THE SUPPLEMENTARY APPROPRIATION BILL, 2007 A Bill for

An Act of Parliament to authorize the issue of certain sums of money out of the Consolidated Fund and their application towards the service of the year ending on the 30th June, 2007 and to appropriate those sums for certain public services and purposes ENACTED by the Parliament of Kenya, as follows Short title.

1. This Act may be cited as the Supplementary Appropriation Act, 2007. 2. The Treasury may issue the sum of nineteen billion, four hundred and eighty-three million, seven hundred and twenty-five thousand, five hundred and nineteen shillings, out of the Consolidated Fund and apply it towards the supply granted for the service of the year ending on the 30th June, 2007. 3. The sum granted by section 2 shall be appropriated for several services and purposes specified in the second column of the First Schedule in the amounts specified in the third column of the Schedule. 4. In addition to the sum granted by section 2, the sum specified in the fourth column of the First and Second Schedules shall be applied for the several services and purposes specified in the second column of those Schedules out of revenue directed to be applied as Appropriations in Aid in accordance with section 99(2) of the Constitution. 5. The supply granted for the services of the year ending on the 30th June, 2007, in respect of Votes R07, R25, R26, R28, R46,D03, D04, D06, D11, D13, D19, D21, D23, D35, D36 and D42 in accordance with the Appropriation Act, 2006, is reduced by the amounts specified in the third column of the Second Schedule.

Issue of KSh.19,483,725,519 out of the Consolidated Fund for the service of the year ending 30th June, 2007.

MEMORANDUM OF OBJECTS AND REASONS Clause 2 of this Bill provides for the issue out the Consolidated Fund of the sum of Kshs.19,483,725,519 required to meet public expenditure during the Financial Year ending 30th June, 2007. This sum includes the amount authorized by the National Assembly on the 22nd June, 2006, by Vote on Account under section 101 of the Constitution. The Clause also appropriates the money granted for services and purposes specified in the Schedule, which is based on the estimates for the 2006/2007 Financial Year. Clause 3 makes provision for Appropriations in Aid of those services and purposes.
