A BETTER LIFE AND MORE PROSPERITY FOR THE PEOPLE OF MOLDOVA - THATS WHY WE ARE HERE
With the recent EU enlargement, the Republic of Moldova became a neighbour of the European Union and firmly voiced its willingness to develop closer political cooperation and economic integration. As what happens at our borders affects us, we want to support Moldovas aspirations to political and economic stability and help the country pursue the path of reforms. Thats why we are here and we do our best to share the experience of EU member-states, promote cooperation between civil servants of our countries, support the approximation of Moldovan legislation to EU norms and standards, enhance trade and customs, provide equipment for schools, kindergartens and hospitals and fund infrastructure projects in the transport, water and energy sectors. From 1991 to 2007, the European Commission provided assistance to Moldova worth more than 400 million. The European Commission signed the New Visa Facilitation and Readmission Agreements with Moldova, which allow several categories of Moldovans to travel more easily to the EU, and provided Autonomous Trade Preferences for export of Moldovan products to the EUs market. In the near future, the European Union and Moldova will negotiate a new ambitious Agreement that will go beyond the current Partnership and Cooperation Agreement and will include the aim of a comprehensive and deep free-trade area. This new Agreement aims to gradually bring the Republic of Moldova and the EU closer together and will be put in place when Moldova is ready to sustain the effects of full liberalisation of its trade with the EU. EU assistance to Moldova increased fourfold from 10 million a year in 2003 to over 63 million in 2007, while for 2007-2010 it reached 250 million under the European Neighbourhood Policy Instrument. A number of programmes and projects in the fields of human rights, judicial reform, approximation of legislation, export promotion and investment attraction as well as in sectors such as social policy, health, migration, the environment, energy and transport are being carried out. Thus, in 2008, Twinning for the Parliament was launched, an important component of the EC-funded package of assistance to Moldova concerning Institution Building. It aims to create contacts between the Moldovan parliament and their European Union counterparts, in order to facilitate training and transfer of know-how regarding European norms and standards. More Twinning programmes are expected to be launched in 2009. In addition, the EU assists Moldova in export promotion and investment attraction in the framework of a particular project, launched in the end of 2008, for which 1,6 mln were allocated. As free and fair elections in Moldova represent a clear sign of democratisation and show commitment for deeper relations with the EU, we have provided 3 mln for various electoral support projects. We believe that this funding is particularly relevant in order to allow Moldova to hold the electoral process in conformity with international standards. We are also trying to support Moldova and its population in difficult times, during major disasters, natural or caused by mankind. In 2007, we helped Moldovan farmers recover from a severe drought by providing 3.7 million for the purchase of seeds and livestock fodder. In 2008, as a response to flooding, the EU sent a six-man team of experts to the country, to facilitate the delivery of boats, pumps, generators and rubber boots provided by the Czech Republic and Estonia. In the particularly cold winter of 2009, the Commission co-financed the transportation of the Austrian assistance, heaters, electrical generators and blankets to the Moldovan population of 16 villages left with no natural gas supply during the dispute between Russia and Ukraine. In the future, the EU will strengthen cooperation and increase assistance within a newly launched programme covering Moldova, Ukraine, Armenia, Azerbaijan, Georgia and Belarus - the Eastern Partnership. It seeks to support political and socio-economic reforms, facilitating approximation and convergence towards the European Union. Bilateral cooperation under the Eastern Partnership should lay the foundations for the Association Agreement between the EU and Moldova should the latter make sufficient progress towards the EUs principles and values, and be willing and able to comply with the resulting commitments, including the establishment of comprehensive free trade areas. To achieve the objectives of the EU-Moldova Action Plan, of the Cooperation and Partnership Agreement, and of those objectives that will be laid down in the new Agreement to be signed, we are closely working with the Moldovan government and other international partners in reaching the common goal of ensuring a better and more prosperous life for the Moldovan people. We will only be proud of our actions when our support yields visible results that justify the spending of contributions of European taxpayers. This is only the beginning and there are many more opportunities to come. As Moldova comes closer to Europe and it increasingly strengthens its commitment to reform, we stand prepared to maintain our support and cooperation, in order to make this commitment a reality.

