COMMAND CENTER AND OEM OPERATIONS
OEM moved to Pier 96 today

Emergency Operations Center staffing - official presence in command center to answer the
phone will be a single staff person from Surv/Epi. A representative from Environmental will
be at the West and Chambers Street location through the night.
Each workgroup needs to identify a single person who will be available by phone overnight
OEM will contact Mark Foggin for all issues during the night shift 8pm to Sam
Meetings on Saturday and Sunday are at 12 noon and 6 PM.
Persons on call on Saturday night should obtain a sign out from the committee member from
the day shift.
Ron Bergmann will be the nighttime OEM contact for Saturday night.
The "zone" refers to the disaster zone, now bordered by Canal to the N and Center to the E
Security may be increased in the zone today

I. Environmental Workgroup
Health and Safety Plan for worker safety at site
Being prepared by DEC and Bechtel Corp. for safety monitoring on ongoing basis
Should also include hand washing facilities
Phosgene will be monitored on an irregular basis by EPA

Air quality
Incident command post at West and Chambers
Fact sheet for public concerning air quality and respiratory concerns being prepared
1000 respirators were received at the zone and distributed to the NYFD by the army
small respirators are on their way
Fit testing being coordinated by COSH and PESH, plus pared down physical exam
Resistance to respirators is widespread among rescue workers
Volunteer physician doing physical exam screening
Organic filters will be needed soon to deal with stench from decomposing bodies
Air sampling results today all within clearance levels
Community and ambient air sampling for asbestos - see attachment
Database for environmental results will be prepared
Plan for air monitoring for 70 structures within a 5 block radius of the WTC.
More phosgene testing will be done when the workers get closer to the area of the
freon storage.
Radiation
DOE results of radiation exposure were not done yesterday
Plan is to do radiation monitoring at "ground zero" starting tomorrow
No positive readings so far
Flyover was not done because FAA will not allow flights below 2000 ft.
Unclear if Uranium 235 is located at site or not, likely vaporized
There were 2 places in WTC that were licensed by Dept of Labor for radiation use
National Guard will be monitoring debris for radiation as it goes to Freshkills
FBI monitors debris first. No reports of abnormal readings today.

Water
6 sites being tested by Jim Luke/DOH, results pending to be ready Saturday AM.
All rooftop tanks need to be drained and tested before re-filling and use

Evacuation of restricted area for Environmental Health Reasons

Food and Restaurant Inspection


8 food distribution sites in the zone, need to continue constant presence
Chambers and West St. - packaged food
Variability of food is wide
Chelsea Pier food distribution, Javits Convention Center also food sites
All restaurants between Canal and 14th St. will be inspected starting today an on
Trade Waste Commission (commercial waste) would like to do joint inspections
Suggest allowing the military to provide food services, will suggest to OEM tonight.

Donated Food Inspection


Prepared food that is being donated is also being inspected
Inexperience of food handlers is unknown
Some inappropriate impromptu food distribution

Rodent control
Garbage collection in lower Manhattan may be compromised
How to control rodents in zone is an issue, plan to be developed
Rodenticides will be placed in areas between Canal and 14th St.
No issues at this time, James Gibson is at site to make assessment
OEM has concerns about pest control in the ground zero area at this time.

Sanitation
We have been told that sanitation above Canal St. and 14th will begin soon

II. Med/Clinical Workgroup
Blood borne pathogen information sheet prepared
Fact sheet on body parts from Oklahoma City bombing is being prepared
No risk of disease from decomposing bodies
Touch base with someone from OCME about chain of command concerning
collecting body parts
Mental health activities needed for rescue workers

III. Epi/Surveillance Workgroup


Three surveillance studies are in place
A. Hospital needs assessment - coordinated with GNYHA (A Karpati)
Letters were faxed last night to 70 hospitals (passive reporting)
Active calls to be made to 13 hospitals every 12 hours,
7 given data, good cooperation
Report format being prepared
2 hospitals needed supplies, GNYHA took care of needs
Will stop this next week if needs no longer large

B. ER Acute injury/trauma surveillance (S Wilt)


Targeting 4-7 major hospitals in lower Manhattan
Teams had difficulty getting into several hospitals, BI and St Vincent's was easier
Also going to Downtown Hospital and Bellevue
Will not expand to other hospitals
May need to coordinate with New Jersey.Hospitals, some casualties went there
Anticipate a preliminary data report on September 16 in the afternoon.
C. Syndromic prospective surveillance (D Weiss)
In place in 16 hospitals in all boroughs
Some refusals, other sights will be chosen
34 EIS officers from CDC expected at 1 pm, 12 hour shifts each
(coordinated by T Treadwell and S Baiter)
Analysis by cluster, time, syndrome, hopefully in as real time as possible
D. First responders surveillance (A Goodman)
DMAT team has set up two triage sites
Site at zone has only seen 19 patients
Any serious patients will bypass this triage and go straight to hospitals
Will try and get more information on first responders who get sent to hospital via the
syndromic surveillance activities.

