You need to move incrementally in a swing district, avoid the hot button words that will evoke reaction and perhaps panic. Key phrases to such a position would be along these lines 1) sensible, streamlining of government 2) encouraging economic growth through pruning back regulatory tangles 3) freeing communities and states to find their own creative experiments for finding tailored solutions to problem, harnessing the creativity of individuals to try new approaches rather than imposing inflexible, one-size-fits-all approach over 350M individuals 4) investing in people by letting them utilize their own resources more freely rather than putting power into the hands of a corrupt few 5) More consistent application of the principle of keeping government out of people's lives. Foreign policy is tougher because we haven't had a national conversation for years, but perhaps the way to finesse the hawks/libertarian divide is to emphasize developing a thoughtful, coherent, and consistent policy that advances our interests and makes wise alliance in an increasingly interconnected world. We must act accordingly, for awareness of the connivance of the GOP-Establishment with the Dems simply wont suffice in the absence of effective messagingand there is sufficient time prior to the onset of primary-season to ID both quality committee-people and effective, philosophically on-point leaders.
