Mission Bay Cluster Committee Minutes Thursday, December 5, 2013, 6:00 pm Barnard Asian Pacific Language Academy Meeting

commenced 6:02 pm; quorum was not established until later in the meeting when a representative from CPJMA arrived. District Update (Area 3 Superintendent Julie Martel) - Three Pacific Beach elementary schools have qualified to apply for the California Distinguished Schools awards. Chair-Elect Position Item continued due to lack of quorum for voting. Local Control Funding Formula (LCFF) (Linda Zintz, SDUSD) Linda Zintz gave a PowerPoint presentation (posted on blog below) to explain how the LCFF and Local Control and Accountability Plan (LCAP) are being implemented in SDUSD. Proposition 30 is providing additional funding for California schools. LCFF was enacted by the state legislature to determine how that money is distributed to schools. An LCAP is created by each school district to plan how the money will be spent. Highlights: Schools with 55% or more students in the categories of English Learners, low income and foster youth will get additional funding. LCFF allows districts more discretion in how the money is spent, but class size reduction must part of the plan. SDUSD expects to get an additional $30M in the 2013-2014 school year. Even with this additional money, the district is projected to have a budget deficit for the next 3 years. The district is preparing an LCAP to show how the money will be spent. The State requires that districts include parental involvement and input in the formulation of LCAP. The LCAP is expected to replace the School Site Plan. The district will be working on the LCAP from January to April and will be seeking parent input and community engagement. SDUSD will officially adopt the LCAP in July. More information at www.sandi.net/lcff and questions/input can be emailed to lcff@sandi.net Common Calendar Update (Linda Zintz, SDUSD) Linda Zintz is on the SDUSD Calendar Committee and reports that all advisory groups and stakeholders have seats on this committee. Year-round schools, which were instituted due to excess students and limited facilities, are not necessary anymore. Some parents have asked for a common calendar to replace the year-round and traditional calendars. The Calendar Committee does yet not have approval from SDUSD to send the proposal out to parents and schools for feedback. It is unlikely that any calendar change will be implemented in the next school year. Any calendar changes would need to be well-vetted with parents, schools, teachers, etc., before going before the SDUSD board for action. Motion made by Jennifer Tandy, seconded by Scott Chipman: Mission Bay Cluster Committee to send a formal recommendation to all SDUSD Trustees to table the common calendar proposal for the school year 2014-2015. Quorum was established. Motion Passed Unanimously (Postscript: This recommendation was emailed to the trustees. Board Chair John Lee Evans replied that no calendar changes would be considered for the 2014-2015 school year.) CHP Start Smart Driving Program (CHP Officer Jake Sanchez & Karen Lenyoun, Social Advocates for Youth (SAY) SanDiego) Karen Lenyoun explained that SAY SanDiego, offers MBCC Minutes 12-05-13 page 1

schools and communities free programs to educate and prevent young people from using drugs, alcohol and tobacco (more information posted below.) SAY also partners with organizations like the California Highway Patrol (CHP) and Mothers Against Drunk Driving (MADD) to educate teens about driving safety and the risks of driving under the influence. Officer Sanchez described the CHP Start Smart class which is provided free of charge to high school students and their families (brochure posted below). Every year, 5,000 teenagers are killed in traffic accidents nationwide. Teenage drivers face a very high risk of having an accident in their first year of driving. The CHP Start Smart class is 2 hours long and each student must be accompanied by a parent. The class can be scheduled at the school site in the day or evening and can accommodate up to 250 participants. Carmel Valley schools have adopted this program and have made it mandatory for any student wishing to park on campus (article posted below).