Odat cu extinderea recent a Uniunii Europene, Republica Moldova a devenit ar-vecin a Uniunii, exprimndu-i dorina de a dezvolta o cooperare politic strns i a se integra pe plan economic. Ceea ce se ntmpla la frontierele Uniunii Europene ne afecteaz. De aceea dorim s sprijinim aspiraiile Moldovei de stabilitate politic i economic i s ajutm ara s continue calea reformelor. Iat de ce ne aflm aici: ca s depunem eforturi pentru a mprti experiena statelor-membre ale Uniunii, s promovm cooperarea dintre funcionarii rilor noastre, s sprijinim aproximarea legislaiei moldoveneti la normele i standardele Uniunii Europene, s consolidm comerul i managementul frontierei, s asigurm echipamente pentru coli, grdinie i spitale i s finanm proiectele de infrastructur n domeniile transportului, apei i energiei. Din anul 1991 pn n 2007, Comisia European a oferit Republicii Moldova asisten n valoare de 400 milioane de Euro. Comisia European a semnat noi Acorduri de Readmisie i Regim Facilitat de Vize cu Republica Moldova, ce permit unor categorii de ceteni moldoveni s cltoreasc mai uor n Uniunea European, i a asigurat Preferinele Comerciale Autonome pentru exportul produselor moldoveneti pe piaa Uniunii. n viitorul apropiat, Uniunea European i Moldova vor negocia un nou Acord, mai ambiios, care va substitui Acordul curent de Parteneriat i Cooperare i va include crearea unei zone cuprinztoare de comer liber. Noul Acord i propune drept scop apropierea treptat a Republicii Moldova de Uniunea European i va intra n vigoare atunci cnd Moldova va fi pregtit s suporte efectele liberalizrii complete a comerului cu UE. Asistena Uniunii Europene pentru Republica Moldova s-a majorat de patru ori, de la 10 milioane Euro pe an n 2003 la 63 milioane n 2007, iar pentru 2007-2010 aceasta este estimat la 250 milioane Euro n cadrul Instrumentului Politicii Europene de Vecintate. O serie de programe i proiecte n domenii precum drepturile omului, reforma judiciar, aproximarea legislaiei, promovarea exportului i atragerea investiiilor, dar i politic social, sntate, migraie, mediu, energie i transport sunt n proces de dezvoltare. Astfel, n anul 2008, a fost lansat proiectul twinning Asisten pentru Parlamentul Republicii Moldova, care constituie o component important a setului de asisten a Uniunii Europene pentru Republica Moldova n dezvoltarea instituional. Proiectul are scopul de a stabili relaii dintre Parlamentul moldovean i instituii similare din Uniunea European pentru a facilita instruirea i transferul de know-how n domeniul normelor i standardelor europene. Mai multe programe de tip twinning (de nfrire) sunt lansate n 2009. Uniunea European acord asisten Moldovei n promovarea exporturilor i atragerea investiiilor n cadrul unui proiect special, lansat la sfritul anului 2008, pentru care a fost alocat o sum de 1,6 milioane Euro. Alegerile libere i corecte n Moldova reprezint un semn clar de democratizare i semnific un angajament pentru relaii apropiate cu Uniunea European. Iat de ce am oferit 3 milioane de Euro pentru mai multe proiecte de asisten electoral. Credem c aceast finanare este n special relevant pentru desfurarea n Moldova a unui proces electoral n conformitate cu standardele internaionale. De asemenea, Comisia European susine cetenii Moldovei n situaii dificile, n timpul dezastrelor majore, naturale sau provocate de om. n 2007, noi am ajutat agricultorii moldoveni s-i revin dup o secet sever, acordnd 3,7 milioane de Euro pentru procurarea seminelor i furajului. n 2008, drept rspuns la inundaii, Uniunea European a trimis n ar o echip de ase experi pentru a facilita livrarea brcilor, pompelor, generatoarelor i nclmintei de cauciuc, oferite de Cehia i Estonia. n iarna geroas a anului 2009, Comisia a co-finanat transportarea asistenei austriece: radiatoarelor, generatoarelor electrice i plpumilor pentru locuitorii celor 16 sate care au fost private de gaze naturale n timpul disputei dintre Rusia i Ucraina. n viitor, Uniunea European va consolida cooperarea i va spori asistena n cadrul noului program lansat Parteneriatul Estic, care include Republica Moldova, Ucraina, Armenia, Azerbaidjan, Georgia i Belarus. Parteneriatul Estic sprijin reformele politice, sociale i economice, faciliteaz aproximarea i convergena cu Uniunea European. Cooperarea bilateral n cadrul Parteneriatului Estic va pune bazele Acordului de Asociere dintre Uniunea European i Republica Moldova, atunci cnd Moldova va obine progrese suficiente spre principiile i valorile Uniunii i se va conforma angajamentelor ulterioare, inclusiv instituirea zonelor comprehensive de comer liber. Pentru realizarea obiectivelor Planului de Aciuni Republica Moldova Uniunea European, a Acordului de Parteneriat i Cooperare i a obiectivelor stipulate de noul Acord ce urmeaz a fi semnat, noi cooperm cu Guvernul Moldovei i ali parteneri internaionali pentru a realiza scopul comun de asigurare a unei viei mai bune i prospere pentru cetenii Moldovei. Suntem mndri de aciunile noastre atunci cnd asistena noastr are rezultate vizibile, ce justific cheltuielile contribuabililor europeni. Acesta este doar nceputul i mai sunt multe alte oportuniti. Moldova se apropie de Europa i i consolideaz angajamentul de reformare, iar noi suntem pregtii s oferim i n continuare sprijinul i cooperarea noastr pentru a face acest angajament realitate.

