ADARSH HOUSING SOCIETY SCAM


The Adarsh Housing Society is a cooperative society located in Colaba, a posh area of Mumbai, India. It was originally supposed to be a six-storey building planned in the year 2002 with a noble purpose of welfare of exservicemen, Kargil war heroes and war widows. But the building ended up with a 31 storey building and the flats in the housing society were also given to civilians. Over a period of ten years, top politicians, bureaucrats and military officers proceeded to bend several rules and perpetrate various acts of omission and commission in order to have the building constructed and then get themselves allotted flats in this premier property at artificially lowered prices. In 2011, a report of the Comptroller and Auditor General of India (CAG) said, "The episode of Adarsh Co-operative Housing Society reveals how a group of select officials, placed in key posts, could subvert rules and regulations in order to grab prime government land a public property for personal benefit."

Over a period of ten years, rules and regulations across many departments and ministries, both at the Centre and the state of Maharashtra, were flouted or bent to allow for the construction of the building. Some of the more blatant transgressions included: Obtaining a No Objection Certificate (NOC) from the Army towards construction of the building in a sensitive zone, getting the Mumbai Metropolitan Region Development. Authority (MMRDA) development plan modified, and obtaining another NOC for residential development in a Coastal Regulation Zone, often through manipulation of records and misrepresentation of facts. Efforts by honest officers to bring this to the notice of top officials were ignored because several army officials, including former Army Chief Deepak Kapoor himself had flats in the society. Its a clear game that the people with power in their head have played. This also shows the ineffectiveness of the army to ensure that the names of war heroes and military widows and their families are not misused for vested interests, army brass, top politicians, both ruling and non-ruling, babus, were, thus, equally culpable in the swindle in the name of war widows, whose 'jawan' husbands gave their lives for the nation. The loot in the name of those who gave their lives for their nation by those who are supposed to look after these martyrs' wellbeing was shocking. It was a nakednaked loot from them by those who had powers or high ranks, shamelessly defying all ethics and moral values.

Where is the dilemma here? Which two values were in conflict? Would it be that if the society had not done what it did, would not the interests of the martyrs be taken care of? Were all eligible martyrs widows interests taken care of? Or, were some requests of martyrs widows denied to accommodate vested interests? Why is this fit study in Business Ethics? You need to probe.
