CONNECTICUT ACADEMIC PERFORMANCE TEST and CONNECTICUT MASTERY TEST
RESULTS RELEASED FOR 2013
(Greenwich, CT: EMBARGOED RELEASE UNTIL 3:00 p.m. Tuesday, August 13, 2013) The Connecticut
Department of Education has released the results of the 2013 Connecticut Academic Performance Test (CAPT)
and the Connecticut Mastery Test (CMT).

Superintendent of Schools Dr. William S. McKersie said, Greenwich continues to be a high performing school
District based on multiple measures including standardized test scores. Our students score well above state and
national benchmarks on the CMT and CAPT assessments. In nearly all tested areas, our students from non-free
and reduced price lunch families (roughly 85 percent of our students) achieve results placing over 80 percent at
"Goal" -- the key benchmark for success. Only the best districts in the state achieve such results. However, we
are not satisfied with this year's results. Greenwich needs to know that this district always pushes for the best.
Most important, we are not satisfied that our free and reduced price lunch students (roughly 15 percent of our
students) continue to perform well below their peers. We had been narrowing this achievement gap over the
past four years, but the new results show the gap has widened. Moreover, our top performing students have
begun to plateau in their results--scoring at a high level, but in the aggregate with minimal improvements
annually."
Statewide, 2013 CMT results declined in the percentage of students scoring at Goal in all areas tested (Reading,
Writing, Math and Science). Greenwich students scores at Goal on the 2013 CMT increased in some areas and
declined in others. CAPT scores statewide show increases at the Goal level in each area tested except Writing.
Similarly, Greenwich students CAPT scores increased at the Goal level in each area tested except Writing.

Dr. McKersie continues, We now have to delve into the data to better understand where the challenges are
occurring. We must be careful not to jump to conclusions about what strategies are working or not working
before we have an opportunity to sufficiently analyze the possible reasons for not making the progress we had
anticipated. We will work at the district level and in school teams to analyze the results and modify instructional
plans and actions accordingly. We know that we must do a better job of helping teachers identify and focus on
the most effective instructional practices. The good news is that the leadership team (district and school) is
unified in moving ahead in a focused, prioritized way to implement the Common Core standards and the best
instruction. Personalized learning, digital learning and professional learning will be key tools as we move

forward."
"A final point is that we are on the cusp of shifting to a whole new assessment system. The district will be field
testing the Smarter Balanced Assessment Consortium (SBAC) in Spring 2014. Thus, this will be last year we
will be basing analysis of student performance on the CMT/CAPT. Going forward, we will be using a more
rigorous and comprehensive assessment system. This transition will be a challenge, but will help energize and
focus all professionals in the district."
Standardized Assessment Review, Analysis and Reporting Schedule:
The next steps with regard to the review, analysis and response to assessment data is as follows:
August 2013 GDDT Meeting: The Greenwich District Data Team (GDDT) members and GDDT Goal
Subcommittees are developing the District Strategic Improvement Plan (DSIP) Annual Report. The DSIP
Annual Report will address progress made in 2012-2013 and mid-course corrections for the 2013-2014 and
2014-2015 DSIP action plans

using the recently received standardized assessment data.

School & Instructional Data Teams (SDT & IDT): SDTs and IDTs will meet as school begins to review the
2013 assessment data and adjust, as necessary, School Improvement Plans which are in line to be implemented
at the start of the school year.
Annual Assessment Report: The CMT, CAPT and other available assessment data will be presented in a report
to the Board of Education on September 19, 2013.
Monitoring Reports: The Board will receive an in-depth analysis in each of the CMT/CAPT assessment
categories as part of the subject area Monitoring Reports scheduled as follows: Reading & Writing (9/19/13),
Science (10/10/13), and Math (5/1/14).

Closing the Achievement Gap
Over the last ten years the percentage of GPS students qualifying for free or reduced price lunch increased
from 7.3% to 13.9%.
From 2011 2012 to 2012 2013, gaps in achievement widened and overall scores were flat or declined.