It targets central public administration bodies. The European Instrument for Democracy and Human Rights (EIDHR) thematic programme aims to promote and support human rights and democracy worldwide. Its major priorities include enhancing respect for basic human rights and fundamental freedoms, promoting human rights and democratic reform, supporting peaceful conciliation and consolidating political participation and representation, fostering the international framework for the protection of human rights and democracy and support to electoral processes. It targets mostly non-governmental organisations, but some projects may be implemented through international organisations. The overall objective of the Non State Actors and Local Authorities in Development thematic programme is to help reduce poverty in the context of sustainable development and to build capacities through support to initiatives initiated by non-state actors and local authorities from the EU and partner countries. It targets non-governmental organisations. The key purpose of the Investing in People programme is to help reduce poverty and strengthen social cohesion. The Migration and Asylum thematic programme aims to assist third countries to improve the management of their migratory flows. Major priority areas include migration and development, labour migration, refugee protection and asylum, fighting illegal migration and fighting smuggling and trafficking in human beings. It targets mostly non-governmental organisations, but some projects may be implemented through international organisations. The Environment thematic programme addresses environmental challenges that have a profound effect on the lives of poor people. Key priorities include the integration of environment sustainability in decision-making processes, promoting the implementation of EU initiatives and helping countries to implement internationally agreed commitments, coherence and better integration of the environment in EU policies, strengthening environmental governance at the international level and support for sustainable energy options in partner countries and regions. It targets mostly non-governmental organisations, but some projects may be implemented through international organisations. The Cross-border Co-operation Programmes between Romania, Ukraine and Moldova provide grants to projects with a cross-border impact, mostly in the areas of economic and social development, sustainable development and peopleto people cooperation. It targets non-governmental organisations and local public authorities. Funding has been provided for Moldovas participation in the TEMPUS Programme for cooperation in higher education. Since 2007, Moldovans have been able to participate in the new Erasmus Mundus External Cooperation Window, which aims to encourage greater mobility of students and academic staff. Programul este destinat organizaiilor non-guvernamentale i autoritilor publice locale. A fost oferit asisten, de asemenea, pentru participarea Moldovei la programul TEMPUS pentru cooperare n nvmntul superior. Din anul 2007, cetenii moldoveni pot participa n noul Program Erasmus Mundus Fereastr pentru Cooperare Extern, care ncurajeaz mobilitatea studenilor i a cadrelor didactice.
Major Achievements
Students, businessmen and teachers travel more easily to the EU thanks to the New Visa Facilitation and Re-admission Agreements which entered into force on 1 January 2008; Students and academic staff benefited from EU scholarships to pursue their studies and research in universities of the Member States; Almost all Moldovan products have unlimited and duty free access to the EUs market thanks to the autonomous trade preferences which came into force on 1 March 2008; Moldovan exporters were helped to exhibit their products within important international industry events; Over 60,000 socially vulnerable households affected by the drought in 2007 received seeds and livestock fodder under a 3.7 million contribution of the European Commission through its Directorate-General for Humanitarian Aid (ECHO); 16 villages deprived of gas during the winter of 2009 were provided with humanitarian aid; More than 400 law enforcement officers were trained by the EU Border Assistance Mission (EUBAM) to use modern border and customs control methods; The Border Guard Service of Moldova was provided with modern border surveillance equipment; Judges, prosecutors and law enforcement officers improved their knowledge and professional skills on challenges in investigation and adjudication of drug-related offences; The Moldovan public administration was supported in developing public financial management systems in line with EU best practices; Socially vulnerable people were helped to cope with the increases in gas prices and other economic shocks through support to the social assistance reform aimed at targeting the aid more efficiently towards those that most in need of it; A Migrant Accommodation Centre, a Refugee Centre and a Victims of Trafficking Centre were established to support the endeavours of the Government to follow the best European practices and standards in dealing with migrants in state custody and managing migration in general; A number of important laws were adjusted to the EU and international standards; Reforms were carried out to improve food security of the country by providing budgetary support and technical assistance; 60 Primary Health Care Centres were equipped with modern medical devices; 7 projects were funded in order to make a contribution to the 2009 free and fair Parliamentary Elections; 45 million euro were allocated for projects on water supply and sanitation in the Republic of Moldova; The Eastern Partnership covering Moldova, Ukraine, Armenia, Azerbaijan, Georgia and Belarus was launched.

