UN*+(,: It is suggested that the i( le(entation of a ost-2314 develo (ent fra(e2or6 )e )ased on hu(an rights5 eGualit! and sustaina)ilit!. ?ro( a )road ers ective5 it is i( ortant to reaffir( the rinci les of the >illenniu( %eclaration "and hu(an rogress overall* as the foundation for the ost-2314 fra(e2or65 noting that the >%:s 2ere the(selves derived fro( the >illenniu( %eclaration. 0hese rinci les should )e vie2ed as )oth a guide and (eans for i( le(entation and should not as such contradict the ositions of national govern(ents. 0he (eans )! 2hich develo (ent goals are achieved are as i( ortant as the outco(es the(selves. 0he fra(e2or6 should therefore envision generating rocess-focused goals and incor orate rinci les that 2ould guide ractical (eans of (easure(ent. >ore s ecificall! on (onitoring and evaluation5 an >H< s!ste( should ideall! e( lo! (ixed (ethods5 locall!-led (onitoring and disaggregated targets and indicators to reveal real trends in the lives of eo le. 0here are t2o critical challenges on 2hich hu(an rights5 eGualit! and sustaina)ilit! hinged and 2hich had to )e art of the foundation of an! future fra(e2or6. 0he first 2as rotecting the lanetar! )alance5 noting that hu(an rogress had no choice )ut to 2or6 2ithin those ara(eters. =ioF23 (ust hel to define those ara(eters for sustaina)le develo (ent and it 2as therefore crucial that the international co((unit! ensure its success. 0he second is freedo( fro( fear "and closel! lin6ed5 freedo( fro( 2ant*5 2hich (eant that eace and securit! should also figure a(ong the foundational ele(ents of the ost-2314 fra(e2or6. In su(5 the ost-2314 agenda should )e eo le-centred5 nor(ativel! )ased "founded on values and rinci les*5 conditioned on eace and hu(an securit!5 and focused 2ith greatest riorit! on the (ost (arginali,ed and excluded. Civil societ! artici ants s o6e of the i( ortance of )uilding an inclusive rocess5 es eciall! for civil societ!. -lo.al +all to )ction against &overty /-+)&0: It is difficult to )uild an inclusive rocess 2hen there continues to )e a reticence to engage a(ongst (an! artners so(e of 2ho( are reluctant to lend legiti(ac! to a rocess )efore there is real clarit! on 2hether civil societ! on the ground5 articularl! those living in overt!5 2ill have real I o2erI in sha ing the rocess. It is i( ortant to 2or6 2ith 6e! constituencies 2hile noting as 2ell the co( lexit! of challenges constituencies face

including (ulti le la!ers of discri(ination 2hich cannot easil! )e considered 2ithout a holistic a roach. 0he $N can ta6e the follo2ing actions in the run-u to ost-2314 to a(eliorate these challenges and foster a trul! legiti(ate rocess 2e can all )elieve in: a* 0a6ing leadershi earl! on in the rocess and defining its strateg! for civil societ! engage(ent in the rocess "through dialogue 2ith civil societ! actors*5 including clarification of the roles and res onsi)ilities of individual $N agencies in this regardE )* &ro(oting and facilitating a glo)al dialogue that )rings to )ear 23 !ears of ex erience in IC0 for develo (ent and artici ator! (ethods to ensure (eaningful grassroots artici ation and involve(ent of sociall! excluded grou sE c* ?ostering the full engage(ent of civil societ! fro( the outset in official discussionsE and su orting civil societ! coordination and engage(ent to aid (o)ili,ation efforts. 0his includes official recognition of citi,ens deli)erations on a ost 2314 agenda in ALL countries5 )e!ond the 43 re-identified $N%& focus countries. d* <nsuring 6e! the(atic issues 2ere incor orated in the agenda5 es eciall! as the! affect !outh5 2o(en5 ersons 2ith disa)ilities5 indigenous eo le and other the (arginali,ed co((unities. 0his includes clear s ace for IgenderI ex licitl! 2ithin the glo)al the(atic consultation on ineGualit! that ensures dedicated s ace5 and (aintaining the involve(ent of 2o(en at the centre of ost 2314 develo (ent olic!. Third 1orld Network /T1N0: It is critical to )uild the =ioF23 and ost-2314 fra(e2or6s on the three unified illars J econo(ic5 social5 environ(ental J as the onl! feasi)le a roach that addressed the concerns of )oth North and 'outh. @hile it 2as i( ortant to )uild on the existing international coo eration fra(e2or65 the international co((unit! should revisit the (eans of i( le(entation and in articular the international financial architecture5 transfer of technolog! and 6no2ledge5 and ca acit! )uilding. 0he econo(ic illar is neglected in the $N s!ste(E the elevation of $N<& to a full-fledged agenc! should co(e in tande( 2ith the elevation of the econo(ic illar. 0he need to fix the econo(ic s!ste( is a 6e! lesson of the >%: ex erience and >%: K should have )een a recondition for the revious seven goals. A rogra((e-focused a roach is criticalE goal-focused develo (ent has failed to address root causes and as a conseGuence failed to identif! ho2 the goals could )e achieved. A central art of strengthening the econo(ic illar should )e the refor( of the international financial architecture through five focus areas: a* revising the olicies of glo)al (acroecono(ic architecture5 including those of the ;retton @oods Institutions and the International >onetar! ?undE )* tac6ling the issue of de)t through a de)t-restructuring (echanis(E c* revie2ing ra( ant ca ital flo2s and excessive volatilit! that ca(e 2ith un)ridled financial (ar6et s eculationE d* redirecting financial flo2s to ensure the! flo2 )ac6 into the econo(!E and e* refor(ing the I>? to address entrenched i()alances. 0hese five issues had a (a1or i( act in the develo (ent and social s heres. ?or this reason alone civil societ! (ust )e full! engaged in the ost-2314 rocess fro( the )eginning and ensure that the voice of the eo le and the (arginali,ed are )rought to the ta)le. #ocial 1atch: 0he ost-2314 fra(e2or6 should have universal a lication5 2ith roles and res onsi)ilities5 e( o2er(ent and accounta)ilit! for )oth develo ed and develo ing countries5 2hich 2ould also )e a conduit for redefining develo (ent coo eration for the future. It is essential that civil societ! is involved in the definition of an! goals and their indicators5 as 2ell as accounta)ilit! (echanis(s. <Guall!5 it is i( ortant that universalit! does not forsa6e the local level. 0hat sa(e inclusive s irit (ust invest the thin6ing on funding5 2ith a (echanis( to ensure that all sides are held accounta)le for their co((it(ents.

