Company Profile
Hamdan Bin Mohamed e-University (HBMeU) was officially launched on February 1, 2009 by His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, the Crown Prince of Dubai. It traces its origin to the e-TQM College that was initially inaugurated on September 30, 2002 as the only institution with an e-learning platform in the UAE. The establishment of the e-TQM College under the auspices of Dubai Police then came as a strategic initiative to encourage the interest, uptake and application of TQM thinking in the Arab world through innovative, affordable and accessible means. The college provided learning opportunities to all those individuals aspiring to specialize in quality management and to those associated with its implementation and management in various sectors of the economy.

Inspired by the strategic directions of the government of Dubai, this innovative higher education project was conceived, crafted and implemented by Dr. Mansoor Al-Awar, the Chancellor of HBMeU, as a passionate response to the hopes and aspirations of people who needed modern education. He has argued with emphasis that e-learning is futuristic and can have an astonishing impact on the socio-economic development of countries of the region. He connected thought leadership to a shifting paradigm of higher education by articulating that e-learning can play a catalytic role in alleviating illiteracy in the Arab world .

As the Internet took hold and the role of information and communications technology (ICT) became pivotal, the case for an e-learning institution in the UAE gained currency. The potential of ICTs to improve literacy, provide a more flexible approach to learning, and enhance socio-economic welfare in a large number of countries also lent support to
