Subject:-All India technical seminar cum conference of IRCMSA


Held on 11.6.09 at New Delhi.

A technical seminar cum conference of IRCMSA was held on 11.6.09 at


T.N.Bajpayee memorial hall Chelmsford Road New Delhi on the call of Gen.
Secretary/IRCMSA.
Technical seminar cum conference was presided by Dr.Shabir Ali
president IRCMSA and about fifty delegates from all over the Indian Railway
participated in the conference. Hon’ble Sh.Shiv Gopal Mishra Gen.
Secretary/AIRF was the chief guest of the conference. Many central office
bearers of NRMU of HQ division, MB division and union representatives were
also present in the conference.
Addl.Member Electrical Sh.V.K.Dutt , CME (N.Rly.) Sh.V.K.Jha ,
Addl.Executive Director M&C RDSO/LKO Sh.Radhey Shayam, Secry. To CME
Sh.Bhagwan Singh, Ex.Dy.CCMT/CB/LKO Sh.S.K.Ojha grace the occasion by
their presence and actively participating in the conference.
Hon’ble member mechanical Railway Board Respected Sh. Praveen
Kumar inaugurated the seminar cum conference at 11.00 AM sharp.
At the out set all the Hon’ble leaders and officers were offered warm floral
welcome and momento in the conference as per convention. Thereafter the
General Secretary IRCMSA Sh.S.K.Tayagi welcomed all the leaders, officers,
participants who made it convenient to attend the meeting coming all the way
from different corners of the country to the historical capital city New Delhi.
Sh.Tayagi made a brief speech explaining the present status of C&M staff and
importance of C&M organisation in the Rail transport system. Respected
Sh.Radhey Shyam ADE director /M&C /RDSO in his key note address paid
special tributes to Member Mechanical respected Sh. Praveen Kumar and
Addl. Member Electrical Sh.V.K.Dutt for their active participation in the above
seminar on behalf of C&M organisation. Addl.ED/M&C also briefed the
audience about the C&M organisation its importance in the Railway system
and present status in a very decent manner. His key note was very touching
and even appreciated byall the officers. Sh. Praveen Kumar Member
Mechanical then formally inaugurated the conference.
Before the inaugural speech by Respected Sh.Parveen Kumar, The
General Secratrary/AIRF Com.Sh.Shiv Gopal Mishra our chief guest thanked
the officers and participants with special gratitude to Member Mechanical for
sparing his valuable time in his busy schedule during the budget session and
mentioned in detail about the present state of affairs, which the railway men
are confronted to in general and C&M staff in particular. He also expressed his
pleasure on the unity and strength of C&M cadre under one banner for the last
many decades and assured to make all out effort from AIRF for the betterment
of C&M staff and redressal of their pending grievances like Designation issues,
pay grade of Graduate engineer s/PG in Chemistry in 4600/-and disparities in
Lab assistants grades.
Com. Sh. Shiv Gopal Mishra also informed the house about the
discussions taking place at the Railway Board,s level for upgradation of apex
grade. He was very much hopeful that some positive reasonable outcome of
this issue will evolve in near future. He also informed the house that AIRF has
taken up the case for the provision of PCO/Incentive to the C&M cadre with the
Railway Board.
Member Mechanical Railway Board Sh. Praveen Kumar in his inaugural
address heartily appreciated for the active involvement of C&M cadre in safe
and sound running of locomotives. During his speech he informed the
participant the importance of spectrographic analysis of used lube oil in diesel
sheds. He was quite happy with the performance of C&M labs throughout the
Railway Workshops, Sheds and Production unit and promised the audience to
resolve all the out standing grievances of M&C staff to strengthen the
organisation for betterment of the rail system.

Technical Session
Sh.Mahesh Kulkarni CMS-I Parel workshop Mumbai presented his paper
on failure investigation in general with full statistics and with the remedial
measures to prevent the failure of important components of rolling stock on
power point.
On the request of General Secretary Sh. S.K.Tyagi Member mechanical
Sh. Praveen Kumar further spared fifteen minutes to listen technical paper on
The productivity and quality control of the rail and wheels manufactured at
RWF by Sh. Inder Shekara M.N. CMS-I/RWF .MM was so impressed with these
papers that he personally congratulated and appreciated the roll of RWF labs.
He informed the gathering and particularly RWF participants that production
of axles and wheels at RWF has been enhanced by reducing the rejection. He
further emphasized that the target could not be achieved without the active
and sincere contribution of C&M cadre.
Addl. Member Electrical Sh.V.K.Dutt expressed his happiness
to join the conference though little late due to his very tight schedule at
Railway Board and assured the audience that he will take up the C&M cases at
appropriate level and felt that the people organisation should be given
opportunities and be placed in all other testing agencies of railways and even in
abroad labs.
Sh.S.K.Ojha Ex. Dy.CCMT/CB/LKO in his brief speech advised the
house for their active participation at all level of work in workshops sheds and
production units for the quality control and production only then the
mechanical officers will give the recognition importance of the C&M cadre .

The session was break for delicious lunch.


Post lunch session

Representatives from different Railways and Production units namely

CMS-I DSL/LKO,Sh.Tapan Paul/LA/NFR/Malda Town,Sh.Verender kumar
CMA-I/SSB/NR addressed the conference and gave valuable ideas and
suggestion . The main grievances of aforesaid speakers that the pay grade of
CMA-I with the recruitment qualification B,Met/BE Chem. or PG in Chemistry
should be 4600/-.
Sh.S.K.Khare treasurer IRCMSA stated the poor contribution and
financial position of IRCMSA
Sh. K.K.Gupta in his brief speech thanks the AIRF leaders especially to
Late Sh. T.N.Bajpayee for all round achievement of C&M cadre for the last
thirty years of struggle. He also explained the holding of this conference is the
need of the hour in the hot humid and slittery weather .He requested
Gen.Secratary IRCMSA to take up the case of Lab Assistants in near coming
cadre restructuring.
In the concluding session Sh.S.K.Tayagi precisely spoke about the entire
scenario and the steps required to be taken in future in steps already taken are
change of designation change and recruitment grade pay of 4600 /-for CMA-I
so that this organisation can flourish further. House was stunned at a point
when Gen.Secry. IRCMSA Sh.S.K.tayagi desiredto relinquish the post of
Gen.Secry which was unanimously rejected by the house. House has requested
him to guide the organisation till his retirement and onward.
The president of the meeting Dr.Shabir Ali delivered presidential speech
urged the gathering to strengthen the IRCMSA and improve the financial
condition by regular contribution .He also paid high tributes to
Gen.Secry./IRCMSA for his all achievements under his able leadership.
The meeting was concluded by vote of thanks to the chair by
Sh.M.N.Indershekharan CMS-I /RWF/Bangalore. In his heart touching
emotional speech he requested and urged Com.S.K.Tayagi to continue as a
Gen.Secry. IRCMSA for many more years in future to guide the organisation.
He further stressed that the movement of IRCMSA can not be imagined without
S.K.Tayagi.