Adding a cultural illar 2ould go a long 2a! to2ard addressing local and regional concerns5 such as securit! of land and resources. :etting !outh and !outh organi,ations involved 2as also crucial5 es eciall! in light of recent social revolutions the! led. It is critical to include civil societ! in the definition of goals at the outset to arrive at a shared agree(ent on diagnosis and destination. $lti(atel!5 the ost-2314 discussion is .not a)out goals and targets )ut 2ho 2e 2ant to )e as eo le./ 0he ne2 na(e for official develo (ent assistance "7%A* is .0ax/: it is ti(e to see ho2 a financial transactions tax5 car)on tax and local revenues can contri)ute to develo (ent. 0here is a need to sta! focused on the local 2hile )uilding national and glo)al ter(s of engage(ent5 2ith s ecial attention to Guestions of ar)itration. ?or exa( le5 ho2 should rules of engage(ents for cities )eco(e develo edN In so(e laces the needs of 13-14 er cent of the o ulation elite overrides the needs of the 2hole cit!. =econciling5 negotiating and )alancing are tough acts5 and cities need leaders 2ith such ca acities. Ca acit!-)uilding efforts are often treated as .6no2ledge transfer ro1ects/5 instead the! need to )uild s6ills ena)ling eo le to negotiate and ar)itrate. Incre(ental cit! gro2th and cro2ded streets have co(e to sta! and it is i( ortant to ta6e a realit! chec6 )efore lotting strategies to (anage cities and (a6e the( 2or6 for all. 0he use of u)lic s aces for infor(al ha)itats and livelihoods has )eco(e unacce ta)le under a rule of la2 that is )ased on the lanning nor(s fro( the .glo)al north/. 0he $N%& Hu(an %evelo (ent =e ort could )e used as a thought sha er to )roadcast and catal!se discussions5 given the O ost-2314C the(atic focus for H%= 231D. 0hese actions 2hen co()ined could generate a grounds2ell that 2ould hel to (a6e ost-2314 re arations go OviralC. ?or its art5 the $N High-level &anel could recruit a grou of cha( ions to advance e(erging thin6ing on the su)1ect5 and this grou could restore a degree of ho e and a()ition at a ti(e of general econo(ic essi(is(. Civil societ! re resentatives generall! agreed 2ith the different ers ectives artici ants shared on the oliticalA develo (ent situation in the run u and re arations for ost-2314 and the need to focus on the foundational rinci les laid out in the >illenniu( %eclaration5 2hich so(e felt the >%:s did not reflect5 and in articular hu(an rights and sustaina)le develo (ent. 0he ost2314 fra(e2or6 should )e eo le-centred5 nor(ativel! )ased5 conditioned on eace and securit!5 and focused on the (arginali,ed. In all these ro osed actions5 artici ants underlined the 6e! convening role of $N%& in (a6ing this ha en5 )uilding an inclusive rocess5 (erging conce tual the(es and creating the conditions 2here)! ever!one is (oving in the sa(e direction and fostering the right ena)ling environ(ent for all artners5 es eciall! civil societ!5 to artici ate. $N"%&* should

Conclusions
Civil societ! artici ants e( hasi,ed the need for full civic artici ation in the ost-2314 rocess and stressed the crucial role for $N%& in convening and (o)ili,ing all artners5 es eciall! civil societ!5 and influencing the olic! dialogue to reflect civil societ! ers ectives. 0he! ex ressed concern that the glo)al dialogue 2as s litting )et2een ro onents of sustaina)le develo (ent "=ioF23* and ro onents of the ost-2314 fra(e2or65 characteri,ed )! t2o se arate discussions and rocesses. 0he! sa2 this occurring )ecause there 2as a sense a(ong develo ing countries that the! could have greater o2nershi of =ioF23. Countries of the 'outh felt that since the! 2ere )eing enali,ed for failing to (eet the >%:s "2hen in fact the! did not have the (eans to do so*5 the! had little incentive to engage in the ost-2314 rocess. Incentives (ight include greater olic! s ace5 fiscal sco e5 trade o ortunities5 etc. Countries of the North5 for their art5 2ere tending to2ard rotectionist olicies and lac6ing a coherent a roach. Achieving an!thing (eaningful in =ioF235 ho2ever5 (ight hinge solel! on the a)ilit! of $N leadershi to guide the rocess for2ard and sha e discussions. In this regard5 the! again stressed the i( ortance of holding all artners accounta)le. 0he! cautioned that failure 2ould undou)tedl!
