Dear Mr. Ziinmer:

Following up on the Bureau of Consular Affairs'


briefing with you in December, I am sending you further
information on the entry of revocations into the Consular
Lookout and Support System (CLASS) .

None of the 105 revocations that were the subject of


discussion at the briefing were entered into CLASS with a
revocation code in July, because a revocation code did not
yet exist. For these cases, the Visa Office followed the
standard procedures of the time by faxing the revocation
certificates to the INS Lookout Unit for entry into INS
systems. The Visa Office also notified the issuing posts
via cable that the visas had been revoked. The Department
entered the applicants into CLASS with P3B lookout codes , *
indcating that the be reviewed under the
INA's terrorism provisions. (INS has elected not to receive
the Department's P3B entries) The Department and INS
agreed to create a specific lookout code for visa
revocations. This code was added to the CLASS system in
August and is now in regular use by the Visa Office and
xeonsular officers abroad. The revocation code is picked up
automatically by the IBIS/TECS lookout system, available to
INS at ports-of-entry, in virtual real-time. The Visa
Office continues to fax copies of revocations to the INS
Lookout Unit as well.
\m our point of view, the interchange between

IBIS/TECS and CLASS is working. However, I cannot confirm


the details of statements made by INS at the meeting on
specific entries in the IBIS system. The "VRVK" records

that INS stated were from the Department were not in fact
entered by the Department. This statement is based on an
examination of the audit trail in the CLASS system. We
also noted that in some cases where INS showed no
Department of State entries, there were in fact some "NSER"
entries, which is a code indicating that a visa applicant
whose case had been handled by a consular officer had been
identified by that officer as a candidate for the INS alien
registration program known as NSEERS.
