Nisha Desai Biswal was sworn in as the US Assistant Secretary of State for South and Central Asia. 6. Union Government appointed Justice Ajit Prakash Shah as the new Chairman of the 20th Law Commission of India. 7. The Union Government appointed Usha Ananthasubramanian as the chairperson and managing director of public sector Bharatiya Mahila Bank (BMB). She was an Executive Director with Punjab National Bank (PNB). 8. Imomali Rakhmon was re-elected as the President of Tajikistan. 9. Malala Yousafzai received the EU's Sakharov human rights prize for her brave crusade for the right of the children to education. 10. The 18th International Children's Film Festival concluded in Hyderabad. A Dutch Film named Kauwboy, directed by Boudewijn Koole won the Golden Elephant Award for best film in the 'International Live Action' category. 11. Anjolie Ela Menon was awarded with Dayawati Modi Award for Art and Culture and Education by Dayawati Foundation. 12. President of India Pranab Mukherjee presented Indira Gandhi National Service Scheme Best University Award 2012-13 to Mangalore University of Karnataka.

The Government of India decided to confer, the Bharat Ratna, the highest civilian award on eminent scientist Prof CNR Rao and cricket player Sachin Tendulkar. Barack Obama appointed an Indian-American Gargee Ghosh as the member of the Presidents Global Development Council. 18. Abdulla Yameen defeated the former premier, Mohammed Nasheed to win the Maldivian Presidential elections. 19. Gabriela Isler from Venezuela won Miss Universe 2013 contest held at Crocus City Hall in Moscow, Russia. Manasi Moghe from India had been shortlisted for the top 10 finalists of Miss Universe 2013. 20. Frederick Sanger, a British biochemist who is the only person to win Nobel Prize two times for Chemistry died. 21. British Nobel Prize-winning author Doris Lessing was died. 22. Ram Kripalu Tripathi, popularly known as Jagadguru Kripaluji Maharaj passed away on. 23. Tarla Dalal, one of the first celebrity chefs of India died due to heart attack in Mumbai. 24. The Regional Pravasi Bhartiya Divas was officially launched in Sydney, Australia. 25. The 7th India-Republic of Korea Joint Commission Meeting (JCM) was held in New Delhi. 26. As per the data released by the Internet and Mobile Association of India (IAMAI) on 6 November 2013, Mumbai emerged as the city with highest internet penetration in India. Mumbai has 12 million internet users, followed by Delhi with 8.1 million users.

27. ISRO successfully launched Mars mission from the Satish Dhawan Space Centre in Sriharikota. The satellite is scheduled to reach the Mars orbit in September 2014 and is designed to circle the Red Planet in an elliptical orbit of 366 km X 80000 km. 28. The 9th International Heavy Minerals Conference was held in Visakhapatnam, Andhra Pradesh. 29. The North East Business summit began at Dibrugarh in Assam. 30. Prime Minister of India Dr. Manmohan Singh inaugurated the 3rd BRICS International Competition Conference in New Delhi. The theme of the conference is: Competition Enforcement in BRICS Countries: Issues and Challenges. 31. The 22nd Commonwealth Heads of Government Meeting (CHOGM) held in Colombo, Sri Lanka on the theme Growth with Equity: Inclusive Development ended. The participant leaders of the CHOGM unanimously agreed on the proposal to host the next CHOGM in 2015 in Malta. 32. The Indian delegation to CHOGM to Sri Lanka was led by the Foreign Minister of India, Salman Khurshid after Manmohan Singh, the Prime Minister of India decided to skip the event. 33. The 11th ASEM (Asia-Europe Meeting) Foreign Ministers Meeting took place in New Delhi. The theme of the meeting was "ASEM: Bridge to Partnership for Growth and Development. 34. The cyclonic storm Lehar hit the Andhra Pradesh coast and caused severe damage in the coastal region. After cyclone Phailin and cyclone Helen, this is the third severe cyclone within a month. 35. Eminent Scientist and Bharat Ratna Awardee Prof CNR Rao was elected as honorary foreign member of Chinese Academy of Science (CAS). 36. The surface-to-surface Dhanush, a naval variant of India's indigenously developed Prithvi missile, was test fired by the Srategic Force Command. 43. The Indian economy grew 4.8% in the JulySeptember quarter, recovering from the slowest expansion in four years in the previous quarter at 4.4%. At present, banks are required to pay interest on savings and term deposits at quarterly or longer intervals. 66. China announced plans to launch its third lunar Change-3 probe early next month. The Change-3 probe will carry a moon rover named Jade Rabbit, or Yutu in Chinese and conduct a softlanding on the lunar surface in the middle of December.

The Bombay Stock Exchange (BSE) will launch its platform for trading in currency derivatives, making it the fourth bourse in the country to offer such trades. Other stock exchanges present in the currency futures segment are: National Stock Exchange, MCX-SX and United Stock Exchange. 130. The Telecom Regulatory Authority of India released the tariff structure and guidelines for mobile banking services. The TRAI has prescribed a ceiling tariff for an outgoing unstructured supplementary service data (USSD)-based mobile banking service at Rs.1.50 per USSD session.