Studeni, profesori i oameni de afaceri cltoresc mai uor n UE datorit Acordurilor noi de Readmisie i Facilitare a Regimului de Vize care au intrat n vigoare la data de 1 ianuarie 2008; Studeni i cadre didactice beneficiaz de bursele Comisiei Europene pentru a efectua studii i a realiza cercetri n universitile din statele-membre. Aproape toate produsele moldoveneti au acces nelimitat i scutit de taxe vamale pe piaa Uniunii Europene, datorit preferinelor comerciale autonome, care au intrat n vigoare la 1 martie 2008. Exportatorii moldoveni au fost ajutai s-i prezinte produsele n cadrul unor importante expoziii industriale internaionale. Mai mult de 60 000 de gospodrii social-vulnerabile din Moldova, afectate de seceta din anul 2007, au primit semine i furaj n valoare de 3,7 milioane Euro, o contribuie de la Comisia European prin intermediul Directoratului General pentru Asisten Umanitar (DGAU). 16 sate afectate de sistarea gazelor n iarna 2008-2009 au fost asigurate cu ajutor umanitar. Peste 400 de ofieri au fost instruii de ctre Misiunea Uniunii Europene de Asisten la Frontier n Moldova i Ucraina (EUBAM) n utilizarea metodelor moderne de control al frontierei i vamal. Serviciul Grniceri al Republicii Moldova a fost asigurat cu echipament modern de supraveghere la frontier. Judectori, procurori i persoane din sistemul asigurrii ordinii de drept i-au perfecionat cunotinele i abilitile profesionale n domeniul investigaiilor i urmririi judiciare a infraciunilor legate de droguri Administraia public din Moldova a beneficiat de asisten n dezvoltarea sistemelor de management public financiar n conformitate cu bunele practici ale Uniunii Europene. Persoane social-vulnerabile au fost ajutate s fac fa majorrii preului la gaz i altor ocuri economice prin intermediul reformei de asisten social, menit s direcioneze aceast asisten celor care au cea mai mare nevoie de ea. Un centru de cazare a migranilor, un centru pentru refugiai i un centru pentru victimele traficului de fiine umane au fost create pentru a susine eforturile Guvernului de preluare a bunelor practici i standardelor europene n abordarea problemei migranilor aflai n custodia statului i n managementul migraiei n general. O serie de legi importante au fost ajustate la standardele internaionale i ale Uniunii Europene. Au fost efectuate reforme de ameliorare a securitii alimentare prin oferirea sprijinului bugetar i a asistenei tehnice. 60 de centre de asisten medical primar au beneficiat de echipament medical modern. Au fost finanate apte proiecte care au contribuit la desfurarea unor alegeri parlamentare libere i corecte n 2009. 5 milioane Euro au fost alocate pentru proiecte de aprovizionare cu ap i canalizare n Republica Moldova. A fost lansat Parteneriatul Estic, ce include Republica Moldova, Ucraina, Armenia, Azerbaidjan, Georgia i Belarus.
Assistance for Neighbourhood Programme Romania-Moldova 2004-2006 and CADSES (Central European Adriatic Danubian South-Eastern European Space)
Description:
The objective of this project is to provide support to raise awareness of the CBC-Neighbourhood Programmes in Moldova, provide advice to local administrations and non-governmental organisations on the preparation of grant proposals as well as on monitoring the implementation of projects.

