; Belgium; Denmark; Finland; France; Germany; Iceland; Italy; Greece;


Luxembourg; Netherlands; Norway; Portugal; Spain; and Sweden.

A "Schengen" visa enables the bearer to enter one country in the "Schengen Zone" and
travel freely within the Schengen zone with little to no further inspection. Schengen
visas are usually obtained from the consulate covering an applicant's primary destination.

Security Fibers - Fibers, natural or synthetic, incorporated into paper or other substrate
at the time of manufacture as a security feature. These often fluoresce when exposed to
various wavelengths of ultra-violet light.

Security Thread - A narrow translucent band of polymer material incorporated into


paper or other substrate at the time of manufacture. These are often found on passport

pages and often contain microline or other printed features that are unique to the page or
document wherein they are found.

"SIA" - Acronym for "Special Interest Alien"

Student Visa (F and M Class Visas) - There are two types of US student visa. F visas
are for students attending virtually any type of school, M are for students attending
vocational schools with a work component (e.g., flight schools)

Teslin - A synthetic material used to create a secure substrate for many kinds of
documents, including one version of the United States non-immigrant visa. Teslin is
designed to stretch and deform if efforts are made to lift it.

"Toss" - Slang for baggage inspection.

"TPS" - An acronym for "Temporary Protected Status". This program enables the
President of the United States to permit designated nationals to remain in the United
States with employment authorization by declaration.

Transmitted Light - Illumination of a transparent/translucent document or document


feature by allowing a source of light to shine through it. This is usually used to view
watermarks, security threads, or other features incorporated into paper or other substrate
at the time of its manufacture.

TWOV - This acronym stands tor "Transit Without Visa". The "TWO1
allows for non-immigrant transit entry without a visa to nationals of certain countries
under certain general conditions (e.g., admissibility, confirmed onward reservations, etc.).

UNHCR Card - Any of a number of refugee identification cards or documents issued in


association with the United Nations High Commission for Refugees.

USC - Acronym for "United States Citizen".

Vendor/Provider/Broker - All terms describing an entity engaged in providing
fraudulent documents.

Visas Condor/Viper/Donkey/Mantis/Eagle - Each of these expressions refers to one of


the name check/watchlisting programs for non-immigrant visa applicants. Visas Condor
is applied to State Department-designated classes of aliens, and involves sending
biographic, destination, document, and other information regarding visa applicants before
a visa is issued. It can take about a month for the checks to be done. Visas Condor

applicants are also watchlisted if they are going to be subject to NSEERS upon arrival
in the United States. Visas Viper was designed to input people into TIPOFF with serious
terror/crime issues. Visas Donkey extends to people who are suspected of being
excludable under some of the criminal exclusion grounds of the Immigration Act (e.g.,
drugs, alien smuggling, etc.). , Visas Mantis is used for applicants suspected of being
involved prohibited technology activities. Visas Eagle is a basic name check performed
for people on regular tourist visas for all any exclusion grounds. If a consulate gets no
response to a Visas Eagle cable after a certain period of time it was considered
permissible to issue a visa if no other grounds for denial came to light.

VWP - Visa Waiver Program - This program allows nationals of the following countries
to enter the United States for 90 days for business or tourist purposes:

VWP applicants can be immediately removed from the United States unless they request
asylum.

"Washed Visa" - Usually refers to a "Teslin" machine-readable US visa that has had all
of its printed information removed with a solvent.

Watermark - A distinctive design incorporated into paper during manufacture that is


becomes visible using transmitted light. Chemical watermarks are applied to paper after
its manufacture but have a similar translucent quality. *

Work Visa - hi the United States, these are


H Class - Temporary workers and dependents
O Class - Alien worker of "outstanding ability"
P Class - Alien performers/entertainers
L Class - mtra-company transferees
