Kyle Scholes Mr. Li ENG 111 14 October 2013 How Will New HealthCare Reform Effect Society?

Ever since President Barak Obama was elected back in 2008 there has been discussion of a Healthcare reform. This discussion is now becoming a reality for the United States government and the citizens of the United States. The first step of the health care reform is to require every citizen to have health care by January 2014. For those who do not have health care nor purchase it, they will receive a fine. This fine could be a set dollar amount or two percent of you income. Some businesses will now be forced to provide health care to their employees. Also people who have a low income will receive compensations to help pay for the mandatory care. There are two strong perspectives that relate to the health care issue. One is the lower class and the other strong perspective is from the upper class. The new health care reform was main created with the lower class in mind. This will provide them with minimum health care. If they are around the poverty level, then the government will provide these people with credits that will help them pay for the health care. And the way that this will be possible is by using the tax money of the citizens. People that are a part of the lower class think this is a good idea and it will help them tremendously. On the other hand the members of the upper class dont like this reform. This is because the taxes from their hard earned money is being used to pay for the health care of lower income people. The reason that the upper classes sees this as a wrong is because some of the people that are a part of the lower class may not work as hard those who are a part of the upper class.

Thesis: While the new Health Care Reform is a good change there are some things that need to be changed in order to make the reform more appealing to the upper class and doctors. Outline I. Introduction A. Give a background about current health care B. Explain the rules and goals of the reformed health care 1. Must have HC by Jan. 2014 2. How people with little money can pay for it C. Thesis Statement II. The two main viewpoints of health care are from the lower class and the upper class A. Lower class likes it because it gives them free insurance 1. Some lower class people dislike because it forces them to get insurance a. If they dont get insurance have to pay $750 fine B. Upper class doesnt like it because it takes their tax money and gives it to poor 1. This is how the govt pay for insurance for poor C. Republicans are against this reform and Democrats are for it 1. Democrats always promote public good III. How will this reform affect hospitals and doctors? A. 60% of physicians are worried about how reform will affect them 1. Association of American Medical Colleges facts 1. By 2020 we will need 91,500 more doctors than we are projected to have a. Evenly distributed between physicians and surgeons C. This is to compensate for the government pay check b. Promote balanced finance health care c. Rewards healthy choices B. Need to figure out a way that we can have reform without losing jobs 1. Would having the same amount of jobs increase taxes? C. Needs to be more appealing for the upper class tax payers. 1. Take the money from somewhere other than their taxes D. We need to reduce the percentage of GDP that goes towards health care 1. Other countries dont use nearly as much GDP money a. US uses almost 18%