Descriere:
Proiectul ofer sprijin pentru a extinde informarea privind proiectele de cooperare transfrontalier i programele de vecintate n Moldova i va acorda consultan administraiilor publice locale i organizaiilor non-guvernamentale cu privire la elaborarea propunerilor de finanare, precum i privind monitorizarea realizrii proiectelor.

Increased Independence, Transparency and Efficiency of the Justice System of the Republic of Moldova
Description:
The main objective of the project is to assist Moldova in carrying out judiciary reform. It covers the objectives of the European Neighbourhood Policy (ENP), EU-Moldova Action Plan and Council of Europe Action Plan of Cooperation with Moldova. October 2006 June 2010. To improve the independence, transparency and efficiency of the justice system; To guarantee fair access to justice for all citizens, based on the rule of law and respect for common European democratic values and standards; To set up a legal monitoring and legal advice system; To provide support to the development, adoption and implementation of new laws in line with European standards; To encourage the implementation of laws and regulations governing the professional career of judges and prosecutors; For the National Institute of Justice to be fully equipped and operational; To develop extensive modern curricula for initial and ongoing training of judges and prosecutors; To ensure improved access to legal information for legal professionals and all citizens; To ensure that court decisions are written in line with best western practice and are partly published and available; To define a strategy for an effective legal aid system.

Fighting Corruption, Money Laundering and Terrorist Financing in the Republic of Moldova
Description:
The project supports the Republic of Moldova in its efforts against corruption, money laundering and financing of terrorism in line with European and other international standards, as identified in the EU Moldova Neighbourhood Action Plan, as well as in the evaluation reports of the Group of States against Corruption and Moneyval. August 2006 - December 2009. To ensure the implementation of Moldovas anti-corruption strategy on the basis of annual action plans; To strengthen the system against money laundering and financing of terrorism in accordance with European and international standards and practices as well as with the recommendations of Moneyval; Efficient monitoring, coordination and management of the anticorruption strategy; To improve legislation to effectively prevent and control corruption as fore-seen in the anti-corruption strategy and action plans and in accordance with GRECO recommendations, European and United Nations standards; To build the capacity of anti-corruption prosecutors to prosecute, supervise and manage corruption-related offences; To enhance cooperation among law enforcement and criminal justice bodies through joint training on investigation, prosecution and adjudication of corruption offences as well as through international cooperation; To strengthen the capacities of the Centre for Combating Economic Crime and Corruption to analyse corruption-related phenomena and trends, as well as to design and implement measures for the prevention of corruption; To enable civil society and media to play an active role in fighting corruption, thus reducing tolerance of the public to corruption.

The project contributes to the sustainable development, biological monitoring and pollution assessment of the Black Sea Basin communities, as well as the preparation of documents for the establishment of marine reserves. It has four main components: Legal, Integrated Coastal Zone Management, Water Quality Monitoring and Biodiversity.