Secure website for information about antibiotic stockpiles? - No


Broadcast fax to hospitals was not released today.
Emails/calls from ID doctors about anthrax protocols, antibiotic stockpiling, etc.
Will not put this information on website, esp not for public
Instructions to hospitals are to not stockpile
Regular, ongoing surveillance activities
W Nile specimens to lab
One meningitis case, and one rabid cat to be tested tonight

IV. Sheltering Workgroup


Staffing at 11 shelters though 9 pm Sunday night, for census see attachment
Only 3 shelters with double digit numbers
Some shelters being used as respite sites
Some shelters have no people in them, although last night we had 70 people
One resident needs transport to nursing facility - performed this morning
Not clear if they will be open for entire weekend

People on standby for biological/chemical testing

rescue personnel about precautions and protective measures to be taken at the recovery site,
assessing environmental risks south of 14lh Street, visiting hospitals around the area to assess

REPORTING TO WORK
Q: Where should I report to work?
A: If your normal work location is outside of Manhattan but above 14" Street, please report to
your normal work location.

Q: What if I work below 141'1 Street, where should I go?


A: If you work below 14th Street, you should report to the nearest health center, unless your
supervisor has told you otherwise. If you are a Public Health Sanitarian in Environmental
Health you should report to the Public Health Laboratories at 455 First Avenue, between 26th and
27"' Streets, in the Auditorium on Friday morning.

Q: Where should I call for more information related to work assignments and instructions?
A: DOH staff should call 1-800-527-6900 for more information.

PAYCHECK ISSUES
Q: If I work south of 14th Street, where can I pick up my paycheck?
A: Staff below 14lh Street can pick up their checks at Flatbush Extension, located at 295 Flatbush
Avenue in Brooklyn between 9:00 AM and 4:00 PM in the basement. If you have questions
about your paycheck, please call 718-643-3048. ^

Q: If my worksite has not been affected, where can I pick up my paycheck?


A: You will receive your paycheck at your usual locations on Friday.

Q: Where should program payroll representatives pick up the bundled paychecks?


A: Program representatives from non-affected-areas can pick up bundled paychecks at 295
Flatbush Avenue in Brooklyn, beginning at 9AM on Friday.

Q: Where can Tribunal Hearing Examiners receive their paychecks?


A: Tribunal Hearing Examiners who work below 14th Street can pick up their checks at Flatbush
Extension, in the basement. If you have questions about your paycheck, please call 718-643-
3048.

Q: Is direct deposit working?


A: Direct deposit is expected to work normally.

Q: Will I get paid for these days if we are not able to report to work?
A: The City is still working out these issues.

Q: Where is the NYC DOH central office now located? '<*
A: The headquarters for the NYC DOH has been temporarily relocated to the Department's
Bureau of Laboratories at 455 First Avenue. The Department continues to operate clinics and
health centers in areas above 14lh Street and in other boroughs. The Department is continuing
most of its public health operations and is working closely with City, State and Federal agencies
in coordinating emergency response to the World Trade Center Disaster.

EIS TEAM TO NYC

HHS Secretary Tommy G. Thompson announced today that as a result of his meetings in New
York with Governor George Pataki and Mayor Rudy Giuliani, the Centers for Disease Control and
Prevention (CPC) was sending 35 members of its Epidemic Intelligence Service (EIS) to assist the New
York City Health Department in the ongoing monitoring of public health matters.

The cjty is rightfully maintaining a close watch on public health conditions as The recovery effort
continues. The CDC experts will provide additional workforce and expertise to state and local officials
in this endeavpr.

"Governor Pataki and Mayor Giuliani are rightfully making the public health and safety of New
York residents the Utmost priority, and this means vjgilani monitoring of health conditions as the
recovery effon continues," Secretary Thompson said. "The CDC workers will supplement local efforts
in this regard 4nd provide expertise in matters relating to public health. We're responding as rapidly as
possible to any needs for resources the city and state need."

The EIS officers will be assigned lo hospitals to assist New York health officials and physicians
monitor diseases, conduct a medical and health needs assessment; idenrify existing health problems,
such as dust o? allergic reactions; and determine if there are new medical needs and if already deployed
resources are better used elsewhere. The team will assist New York City hospitals 24 hours a day as
directed by staje and local health officials.

"During a disaster such as this, the normal public health challenges of a major city are still there
and must be addressed. The CDC is offering its suppon to fill in wherever New York City public health
officials believe they can be of most help,4' Secretary Thompson said. "After meeting with the Mayor
and Governor and touring the disaster sites, it is clear the remarkable job these two leaders are doing.
And the eridurmg efforts of law enforcement, firefighters, emergency workers and volunteers speaks
tremendously to the resilient spirit of America.*'