Sustainable Integrated Land Use of Eurasian Steppes for Moldova, Russia and Ukraine
Description:
The project aims to contribute to the development of a region-wide steppe ecosystem restoration and conservation programme and its sustainable management as part of a viable rural land use system. It provides viable responses to the current pressure on steppe ecosystems and their biodiversity by addressing key threats and negative trends hampering sustainable development in the steppe zone of Moldova, Russia and Ukraine.
To promote the sustainable use of agricultural land in the context of steppe, wetland and forest-steppe ecosystems; To restore and utilise abandoned and degraded steppe lands and improve the management of privatised areas; To mainstream biodiversity concerns into rural land use policy and practice at regional, national and local levels; To encourage cross-border cooperation between states in the management of steppe resources; To mobilise alternative funding for sustainable management, conservation and restoration of steppes, including carbon sequestration and greenhouse gases funds.

Acesta ofer soluii concrete i aplicabile la presiuni asupra ecosistemelor de step i biodiversitii, abordnd ameninrile principale i tendinele negative ce mpiedic dezvoltarea durabil a zonei de step n Republica Moldova, Rusia i Ucraina.

Susinere pentru Consolidarea Mecanismului Naional de Prevenire a Torturii n conformitate cu Prevederile Protocolului Opional al Conveniei mpotriva Torturii

Proiectul contribuie la prevenirea cazurilor de tortur, tratamentelor sau pedepselor crude, inumane sau degradante, prin consolidarea Mecanismului Naional de Prevenire a Torturii, conform Conveniei ONU mpotriva Torturii / Protocolului Opional al Conveniei mpotriva Torturii i promovarea sistemului naional de protecie a drepturilor omului. Proiectul, de asemenea, ofer o abordare bazat pe drepturile omului, ce creeaz o legtur ntre purttorii de obligaii i titularii de drepturi i o abordare sistemic pentru domeniul de dezvoltare identificat drept prioritar. Acesta se concentreaz asupra consolidrii capacitii instituionale a Mecanismului Naional de Prevenire a Torturii i Instituiei Ombudsman-ului/Centrul pentru Drepturile Omului, oferind posibilitatea membrilor s monitorizeze instituiile cu un risc mai nalt de inciden a torturii, s identifice cazuri i victime ale torturii, precum i s raporteze i s sensibilizeze publicul despre situaia n domeniu. The Moldovan agencies involved in the fight against illegal migration have identified a need to build capacities in the area of document security through: (a) human resources development, i.e. equipping individuals with the relevant understanding, skills and access to information, knowledge and training that will enable them to perform travel document identification effectively, and (b) organisational development, which through the elaboration of structures, processes and procedures on information exchange, will provide the access to knowledge and information required for continuous human resource development and enhanced interagency cooperation. Developing and Piloting Sheltered Housing Services for People with Mental Illness in Moldova

The idea of the project is to develop, within three years, a model protected sheltered housing service for people with severe mental illness in Northern Moldova, which could serve an example for the rest of the country. December 2008- December 2011.

Technical Cooperation and Capacity Building for the Governments of Ukraine and Moldova for the Implementation of Readmission Agreements with the European Union Description:
The Governments of Ukraine and Moldova carry out an active policy towards integration into the European Union, striving to intensify their cooperation with the EU and to comply with requirements set by the Acquis. One of the most acute tasks of common interest for both the EU and the sub-region is to restrict irregular migration, namely transit of third country nationals to the EU through the territories of Ukraine and Moldova. However, these measures are only a part of the necessary efforts to find a long-term solution to the challenges at hand. The proposed project will contribute towards (a) the harmonisation of the legal framework for readmission; (b) strengthening dialogue on readmission; (c) the institutionalisation of best practices on return; (d) the enhancement the role of civil society in monitoring detention standards; (e) the upgrading of holding facilities; (f) the continuation of assisted voluntary return of third country nationals; (g) the operation of centres for migrant advice; (h) migration research; and (i) addressing humanitarian crisis needs. Strengthening the Moldova Capacity to Manage Labor and Return Migration within the Framework of the Mobility Partnership with the EU

The project, as part of the Mobility Partnership between the EU and the Republic of Moldova, addresses the key issues in promoting legal mobility between the Republic of Moldova and the EU, by providing correct information about migration procedures, opportunities and risks of illegal migration, thus improving pre-departure training and training for returnees in order to match job seekers with labour market demand and enhance social dialogue. The project Learning Democracy is implemented by the non-governmental organisation Municipal Youth Council of Hancesti in partnership with nongovernmental organisations Orhidea from Leova and Lia Cimislia from Cimislia. Three associations complement the efforts of the partners: rayonal newspapers Curierul de Hnceti, Business-Info (Cimilia) i Cuvntul Liber (Leova). The geographical area of activities covers 60 villages from 3 regions of Moldova: Hnceti (20 villages), Cimilia (20 villages) and Leova (20 vil-lages).

The project will assist the Moldovan Authorities in implementing the priorities set out in the agreements between the Republic of Moldova and the European Union. The agreements referred to in the Project title are essentially the Partnership and Cooperation Agreement (PCA), which came into effect in 1998, and the European Neighbourhood Action Plan (ENAP) between the EU and Moldova finalised in 2005, as well as more recent developments in the EU-Moldova relations such as the ATPs and the negotiations for adhesion to the Energy Community Treaty. To support and monitor the implementation of the measures established in the current and potential future bilateral agreements between the EU and the Republic of Moldova within the framework of the European Neighbourhood Policy; To support the legal approximation process in the Republic of Moldova in the sectors agreed between Moldova and the EU within the framework of the agreed bilateral documents, as well as its effective implementation; To enhance the promotion, visibility and effectiveness of coordination of EU assistance by Moldovan authorities as well as the coordination of EU-funded initiatives with those of other donors, in particular EU Member States.

The project aims to contribute to the reduction of pollution, to fair sharing and effective use of scarce water resources, and to the improvement of the quality of shared water resources, such as transboundary rivers.

Maximising EU Presence in the ENPI Countries: Russia, Belarus, Moldova and Ukraine

In the frame of the project Maximising EU presence in the ENPI countries for EuropeAid, MEDIA CONSULTA (MC) is implementing the multinational project in Russia, Ukraine, Moldova and Belarus. MC is responsible for the production, distribution and promotion of the TV and radio programmes Window to Europe in close cooperation with TV and radio stations - in Russia with RTVI, in Ukraine with Channel 5 and Radio ERA, in Belarus with BELSAT TV, ERB and Radio Racja, in Moldova with TV7 and Radio Retro as well as with the leading print and online media in these countries. May 2009 May 2010. Main objective: To inform the target audiences about the European Union, the relations between the EU and these countries as well as about ENP and ENPI. Overall objectives: To implement several projects with various media organisations (in the following sectors: TV, radio, print press and electronic press), with proven significant audiences in the beneficiary countries; To communicate information about the EU and its relations with its neighbours (including cooperation activities), to the people of these countries, via television and radio, printed and electronic press, as well as via the contracted media projects; To maximise appeal and interest, and stimulate debate and interaction with the largest possible audiences in the beneficiary countries; To promote the Euro-Mediterranean dialogue by respecting the editorial freedom of media organisations involved in this programme in conformity with applicable audiovisual regulations and deontological codes.

A New Approach to Poverty Reduction in Moldova Combined Efforts of NGOs and Local Authorities

The project aims to contribute to poverty reduction, to develop and strengthen capacities and cooperation of NGOs and local authorities for better social reintegration and rehabilitation of women prisoners.

This Sector Policy Support Programme (SPSP) aims at helping Moldova to achieve the mid-term objectives of the Strategy of water supply and sewage systems in communities of Moldova, approved through Government Decision of 2007; This will be achieved in close co-operation with other international development partners active in the water supply and sanitation sector and, as such, is expected to boost sector reform and donor-government coordination. Notably, results achieved in other projects will be taken into account when assessing the achievement of budget support matrix indicators. The EC-support will be the biggest grant-based support to the Moldovan water sector (drinking- and waste-water/sanitation sub-sectors) in the period 2009-2011. The introduction of EU quality standards will be promoted throughout the programme and demonstrated in a pilot project with a certified EU MemberState development agency in the Nisporeni raion of Moldova.

The project will be implemented by Ericsson AB, acting as the leader of the Consortium created with Motorola Industrial and Trading Societe Anonyme for the manufacture and Trading of Telecomunications, Cellular Telephony, Electronic System and Software.
